REPORT AND RECOMMENDATION ,
APPLICANT: Mercury Marine FILE NO. SA-442-79
LOCATION: Northeast corner of the intersection of Lind Avenue S.W. and
S.W. 41st Street.
SUMMARY OF REQUEST: The applicant seeks site approval in a Manufacturing Park zone
for an office/distribution and training center.
SUMMARY OF ACTION: Planning Department Recommendation: Approval with conditions.
Hearing Examiner Decision: Approval with conditions.
PLANNING DEPARTMENT The Planning Department preliminary report was received by the
REPORT: Examiner on January 3, 1980.
PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file with the application, and field
checking the property and surrounding area, the Examiner
conducted a public hearing on the subject as follows:
The hearing was Opened on December 18, 1979 at 9:25 a.m. in the Council Chambers of the
Renton Municipal Building. Due to the necessity of revision of proposed parking areas
on the site, the hearing was continued to January 8, 1980 to allow resubmission of the
site plan.
CONTINUANCE:
The hearing was opened on January 8, 1980 at 9:25 a.m. in the Council Chambers of the
Renton Municipal Building.
Parties wishing to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed
the Planning Department report, and the report was entered into the record as Exhibit #1.
Roger Blaylock, Associate Planner, reviewed Exhibit #1, and entered the following
additional exhibit into the record:
Exhibit #2: Site Plan with staff comments
Utilizing Exhibit #2, Mr. Blaylock explained proposed phasing of the project, and affirmed
the Examiner's inquiry regarding provision of hydroseeding on the remaining 1.9 acres
pending future development. Responding to the Examiner's inquiry regarding proposed
development for the remainder of the site, Mr. Blaylock advised the Planning Department
recommendation that future expansion of the facility would require site approval by the
Examiner. The Examiner corrected the Planning Department calculation of 94 spaces to
93 spaces required, noting the ordinance allows the lesser parking requirement according
to square footage percentage.
The Examiner requested testimony by the applicant. Responding was:

Mr. Sconzo concurred in the recommendations of the Planning Department contained within
Exhibit #1. Responding to the Examiner's concern regarding maintenance of the undeveloped
portion of the project, Mr. Sconzo advised the applicant's intent to provide hydroseeding,
and noted that site plans would be submitted for any expansion of the existing facility.
Mr. Blaylock indicated that modification of landscaping species may be necessary upon
resubmission of revised landscaping plans.
The Examiner requested testimony in support or opposition to the application. There was
no response. He then required final comments from the Planning Department. Since there
were no further comments, the hearing regarding File No. SA-442-79 was closed by the
Examiner at 9:40 a.m.

FINDINGS, CONQLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner
now makes and enters the following:
FINDINGS:
1. The request is for approval of a site plan for a +136,943 square foot portion of a
214,641 square foot lot. The applicant proposes to construct a 70,800 square foot
warehouse/manufacturing/testing/office facility on the site.
2. The Planning Department report sets forth the issues, applicable policies and provisions,
and departmental recommendations in this matter, and is entered as Exhibit #1.
3. Pursuant .tip the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of1971, R.C.W. 43.21.C. , as amended, a Declaration of Non-Significance
has been issued for the subject proposal by Gordon Y. Ericksen, responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. There was
Ino opposition to the proposal expressed.
6. All existing utilities are available and in close proximity.
7. The proposal is compatible with the required setbacks, lot coverage and height
requirements of Section 4-730 (M-P; Manufacturing Park) of Title IV, Ordinance No.
1628, C:pde of General Ordinances.
8. The subject property is located on the northeast corner of the intersection of Lind
Avenue South and S.W. 41st Street and is part of the Orillia Industrial Park. The
site is zoned M-P, and, therefore, pursuant to Section 4-730.040.9, the site plan must
be approved by the Hearing Examiner.
9. The site is level and generally devoid of vegetation. The site is presently
undeveloped as are the areas north and east of the subject site.
A business park is being constructed south of the subject site and west of the
subject site is the Benaroya Industrial Park.
10. The appLicant anticipates employing approximately 76 people. The proposed development
will provide 94 parking spaces.
11. The applicant proposes developing only a portion of the subject site at the present
time, and future development plans for the remainder of the site are currently
undetermined.
The Planning Department has recommended that the applicant hydroseed the unused
portion of the site concurrently with the development of the major portion of the
site for the proposed complex.
12. The Planning Department recommended that the applicant provide a six-foot wide
concrete sidewalk along both Lind Avenue S.W. and S.W. 41st Street, and the applicant
agreed to provide same.
13. The Planning Department recommended that the required ten-foot perimeter landscaping
be extended for the full length along S.W. 41st Street which includes the portion
of the subject site which the applicant is not currently developing.
14. The applicant has not submitted a landscaping plan for review at this time, and the
Planning Department has asked that approval of the site review be conditioned on
review and approval of a landscaping plan by that department.
15. The Comprehensive Plan and the Green River Valley Comprehensive Plan each indicate
that the area in which the subject property is located is suitable for Manufacturing
Park.
CONCLUSIONS:
1. The proposed warehouse/manufacturing/office complex is compatible with the zoning
of M-P. The proposal is also compatible with the designation of this area as
suitable for the development of manufacturing type of industries.
2. The applicant proposes to develop a 70,800 square foot structure on approximately
1.2 acres of the +3.14 acre site. The applicant proposes landscaping this portion
of the subject site. Those plans have not been submitted in detail, and, therefore,

the Planning Department should have the opportunity to review and approve those
specific 1 ndscaping plans.
3. The landscaping of the remaining site is proposed to occur concurrent with the
further de elopment of the remaining 1.9 acres. The hydroseeding of this undeveloped
portion of the subject site should be accomplished with the development of the
proposed complex and will serve, until subsequent development, as an expansive lawn
area.
4. Since the lot is legally and for practical purposes viewed as one lot, landscaping
of the enti e frontage of the subject lot, both along Lind Avenue S.W. and S.W. 41st
Street, shb ld be accomplished with the development of the subject proposal.
The applicant has agreed to provide a six-foot wide concrete sidewalk along both
Lind Avenue S.W. and S.W. 41st Street. Landscaping should be provided between the
respective curbs and sidewalks.
5. An irrigation system should be provided to maintain the landscaped and hydroseeded
areas.
DECISION:
Exhibit #2 is approved subject to the submission of and approval by the Planning Department
of a detailed landscape plan, including an underground irrigation system, and the
provision of a six-foot wide concrete sidewalk along Lind Avenue S.W. and S.W. 41st Street.

the decision of the Examiner is based on erroneous procedure, errors of law or fact,
error in judgment, or the discovery of new evidence which could not be reasonably
available at the prior hearing may make a written request for review by the Examiner
within fourteen (14) days from the date of the Examiner's decision. This request shall
set forth the specific errors relied upon by such appellant, and the Examiner may, after
review of the record, take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires that
such appeal be filed with the City Clerk accompanying a filing fee of $25.00 and meeting

C. HISTORY/BACKGROUND:
The subject site was annexed into the Ciy of Renton by Ordinance
1745 on April 14, 1959 which was amended by Ordinance #1764 on
May 27, 1959 and Ordinance #1928 on December 22 , 1961. It was
rezoned from "G" , General Classification District to M-P, Manufact-
uring Park District on December 24, 1969 by Ordinance #2533. The
site was part of the Orillia Industrial Plat . The final plat was
approved by the Hearing Examiner on August 25, 1978.

D. PHYSICAL BACKGROUND:
1. Topography : The site is essentially level .
2. Soils: Snohomish Silt Loam (So) . Permeability is moderate
in the upper part of the profile and moderately rapid in
the lower part . There is a seasonal high water table at or
near the surface. Runoff is slow, and the erosion hazard
is slight . This soil is used for row crops, pasture, and
hay. Urban Land (Ur) . Urban land is soil that has been
modified by disturbance of the natural layers with the
addition of fill up to several feet thick to accommodate
industry or housing.
3. Vegetation : Virtually all vegetation has been eliminated
due to the previous filling and grading of the subject site.
4. Wildlife: The existing conditions on the site do not pro-
vide suitable wildlife habitat .
5. Water: Some standing water was observed on the site near
the Lind Avenue and S.W. 41st frontages (12/7/79) .
6. Land Use: The subject site is presently undeveloped. The
properties to the north and east are also undeveloped.
Under construction to the south is a business park consist-
ing of a retail structure and approximately 16 buildings to
be used as multi-tenant office space and light manufacturing/
wholesale. To the west and southwest is the Benaroya Indus-
trial Park consisting primarily of warehousing.
E. NEIGHBORHOOD CHARACTERISTICS:
A combination of presently developed industrial land and unde-
veloped land is in the process of being prepared for such devel-
opment .
F. PUBLIC SERVICES :
1. Water and Sewer: A 12" water main extends north-south along
Lind Avenue S.W. adjacent to the subject site and an 8"
sanitary sewer is located on S.W. 41st Street .
2. Fire Protection : Provided by the Renton Fire Department
as per ordinance requirements.
3. Transit : Metro Transit Route 155 operates along S.W. 43rd
Street within 1/4 mile to the south of the subject site.
4. Schools : Not applicable.
5. Recreation : Not applicable.

I . IMPACT ON THE NATURAL OR HUMAN ENVIRONMENT:
1. Natural Systems : Development of the subject site will dis-
turb soil and vegetation, increase storm water runoff , and
have an effect on traffic and noise levels in the area.
However, through proper development controls and procedures,
these impacts can be mitigated.
2. Population/Employment : The nature of the use is such that
there isn 't likely to be any significant change in popula-
tion. However, completion of the facilities will provide
approximately 85 additional employment opportunities ( 1. 2
employees/1000 sq. ft . ) .
3. Schools : Not applicable.
4. Social : Not applicable.
5. Traffic : The proposed warehouse/manufacturing-testing/office
facility will generate approximately 635 additional vehicle
trips per day for the warehouse use ( 3.68 trips/1000 sq. ft.
374 trips) on Lind Avenue S.W. or S.W. 41st Street.
J. ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION:
Pursuant to the City of Renton 's Environmental Ordinance and the
State Environmental Policy Act of 1971, as amended, RCW 43-21C,
a dedication of non-significance has been prepared for the sub-
ject proposal.

L. PLANNING DEPARTMENT ANALYSIS:
1. The proposal is consistent with the Land Use Element of the

2. The applicant proposes to construct a 70 , 800 square foot
warehouse/manufacturing-testing/office facility on a ±3.14
acre site located at the northeast corner of Lind Avenue
S.W. and S.W. 41st Street . The remaining portion of Lot 5,
which is 1,9 acres, will be developed at some future date
Exhibit #1) .
3. The proposal as submitted complies with the requirements
of the M-P, Manufacturing Park Zone, and the Parking and
Loading Ordinance. The required 94 parking spaces was
based upon the following calculations ;

4. The sidewalk was not included in the LID on either Lind Ave-
nue S.W. or S.W. 41st Street. The developer will be required
to construct the sidewalk along both streets and landscape
between the sidewalk and curb.
5. The proposal was originally submitted on November 9 , 1979 ,
along with a landscaping plan. A modified site plan was
submitted on December 18, 1979 , without a revised landscaping
plan. Preliminary review of the landscape plans shows a
very sensitive treatment of the site. Some additional areas
on the revised site plan will have to be treated, primarily
around the expanded parking lot to the east . Landscaping
should extend the full length of the property on S.W. 41st
Street .
6. Construction of the building will have some impact on the
1.9 acres designated for future development. Landscaping
of Phase I should include hydroseeding of this 1.9 acres.
M. DEPARTMENTAL RECOMMENDATIONS :
Based on the foregoing analysis, the staff recommends that the
Hearing Examiner approve the site plan for Mercury Marine, Inc. ,
file number SA-442-79, as submitted on December 18, 1979 , with
the following conditions :
1. Construction of a 6-foot wide concrete sidewalk adjacent to
the property line on public right-of-way along with Lind
Avenue S.W. and S.W. 41st Street .
2. Approval of landscaping plans including an underground irri-
gation system by the Planning Department prior to occupancy.

C. HISTORY/BACKGROUND:
The subject site was annexed into the Ciy of Renton by Ordinance
1745 on April 14, 1959 which was amended by Ordinance #1764 on
May 27, 1959 and Ordinance #1928 on December 22 , 1961. It was
rezon d from "G" , General Classification District to M-P, Manufact-
uring ark District on December 24, 1969 by Ordinance #2533. The
site as part of the Orillia Industrial Plat. The final plat was
approved by the Hearing Examiner on August 25, 1978.

D. PHYSICAL BACKGROUND:
1. Topography : The site is essentially level .
2. Soils: Snohomish Silt Loam (So) . Permeability is moderate
in the upper part of the profile and moderately rapid in
the lower part . There is a seasonal high water table at or
near the surface. Runoff is slow, and the erosion hazard
is slight . This soil is used for row crops, pasture, and
hay. Urban Land (Ur) . Urban land is soil that has been
modified by disturbance of the natural layers with the
addition of fill up to several feet thick to accommodate
industry or housing.
3. Vegetation : Virtually all vegetation has been eliminated
due to the previous filling and grading of the subject site.
4. Wildlife: The existing conditions on the site do not pro-
vide suitable wildlife habitat .
5. Water: Some standing water was observed on the site near
the Lind Avenue and S.W. 41st frontages (12/7/79) .
6. Land Use: The subject site is presently undeveloped. The
properties to the north and east are also undeveloped.
Under construction to the south is a business park consist-
ing of a retail structure and approximately 16 buildings to
be used as multi-tenant office space and light manufacturing/
wholesale. To the west and southwest is the Benaroya Indus-
trial Park consisting primarily of warehousing.
E. NEIGHBORHOOD CHARACTERISTICS:
A combination of presently developed industrial land and unde-
veloped land is in the process of being prepared for such devel-
opment .
F. PUBLIC SERVICES :
1. Water and Sewer: A 12" water main extends north-south along
Lind Avenue S.W. adjacent to the subject site and an 8"
sanitary sewer is located on S.W. 41st Street .
2 . Fire Protection : Provided by the Renton Fire Department
as per ordinance requirements.
3. Transit : Metro Transit Route 155 operates along S.W. 43rd
Street within 1/4 mile to the south of the subject site.
4. Schools : Not applicable.
5. Recreation : Not applicable.

I . IMPACT ON THE NATURAL OR HUMAN ENVIRONMENT:
1. Natural Systems : Development of the subject site will dis-
turb soil and vegetation, increase storm water runoff , and
have an effect on traffic and noise levels in the area.
However, through proper development controls and procedures,
these impacts can be mitigated.
2. Population/Employment : The nature of the use is such that
there isn 't likely to be any significant change in popula-
tion. However, completion of the facilities will provide
approximately 85 additional employment opportunities ( 1.2
employees/1000 sq. ft . ) .
3. Schools : Not applicable.
4. Social : Not applicable.
5. Traffic: The proposed warehouse/manufacturing-testing/office
facility will generate approximately 635 additional vehicle
trips per day for the warehouse use ( 3.68 trips/1000 sq. ft .
374 trips) on Lind Avenue S.W. or S.W. 41st Street.
J. ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION:
Pursuant to the City of Renton 's Environmental Ordinance and the
State Environmental Policy Act of 1971, as amended, RCW 43-21C,
a dedication of non-significance has been prepared for the sub-
ject proposal.

2. The applicant proposes to construct a 70 , 800 square foot
warehouse/manufacturing-testing/office facility on a ±3.14
acre site located at the northeast corner of Lind Avenue
S.W. and S.W. 41st Street . The remaining portion of Lot 5,
which is 1n9 acres, will be developed at some future date

3. The proposal as submitted complies with the requirements
of the M-P, Manufacturing Park Zone, and the Parking and
Loading Ordinance. The required 94 parking spaces was
based upon the following calculations :

4. The sidewalk was not included in the LID on either Lind Ave-
nue S.W. or S.W. 41st Street . The developer will be required
to construct the sidewalk along both streets and landscape
between the sidewalk and curb.
5. The proposal was originally submitted on November 9 , 1979 ,
along with a landscaping plan. A modified site plan was
submitted on December 18 , 1979, without a revised landscaping
plan. Preliminary review of the landscape plans shows a
very sensitive treatment of the site. Some additional areas
on the revised site plan will have to be treated, primarily
around the expanded parking lot to the east . Landscaping
should extend the full length of the property on S.W. 41st
Street .
6. Construction of the building will have some impact on the
1.9 acres designated for future development. Landscaping
of Phase I should include hydroseeding of this 1.9 acres,
M. DEPARTMENTAL RECOMMENDATIONS :
Based on the foregoing analysis, the staff recommends that the
Hearing Examiner approve the site plan for Mercury Marine, Inc. ,
file number SA-442-79, as submitted on December 18, 1979, with
the following conditions :
1. Construction of a 6-foot wide concrete sidewalk adjacent to
the property line on public right-of-way along with Lind
Avenue S.W. and S.W. 41st Street .
2. Approval of landscaping plans including an underground irri-
gation system by the Planning Department prior to occupancy.

RE : SITE APPROVAL 442-79 , MERCURY MARINE
Tom Sconzo Associates has submitted plans plans for a
site approval on a distribution center and office for
Mercury Marine, Inc. After careful review of the inter-
ior uses of the building, it was determined that the
site plan provided inadequate parking. The applicant
has been informed and will be submitting revised site

The subject site was annexed into the Ciy of Renton by Ordinance
1745 on April 14, 1959 which was amended by Ordinance #1764 on
May 27, 1959 and Ordinance #1928 on December 22 , 1961. It was
rezoned from "G" , General Classification District to M-P, Manufact-
uring Park District on December 24 , 1969 by Ordinance #2533. The
site was part of the Orillia Industrial Plat . The final plat was
approved by the Hearing Examiner on August 25, 1978.

D. PHYSICAL BACKGROUND:
1. Topography: The site is essentially level .
2. Soils: Snohomish Silt Loam (So) . Permeability is moderate
in the upper part of the profile and moderately rapid in
the lower part . There is a seasonal high water table at or
near the surface. Runoff is slow, and the erosion hazard
is slight . This soil is used for row crops, pasture, and
hay. Urban Land (Ur) . Urban land is soil that has been
modified by disturbance of the natural layers with the
addition of fill up to several feet thick to accommodate
industry or housing.
3. Vegetation : Virtually all vegetation has been eliminated
due to the previous filling and grading of the subject site.
4. Wildlife: The existing conditions on the site do not pro-
vide suitable wildlife habitat .
5. Water : Some standing water was observed on the site near
the Lind Avenue and S.W. 41st frontages (12/7/79) .
6. Land Use: The subject site is presently undeveloped. The
properties to the north and east are also undeveloped.
Under construction to the south is a business park consist-
ing of a retail structure and approximately 16 buildings to
be used as multi-tenant office space and light manufacturing/
wholesale. To the west and southwest is the Benaroya Indus-
trial Park consisting primarily of warehousing.
E. NEIGHBORHOOD CHARACTERISTICS:
A combination of presently developed industrial land and unde-
veloped land is in the process of being prepared for such devel-
opment .
F. PUBLIC SERVICES :
1. Water and Sewer: A 12" water main extends north-south along
Lind Avenue S.W. adjacent to the subject site and an 8"
sanitary sewer is located on S .W. 41st Street .
2. Fire Protection : Provided by the Renton Fire Department
as per ordinance requirements.
3. Transit : Metro Transit Route 155 operates along S.W. 43rd
Street within 1/4 mile to the south of the subject site.
4. Schools : Not applicable.
5. Recreation : Not applicable.

1. Natural Systems : Development of the subject site will dis-
turb soil and vegetation , increase storm water runoff , and
have an effect on traffic and noise levels in the area.
However, through proper development controls and procedures,
these impacts can be mitigated.
2. Population/Employment : The nature of the use is such that
there isn ' t likely to be any significant change in popula-
tion. However, completion of the facilities will provide
approximately 85 additional employment opportunities ( 1.2
employees/1000 sq. ft . ) .

5. Traffic : The proposed warehouse/manufacturing-testing/office
facility will generate approximately 635 additional vehicle
trips per day for the warehouse use ( 3.68 trips/1000 sq. ft .

Pursuant to the City of Renton 's Environmental Ordinance and the

a dedication of non-significance has been prepared for the sub-
ject proposal.

acre site located at the northeast corner of Lind Avenue
S.W. and S.W. 41st Street. The remaining portion of Lot 5 ,

4. The sidewalk was not included in the LID on either Lind Ave-
nue S.W. or S.W. 41st Street . The developer will be required
to construct the sidewalk along both streets and landscape
between the sidewalk and curb.
5. The proposal was originally submitted on November 9 , 1979 ,
along with a landscaping plan. A modified site plan was
submitted on December 18 , 1979 , without a revised landscaping
plan. Preliminary review of the landscape plans shows a
very sensitive treatment of the site. Some additional areas
on the revised site plan will have to be treated, primarily
around the expanded parking lot to the east . Landscaping
should extend the full length of the property on S.W. 41st
Street .
6. Construction of the building will have some impact on the
1.9 acres designated for future development. Landscaping
of Phase I should include hydroseeding of this 1.9 acres.
M. DEPARTMENTAL RECOMMENDATIONS :
Based on the foregoing analysis, the staff recommends that the
Hearing Examiner approve the site plan for Mercury Marine , Inc. ,
file number SA-442-79, as submitted on December 18 , 1979 , with
the following conditions :
1. Construction of a 6-foot wide concrete sidewalk adjacent to
the property line on public right-of-way along with Lind
Avenue S.W. and S .W. 41st Street .
2. Approval of landscaping plans including an underground irri-
gation system by the Planning Department prior to occupancy.

COMMENTS :
Introduction The State Environmental Policy Act of 1971, Chapter 43.21C, RCW, requires
all state and local governmental agencies to consider environmental values both for their
own actions and when licensing private proposals. The Act also requires that an EIS be
prepared for all major actions significantly affecting the quality of the environment.
The purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can with the information
presently available to you. Where explanations of your answers are required, or where
you believe an explanation would be helpful to government decision makers , include your
explanation in the space provided, or use additional pages if necessary. You should
include references to any reports or studies of which you are aware and which are rele-
vant to the answers you provide. Complete answers to these questions now will help all
agencies involved with your proposal to undertake the required environmental review with-
out unnecessary delay.
The following questions apply to your total proposal , not just to the license for which
you are currently applying or the proposal for which approval is sought. Your answers
should include the impacts which will be caused by your proposal when it is completed,
even though completion may not occur until sometime in the future. This will allow all
of the agencies which will be involved to complete their environmental review now, with-
out duplicating paperwork in the future.
NOTE: This is a standard form being used by all state and local agencies in the State
