3 . Vegetation : The site consists primarily of brambles with some
medium sized shrubs and . a few deciduous trees .
4. Wildlife : Existing vegetation may provide some habitat for
birds and small mammals .
5 . Water : Patches of water in a swampy pattern are found on the
subject site.
6 . Land Use : The site is presently undeveloped . To the east is
the SR-167 freeway and an auto dealership and repair service is
located to the south . The property to the west is being filled for
future industrial/warehousing uses and to the north if a self-storage
facility .
E . NEIGHBORHOOD CHARACTERISTICS :
The area is in transition from mostly undeveloped use to industrial ,
warehousing and commercial uses .
F . PUBLIC SERVICES :
1 . Water and Sewer : A 12" water main extends north-south on the
East Valley Road adjacent to the subject site and a 12" sanitary
sewer is located on the same street.
2 . Fire protection : Provided by the Renton Fire Department as per
ordinance requirements .
3 . Transit : Metro Transit Route #156 operates along SR-167 to the
east of the subject site .
4 . Schools : There are no educational facilities in the vicinity .
5 . Recreation : Not applicable .

C . HISTORY/BACKGROUND :
The subject site was annexed into the City by Ordinance #1743 dated
April 15 , 1959 . The remainder of the parcel was zoned L-1 by Ordinance
1805 of December 8 , 1959 . The subject area was deleted from a larger
parcel by the SR-167 Freeway .
D. PHYSICAL BACKGROUND :
1 . Topography : The site is relatively level .
2 . Soils : Snohomish Silt Loam (So ) . Permeability is moderate in
the upper part of the profile and moderately rapid in the lower
part. There is a seasonal high water table at or near the surface .
Runoff is slow , and the erosion hazard is slight. This soil is used
for row crops , pasture and hay.

J . ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION :
Pursuant to the City of Renton ' s Environmental Ordinance and the
State Environmental Policy Act of 1971 , as amended, RCW 43-21C ,
a declaration of non-significant impact has been prepared for the
rezone only . Further environmental review will occur with the building
permit approval .
K. AGENCIES/DEPARTMENTS CONTACTED :

4. The City of Renton Utilities Division .
5 . City of -Renton Fire Department.
L . PLANNING DEPARTMENT ANALYSIS :
1. Although the proposed rezoned to Light Industrial , the projected
use can be considered consistent with the Comprehensive Plan
designation of Manufacturing Park for the subject site .
2 . The proposed rezone to L-1 is consistent with the remainder of
the site as well as other L-1 zoning in the vicinity and existing
business , warehousing and storage uses north , south , and west of
the subject property. A rezone to M-P for such a relatively
small parcel could serve no useful purpose . L-1 zoning would be
more in character with the uses of property in the vicinity.
3. Property approximately 650' to the north was rezoned to L-1 by
Ordinance 2937 dated May 19 , 1975 and Ordinance 1805 dated
December 8. 1959 rezoned the balance of the subject site also
L-1 .
4. The subject site does not ,appear to have been considered since
the last area land use analysis and zoning (Comprehensive Plan
Land Use Report , 1965 and Section 4-3014 (a ) ) .
5. Since the zoning classification (G-9600) was placed on the subject
portion , the area has experienced a transition from general
undeveloped uses toward more commercial , warehousing and industrial
uses . In the last 2-3 years the Jack Benaroya Company , Craig
Taylor Equipment Company , Jonathan Self Storage , Koll Business
Center and the Northwest Food Brokers have all either been
constructed or are under construction in the immediate vicinity alon
the East Valley Road and S. W. 43rd Street. (Section 4-3014(c) ) .
6. Suitable utilities are available to the subject site . Detailed
water and sewer plans will have to be approved by the Utilities
Engineering Division of the Public Works Department. Standard
hook-up fees will also apply .
7 . Fire access , water flow, and hydrant location will be subject to
Fire Department requirements at the time of site development.
Additional comments of other departments are attached for consideration .
M . DEPARTMENTAL RECOMMENDATIONS :
Based upon the above analysis recommend approval of the rezone based
upon the compatibility of the proposed use with the existing uses in
the vicinity and that the site has not been previously considered by an
area-wide zoning review.
This recommendation can also be considered as consistent with the Policy
Statement of the Renton Urban Area Comprehensive Plan ' s Industrial
Development section , pages 7-9 (July 1966 ) and the Comprehensive Plan
for the Valley area , considering the limited size of the site and the
adjacent ' zoning patterns .

D. PHYSICAL BACKGROUND :

the upper part of the profile and moderately rapid in the lower
part. There is a seasonal high water table at or near the surface .
Runoff is slow , and the erosion hazard is slight. This soil is used

Pursuant to the City of Renton ' s Environmental . Ordinance and the
State Environmental Policy Act of 1971 , as amended , RCW 43-21C ,
a declaration of non-significant impact has been prepared for the
rezone only . Further environmental review will occur with the building
permit approval .

L . PLANNING DEPARTMENT ANALYSIS :
1. Although the proposed rezoned to Light Industrial , the projected
use can be considered consistent with the Comprehensive Plan
designation of Manufacturing Park for the subject site .
2 . The proposed rezone to L-1 is consistent with the remainder of
the site as well as other L-1 zoning in the vicinity and existing
business , warehousing and storage uses north , south , and west of
the subject property . A rezone to M-P for such a relatively
small parcel could serve no useful purpose . L-1 zoning would be
more in character with the uses of property in the vicinity .
3. Property approximately 650' to the north was rezoned to L-1 by
Ordinance 2937 dated May 19 , 1975 and Ordinance 1805 dated
December 8. 1959 rezoned the balance of the subject site also
L-1 .
4. The subject site does not appear to have been considered since
the last area land use analysis and zoning (Comprehensive Plan
Land Use Report , 1965 and Section 4-3014(a ) ) .
5 . Since the zoning classification (G-9600) was placed on the subject
portion , the area has experienced a transition from general
undeveloped uses toward more commercial , warehousing and industrial
uses . In the last 2-3 years the Jack Benaroya Company , Craig
Taylor Equipment Company , Jonathan Self Storage , Koll Business
Center and the Northwest Food Brokers have all either been
constructed or are under construction in the immediate vicinity alon
the East Valley Road and S .W. 43rd Street. (Section 4-3014(c ) ) .
6. Suitable utilities are available to the subject site . Detailed
water and sewer plans will have to be approved by the Utilities
Engineering Division of the Public Works Department. Standard
hook-up fees will also apply .
7 . Fire access , water flow , and hydrant location will be subject to
Fire Department requirements at the time of site development.
Additional comments of other departments are attached for consideration .
M . DEPARTMENTAL RECOMMENDATIONS :
Based upon the above analysis recommend approval of the rezone based
upon the compatibility of the proposed use with the existing uses in
the vicinity and that the site has not been previously considered by an
area-wide zoning review.
This recommendation can also be considered as consistent with the Policy
Statement of the Renton Urban Area Comprehensive Plan ' s Industrial
Development section , pages 7-9 (July 1966 ) and the Comprehensive Plan
for the Valley area , considering the limited size of the site and the
adjacent zoning patterns .

has been issued for the subject proposal by Gordon Y. Ericksen, responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. There was no opposition to the proposal expressed.
6. All existing utilities are available and in close proximity.
7. The subject site was annexed into the city by Ordinance No. 1743, dated April 15, 1959.
All but the subject site was zoned L-1 by Ordinance No. 1805, December 8, 1959.
8. The site is presently. undeveloped and is covered with natural vegetation including
brambles and some medium sized shrubs and a few deciduous trees.
9. The site is located north of the S.W. 43rd Street exit from SR-167, and is located
on the east side of East Valley Road between East Valley Road and SR-167, upon which
the site abuts.
10. North and west of the subject site, the adjacent land is zoned L-1. Further to the
west, the land is classified M-P.
11. The Comprehensive Plan designates this general area for M-P type development.
12. The site does not appear to have been the subject or prior zoning or land use analysis
by the city since the adoption of the Comprehensive Plan, Land Use Report , 1965.
13. The applicant proposes developing a restaurant, retail offices and general warehouse
facilities on a portion of this and adjoining property which is already zoned L-1.
14. The proposed development (Item No. 13 above) is similar to that which has occurred
in the area in the last two-three years. The Jack Benaroya Company, Craig Taylor
Equipment Company, Jonathan Self Storage, Koll Business Center and the Northwest
Food Brokers have all either been constructed or are under construction in the
immediate vicinity.
CONCLUSIONS:
1. The proposed L-1 zoning does not conform exactly, with the Comprehensive Land Use Map
which designates this property potentially as M-P. The map element, however, is not
intended to describe in detail the zoning to be applied to a specific site; rather,
it is an indication of the type of zoning which would be compatible in that vicinity
Page 2, Section 2, Comprehensive Plan, Renton Urban Area, July, 1965, and Ordinance
No. 2142) . The goals and objectives of the Comprehensive Plan are therefore a better
indicator of the use to which this property can be put. The adoption of a realistic
zoning is contemplated by the Comprehensive Plan (Goal No. 2, page 18) .
Realistic zoning for this small parcel of land would not be the imposition of M-P
zoning for +12,000 square feet of property surrounded on almost three sides by L-1
zoning. It is therefore more proper to classify this parcel of property L-1 so that
it is classified the same as the property contiguous with it on three sides.
2. The requested zoning, L-1, would allow reasonable development to occur on the subject
property, whereas the present G-9600 would only permit development of a single family
residence. A single family residence in this location would be isolated from other
such development and the services and amenities required for residential living.
3. The zoning and development trends in this area have been in transition toward more
intense uses and the proposed zoning would continue this trend and allow for orderly
development '(Objective No. 1, page 17, Comprehensive Plan, Land Use Report, July,
1965) .
The types of uses which are now permitted in the area are commercial, warehousing,
and industrial. In the last two-three years the following business concerns have
either been or are being constructed in the vicinity: The Jack Benaroya Company,
Craig Taylor Equipment Company, Jonathan Self Storage, Koll Business Center and the
Northwest Food Brokers. The proposed development, a restaurant, retail offices and
warehouse facilities, is similar in nature, and the rezone would therefore permit
conforming use and development.
4. Any development on the subject site, whether in conformance with the tentative site
plan (Exhibit #2) or otherwise, will be required to meet the standard requirements
for utility hookups and development in general, including standard fees and, landscaping.

SUMMARY OF REQUEST: The applicant seeks approval of a rezone from G-9600 to L-1 to
allow construction of a restaurant, retail offices. and general
warehouse facilities on property located between the East Valley
Road and SR-167 north of S.W. 43rd Street. The rezone involves
approximately 12,000 square feet of a four-acre parcel previously
zoned L-1.

PUBLIC HEARING: After reviewing the Planning ,Department report, .examining
available information on file with. the application, and field
checking the property and surrounding area, the Examiner
conducted a public hearing on the subject as follows:
The hearing .was opened on May 8, 1979 at 10:10 a.m. in the Council Chambers of the Renton
Municipal Building.
Parties wishing to testify. were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received' and reviewed
the Planning Department report, and the report was entered into the record as Exhibit #1.
