EE87694 CASE# 24-6379 OF COLLISION 06/17/24 20:18 OF CbLLI510N NARRATIVE On 06/17/2024 at 2021 hours I was dispatched to the intersection of S 180th St/ East Valley Rd, in the City of Renton, King County, Washington. I was responding to a report of a just occurred hit and run. While en route, dispatch advised the following: 3 minutes ago, 3 vehicle collision. Two vehicles were gone, but one of those was a victim who was following the suspect as they fled. The remaining vehicle was blocking the road. The suspect vehicle was described as a white Toyota 4Runner. In this report, the vehicles are referred to as the following: Unit 1: white 2023 Toyota 4Runner (WA/CKX6525), driven by Kyle Phillip Walker (DOB 06/01/1990, WA DL) Unit 2: white 2014 Lexus RX (WA/BAV5555), driven by Hoa Thi My Ngyuen (DOB 08/03/1982, WA DL), with passenger Thao Thi Nguyen (DOB 04/24/1977, AR ID) Unit 3: silver 2014 Lexus CT (WA/BPX7744), driven by Aton A. Sirivongsa (DOB 10/27/1995, WA DL) At approximately 2030 hours, I arrived on scene and found Unit 2 blocking the left eastbound lane of S 180th St just west of East Valley Rd. Unit 2 had significant rear end damage with part of the bumper on the ground. I also saw plastic fragments on the ground from Unit 2's rear lights, as if it had been rear-ended where it was stopped. The vehicle appeared drivable and I asked Nguyen to move it into the parking lot of a nearby Chevron, which she did. As I was arriving on scene, dispatch advised Kent PD was responding to a white Toyota 4Runner that crashed into a ditch on 84th Ave S near S 206th St, which matched the suspect vehicle in my hit and run. Sirivongsa, the driver of Unit 3, was already in that parking lot. I observed rear bumper damage on Unit 3, but it was not as significant as Unit 2. 1 interviewed Sirivongsa then Nguyen. Both drivers gave the same account, as follows: Unit 1 was driving eastbound on S 180th St approaching East Valley Rd. Unit 2 was stopped for traffic at the red light in the left lane. Unit 1 failed to stop and rear-ended Unit 2. Unit 1 then drove around Unit 2 and started fleeing without making any kind of communication with Unit 2. Sirivongsa, in Unit 3, heard the collision and saw Unit 1 rapidly approaching him from behind. Unit 3 tried to change lanes to get out of the way, but could not get out of the way in time. Unit 1 struck Unit 3's rear bumper, then fled southbound on East Valley Rd into Kent. All occupants of Unit 2 and 3 complained of low back pain. Renton Fire responded to evaluate all three of them and none were transported to the hospital. Sirivongsa said the suspect was a white male in a white 4Runner, but did not get a good enough look to recognize him. He also stated that a witness in a white Mercedes followed the 4Runner south into Kent, then returned to the Chevron and told Sirivongsa that the suspect crashed into a ditch down the road. Sirivongsa did not have that witness' name. There was one uninvolved witness who called Valley Communications to report the collision. I called that person, Parmenthan Aramatham, who said he did not follow the car. He just called 911 when Unit 2 flagged him down. Sirivongsa's statement further connected the 4Runner in Kent to the collision I was investigating. I called Kent PD Ofc. Hegamin, who was with the 4Runner (Unit 1) and its driver (Walker). Unit 1 was in a ditch in the 20000 block of 84th Ave S, which is about 1.4 miles south of the original crash. Hegamin told me Walker admitted to being the driver in the crash on S 180th St, but said he did not PAGE 3 OF 6 REPORT NO. Hegamin performed field sobriety tests on Walker but did not establish probable cause for DUI. I asked Hegamin to stay with Walker until I responded to the scene. I arrived in the 20000 block of 84th Ave S and found Unit 1 already hooked to a tow truck. Walker was sitting on the curb. I approached him and introduced myself. I read him Miranda from my codebook and he said he understood. I asked about the crash and he reported the following: Walker was distracted because he was using his phone while driving. He did not see traffic was stopped and rear-ended the car in front of him (Unit 2). After the collision, his vehicle accelerator was stuck, which is why he did not stop. He also said his vehicle maneuverability was impacted and it was not very responsive to steering input. He made the turn south onto East Valley and then had to drive into the ditch to get his car to stop. I asked him about hitting the second vehicle (Unit 3) and he expressed surprise and did not recall hitting a second vehicle. Kent PD Ofc. Hegamin said that he took photos of the 4Runner crash scene and would be writing a case documenting his involvement, Kent PD case 24-8434. Based on the foregoing investigation I established probable cause Walker committed two counts of Hit and Run attended for striking Units 2 and 3 and then fleeing the scene without exchanging information. I placed Walker under arrest and transported him to SCORE jail where he was booked. I authored Walker a citation for the above crimes (cite 4A0194736). 1 took photos of Units 2 and 3 and uploaded them to evidence.com. I emailed Sirivongsa and Nguyen copies of the exchange of information form. This concludes my involvement in this case.
