These covenants shall run with the land and expire on December 31. 2025. If at any

time improvements are installed pursuant to these covenants. the portion of the
covenants pertaining to the specific installed improvements as required by the
Go Ordinances of the City of Renton shall terminate without necessity of further
documentation.
Any violation or breach of these restrictive covenants may be enforced by proper legal
procedures in the Superior Court of King County by either the City of Renton or any property
owners adjoining subject property who are adversely affected by said breach.

East valley Highway and West Valley Highway, by doing all work

amounts therefore against the property as shown on said

CHANGING T' ZONING CLASSIFICATION OF CERTAIN
PROPERTIES1WITHIN THE CITY OF RENTON FROM BUSINESS
DISTRICT (B-1) AND. RESIDENCE DISTRICT (R-4) TO
BUSINESS DISTRICT (B-1) (R-051-84 - Schumsky) ,
WHEREAS under Chapter 7 , Title IV (Building Regulations)' of
Ordinance No . 162.8 known as the "Code of General Ordinances of 'the
City of Renton" as amended, and the maps and reports adopted in
conjunction therewith, the property hereinbelow described has hereto-
fore been zoned as Business District (B-1) and Residence District
R-1)

OLD BUSINESS - continued
Liquor License Liquor Board. The State Liquor Board, in turn, told her to

change of ownership of an existing establishment, not necessarily
causing citizen objection. However, the proposal of a new'and
large tavern had resulted in community concern, and these
citizens deserved a place to be heard. Councilman Clymer
agreed that policy outlining definite procedure and standards
should be established to accommodate both the prospective;
owner and citizens. City Attorney Warren cautioned that any
policy established by the City would be considered recommendation
only b, the Liquor Board who has final authority regarding all
liquor licensing. Councilman Mathews suggested contacting the
Liquor Control Board through the Washington Traffic Control
Commission to investigate addressing this concern on a state-wide
basis. MOVED BY STREDICKE, SECONDED BY REED, THE
MATTER OF BUSINESS STANDARDS WITH REGARD TO LIQUOR
ESTABLISHMENTS BE REFERRED TO THE ADMINISTRATION
FOR FECOMMENDATION . CARRIED (see later action)
Maple Valley Road/Councilman Stredicke commended the City for width and paving
Sunset 'YQ'i improvements to the Maple Valley Road/Sunset Boulevard 'Y'
Intersection intersection. Mayor Shinpoch noted that the State was also
involved in this project, and she would convey the appreciation.
Specialty Councilman Stredicke requested a report on request for expansion
Restaurant to exiting Specialty Restaurant building at the airport, to include
Expansion parking and "greenhouse-type" room, contained in recent Hearing
Examiner report, noting Aviation Committee had not reviewed the
proposal. Mayor Shinpoch indicated a report would be forthcoming.

CORRESPONDENCE Letter from Mayor Shinpoch was read advising determination
Ballot Issue by St to Public Disclosure Commission that while no public
Support Policy funds or time will be used in any manner to promote the two
bond issues for the September ballot, Maplewood Golf Course
acquisition and Community Center construction, all Council
I members, Park Board members, and employees are privileged
to endorse, support monetarily, doorbell , promote, and
encourlage the passage of these issues on their own time. )
The only proviso is that a formal resolution proclaiming
support must be passed by the Council at an open, regular
meeting, thereby giving the public an opportunity to speak
against the resolution. (See Ordinances and Resolutions)
METRO Appeal Added letter from Richard A. Mattsen, Administrative Legal
of Special' Counsel for METRO, appealing decision of the Public Works
Connection' Director that METRO should be liable for a special connection
Charge charge in accordance with Ordinance No. 2849,as amended by
Ordinance No. 3056 for the land owned by METRO upon which
the Reton Sewage Treatment Plant is located. The fee In
the amount of $143,922.24 has already been paid by METRO
under protest. MOVED BY STREDICKE, SECONDED BY CLYMER, '
COUNCIL REFER THIS MATTER TO THE UTILITIES COMMITTEE AND '
CITY ATTORNEY FOR RECOMMENDATION. CARRIED.
OLD BUSINESS Councilman Stredicke requested a list of all part-time
Part-time City employees, effective July 1 , 1984. He also inquired
Employees regarding City policy governing on-going yard and garage '
sales. Mayor Shinpoch advised that the matter was referred
On-going Yard to the Administration on 7/23/84 and the Building Department
Garage Sales has it under review. Noting that Friends of the Library
book sale held 7/4/84 had netted a profit of $1 ,244.46, it
was MOVED BY STREDICKE, SECONDED BY REED, THAT THIS MATTE1R

the Library FROM GENERAL FUND IN THE AFOREMENTIONED AMOUNT UNTO THE
LIBRARY% FUND. CARRIED. Councilman Stredicke also noted
Library Library Board request to meet with Council in September
Renovation, to discuss Library renovation plans.

Utilities Utilities Committee Chairman Mathews presented a report
Committee concurring in the recommendation of the Public Works
One-Call Department to join the One-Call Notification System. The,
Notification set-up charges and monthly charges, including the teletype
System system, are to be borne by the Utilities Division. MOVED.
BY MATFEWS, SECONDED BY TRIMM, COUNCIL CONCUR IN THE ' 1
COMMITTEE REPORT. Chairman Mathews explained that system
I is required in response to recent legislation adopted by
State Legislature to designate location of utility lines
for all jurisdictions. Initial cost for the system is
approximately $1 ,850.00 with monthly fees of $110.00.

PUBLIC HEARING: After reviewing the. Building and• Zoning Department
Report,,examining available information on file with the
application, and field checking the property and
surrounding area, the Examiner conducted a public hearing
on the subject as follows:
The hearing las opened on Jun- 26, 1984, at 9:03 a.m. in the Council Chambers of the Renton
Municipal Bui ding. Parties wis ing to testify were affirmed by the Examiner.

The hearing as opened and Roger Blaylock, Zoning Administrator was called upon to review
the proposed rezone. Mr. Blaylock clarified the fact that the total acreage involved is now
zoned B-1'1 and R-4, and the p esent Comprehensive Plan shows the lot as commercial. He
stated that the proposal would be a contract type rezoning and would reduce the intensity of
the current B l existing under city ordinances. He said when the actual survey was done on the
site the house did not totally si on the lot, it shares part of the lot with Puget Power. It has
been this I w y for approximately 20 years. The house will be removed for the actual
development f the property. The applicant is proposing to build a restaurant on the site. Mr.
Blaylock seat d that traffic in the area would be a major factor for discussion.
At this point _n the hearing the examiner and Mr. Blaylock discussed the traffic flow that could
be brought about in this area with the development of any business. Comparisons were made as
to traffic'flow generated by a medical center, convenience store, restaurant, business park and
fast-food 'restaurant. It was felt the proposal for the applicant's property should be one that
would not generate a large traffic flow that would add to already critical peak hour trafficbetweentheoursof6:30 - 8:30 a.m. and 3:00 - 6:00 p.m.. The need to censor the development
of conveners a-type stores in t e area was expressed due to the additional traffic they would
add to the al eady peak flow h urs. It was felt the restaurant catering business would create
different nea times - approxi ately 12:00 noon and an early evening peak about 5:30 to 8:00
p.m. Mr. Blaylock said in closing that it is their intent to limit development to something less
than what!wax thought in 1965 •ecause of concerns for both people and automobile traffic in
this area. 'I

Mr. Richert indicated he and the applicant are in total agreement with staff recommendations.
He acknowledged an error was made in the scenario previously presented to staff. On page 4,
9, the zoning descriptions for B-1 and R-4 zones were inadvertently reversed. It was;noted,

FINDINGS, C NCLUSIONS & RECOMMENDATION:
Having reviewed the record in this matter, the Examiner now makes and enters the following:
FINDINGS:

1. The a p plicant, Don Schumsky, filed a request for approval of a reclassification of
approximately 1.26 acres of property from R-4 (High Density Multifamily Residential)
and B-1 (Business/Commercial) to B-1 with limitations on use.

2. The application file containing the application, the State Environmental Policy Act
SEPA) documentation, the Building and Zoning Department Report, and other pertinent
documents was entered into the record as Exhibit #1.
3. Pur sua t to the City o Renton's Environmental Ordinance and SEPA (RCW 43.21C,
19711, as amended), a Declaration of Non- Significance has been issued for the subject
proposal by the Environmental Review Committee (ERC), responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. There was no opposition to the subject proposal from any member of the public.
6. The subject site is located on the east side of the 1300 block of Lake Washington Blvd.
North.
7. The suhject site was annexed into the City by Ordinance 1791 in September of 1959, as
amended by Ordinance 1804. The property was originally zoned G-6000; upon
annexation. The zoning was modified to B-1 and R-4 by Ordinances 1917 and 2148 in
Octobe' of 1961 and April] of.1965 respectively.
8. Thel map element of the Comprehensive Plan designates the area in which the subject
sites, is ocated as suitable for the development of commercial uses but does not mandate
such development without; consideration of other policies of the plan.
9. Thei topography of the site varies from west to east. The western two-thirds of the
subject site are generally level while the elevation rises approximately 80 feet, from 70
feet to 150 feet in the eastern third of the site.

10. While precise figures were not available, the site is roughly divided in half between the
B-l j zone and the R-4 zone.
11. The site is directly east of the Coulon Beach Park, north of the Boeing Renton Complex
and;immediately west of I-405.
12. No Erafic figures were provided for usage along the roads in the vicinity of the subject
site land adjacent Lake Washington Blvd.
13. Estimates of traffic which could be generated by potential uses of the subject site were
provided. Due to the location and site characteristics, the petitioner limited the possible
uses; a market, a restaurant and/or multifamily dwellings for purposes of traffic
projections.
14. The applicant further selected uses which generate a peak hour traffic level different
than that generated by the nearby Boeing complex. A predominance of housing would
generate a peak similar to Boeing as residents leave for and return from work during the
regular peak hours.
15. The figures used are based upon the ITE Traffic Handbook. A ten story condominium and
modest sized market would be expected to generate approximately 2,217 trips, while a
larger market with a three story condominium is estimated to have a average daily trip
count of approximately 5,142.

The preferred proposal would combine a sit-down restaurant, a food catering business,
approximately 4,000 sq ft of office use and an upper-level containing one floor of
apartment units. The approximately 24,000 sq ft building would generate approximately
2,701 average daily trips. The entire building would be housed in three stories.
16. The a plicant proposes conditioning the rezone of the site to limit the range of B-1 uses
which could be permitted on the site to restaurant, food catering, office uses.and
apartment units. Further, the applicant proposed limiting the size of any. structure on
the site to 24,000 sq ft.
17. The applicant's characterization of the request as a downzone is mis-leading. The R-4
portions of the site would be rezoned to permit commercial uses and that is an increase
in land use intensity. The proposed development limitations would appear to only limit
the, intensity of traffic and then only relative to some uses, but not necessarily as
compared with multifami_y residential uses.
CONCLUSIONS
1. The pr ponent of a rezone must demonstrate that the request is in the public interest,
will n t impair the public health, safety and welfare and in addition, is in compliance
with a least one of the three criteria found in Section 4-3010, which provides in part
that:
a. The subject site has not been considered in a previous area-wide rezone or land
use analysis; or
b. The subject site is potentially designated for the new classification per the
Comprehensive Plan; or

c. 'i There has been a material and substantial change in the circumstances in the
area in which the subject site is located since the last rezoning of the property
or area.
Subjec' to the limitations proposed by the applicant, the proposed reclassification of the
subject site appears Warr nted.
2. The proposed classification, B-1, even subject to the limits proposed by the applicant,
satisfieis the designation of the site for business and commercial use by the
Conpr hensive Plan. The resulting traffic, generated at different times than the peak
produc d by the Boeing oomplex should mesh well and makes the limitations imposed
appear easonable.
3. The,loclation of Coulon Park and the Boeing complex would appear to be complementary
uses, and a restaurant located in this area appears appropriate.
4. , The,pr posal to limit the size of the building to 24,000 sq ft coupled with the limitation
on use; only a restaurant, food catering business, 4,000 sq ft of office space and four
apartment units could be constructed, would reasonably comply with the Comprehensive
Plan and would not unduly interfere with the traffic already utilizing Lake Washington
Blvd.

5. Site plan review due to the sensitive nature of the slope, and the proposal to mix
residential and commercial/restaurant uses would appear reasonable and should be a
condition of the rezone.
6. The j City Council should approve the rezone of the subject site as limited by the
applicant.
RECOMMEND TION
The City Council should reclassify the subject site from B-1 and R-4 to B-1 subject to the
execution of restrictive covenants containing the following conditions:
1. The bui ding or buildings on the site shall be limited to a total of 24,000 square feet';

The Appearance of Fairness Doctrine provides that no ex parte (private one-on-one)
communications may occur concerning land use decisions. This means that parties to a land use
decision may not communicate in private with any decision-maker concerning the proposal.
Decision-makers in the land use process include both the Hearing Examiner and members of the
City Council
All communications concerning the the proposal must be made in public. This permits all
interested parties to know the ',contents of the communication and would allow them to openly
rebut the evr idence. Any violation of this doctrine would result in the invalidation of the
request by the Court.
The Doctrine applies not only to the initial public hearing but to all Requests for

The subject site was ahnexed into the city of Renton by Ordinance #1791 of

block of Lake Washington Boulevard North directly east of Gene Coulon

2. The Environment41 1 Review Committee has issued a Declaration of
Jon-significance limited to the rezone request only and with the condition
hat any proposed }ite plans are to be returned to the Environmental Review
ommittee for urther environmental determination. This specifically
includes items th t would normally have been exempt under the State
Environmental Policy Act of 1971.
3. f The Land Use Hearing Examiner must review four specific criteria under
ection 4-3014(C) to determine that the circumstances surrounding the
ezone request are adequate to recommend approval of the reclassification.
The following evidence clearly demonstrates that the rezone request is
ppropriate.
Criteria #1: That substantial evidence was presented demonstrating
the subject reclassification appears not to have been specifically
considered at the time of the last area land use analysis and area zoning.
The subject roperty was annexed into the City of Renton in 1959 and
was later re Loned to its present configuration of B-1 and R-4 first in
1961 and agalin in 1965 by Ordinances 1917 and 2148, respectively. The
subject site has not been considered for rezoning since that time.
b. Criteria #2: That the property is potentially classified for the proposed
zone being requested pursuant to the policies set forth in the
Comprehensi e Plan and conditions have been met which would indicate
the change is appropriate.
The 1981 1 enton Northeast Comprehensive Plan designates the
property as Commercial. The proposal is generally supported by the
Comprehensive Plan Goals and Policies; however, specific concern was
expressed in the discussion of the Environmental Review Committee
dealing with slopes and the integrity of the embankment along the
eastern one-third of the subject site. Therefore, the required specific
site plan approval for any development on the site to consider
environmental impacts.

c. Criteria #3: That since the last previous land use analysis of the area
zoning of he subject property, authorized public improvements,
permitted p ivate development or other circumstances affecting the
subject prop rty have undergone significant and material change.
The development of Gene Coulon Memorial Beach Park into a major
regional recreational facility has prompted many of the adjacent
properties t re-evaluate the timing for redevelopment of their

properties. Lake Terrace Park Associates, file R-090-81,
obtained approval to rezone a parcel of property approximately
2300 feet to the north to Medium Density Multiple Family. The
City, at the present time, is re-evaluating the design standards
for Lake Washington Boulevard and ultimate construction within
the foreseeable future.
d. Timeliness: The final test to determine whether the rezone
request is appropriate is to address the question of timeliness.
The subject property was originally rezoned into its present
configuration in, 1965. Nineteen years have passed without
development of the subject site. The present property owner, Don
Schumsky, has an immediate need to relocate a thriving
restaurant business within the limits of the City of Renton. This
combined with adjacent general improvements and rezone activity
in the area suggests that rezoning the subject property would be
considered timely at this point.
4. The rezoning request before the Land Use Hearing Examiner in effect is a
downzone.from the present activities allowed. The applicant has provided a
detailed analysis using scenarios of what could be built on the subject site
under the present combination zoning. However, the applicant also believes,
because of the limited size of the parcel, that it should be developed as one
development instead of two smaller-type, mixed-use activities. In fact,
through the traffic generation projections, it can be shown that by limiting
the size of the structures upon the subject property, traffic intensities will
decrease and will be during off-peak hours, which is critical to this traffic
corridor because of its primary influence from the Boeing Commercial
Airplane Company.
5. Various City departments have reviewed the proposal and determined that
the rezone request, because it actually decreases the intensity of the
development, is appropriate if certain conditions are met. These 'conditions
primarily respond to specific development improvements both on-site and
off-site and need to be evaluated as to the final design limits of the building.
DEPARTMENTAL RECOMMENDATION:
Based upon the above analysis, it is recommended that the Land Use Hearing
Examiner recommend to the City Council approval of the rezone request, file
R-051-84, subject to the following two conditions:
1. The filing of restrictive covenants to require site plan approval by the Land
Use Hearing Examiner of any development on the subject site.
2. The filing of restrictive covenants to limit the maximum building on the
subject site to 24,000 square feet and be limited to the following land uses:
a. Sit-down restaurant, including banquet rooms, and food catering
facilities.
b. Professional office space.
c. Residential apartment use.

I. iSUMMARY INFORMATION
Th subject 1.26+ acre site is located directly off the north Renton
Boeing) Interchange of FAI-405 along the east side of Lake Washing-
ton Blvd. N.E. , within the city limits of Renton. This location offers
convenient access to the freeway system which interconnects other
cities within the Seattle metropolitan region. It also enjoys a
uniquely rare aesthetic quality with its spectacular view of Lake
1Washington and Seattle combined with its proximity across from Gene
Coulon Memorial Beach Park and its 8 million dollar extension north-
jwa0 between Lake Washington Blvd. and the shoreline (see attached
map). The site is also located practically within the Renton BoeingIcoAlex, and very near Paccar and other industrial facilities in the '
North Renton area.
All of these attributes provide a unique environment for a restaurant,
type business. The following pages provide additional information on
th' site and area, along with justification for the rezone request.
II. GENERAL INFORMATION
Location: 1300 Lake Washington Blvd. N.E. , Renton along the east
side of Lake Washington Blvd. N.E. , directly across from
Gene Coulon Memorial Beach Park, in Renton. Site is adja-
cent to the northwest segment of the North Renton Inter-
changeiof FAI-405.
Site Area: 54,900± square feet or 1.26 ± acres.
Dimensions: Approximately 178 ft. ± along Lake Washington Blvd. by
340 ft l ±.. deep.
Comprehensive Plan Designation: The January 1980 Renton Comprehensive
Plan up-date showed the subject property proposed as commercial . The
December 1981 Renton Northwest Comprehensive Plan showes the property
lal o proposed as commercial .
Present Zoning: Ordinance No. 1917, dated October 17, 1961, placed the
subject parcel in its present zoning of B-1 & R-4. No rezoning of the
property has taken place since. This is some 20 years prior to the
Amore recent Comprehensive Plan up-dates designating the entire property
commercial .
Access: The site has approximately 170± feet of frontage along Lake
Washington Blvd. N.E. , and is located just off the North Renton Inter-
change of FAI-405, the major north/south freeway along the east side
of Lake Washington. This freeway interconnects with the I-5/Seattle!
corridor to the southwest, the Valley Freeway (SR-16) through Kent and
Aqburn, Southcenter and the Seattle-Tacoma International Airport to
the south & west, as well as the cities of Bellevue, Kirkland, Bothell ,
and further north to Everett.

III. SURROUNDING LAND USES
The site is directly across form what will be the largest public park
Ion Lake Washington,1 except possibly Seward Park. This combined with
the spectacular view provides an excellent location for a quality
restaurant facility. The park has been extended approximately one
mile north along Lice Washington Blvd. Many recreational elements are
included in the park.

The area along the east side of Lake Washington Blvd. up to North 28th
Street is planned for a mixed density of view oriented, multiple family
or condominium uses. The park,combined with these and existing resi-'
dertial uses,will make this area a vibrant,exciting place to live,
work and play. The Boeing Company's huge Renton complex is virtually'
within walking distance from the site. Paccar and other industrial
operations are also nearby, together with commercial uses located in
the north Renton area and the Highlands. The subject site is also
within a mile of the Renton Municipal Airport, a general aviation air-
po't which has the capacity to handle all varieties of corporate
aircraft as well as the large jets that are produced at the Renton
plant.
IV. SOILS
T+ soils are AKF Alderwood and Kitsap. Drainage and permeability of
this soil varies. Erosion hazard and slippage potential are severe
when it occurs on teep slopes; otherwise the soil is gravelly consol'i-
dated till substratum. Shrink/swell potential is low. With appropriate
construction methods this soil should be sufficient for development, ;
although further soils and geologic information will be necessary tot
7 determine ultimatelbuilding foundation requirements, including the need
for piling or special footings.
V. SLOPE
Tte westerly two-thirds of the site presently has been used as a storage

rd and is relatively level . The site rises approximately 10-15 feet
a the extreme easterly edge of the storage yard, then levels off
around the existing single family residence. The topography of the site
and its location provide an excellent view of Lake Washington and the
Seattle/Mercer Island skylines. The northeasterly corner of the site
is very steep, and, could present development problems. The bank or
easterly edge of the house is adjacent to a very steep bank which
Otends approximately 30-35 feet to the freeway right-of-way line. The
house has legal acicess over the Puget Power property to the south.

VI. UTILITIES
IWater, sanitary sewer, storm sewer, power and gas are all within close
proximity to the sebject site.
VII. ! TRAFFIC/CIRCULATION
The subject site has excellent access given its frontage along a Major
arterial (Lake Washington Blvd. ) and its close proximity (approximately
50p ft. north) of the North Renton Interchange of FAI-405. The
interchange is the major freeway access point for the Boeing Company,
Pafific Car & Foundry, and the entire north Renton industrial/
commercial area. It provides immediate access to Bellevue and other
points north and south along the FAI-405 corridor (east side of Lake
Washington). FAI-405 connects with the Interstate 5 freeway approxi-
mately 3 miles south of the site. This is the major north/south
freeway along the entire west coast. The site is also within 5 minutes
of the I-90 corridor linking the east side with downtown Seattle.
The existing transportation network adjacent to the site also provides
good access to other portions of Renton including the Renton Airport
1 (third largest airport in the Seattle metropolitan area), the Renton
ICB , the Green River Valley industrial area, the Southcenter commercial/ „
industrial area, and the Seattle-Tacoma International Airport. All are
readily accessible by the freeway from the site. The site also has
excellent access to the Renton Highlands and Kennydale residential areas,
land other major residential growth areas along the east plateau of Renton
via Sunset Blvd. and the north Renton 405 Interchange).
VIII . ' MARKET ANALYSIS
1 Thle unique aesthetic qualities of prime water and park view and location
near a major regional recreation facility, combined with the location
near the Interchange and major north-south freeway (405) , provide a
rare opportunity and environment for a restaurant facility.
Thee convenient freeway access provides an extended range of proximity
to Bellevue, Southcenter and Seattle. This area of influence includes
a substantial amount of existing and potential residential areas. Such
close proximity provides a wide range of market drawing areas within a
short travel time from the site.
The City of Renton and the area between north Renton and the Renton CBD
can support a new firstclass restaurant facility. Further, the Owner
plans to expand his existing food catering business which is in large
demand and expandipig in volume. Presently, he caters 2,000 to 3,000
cistomers a week, and serves the greater King County area. The conven-
t ient freeway access will give positive support to this aspect of his
business.

IX. EXISTING ZONING & THEORETICAL SCENARIOS
The existing zoning of B-1 & R-4 allows many uses. The allowable
uses of B-1 fall into the principal areas of:

o Services
o Residential
The allowable uses of R-4 fall into the principal area of high density,
multi-family/unit housing.
Some specific uses, therefore, include:
o 24-hour Open Convenience Markets
o General Office Buidlings
o Medical Office Buildings
o Sit-Down Restaurant & Related Food Services
o Medium-Rise Apartment Buildings
o Automotive and Marine Accessories
o Auto, Boat, & Motorcycle Sales
o Bus Terminal or Taxi Headquarters
o Car Washes!
o Churches
o Veterinary Offices
o Plus Many Other Specifically Listed Uses.
Ole of the major impacts of any possible use on surrounding areas is
auto traffic. Another impact is building size and scale.

Scenario No. 1: A' 10 story, elderly condominium building, along with
a mixed use of 3,000 sq. ft. - 24 hour convenience market - on the main
level . The building, approximately 108 ft. x 108 ft. , would occupy

space on the B-1 zoned portion of the property which allows a maximum
of 95 ft. in height.
The building would have 8 stories of apartments for a total of 90
units (approximately 93,000 sq. ft. ). Two stories plus a basement
would house parking for approximately 75 cars. The site would provide
for an additional 30 cars for the total 105 cars required.
The average ADT from this Scenario is:
o Elderly Condominiums - 90 units x 5.4 ADT 486•.:tr. ips
o Convenience Market - 3,000 SF : 1,000 = 3 x 577 ADT 1,731 trips
Total ADT 2,217 Trips
Scenario No. 2
A one story - 8,800 sq. ft. - 24 hour convenience market - located on
the B-1 zoned property, along with a mixed use 3-story - over parking -
ellderly apartment building located in part over the market and extending
east onto the R-4 oned property.
IrITheapproximate88ft. x 100 ft. market would be supplied with the
required 44 car parking on site. The 12 unit elderly apartment
building (approximately 10,500 sq. ft. ) would be provided with an
Iadditional 12 parking places for a total of 56 on site.
The Average ADT frpm this Scenario is:
1 o Convenience Market - 8,800 SF : 1,000 - 8.8 x 577 ADT 5,077 Trips
o Elderly Condominiums - 12 units x 5.4 ADT 65 Trips
Totanl ADT 5,142 Trips
1 With all other possible impacts set aside, Scenario No. 1 envisions a
very large scale building for the area with a little over 2200 ADT
traffic impact on hake Washington Blvd.
Scenario No. 2 envisions a smaller scale building (4 stories) , but
1 pr1oduces •a higher ADT traffic impact (over 5100) on Lake Washington Blvd.
Both of the above Scenarios have the theoretical possibility under the
present zoning for the subject property.
X. SPECIFIC PROPOSED USE UNDER THIS REZONE REQUEST
T4 Owner, Mr. Don Schumsky, is the Owner of Schumsky's Restaurant in
south Renton. In his present location, Mr. Schumsky runs a sit-down
restuarant business in conjunction with a food catering business. 'The

food catering portion has expanded in volume, and he is no longer
able to efficiently conduct this business in the present location.
I MI. Schumsky's intent is to construct a first-class., sit-down
restaurant with expanded efficient space for food catering. With-in
this rezone request, he is willing to accept a contract rezone with
a fixed maximum density. In effect, this would have the effect of
spreading density and lowering already allowable density and scale.
j SP,ECI FI C PROPOSAL
Construct a maximum 24,000 sq. ft. building comprised of a maximum
of three stories over basement parking. Proposed uses include:
o Sit-down restaurant including banquet rooms & food
catering facilities.
o Professional office space
o Residential apartment use
I Each level of use is projected at 8,000 sq. ft. This might vary a
couple thousand sq. ft. per floor as required by actual design needs
analysis requirements (i .e. 10,000 Sq. Ft. on 1st floor and 6,000
SO . Ft. on 2nd floor).
o The parking. garage basement would house parking, service
and possible storage space.
o The 1st and 2nd floors would house the restaurant and food
catering blusiness for a maximum of 16,000 sq. ft.
o The 3rd floor would be reserved for either professional .
office space or residential use for a maximum 8,000 sq. ft.
A heavy timber frame building constructed over a concrete parking
garage and service area is planned. Outdoor roof decks or special
patios are also envisioned to give the project design and use interest.

from the standpoint of the above comparisons) could be considered equal
to or a down-zone request.
Also, the 1981 Comprehensive Plan designates the entire site as
commercial .
