PUBLIC HEARING: i After reviewing the Building and Zoning Department
Report, examining available information on file with
the application, and field checking the property and i,
surrounding area, the Examiner conducted a public I,
hearing on the subject as follows:

The hearing was opened on January 15, 1985, at 9:20 A.M. in the Council Chambers of the
Renton Munic pal Building. Parties wishing to testify were affirmed by the Examiner.
The following -xhibits were entered into the record:

The hearing as opened and Roger Blaylock, Zoning Administrator, presented a review of
the staff report. Beginning his; presentation, Mr. Blaylock advised the proposal is 'for a ;I
office manufa turing and warehouse building to be built and utilized for the production of
corrugated ca dboard sheets. The existing zoning on the site is manufacturing park. The
applicant had also applied -fora special permit to grade and fill. The preload was to be I.
placed on lot f11 as part of the building process. In this operation the' preload is placed
about 6 ft. in height, with the applicant requesting a special permit to move the preload
to lot #10. The fact that loft #10 is still owned by Glacier Parks, and the acreage involved
is actually 8 acres instead of the 4 acres as had been advertised, the applicants decided to
withdraw their special permit request at this time and present a new application for
grading and filing. Mr. Blaylock stated the site plan will be considered today, but it
should be remembered that'the preload on the site will be relocated to lot #10 or will be
removed from the'site. Referring to the plan, it was pointed out that there may be 1
possible futur explansion. , The ERC is aware of the possible expansion, and in I their
determination stated they felt the 74,400 sq. ft. of building space would not significantly
impact the ar a. The property'is 4.15 acres and is undeveloped. The proposal complies
with the Corn rehensive Plan, and public utilities are available to the site. The applicant
estimates the will have 30 employees, with 60 employees anticipated in the near future.
The Fire Dep rtment feels the;plan is unacceptable because it does nbt provide proper I,
exiting, and f els there should Ibe an emergency fire access lane constructed along the I'I
east side of th building. It!was; noted that the architect has already redesigned the,plans I
to accommod to an access lane on the east side of the building for use by the fire i'

Continuing, r. Blaylock stated the manufacturing operation will consist of the
production of corrugated cardboard sheets for the packing industry. He felt the only real
issue that has evolved was I expressed by the ERC with regard to traffic impacts in the
south valley rea. The area to be concerned with is approximately 1000 acres located
south of I-40 , east of the Burlington Northern railroad tracks, north of 43rd Street and
west of 1-167. The ERC has requested that the Public Works Director send an agenda bill
to the City ouncil for discussion on the issue of internal traffic improvements to the
south valley ea. He suggested in the short term this area will need a series of traffic
signals and the extension of Oaksdale Avenue from north to the south. The long term
improvements may include that S.W. 27th Street will be extended to connect into

site would b approximately 120.6. Referring to off-site traffic improvements Mr.
Blaylock stat d they have tried to identify the traffic improvements, and now it seems
appropriate tat the City Council should concur and place a priority on such
improvements as may be necessary. This could be accomplished by an LID for the entire
valley or it c uld be set out es a special benefit area for signalization. Mr. Blaylock
stated the ER felt very strongly that a mitigation fee for special benefit areas should be
applied per v hicle trip to assist in the funding of improvements that'will be necessary
due to the cumulative adverse impacts from many small projects in the area. He also
stated the la dscaping in the undeveloped area of the project will be hydroseeded, and
again reitera ed the only concern with this proposal is the matter of traffic: He
recommended approval of the site plan subject to the inclusion of a 26 ft. wide fire lane
and the applic nt contributing to a special reserve fund for traffic improvements.
The Hearing xaminer called for testimony from the applicant or their representative.

Mr. Fleet responded to the Examiner's request for clarification as to the nature of the
activity to take place in the proposed warehouse building. He stated the nature of the
activity is th receipt of paper from the plant that has been run through a machine
process in which it is stiffened, corrugated, and bonded into cardboarid sheets that are
railed to the warehouse. It is anticipated there will be one rail car per day, with other '
deliveries to be made by truck. There will also be approximately seven trucks per day
arriving, with one flat sheet of corrugated cardboard being sent out on one truck per day.
Mr. Fleet stated they will pave office space for only a few personnel; the bulk of the
personnel will be involved in the manufacturing and warehouse process. Initially there 'I
will be 30 pers ns involved, with 60 persons ultimately projected.
Continuing M . Fleet discussed the trip generation fee. He questioned if the 60 person
count would be a part of the future expansion, and if he could verify same, could that
information be used to possibly lower the trip charge? He also asked if any of the other
existing properties would be subject to an assessment to assist in the mitigation of the
projected traffic impacts. The Hearing Examiner replied he felt that last question was a
policy questio which would have to be addressed by the City Council. The Examiner also
indicated he ad received a URS Advance Planning Study for Valley Parkway S.W. and
S.W. 27th Str et and asked;Roger Blaylock if it had been offically accepted by the City 1
Council. Mr. laylock replied in the negative stating the Council usually does not adopt
traffic studies, (except comprehensive studies), thus making the referenced URS Study a
City documen , not a policy document. The Hearing Examiner recommended that the
document be iled in the City Clerk's office so it can be adopted by reference for future
valley reports completed with regard to traffic impacts. Mr. Fleet again stated he would
submit, in wri ing, the actual estimate of future permanent personnel to be considered in i
the calculatio of charges for vehicle trips per day from this proposed business.
A call was giv n for further testimony in favor of, or in opposition to the proposal. There
being no one else in the audience wishing to speak and no further comments from staff, I

FINDINGS, CONCLUSIONS & DECISION:
Having reviewed the record in this matter, the Examiner now makes and enters the,
following:
FINDINGS:
1. The applicant, Lance Mueller and Associates, has requested approval of a-,site plan
for an approximately 74,400 sq .ft office/manufacturing/warehouse on
approximately 4.15 acres, together with a special permit for fill and grade.
2. The application file containing the application, the State Environmental Policy Act
SEPA) documentation, the Building and Zoning Department Report, and other
pertine-it documents was entered in the record as Exhibit #1.
3. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21C,
1971, as amended), a Declaration of Non-Significance has been issued for the
subject proposal by the Environmental Review Committee (ERC), the responsible
official.
4. Plans f r the proposal have been reviewed by all City departments affected by the
impact of this proposal.
5. There
vras no opposition to the subject proposal from any member of the public.
u ject site is located on a lot which spans the distance6. The subject p anc between S.W. 27th
Street and the S.W. 29th Street cul-de-sac, just east of Lind Avenue S.W.
7. The subject site is level as a consequence of earlier grade and fill operations. The
applicant withdrew the application for a special permit for fill and grade and will
accomplish those operations as part of the building permit process.
8. The subject site was annexed into the City in April, 1959 by Ordinance 1745, as
amended by Ordinance 1764 adopted in May, 1959. The site was reclassified to
M-P in December, 1964 by the enactment of Ordinance 2533. The Final Plat was
approved by the City 'Council in March of 1979.
9. The sit is adequately, served by both sewer and water, by the City of Renton.
10. -The map element of the Comprehensive Plan designates the area in which the
subject site is located as suitable for the development of manufacturing park
type/multiple option) uses, but does not mandate such development without
consideration of other policies of the plan.
11. Pre-load material will be placed on the site in preparation for eventual
constru b tion. The materials will be removed from the site and placed either on the
adjoining lot as pre-load material or removed completely.
12. The bui ding will be 440 feet long, 180 feet wide by approximately 30 feet high.
The Fire Department regulations require that no inside area be more than 200 feet
from an' exit. The applicant at the hearing agreed to comply with this requirement,
although machinery inside the proposed plant could interfere with access to an
intermediary exit. The machinery will be placed on a 400 foot long concrete pad.
Further Fire Department review will be necessary.
13. The proposed operation will average approximately 30 employees. These
employees would be expected to generate a minimum of approximately 60 vehicle
trips p4 day - one trip coming to work and one trip home. Delivery of supplies to
the site and distribution of the operation's completed goods would increase the
number of trips above 60 per day. Traffic engineering projected approximately 390
trips ba ed upon the nature of the use and the size of the parcel.
14. The ERC, utilizing 'the URS Advance Planning Study Report (CAG-039-80),
determined that the incremental impact of development in the Green River Valley
area ge'erally south of I-104, north of S.W. 43rd Street, west of the East Valley
Road and east of the West Valley Highway will lead to deteriorating traffic
conditiohs. The estimated costs of various improvements is in a wide range of
from aproximately Two Million Dollars ($2,000,000) to approximately Nine Million
Dollars $9,000,000). i

15. The tr ffic concerns'of the ERC, and those enunciated in the URS report, have not
been s ecifically addressed by the City Council.
16. The applicant proposes establishing a corrugated cardboard manufacturing plant at
the subject site. The process requires delivery of finished paper which will be'
laminated and formed into corrugated cardboard. No raw paper pulp will be,
involve in the operation!
17. In addi ion to the required fire exit, the Fire Department requires an emergency
access lane along the side of the building. Again, the applicant has agreed to the
require ent.
CONCLUSIO S
1. The pr posed use of ithe subject site appears to serve the public use and interest.
The sits development will increase the tax base of the city, increase employment
opport gnities within the city, and with the possible exception of traffic generation
will not burden the city infrastructure system.
2 The us is compatible with the Comprehensive Plan designation of the site. The
propose manufacturing will occur under cover and should not adversely affect
neighbo ing property or the general public. I'
3. The in ormation which was presented dealing with the traffic impacts of the
subject proposal is unclear at best. Building and Zoning predicated its calculations
upon th number of employees, whereas the division with expertise in the matter,
the Tr ffic Division used traffic manual counts based upon use and square ''
footage Based uponI the quite disparate input, no clear determination of traffic
generation by the proposed use would be meaningful. This office recalls that in the
past errlployee counts were not the sole criteria for traffic projections. In the
future this office would welcome a more complete analysis of the basis of traffic
estimates for any particular proposal.
4. The counts and estimates aside, this office feels constrained to imposed the 1
recomml nded fees in the: instant case, or without more, in any future case. The 1
recomm ndation from the ERC and the Building and Zoning Department takes the
position that the Examiner has inherent powers to impose conditions which would
make a project compatible with its environment and to mitigate any adverse
impacts which may be generated. Such power to condition projects has been
utilized in the past to require necessary roadway improvements, even off-site,
when t e impacts clearly were demonstrated. The costs of some of these
conditions have even been substantial. The instant case is different. While the
propose fee, when compared against the total costs of developing the subject site,
may ap ear quite minimal .and could even be viewed as a reasonable condition of
develop ent, the totality ;of the ultimate fund is extremely large. Depending upon
which fi ures are used, the fund could range from over $2,000,000 to approximately
9,000,0 0.I
Without more, this office cannot begin a special purpose fund for valley wide
traffic mprovements for which total costs could surpass the $9,000,000 figure
cited by the ERC. Such a fund cannot be lightly regarded, nor should it be created
without areful review by'the City Council. The piecemeal approach proposed may
not yiel any improvements until the funds are completely realized, but long after
traffic onditions deteriorated substantially. The suggested approach ignores
current evelopment and relies upon only new development. As indicated above,
the range of improvements, and therefore the costs, are at best vague. The basis
of predipting traffic must be more precise, or at least reasonably agreed upon.
Such study needs to be accomplished during a City Council review and not as a
result of a somewhat ;routine land use decision which could have unpredictable and j,
unprecedented results.,

5. In summary, while the proposal will undoubtedly add some incremental burden to
traffic in the industrial valley, there is no justification for this Office to impose
the fees suggested w 4hout clear approval of the City Council. The proposal is
itself compatible with the Comprehensive Plan. If traffic were viewed as a
problem element, that,newly adopted plan for the Valley should have been modified
to curtal , not encourage new development. If traffic is a potential problem it will
have to e directly addressed, and not slipped through on a case by case basis.

members of the City Council '
All communications concerning the proposal must be made in public. This,permits all
interested parties to know the contents of the communication and would allow them to
openly rebut th- evidence. Any violation of this doctrine would result in the invalidation
of the request • the Court.
The Doctrine -pplies not only to the initial public hearing but to all Requests, for
Reconsideratio as well as Appeals to the City Council.

G. DEPARTMENT ANALYSIS:
1. The applicant, Lance Mueller & Associates Architects, is requesting site plan
approval and a special permit for fill and grade for Mystic Company. The
building will consist of 74,400 square feet of office, manufacturing and
warehouse use utilized to produce corrigated cardboard sheets. A total of 30
employees are estimated in the beginning of the operation with 60 employees
anticipated in the near future.
2. The proposal complies with the intent of the Manufacturing Park - Multiple
Option classification of the subject site and the specifics of the
Manufacturing Park zone.
3. The applicant has just withdrawn the special permit application for fill and
grade. The fill and grade activity will be conducted in relationship to the
building permit that will be issued after approval of the site approval.
4. The site plan shows that there is a possibility for future expansion onto Lot
10. Without expansion onto Lot 10, it appears that 20,000 more square feet
can be added to the existing structure and still comply with the zoning
requirements under the M-P zone.

the structure onto Lot 10 could result in some major technical problems.
Functionally, the building only has access from the north and south sides with
a distance 'of 440 feet in between. Apparently, at this time, the Fire Code
requires that any portion of the building be within 200 feet of an exit.
6. In addition[ the plans also show a major slab for machinery which runs
approximatbly 400 feet in length. This may be a physical obstical to
north-south of exiting and there may have to be a redesign of the machinery
within the structure.
ISSUE
7. Cummulative traffic impacts resulting from this development and similar
sized developments prompt the imposition of a specific condition to provide
monetary funds for off-site traffic impacts. Should the Hearing Examiner
use his authority to condition land use decisions to provide such mitigation?

Th Environmental Review Committee has reviewed the traffic impacts
resulting from incremental development of the Green River Valley south of
I-4b5. This area'composed of slightly more than 1,000 acres is less than 40% I
devIeloped. Applications within the last month suggest a major development
spurt for this area and the need for physical traffic improvements. In 1982,
the Public Works Department had URS Consultants prepare a study for a
total traffic system in the Valley. This was quickly updated in relationship to 'I
the newly adopted Valley Comprehensive Plan and the present private
improvements in 1 the Valley. It was discovered that approximately +88,000
ne trips could be generated under the maximum intent of the
Comprehensive Plan,'thus forcing a major breakdown of the internal traffic
system in this area' without significant improvements. The memorandum
dat d December '27, 1984 to the Environmental Review Committee from the
Zo ing Administrator, Traffic Engineer, and Engineering Supervisor, provides
me hodology for the partial funding of necessary off-site traffic
improvements.

Th Hearing Examiner, under Section 4-3014(D) has the authority to require
con itions, modifications and restrictions necessary to make the application II
co patible with its environment and carry out the objectives and goals of the
Comprehensive Plan,, the Zoning Ordinance, the Subdivision Ordinance, and
the codes and ordinances of the City of Renton. The Land Use Hearing
Examiner has a I very broad authority in land use decisions to impose !I
con' itions that meet the intent of those plans. The Valley Plan specifically
call out the total transportation system necessary to provide the continued
lev 1 of service andI accessibility for property owners within that area.
The Environmental Review Committee under the authority of SEPA is
cha ged in determining if there are significant adverse environmental
imp cts resulting from a project. However, the law does not appear to
confider cummuletive adverse impacts from a series of small projects. This
was the primary reason that the Environmental Review Committee has made
a f rmal recommendation in this case. It is their recommendation that a
tra fic mitigation fee for a specific benefit area in the amount of $22.88 per
veh cle trip be applied. The Committee recognizes that this will not provide
full funding of the necessary improvements because most developers will not
dev lop to the maximum design limit of the underlying zone. I
In t is specific case, the ultimate 60 emoloyees will generate a total of 120.6 I
veh cle trips based upon the attached ITE classification (Manufacturing).
Thi would amount to $2, 750.32.
The applicant believes that only 60 trips will be generated from the site,
whi e based upon the ,design capacity of the building the Traffic Engineering
Department believes that 390 trips could be generated. The 120.6 trips is an
actdal impact generated from the number of employees that the applicant
has disclosed will be on-site.
Imposition of the condition would help the implementation of the
Comprehensive Plan. In addition, it would set a general policy for the
procedure for the Environmental Review Committee to submit their concern
and imput to the Hearing Examiner below the threshold level delineated
under SEPA as a formal recommendation. The ERC's position has recently
been supported in the case of Miller vs The City of Port Angeles.
8. In conclusion, the applicant has presented a development plan that complies
with the intent of the Land Use Element of the Comprehensive Plan and the
present M-P zoning classification. However, the Comprehensive Plan is a
total approach to;all of the issues and development needs of the community.
Tho a development needs have specifically anticipated .off-site traffic
imp.ovements that need to be funded through a proportionate contributing
basi . The City. in any case, will still fund a major portion of the
dev lopment by itself or along with state and federal governments.
The Building and Zoning Department takes the fundamental stand that li
proportionate contributions for off-site improvements, not only for traffic
but Other public services, are necessary to continue an appropriate level of

H. DEPARTMENTAL RECOMMENDATION:
Based upon the above analysis, it is recommended that the site approval, file
SA-112-84, be approved subject to:
1. A redesign to include a 20 foot wide fire lane per Fire Department approval
on the east side of the structure along with appropriate fire access points to
the building.
2. The contribution of the $2,759.32 to a special reserve fund for traffic
improvements as delineated in the memorandum to the Environmental
Review Committee dated December 27, 1984.

SUBJECT: South Valley Traffic Improvements/Special Assessment Area
The South Valley, that area bounded on the north by I-405, on the east by SR-167, on the
south by SW 43rd Street and on the west by the Great Northern Railroad line (excluding
that portion located within the City of Tukwila) is an area of approximately ±1000 acres.
Major public improvements have occured during the last 5 years and they have followed
the basic Green River Valley Comprehensive Plan adopted in June 1976. This report is
intended to provide a basis for understanding of necessary traffic improvements both on
the short-term and the long-term development needs of the commercial and industrial
development in the area
Presently, traffic generated within the area, reaches an approximate volume of 30,000
vehicle trips per day. Based upon the recently approved Comprehensive Plan and the
worst case scenario associated with it, a total of slightly more than 117,000 trips will be
generated out of this area excluding traffic associated with Longacres. Longacres
presently generates approximately 8,500 to 9,000 vehicle trips during the horseracing
season. This is based !von calculations derived from studies of San Diego race tracks
applied to the 16,500 feet grandstand of Longacres. In comparison, if Longacres was
developed into commercial activities as designated in the Comprehensive Plan, such as a
shopping center or retail commercial, a total of approximately 115,000 vehicles trips
would be generated from that site alone.
Prior to specifically going through the table showing these calculate the following
assumptions of development must be made:
1. Short-term goals are to be five years or less in intent. Long-term goals are five
years or more.
2. Lind Avenue S.W. cannot, theoretically, be widened without obtaining additional
right-of-way at great expense to the City and adjacent property owners.
3. Oaksdale Avenue S.W. has the opportunity to be constructed to a full five lane
segment and provide the principal access to the South Valley.
4. East/west traffic between S.W. 43rd Street and S.W. 16th Street should be
encouraged to utilize the full potential and capacities of the planned Oaksdale
Avenue S.W.
5. A total of approximately 600 acres is still available for development out of the
subject area of 1,007 acres.
6. The trip generation ratio used to evaluate total demand based upon the maximum
occupancy of the Comprehensive Plan is as follows:
General Cbmmercial 600 trips per acre
Office/Business 270 trips per acre
Warehousing (MP-MO)60 trips per acre
General Industrial 50 trips per acre
7. Total estimated traffic of all of the Valley Plan area equals 198,000 vehicle trips.
8. Traffic generated from Longacres will be a constant 9,000 vehicle trips per day.
This is seasonal and concentrated between May and October.)
9. Based upon the environmental assessment for the Valley Comprehensive Plan,
external streets will be at 50% over capacity with completion of the Plan.

development. A series 'of issues arise over how to handle the generation of funds

VALLEY TRAFFIC IMPROVEMENTS i
Traffic improvements can be grouped into three categories: (1) signals, (2) Oaksdale •
Avenue S.WI extension, and (3) S.W. 27th extension. Rough estimates are given for each
of the necessary improvements listed below.

The S.W. 27 ,h Street Extension should be considered a long-term item or a joint
cost-sharing i em with the City of Tukwila and appropriate developers. Phases I, II, and
III, which are ecessary as short-term (5 years or less) traffic improvements, amount to a
total of $2,020,000. Total area wide improvements would amount to $9,020,000.
If these costs were share „equally over the anticipated 88,282 new vehicle trips, the
short-term improvements would amount to $22.88 per trip. However, the case of !
ilong-term improvements, the amount would be $102.17 per trip.

Pending before the ERC, at, this time, are two applications in the Valley; one for Modern
Manufacturing and one for Reliable Distributors. In the case of Modern Manufacturing,
the 445 vehicl trips would generate 410,181.60 for short-term improvements or $45,465
for total area;traffic improvements. In the case of Reliable Distributors, a total of
13,454 would a generated for the 588 vehicle trips while $60,077 would be generated for
both long- and 6hort-term improvements.

RECOMMENDATION
There are significant adverse cummulative impacts generated by each developer. The
south Valley traffic improvements listed above should be prioritized and then the funds
generated for the short f term goals should be applied to those specific priorities. In the
above two cases, these funds totalling $23,635 would be applied to the intersection of Lind
Avenue S.W. and S.W. 41st Street. As subsequent funds became available, there would be
designated for those priorities.
However, since the ERC does not have the specific authority to create an assessment
area, the specific dollar amount should be refered to the Examiner in the form of a
recommendation for the above projects while at the same time a request should be sent
directly to the City Council to form a special assessment area based upon refinement of
this memo.
The ERC does have the option to propose a mitigated DNS. However, we do not have a
detailed traffic study to base it on as required by State law.

Recently, a fi urry of activity in the Green River Valley, south of 405, has prompted the
ERC to eve uate total off-site traffic improvements in relationship to individual'
projects. Un er SEPA, th;e ERC is charged with determining whether a project has,
significant a verse environmental impacts. If it does, an impact statement is prepared'.
and mitigatin measures are then determined and utilized. However, in situations where
individual projects do not have significant impacts, but where a series of similar project,
have a cummulative significant adverse impact, special concerns need to be addressed in'
the land use decision.
In 1982, an a vanced planning report was done on the Green River Valley by the consulting
firm of U.R. . This study showed that the Valley Parkway, now known as Oaksdale I',
Avenue, was ritical to the;functioning of this entire traffic system. The data supporting'
the need is s ill relevant today; however, the actual dollar cost are significantly,lower,
because majo projects, such as the P-1 Channel, Lind Avenue overpass, and Grady Way
Bridge, are nw under separate funding programs. The Zoning Division, to update the 9,
information, prepared a memorandum establishing maximum development according to

improvements. The Hearing Examiner under Section 4-3014(D) can impose conditions to
make the pro ect compatible with its environment and comply with the objectives of the
Comprehensiv Plan. The ERC recommends that a special off-site traffic mitigation fee,
be imposed in the amount of $22.88 per vehicle trip. Trip rates should be established by?
using the act al number of;employees times the Institute of Traffic Engineers established
rates.

The Environ ental Review , Committee is also recommending to the Public Works
Department that the Public Works Director submit an agenda bill to the City Council to
establish a benefit area for the off-site traffic improvements persuant to Section

The South Valley, that area bounded on the north by I-405, on the east by SR-167, on the
south by SW 43rd Street and on the west by the Great Northern Railroad line (excluding
that portio located within the City of Tukwila) is an area of approximately ±1000 acres.
Major publi improvements have occured during the last 5 years and they have followed
the basicgreen River Valley Comprehensive Plan adopted in June 1976. This report is
r intended to provide a basis for understanding of necessary traffic improvements both on
the short-term and the long-term development needs of the commercial and industri 1
development in the area. .
Presently, traffic generated within the area, reaches an approximate volume of 30,000
vehicle trips per day. Based upon the recently approved Comprehensive Plan and the
worst case scenario associated with it, a total of slightly more than 117,000 trips will be
generated out of this area excluding traffic associated with Longacres. Longacres
i presently generates approximately 8,500 to 9,000 vehicle trips during the horseracing
season. This is based upon calculations derived from studies of San Diego race trac 1 s
applied to he 16,500 feet grandstand of Longacres. In comparison, if Longacres w:s
developed into commercial activities as designated in the Comprehensive Plan, such as a
shopping center or retail commercial, a total of approximately 115,000 vehicles tries
would be generated from that site alone.

1. Short term goals are to be five years or less in intent. Long-term goals are fiv

2. Lind Avenue S.W. cannot, theoretically, be widened without obtaining additional
rightlof-way at great expense to the City and adjacent property owners.
3. Oaksdale Avenue S.W. has the opportunity to be constructed to a full five Ian
segment and provide the principal access to the South Valley.
4. East/ est traffic ,between S.W. 43rd Street and S.W. 16th Street should b
encou aged to utilize the full potential and capacities of the planned Oaksdal
Aven a S.W.

6. The tip generation, ratio used to evaluate total demand based upon the maximum
occup=ncy of the Comprehensive Plan is as follows:

7. Total -stimated traffic of all of the Valley Plan area equals 198,000 vehicle trips.

Avenue S.W. extension, and (3) S.W. 27th extension. Rough estimates are given for eac 'I
of the necessary improvements listed below.

The S.W. 27 h Street Extension should be considered a long-term item or a joint
cost-sharing item with the i City of Tukwila and appropriate developers. Phases I, II, and
III, which are necessary as short-term (5 years or less) traffic improvements, amount to a
total of $2,02 ,000. Total area wide improvements would amount to $9,020,000.
If these cost were share; equally over the anticipated 88,282 new vehicle trips, the
short-term i provements ;would amount to $22.88 per trip. However, the case of'I
long-term im rovements, the amount would be $102.17 per trip.
Pending before the ERC, at this time, are two applications in the Valley; one for Modern
I!'
Manufacturing and one for;Reliable Distributors. In the case of Modern Manufacturing,
the 445 vehicle trips would; generate $10,181.60 for short-term improvements or $45,465
for total are traffic improvements. In the case of Reliable Distributors, a total of
I13,454 woul be generated; for the 588 vehicle trips while $60,077 would be generated for!,
both long- an• short-term improvements.

RECOMMENDATION
There are ignificant adverse cummulative impacts generated by each developer. The
south Valley traffic improvements listed above should be prioritized and then the funds
ra generated fir the short-term goals should be applied to those specific priorities: In tt le
above two lases, these funds totalling $23,635 would be applied to the intersection of Lird
Avenue S.W. and S.W. 41st Street. As subsequent funds became available, there would bedesignatedorthosepriorities.
However, s nce the ERC, does not have the specific authority to create an assessment
area, the specific dollar amount should be refered to the Examiner in the form of 'a
recommendation for the above projects while at the same time a request should be sent
directly to to City Council to form a special assessment area based upon refinement of
this memo.

Purpose of Checklist:
The State Environmental Policy Act (SEPA), chapter 43,21C RCW, requires all
governmental agencies to consider the environmental impacts of a proposal before making
decisions. An environmental impact statement (EIS) must be prepared for allproposals
with probable significant adverse impacts on the quality of the environment. The purpose
of this checklist Is to provide information to help you and the agency identify impacts
from your proposal (and to reduce or avoid impacts from the proposal, if it can be done)
and to help the agency decide'whether an EIS is required.

Instructions for Applicants:
This environmental checklist asks you to describe some basic information about your
proposal. Governmental agencies use this checklist to determine whether the
environmental Impacts of your proposal are significant, requiring preparation of an EIS.
Answer the questions briefly, with the most precise information known, or give the best
description you can.
You must answer each question accurately and carefully, to the best of your
knowledge. to most cases, you should be able to answer the questions from your own
observations or project plans without the need to hire experts. If you really do not know
the answer, or if a question does not apply to your proposal, write "do not know" or "does
not apply." Complete answers to the questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and
landmark designations. Answer these questions if you can. If you have problems, the
governmental agencies can assist you.
The checklist question's apply to all parts of your proposal, even if you plan to do
them over a,j period of time or on different parcels of land. Attach any additional
information that will help describe your proposal or its environmental effects. The

F 4) Transportation route along which import material will be
haulediis undetermined at this time since contractor and
material source are not determined. Route will include
East or West Valley Highways, probably S.W. 43rd Street
and Lind Avenue, and S.W. 27th and S.W. 29th Streets.
5) Dust should be no problem since earthwork will take place
during, the rainy season of spring. In the absence of
rain, llother means as required will be utilized. Mud will
be contained on-site. Noise and equipment exhaust will
be typical for construction activity.
