I talked to Jack Green on the telephone today regarding his
Special Permit application to install a nursery in a resi -
dential zone .
I told him that his site plan is insufficient because it does
not meet City Ordinance Standards or the requirements of the
Special Permit application .
The following is a list of the deficiencies discussed ;
1 . Inadequate parking .
2 . Parking provided does not meet City standards .
3 . Inadequate screening material for parking areas .
4. Meed rear yards for the two duplexes .
5 . Inadequate landscaping along Harrington Avenue N . E .
6 . No detailed landscape plan has been submitted .
7 . A detailed plan of site usage needs to be provided
indicating outdoor storage areas , etc .
8. Ingress - egress areas for . customer parking are
not defined .
9. Sprinkler plan for landscape areas is needed .

Mr . Green indicated that he may apply for a variance for the

inadequacies have been explained to the
applicant , but he insisted on proceeding
with his request as submitted .
5 . The applicant plans to rent out three of the
four units ( two duplex buildings ) as resi -
dential units and utilize the fourth unit
as an office . The Building Department has
indicated the residential units on the site
would not meet code as it pertains to office-
type occupancy . The Building Department
also indicates there may be contractor ' s
equipment storage on the site as part of the
intended, operation .
6 . A complete traffic volume count has not been
taken at this intersection to date .
7 . Traffic accident reports indicate one acci -
dent in 1972 , one in 1973 , four in 1974 ,
and none in 1975 .
8. A study to determine a need for signaliza-
tion was made in 1973 and the conclusions
were negative .

RECOMMENDATIONS : Recommend denial of Special Permit for the
following reasons :
1 . The proposed use is commercial in nature
and should be located in a B-1 zone .
2 . The Plans as submitted do not meet certain
City of Renton ordinance standards and

3 . The R-3 zone allows a commercial nursery
or green house only by Special Permit and
upon finding that it is not detrimental
to adjacent and surrounding properties .

The Vice-Chairman invited comment from the audience .
Mrs . Leonard Halseth , 2800 N . E . 13th , voiced her
objection to the proposal due to the extent of traf-
fic on N . E . 12th and the congestion already existing
in the area .
Mable Blank , 1402 Jefferson N . E . , also expressed
opposition to the proposal for the same reasons .
Following further discussion and consideration of
the concerns noted , IT WAS
ACTION:
MOVED BY TEEGARDEN, SECONDED BY RIVILY, THAT THE
SPECIAL PERMIT APPLICATION BE DENIED FOR THE FOLLOW-
ING REASONS:
1 . THE PROPOSED USE IS COMMERCIAL IN NATURE
AND SHOULD BE LOCATED IN A B-1 ZONE .
2 . THE PLANS AS SUBMITTED DO NOT MEET CER-
TAIN CITY OF RENTON ORDINANCE STANDARDS
AND DO NOT ADEQUATELY PROTECT AND SCREEN
ADJACENT AND SURROUNDING PROPERTIES AND
WOULD HAVE DETRIMENTAL EFFECTS .

Commissioner Gibson indicated that he is a businessman
and resident of the Highlands and that Mr. Green would
be welcomed in the area at a more suitable site . Mr .
Green was advised of his right to appeal the Plan-
ning Commission decision in accordance with the
ordinance .

The special permit to operate a commercial nursery in an
R- 3 zone was introduced by Secretary Rivily .
The proposal was reviewed by the Assistant Planner , who II
stated that a nursery is an allowed use in an R-3 zone
by special permit . Mr . Smith noted the existence of
two duplexes on the -28 ,000 s qu'are foot site and advised
that it is planned that they be retained for residential
use with the exception that a part of the northerly unit
will be utilized as an office . He described the plans
which show a number of display areas throughout the site
but do not include off-street parking , screening buffers ,
or provisions for meeting the requirements of the Parking
and Loading Ordinance .
The Vice-Chairman asked for comment from the 'applicant.
Jack Green , 11660 - 188th , Issaquah , stated that it was
his intent to establish landscape displays which would
pertain to lawn maintenance , concrete work and elements
relating to landscaping construction . Some retail sales
and holding of planting materials are also planned . He
advised that he had reviewed ordinance requirements with
the staff and• has begun work on another drawing depicting
his exact proposal . He stated that he planned to keep
his heavy equipment in a storage yard in Issaquah .
Discussion followed , and Mr . Green indicated that at
this point parking is proposed along the street with
the entrance off of N . E . 12th Street . He stated that
he hoped to obtain a parking variance for a temporary
period and that he felt the parking area could be covered
with crushed rock for a two year period .
Further discussion ensued with the following concerns
noted by the Commission : lack of parking provisions on
site , location of the property in a residential area and
in proximity to a school , traffic conditions on N . E . 12th ,
the unusual aspects of the proposal and whether it would
be more appropriate in a commercial zone .
Mr . Green indicated that he is a landscaping contractor
operating as the Highlands Landscaping Company in South
King County . He stated that he was aware of the inade-
quacies , including the need for compliance with Building
Regulations as to occupancy , but that his long-range plans
comprise removal of the duplexes and construction of a new
structure . He also advised that the business is basically
a one-man operation , and he anticipated that there would
be only one employee i.n the office .

at 8 : 05 p . m . by Chairman Scholes . The Pledge of Allegiance
followed ; three people were noted in the audience .
I . ROLL CALL was taken by Secretary Rivily . All responded
present with the exception of Commissioner Ross , who
had indicated he may be late due to a business conflict .

of items of interest considered at recent City Council
meetings and announced dates of public hearing items
relating to the Planning Commission .

A, GLACIER PARK COMPANY ; Appl . No . R-560-69 ; Rezone
from G to M-P and H- 1 ; property located south of
existing Mobil and Olympic Pipe Line facilities
north of S . W . 43rd , west of Lind Ave . S . W . , and
east of the railroad R/W within the City of Renton .
Chairman Scholes invited a staff presentation .
Noting that the request represents an amendment to the
application submitted in 1969 , which has been deemed
legal by the City Attorney , the Planning Director des-
cribed significant factors as follows :
1 . Two parcels are requested for rezone--approxi -
mately 56 acres from G to H- 1 bordering Tukwila
to the west and situated northerly of Sternoff
Metals and approximately 215 acres from G to
M-P to the east of the first parcel , repre-
senting a total of approximately 270 acres .
2 . The larger parcel includes the 20 acre ponding
area which the applicant has agreed to dedicate
for preservation of wetlands for wildlife
habitat .
3 . The area analyzed in the Orillia Industrial
District Draft Environmental Impact Statement
includes the subject property .

4 . The area is designated as manufacturing park/light
industry and heavy industry on the existing Compre-
hensive Plan . The proposed Comprehensive Plan
indicates manufacturing park and greenbelt .
Discussion ensued , and the following items were considered :
the history of the original request , the effect of Tukwila ' s
approach to land use as it affects the western portion of
the site , the status of the recent request by Glacier Park
Company to fill the area , anticipated review process and the
time-frame relative to consideration of filling and grading
and dedication of rights-of-way and easements .

6 • ADMINISTRATIVE:
A. FIELD TRIP
It was decided to hold a field trip on October '14 at
4 : 30 p . m.
B. COMMITTEE REPORTS
1 . SPECIAL STUDIES
Chairman Gibson announced the rescheduling of the
committee ' s meeting concerning their study of
Kennydale Firs from October 15 to October 16 at
7 : 30 p . m. due to business conflicts . He requested
that the staff notify the applicant and people who
spoke at the September public hearing and indicated
he would provide names of other interested parties
as well .
2 . ZONING
Chairman Mola advised that the Committee had no
report at this time.
3 . LAND USE
Chairman Teegarden stated that a meeting would be
held Wednesday , October 15 , at 7 : 30 p . m. to con-
tinue review of the proposed draft of revisions
to residential sections of the Zoning Ordinance . '
C. OTHER
1 . COUNCIL/PLANNING COMMISSION JOINT MEETING
Chairman Scholes stated that he felt the, subject
meeting was very worthwhile and requested that
staff prepare a list of items for study and
possible referral to committees for review.
2 . PROPOSED REVISED ZONING ORDINANCE
It was noted by - Chairman Scholes that at the
October 2nd meeting it was decided to assign
subject review as a long term study item to the
Land ' Use Committee to be considered in conjunction
with their appraisal of the' Comprehensive Plan .
3 . SHORELINE MASTER PROGRAM
The Planning Director reviewed and discussed the
progress of the City ' s Shoreline Master Program.
He noted amendments to the proposed Program that
had been approved by the Council and were being
forwarded to the State Department of Ecology for
concurrence .

Center. There are two existing duplexes on the property ,
one of which is proposed for use as an office . The iR
Assistant Planner stated that it is understood that Mr.
Green is also a contractor and that plans include some 'I
outdoor storage of construction equipment. Mr. Smith
noted items to be considered are provision for parking ,
both on-site and off-street ; screening of adjacent
properties ; and conversion of the proposed office
structure in accordance with code requirements .
The Chairman opened the matter for discussion . Matters
of concern included the nature of the business to be
conducted , its compatibility with the neighborhood ,
the effect on traffic and accident potential , especially
at the intersection of N . E . 12th and Harrington Ave . N . E . ,
and off-street parking . The staff indicated that a com-
bined operation is proposed to include display , retail
and storage areas and that more specific details would
be requested of the applicant. It was noted that the
Zoning Ordinance allows a commercial nursery in a •
single family residential zone subject to Planning Com-
mission recommendation for approval to the City Council .
COMPREHENSIVE PLAN AMENDMENT '

Comprehensive Plan Amendment; property located at
4016 Jones Ave . N . E . between Jones Ave . N . E . and
Lincoln P1 . N . E .
The Chairman indicated that consideration of individual
requests for review of the Comprehensive Plan has been
scheduled to be held annually during the month of
October.
Mr. Smith referred the Commissioners to the request by
the applicant for business zoning approximately one
year previous that was denied because it was not in la
agreement with the Comprehensive Plan . He then described
the present request for review of the Comprehensive Plan
for a revision in designation from medium density multi.-
ple family to commercial use and noted the following
factors :
1 . The site is approximately 1 . 23 acres , zoned
G-9600 , and situated off Jones Ave . N . E . •
within 200 feet of May Creek .
2 . Surrounding zoning is primarily G-9600 with
a section of B- 1 to the north .
3 . There. is some single family development � •
within the subject property .
4 . Proposed use is an existing operation and
comprises a contractor ' s office and storage area .
5. Should an amendment be granted , a request for
rezone would be resubmitted .
Discussion followed with concerns noted relative to the
legality of the operation , possible conflict between the
Comprehensive Plan and the Shoreline Management Act as
