HomeMy WebLinkAboutEx_14_Street_Mod_Requests 10317 8th Ave NE Seattle, WA 98125 509.336.9200 kplusarchitects.net MODIFICATION REQUEST@ 152nd Avenue: NEW LIFE CHURCH - RENTON March 4, 2024 PROJECT NAME, SIZE, AND LOCATION OF SITE • Project Name: New Life Church Office Addition • Gross Site Area: Approx. 56 acres • Location: 15711 – 152nd Avenue SE ZONING DESIGNATION OF THE SITE AND ADJACENT PROPERTIES • Site: R-14 • Adjacent properties: R-14, RMH, R-4 (King County) PROPOSED USE OF THE PROPERTY AND SCOPE OF THE PROPOSED DEVELOPMENT The proposed project is to add approximately 6,400 square feet of new Church Office Space, The Church building will be located at the North portion of the existing parking lot. The new building will only be used as Church Office Space and affairs. The Church office will remove 39 existing parking spaces. ESTIMATED CONSTRUCTION COST AND ESTIMATED FAIR MARKET VALUE OF THE PROPOSED PROJECT The estimated construction costs for the proposed building addition project at fair market value are estimated to be roughly $2,400,000 for Building + Onsite earthwork & Utilities $550,000 = Total $2,950,000. ROM attached. REQUIRED OFF-SITE IMPROVEMENTS (i.e., INSTALLATION OF SIDEWALKS, UNDERGROUND UTLILITES, ETC.) Per the City of Renton Municipal Code (RMC) section 4.6.06, this project triggers the threshold for frontage improvements for additions exceeding $150,000. The City has required the Church to change the curb cut, sidewalk and landscaping along 152nd Ave to meet current landuse codes. REQUEST That the modification to not update the 152nd street to follow the current design standards. The standards along 152nd were originally met 12 years ago in a previous project. Keeping the infrastructure in place will not create adverse impacts to neighboring properties and will not be injurious to other properties in the near vicinity. The powerlines and road improvements along 152nd at one time conformed to the intent and purpose of the code and should be grandfathered in. New Life Church has appreciated being part of a community that supports each other and strives to provide a healthy, safe, interactive environment for families to live and conduct business. The growth and reputation of New Life Church signifies our effort to be a part of that process. We strongly believe that the financial burden to convert the overhead utility infrastructure to underground is an impractical requirement and is not consistent with the philosophy of Renton’s City Council. ESTIMATED CONSTRUCTION COST AND ESTIMATED FAIR MARKET VALUE OF THE PROPOSED PROJECT The estimated construction costs for the proposed building addition project at fair market value are estimated to be roughly $2,662,025 for Building + Onsite earthwork & Utilities $544,356 = Total $3,206,381. REQUIRED OFF-SITE IMPROVEMENTS (i.e., INSTALLATION OF SIDEWALKS, UNDERGROUND UTLILITES, ETC.) Per the City of Renton Municipal Code (RMC) section 4.6.06, this project triggers the threshold for frontage improvements for additions exceeding $150,000. Per the conversations with the landuse department the required off-site improvements consist of converting the overhead telecom utilities infrastructure to underground, removal and replacement of the existing sidewalk (approx. 200’) to provide a landscape buffer between the roadway and sidewalk, and replace the existing curb ramps (2 total) to comply with accessibility standards. The estimated cost of construction for the scope of work referenced above is approximately $405,452 a. Substantially implements the policy direction of the policies and objectives of the Comprehensive Plan Land Use Element and the Community Design Element and the proposed modification is the minimum adjustment necessary to implement these policies and objectives; The proposed building expansion will provide the means necessary for New Life Church to continue to serve the community and its’ church members by operating more effectively with a centralized space for the leadership team. The space will create an environment that will foster genuine connections, promote deeper discussions, enhance culture, and boost morale. b. Will meet the objectives and safety, function, appearance, environmental protection and maintainability intended by the Code requirements, based upon sound engineering judgment; The safety for the proposed hardscape improvements will help with pedestrian safety and will allow people to walk away from the highway to the intersection. c. Will not create substantial adverse impacts to other property(ies) in the vicinity; The proposed improvements will not greatly impact the neighboring properties but rather improve them. The intersection and sidewalk will make it better for the city and the people who frequent the intersection. d. Conforms to the intent and purpose of the Code; and The proposed hardscape improvements fits and conforms to the purpose of the code and the telecom utilities would be provided in the ground. e. Can be shown to be justified and required for the use and situation intended; The cost of improvements is a large burden compared to the cost of the project that New Life church is proposing to build. However, this will improve the pedestrian path and provide ADA updates at the intersection.
