SUBJECT:, DEVELOPMENT OF TRACT 'B' OF SPRINGBROOK TECHNICAL CENTER
The ERC conditions at the time of plat approval required the dedication and construction
of Oakesdale Avenue (2 lanes) along the west side of Tract 'B' from S.W. Seventh Street
to S.W. Grady Way prior to the development of Tract 'B'. Development of the parcels
adjacent to Tract 'B' by First City Equities and Holvick, deRegt and Koering (HDK) have
been short of parking spaces on existing lots. In order to accommodate proposed parking,
lot line adjustments have been approved in which a portion of Tract 'B' is added to the
adjacent loi s. These lot line adjustments for parking lot areas raised the question of
whether Oakesdale needed to be constructed.
On October 30, 1985, the ERC upon review of a new traffic analysis determined that "...
parking lots can be constructed on Parcel B without the implementation of the condition
to construct Oakesdale Avenue. This interpretation does not include the construction of

SUMMARY OF REQUEST: Site Plan approval to modify an approved site plan
for Phase 2A of the Washington Technical Center
changing the use of the existing three buildings from
business park and light warehousing to total office
uses, and adding an additional 21,000 square foot
parking lot having 62 stalls.
SUMMARY OF ACTION: Building and Zoning Department Recommendation:
Approval with conditions.
Hearing Examiner Decision: Site Approval is denied.
BUILDING & ZONING The Building & Zoning Department Report was
DEPARTMENT REPORT: received by the Examiner on March 19, 1985.
PUBLIC HEARING: After reviewing the Building and Zoning Department
Report, examining available information on file with
the application, and field checking the property and
surrounding area, the Examiner conducted a public
hearing on the subject as follows:
The hearing was opened on March 26, 1985, at 10:30 A.M. in the Council Chambers of the
Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner.
The following exhibits were entered into the record:
Exhibit #1 - Yellow file containing application, proof
of posting and additional documentation pertinent to
this application.
Exhibit #2 - Site Plan.
Zoning Administrator, Roger Blaylock was called upon to present a review of the staff
report. He noted the applicant is requesting that he be allowed to place a parking area in
21,000 sq. ft. which would accommodate 62 parking stalls. He stated lot #9 and Lot #7
are in Phase I of the Washington Technical Center and would require modification by way
of a lot line adjustment. Four buildings had previously been constructed on lot #9
building nos. 16, 17, 18, and 19). At that point it was estimated that certain square footage
would be warehouse and the remainder would be office. At this point in time the
applicant wishes to expand and add an additonal 62 parking spaces so a larger percentage
of the buildings can be utilized as offices. Public facilities are all adjacent to the site.
The applicant's main concern at this time is building #16 which has been completely leased
for office space and has the least amount of parking available around it. The additional
62 spaces will raise the total parking spaces to 326. The original lot #9 was 4.3 acres and
is now being increased to 4.8 acres, permitting the conversion of the buildings. Mr.
Blaylock continued stating the conversion does not appear total in that approximately
65,000 sq. ft. could be used for office, with the remaining 1000 sq. ft. being used as
warehousing or manufacturing space, which will probably be in building #17 because the
exterior design for building 18 and 19 are primarily office.
Discussing the traffic to be generated, Mr. Blaylock noted that in the initial phase of
development of this project it was estimated that 6660 vehicle trips per day would be
generated. At this point there are 3,413 trips which is less than 30% of Phase I under
construction, which means all of the current projected traffic information will be
inadequate when approximately 30.7 acres of the original 53 acres of Phase I are
constructed for office. The only issue raised with this project was the matter of
emergency access. Concern is for the access up to S.W. 7th Street. The proposed parking

lot is not of a standard design. In this case it is a long narrow strip measuring
approximately 67 ft. wide by 330 ft. long. The strip will be added by way of a lot line
adjustment from lot #7 to lot #9. The fire department is concerned about the length, and
feels a blocking accident could prevent emergency access response time. It was felt that
by connecting lots 9 and 7 with an asphalt road 20 ft. wide to the north, it would create
the emergency access needed and also be utilized as part of the subsequent development
plan for the site. Mr. Blaylock stated staff would recommend approval of the site plan
and believes the emergency access should be provided to the site.
The Hearing Examiner called for testimony from the applicant or their representative.
Speaking on behalf of the applicant was:

Mr. Davis addressed the issue of the 65,000 sq. ft. of office and 1,000 sq. ft. of warehouse
still remaining to be found in the buildings stating they tentatively have a signed lease for
building #16 and will locate the warehouse space in that building. There is a truck door in
the northwest corner of the building and a 1000 sq. ft. of storage to be used in that area.
They are approximately 50% leased at this time with mainly office users. He discussed
the temporary emergency access to S.W. 7th Street. At this time they are in the process
of developing a site plan for Lot #7, their next development. They will be coming in to
the City for site plan approval very shortly. They will bring access from the current
parking lot, into lot #7 but plan on being under construction some time in the summer.
They requested the temporary access as requested by staff be omitted from this request,
with the guarantee that their site plan approval for Lot #7 will contain access to that lot
from the subject parking lot. The Hearing Examiner asked if Mr. Davis could provide an
alternative by way of a easement or right-of-entry so Lot #9 does have a right to cross
Lot #7. The applicant stated that was a condition he could live with. Mr. Davis felt the
applicant could provide an easement for the access which would contain a condition
making it a permanent fire emergency access. He did not feel this would be a problem for
any possible future owners of the property. Mr. Davis had no further comments.
There being no one else in attendance to testify, and no further comments from staff, the
hearing was closed at 11:10 A.M.
FINDINGS, CONCLUSIONS & DECISION:
Having reviewed the record in this matter, the Examiner now makes and enters the
following:
FINDINGS:
1.The applicant, Holvick, deRegt, Koering, filed a request for approval of a site plan
to modify an existing building and add an addtional parking lot for 62 vehicles.
2.The application file containing the application, the State Environmental Policy Act
SEPA) documentation, the Building and Zoning Department Report, and other
pertinent documents was entered into the record as Exhibit #1.
3. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.2IC,
1971, as amended), a Declaration of Non-Significance has been issued for the
subject proposal by the Environmental Review Committee (ERC), responsible
official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5.There was no opposition to the subject proposal from any member of the public.
6. The subject site is located approximately 360 feet west of Powell Avenue S.W. at
the 800 block.
7.The map element of the Comprehensive Plan designates the area in which the
subject site is located as suitable for the development of manufacturing park uses,
but does not mandate such development without review of other elements of the
plan.

8.The subject site was annexed into the City by Ordinance 1745 adopted in April,
1959, as amended by Ordinances 1764 and 1928, adopted in May, 1959 and
December, 1961, respectively.
9.The site was reclassified from G (General; Single Family Residential; Minimum lot
size - 35,000 sq ft) to M-P (Manufacturing Park) in August, 1979 by the enactment
of Ordinance 3344. The original site plans for the site were approved in 1981 and
1984 (SA-101-81 and SA-081-83).
10. The actual modification requiring the additional parking space was to Building 16
which has been generally converted to office space, which requires parking for an
additional 62 vehicles.
11. The conversion will actually change approximately 65,000 sq ft of space from
warehouse space to office space, while approximately 1,000 sq ft of space will be
retained for warehousing.
12. The applicant proposes providing the additional parking on a strip approximately 67
feet wide by approximately 330 feet long which the applicant proposes adding to
the subject site via a lot line adjustment.
13. The proposed addition would be removed from Plat Lot 7 creating a very irregular
shaped Lot 9. (See attached map).
14. The applicant has placed 6 separate buildings on Lot 9. There is insufficient area
to provide the additional parking necessary for any conversion of interior space for
any of the buildings.
15. The narrow parking addition will not have sufficient area for emergency
turnaround, and access will be in and out the single aisle proposed. The Fire
Department has indicated that access must be provided at the far end of the
proposed parking lot which is over 300 feet from the main lot. This proposed
access would be over other portions of Lot 7 from which the proposed parking area
would be carved.
CONCLUSIONS
1.The proposed addition and modification cannot be approved by this office. This
office would never have recommended that a plat contain a platted lot with the
shape proposed by the applicant. The irregular dimensions carved out of the
subject site make for awkward access for emergency vehicles and even if that
could be overcome creates a poor precedent for lot dimensions in an approved plat.
2. Further, the request was framed as a site plan for additional parking when it is in
fact, a site plan to change the interior of a building which needs additional
parking. The request was not properly filed, but once the complication of the
additional parking became known, a request for the parking lot was submitted.
3.The applicant is attempting to squeeze too many separate and mutually exclusive
uses on the subject site. Six separate structures had been initially constructed to
serve warehousing needs and any conversion results in insufficient parking. The
obvious consequences are that the Building and Zoning Department has been
obliged to approve a lot line adjustment which would never have been approved as
an initial lot. A rectangular lot approximately 900 feet long by approximately 350
feet wide will have a small narrow segment near its center which bulges out
approximately 330 feet.
4. It is a ridiculous shape necessitated by overdevelopment of the subject site. It has
no access at its furthest end and would require a separate access easement across
an adjoining lot. While the applicant has indicated a willingness to create an
easement over that lot, the applicant does not want a particular arrangement
which would complicate development of the adjoining parcel. The proposal
complicates development and muddies development standards. The entire proposal
is an unnecessary complication and should not be approved. Flexibility as an
objective can be carried too far, and that is the result of the proposed lot line
adjustment and parking area. If it would not have been approved in the first place,
it should not be approved now just because the applicant has over-constructed on
the subject site or misjudged the market. The M-P zone is intended to set an
example of good land use planning, and the proposal just does not comply with
those standards.

5.As is indicated by the Building and Zoning Department, emergency access to the
dead-end parking lot would also require a separate asphalt area which exceeds the
length of the parking area. The proposal diverges too far from reasonable
subdivision standards and orthodox land use planning to be approved.
DECISION
The site plan approval requested is denied.

Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must be
filed in writing on or before April 24, 1985. Any aggrieved person feeling that the
decision of the Examiner is based on erroneous procedure, errors of law or fact, error in
judgment, or the discovery of new evidence which could not be reasonably available at the
prior hearing may make a written request for review by the Examiner within fourteen (14)
days from the date of the Examiner's decision. This request shall set forth the specific
errors relied upon by such appellant, and the Examiner may, after review of the record,
take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires that
such appeal be filed with the City Clerk, accompanying a filing fee of $75.00 and meeting
other specified requirements. Copies of this ordinance are available for inspection or
purchase in the Finance Department, first floor of City Hall.
The Appearance of Fairness Doctrine provides that no ex parte (private one-on-one)
communications may occur concerning land use decisions. This means that parties to a
land use decision may not communicate in private with any decision-maker concerning the
proposal. Decision-makers in the land use process include both the Hearing Examiner and
members of the City Council.
All communications concerning the proposal must be made in public. This permits all
interested parties to know the contents of the communication and would allow them to
openly rebut the evidence. Any violation of this doctrine would result in the invalidation
of the request by the Court.
The Doctrine applies not only to the initial public hearing but to all Requests for
Reconsideration as well as Appeals to the City Council.

G. DEPARTMENT ANALYSIS:
1.The applicant is requesting a revision of the site plan approval (file
SA-081-83) to allow the addition of a 21,000 square foot parking lot having
62 parking stalls which in turn will allow the conversion of the existing four
4) buildings from Business Park and Light Warehousing to total office uses.
l he three buildings, presently under construction, contain a total of 66,000
square feet of space. The applicant is primarily concerned with building No.
16 which has been leased to a tenant who will utilize the entire 20,496 square
feet as office space.
2. The original site plan approval covered 4.3 acres. Another .5 acres will be
added so that the total development of this phase will be on 4.8 acres. The
structures will not be modified, but an additional 62 parking spaces will be
added on the additional one-half acre. The property will be to Lot 9 from the
existing Lot 7. The applicant has not applied for the lot line adjustment at
this time pending a decision on the site plan approval.
3.The Environmental Review Committee has issued a Declaration of
Non-Significance for the proposed modification. The appeal date was March
18, 1985.
4.The additional 62 parking spaces will raise the total for Lot 9 to 326 spaces.
The parking as shown complies with the Parking and Loading Ordinance for
dimensional requirements and required landscaping. The five (5) feet of
landscaping along the western boundary of the new proposed parking lot
accounts for the 5% interior landscaping of this parking area plus the 2%
necessary for wildlife mitigation. Some food producing vegetation should be
included for wildlife habitat.
The 326 parking spaces are not sufficient to allow complete conversion of all
four (4) buildings to office from their previously intended use. Only 65,000
square feet out of the 66,000 square feet could be converted with one
building containing approximately 1,000 square feet of warehousing or
manufacturing. Since the applicant has a client intended for Building 16, it is
probable that the 1,000 square feet of warehousing or manufacturing will be
contained in Building 17.

5.Based upon the typical number of vehicle trips generated per 1,000 square
feet building space in the draft EIS, total conversion of this phase would
create a total of 1,386 daily vehicle trips. This is still within the scope of the
original EIS for Phase I. Average Daily Trips (ADT) for Phase I were
estimated in the DEIS to be 6,660. Any development that would exceed that
number for Phase I would require a supplemental evaluation on traffic
impacts. The following table shows trip generation as actually developed
during the first three major projects in Washington Technical Center at this
time. This include the original Phase I by HDK and the revised Phase II as
proposed by HDK along with Phase III of First Cities Equities which is south
of the subject site. The total to-date for traffic generation would account
for 3,413 vehicle trips which is still well within the limits established for
Phase I.

The Building and Zoning Department is concerned that if the existing
conversion of warehousing and manufacturing space to office space continues
at the same rate in the Washington Technical Center, that a supplemental EIS
will be required when approximately 30.7 acres of the 53.4 acres located in
Phase I is developed. In other terms that would account for only another
150,000 square feet of office to be developed in Phase I.
6. The proposal as submitted complies with both the intent of the
Comprehensive Plan designation of Manufacturing Park/Multiple Option -
Office and the present zoning classification of Manufacturing Park.
ISSUE:
7.The only issue raised by any of the City departments was regarding
emergency access. Should emergency access be provided from the northwest
corner of the proposed parking lot up to S.W. 7th Street?
The parking lot does not provide the typical traffic circulation that is
encountered around industrial buildings. With the ultimate development of
Lot 7, a network of emergency accesses will be provided through all of the
parking lots. The Fire Department contends that emergency access should be
provided from the northwest corner of the proposed parking lot to S.W. 7th to
allow circulation through the parking lot. The parking lot is functionally a
dead-end over three hundred (300) feet in length from its only access point.
This does make it quite difficult to provide any emergency services to the lot
area, but the need apears to be very minor when looking at the total
spectrum of emergency calls. The primarly focus of emergency calls are to
buildings and to major street corridors where automobile accidents occur.
Connecting the emergency road from the northwest corner of the parking lot
would create a problem because S.E. 7th Street is not fully constructed west
of the cul-de-sac shown. Metro has extended partial improvements on S.W.
7th Street to the sewage treatment plan, but access is restricted at this point
because it does not service any other adjacent properties.
Evaluating the probability and the fact that Lot 7 would be the next lot to be
constructed in the development scheme by HDK does not appear to be
absolutely necessary to place a special emergency access lane for the parking
lot. In effect, we would be creating more asphalt for the emergency access
lane than we would for the total parking lot.
H. DEPARTMENTAL RECOMMENDATION:
Bas;d upon the above analysis, it is recommended that site plan approval, file
SA-081-85, be approved subject to:
1.Filing of a lot line adjustment modifying the property boundaries.
2.Allowing conversion of 65,000 square feet of the space within buildings 16,
17, 18, and 19 to be utilized as office with 1,000 square feet to be utilized as
warehousing or manufacturing.

Pursuant to our telephone conversation of February 26, 1985, I am
requesting the City of Renton to review the additional parking lot being
added to the original site plan for Building 16, 17, 18, and 19 of Washing-
ton Technical Center. The additional parking lot is being added to the
original site plan in order to provide adequate parking for the complex
at 100% office. At this time, Holvick deRegt Koering has secured a tenant
for Building 16. This tenant will utilize Building 16 as 100% office.
I look forward to being scheduled before the hearing examiner in the

Purpose of Checklist:
The State Environmental Policy Act (SEPA), chapter 43,21C Rt1;-r`gtirrms'du- r` ?
government 31 agencies to consider the environmental impacts of a proposal before making
decisions. An environmental impact statement (EIS) must be prepared for allproposals
with probable significant adverse impacts on the quality of the environment. The purpose
of this checklist is to provide information to help you and the agency identify impacts
from your proposal (and to reduce or avoid impacts from the proposal, if it can be done)
and to help the agency decide whether an EIS is required.
Instructions for Applicants:
This envircnmental checklist asks you to describe some basic information about your
proposal. Governmental agencies use this checklist to determine whether the
environmental impacts of your proposal are significant, requiring preparation of an EIS.
Answer the questions briefly, with the most precise information known, or give the best
description you can.
You must answer each question accurately and carefully, to the best of your
knowledge. In most cases, you should be able to answer the questions from your own
observations or project plans without the need to hire experts. If you really do not know
the answer or if a question does not apply to your proposal, write "do not know" or "does
