EE52797 CASE# 24-1690 OF COLLISION 02/15/24 18:37 OF CbLLI510N NARRATIVE 24-1690 On 02/15/2024 at approximately 1837 hours, I was dispatched to a blocking hit-and run vehicle collision that occurred at the intersection of SW 7th Street and Hardie Ave SW, within the city limits of Renton, County of King, Washington. Upon my arrival, I noticed two of the involved vehicles had pulled off the roadway and into a nearby business parking lot where I contacted the involved vehicles who wished to report a hit-and-run incident. I contacted the driver of Unit#2 who stated that she had hit her head inside of her vehicle upon impact with the other vehicle but declined medical response. The occupants of Unit#3 declined injury. The driver of Unit#2 stated that prior to the collision, she was traveling south on Hardie Ave SW. The driver of Unit#2 stated that she had stopped at the intersection of SW 7th Street in the left-turn lane (lane 2 of 2) and was waiting for the traffic light to change. While stopped, the driver of Unit#2 stated that her vehicle was struck by Unit#1 which had just made northbound onto Hardie Ave SW from the eastbound lanes of SW 7th Street. The driver of Unit#2 stated that following impact with her vehicle, Unit#1 was then seen reversing into another vehicle before fleeing northbound on Hardie Ave SW. Unit#1 was described as a dark-colored Hyundai or Toyota passenger vehicle with a temporary plate affixed to the rear. The driver of Unit#2 described the driver of Unit#1 as a female but was unable to provide further description. The driver of Unit#2 also recalled a male getting out of the passenger seat of Unit#1 before it fled. The driver of Unit#3 stated that prior to the collision, she was traveling east on SW 7th Street and directly behind Unit#1. The driver of Unit#3 stated that she had also made the left-turn at the intersection of SW 7th Street and Hardie Ave SW with the intent to proceed north onto Hardie Avenue. Following the turn, the driver of Unit#3 saw as Unit#1 collided into Unit#2. The driver of Unit#3 stated that she immediately stopped her vehicle. While stopped, the driver of Unit#3 stated that her vehicle was struck by Unit#1 which had reversed into her vehicle following the impact between Unit#1 and Unit#2. The driver of Unit#3 stated that Unit#1 then fled northbound on Hardie Ave SW. Unit#1 committed two (2) counts of Hit-and-Run Attended by being involved in an accident with another vehicle, which is attended, and failing to stop and remain at the scene until fulfilling all statutory duties (provide name, address, insurance company, policy, vehicle license, exhibit driver's license and render reasonable assistance to any person injured). Unit#2 had extensive damage and was unsure if her vehicle was drivable. The driver of Unit#2 stated she was waiting on a friend to respond to assist. Unit#3 was able to be driven away from the scene without further incident. An exchange of information was provided to the drivers of Unit#2 and Unit#3. Officers J. Turner and R. Rivera were later dispatched to a suspicious vehicle just a few blocks north of the hit-and-run location. Officer Rivera was able to correlate Unit#1 as the hit-and-run vehicle through both damage and verbal confirmation from the alleged driver and owner. The alleged driver and owner of Unit#1 was identified by Officer Rivera as SOW, COUMBA A (DOB 02/02/1989). Officer Rivera used Language Line Solutions to interpret Sow's statement. Sow admitted to driving her vehicle in the same area and time of the reported collision above, however declined being involved in a collision. Sow claimed that the damage to her vehicle occurred when driving into a curb PAGE 3 OF 6 REPORT NO. This contradicted with the extensive damage observed on Sow's vehicle. It should also be noted that Sow was not a licensed driver, did not have proof of insurance, and had failed to register the vehicle in her name. The involved parties stated they would not be able to identify the driver of the hit-and-run vehicle therefore Sow was interviewed by Officer Rivera and released.
