The applicant, Northwest Spinal Rehabilitation, is requesting a conditional use permit to allow the expansion of medical offices in a P-1, Public Use, zone. The remodeling of the facility would basically convert an existing carport into medical offices and allow an existing barn structure to be remodeled into medical offices, rehabilitation training space, storage, and a residence for the use of patients that are in long-term care at the facility. The residences would function as inpatient care facilities and be similar to the activity of a hospital. Therefore, it appears appropriate to allow the residential use in conjunction with the rehabilitation facility. 2.The Environmental Review Committee has issued a declaration of non-significance. The appeal date will expire at 5 p.m. on Monday, March 10, 1986. 3. Various City departments have commented. The Parks and Recreation, Police, and Utilities Engineering Division of the Public Works Department have recommended approval without comment. The other City departments present the following comments for the Hearing Examiner's review: Policy Development Department: Approved with conditions. The proposed use is consistent with the Comprehensive Plan land use designation of public/quasi-public in the existing P-1, Public Use, zoning. It is also compatible with the adjacent land uses in the vicinity. However, is the projected overnight use by patients of the room and kitchen a permissible use in this zone? Section 4-710(C)(3) of the Public Use zone specifically prohibits all residential uses. This issue is the only real concern of this department. February 19, 1986 Building Division: Approved with conditions. Building must meet building codes for new uses. February 13, 1986 Zoning Division: Approved. The subject proposal is in compliance with the City's Comprehensive Plan. Complies with zoning and parking and loading requirements. February 11, 1986 PRELIMINARY REPORT HE HEARING EXAMINER NORTHWEST SPINAL REHABILITATION, CU-010-86 MARCH 1 .'., 1986 PAGE 3 Fire Department: Approved. Water system appears to be adequate. February 11, 1986 Traffic Engineering Division: Not approved. An accumulative traffic impact is occurring on S.W. 43rd Street - Talbot Road South to I-405 on-ramp. We recommend against any development until the proposed roadway widening (LID) is resolved. February 12, 1986 Design Engineering Division: Approved. Sanitary sewer needed for new building. February 11, 1986 5. a. Comprehensive Plan: The proposed use shall be compatible with the general purpose, goals, objectives and standards of the Comprehensive Plan, the Zoning Ordinance and any other plan, program, map or ordinance of the City of Renton. The proposal complies with the intent of the Comprehensive Plan land use designation of Public/Quasi-Public. The medical office facilities and rehabilitation uses supplement the needs of Valley General Hospital. The proposal complies with the minimum building setbacks for the P-1 zone. D. Community Need: There shall be a community need for the proposed use at the proposed location. Valley General Hospital has subleased the site to Northwest Spinal Rehabilitation to supplement their own functions within the main hospital. It does not appear to be an overcrowding of the particular use within the area. n. Effect on Adjacent Properties: The proposed use at the proposed location shall not result in substantial or undue adverse effects on adjacent property. The buildings proposed comply with the maximum lot coverage, the yard setbacks and height requirements of the P-1 zone. The proposal will not result in any outwardly apparent changes in the site. The carport is presently part of the existing structure. The existing uses blend very effectively with the natural greenbelt to the north. c. Compatibility: The proposed use shall be compatible with the residential scale and character of the neighborhood. The residential neighborhood is across the ravine to the north and, therefore, is not applicable. e Parking: Parking areas shall not be allowed in the front, side and rear yard setbacks except upon approval by the Hearing Examiner as provided in Section 4-708(B)(3)(a). Parking under the building structure should be encouraged. Lot coverage may be increased to as much as seventy-five percent (75%) of the lot coverage requirement of the zone in which the proposed use is located if all parking is provided underground or within the structure. This criteria does not apply to the project proposal. f. Traffic: Traffic and circulation patterns of vehicles and pedestrians relating to the proposed use and surrounding area shall be reviewed for potential effects on, and to ensure safe movement in the surrounding area. PRELIMINARY REPORT THE HEARING EXAMINER NORTHWEST SPINAL REHABILITATION. CU-010-86 MARCH 11, 1986 PAGE 4 The Northwest Spinal Rehabilitation site is actually a portion of Valley General Hospital and access is provided through through Valley General Hospital to the subject site. The parking access driveway needs to be improved to meet sufficient width for emergency vehicles with no parking along the sides of the pavement. It appears that patrons parking for the Chin Hills building, which is located to the south and east of the site, intrude into the parking area intended to be utilized for Northwest Spinal Rehabilitation. A total of 23 parking spaces are provided on the site as presented in the drawings with a total of 23 parking spaces required if the upper floor of the existing medical office and rehabilitation clinic is utilized for office space and the bottom floor for storage. One parking space immediately adjacent to the main building is not usable. The parking lot lacks definition and must be restriped to clearly show parking spaces. Valley General Hospital in the past has granted a lease to the Chin Hills building for approximately 200 parking spaces. It is not known whether nine of the parking spaces proposed to be used by Northwest Spinal Rehabilitation have already been allocated to the Chin Hills building as part of their lease. g. Noise, Glare: Potential noise, light and glare impacts shall be evaluated based on the location of the proposed use on the lot and the location of on-site parking areas, outdoor recreational areas and refuse storage areas. It does not appear that any additional noise, light or glare will be associated with the proposal. h. Landscaping: Landscaping shall be provided in all areas not occupied by buildings or paving. The Hearing Examiner may require additional landscaping to buffer adjacent properties from potentially adverse effects of the proposed use. The building proposal will not modify any of the landscaped areas that have previously been determined to be acceptable. It appears that the landscaping presently buffers all adjacent properties from the potential adverse impacts of the site. Accessory Uses: Accessory uses to conditional uses such as day schools, auditoriums used for social and sport activities, health centers, convents, preschool facilities, convalescent homes and others of a similar nature shall be considered to be separate uses and shall be subject to the provisions of the use district in which they are located. No accessory uses are anticipated for the site. Therefore, the criteria is not applicable. j. Conversion: No existing building or structure shall be converted to a conditional use unless such building or structure complies, or is brought into compliance, with the provisions of this Chapter. The Building Division noted that the existing structure will have to be brought up to appropriate building and fire codes. k. Public Improvements: The proposed use and location shall be adequately served by and not impose an undue burden on any public improvements, facilities, utilities and services. Approval of a conditional use permit may be conditioned upon the provision and/or guarantee by the applicant of necessary public improvements, facilities, utilities and/or services. The Traffic Engineering Division notes that the property should not be allowed to be developed until the issue of the LID for traffic improvements on S.W. 43rd Street is resolved. The applicant should be required to participate in the LID or contribute his proportionate share based upon increased traffic volumes. The proposed uses are compatible with the Comprehensive Plan and the Zoning Ordinance of the City of Renton. The buildings are located in the P-1, Public Use, district. This zoning classification allows medical offices/uses developed by private parties. Although Section 4-710, Public Zone, specifically prohibits residential uses, the proposed residential unit is a temporary rather than a permanent use. That is, there will be a turnover of users of the residential unit. Once a patient completes their therapy, a new patient will come in to use the unit while obtaining therapy.
