ED58834 CASE# 23-5087 OF COLLISION 05/05/23 14:41 OF CbLLI510N NARRATIVE On 05/05/2023 at 1443 hours, I was in full patrol uniform and driving a marked Renton Police patrol vehicle when I responded to S 4th St & Williams Ave S in the city of Renton, County of King, State of Washington regarding a traffic collision. Upon arrival, I observed Vehicle 1 (V1) -Honda Odyssey in the middle of the intersection at S 4th St & Williams Ave S. V1 was facing west on S 4th St in the middle of the intersection. I saw severe damage to the front right side and wheel. The front right wheel on V1 was bent and the vehicle was not drivable. 1 observed Vehicle 2 (V2) -Honda CR-V parked along the curb on S 4th St just west of the intersection. I saw damage to the front left side of the vehicle. I spoke with Driver 1 (D1) -Esmerai R. Vasquez who was the driver of V1. D1 told me in summary: She was driving west on S 4th St approaching the stop sign at Williams Ave S. She stopped at the stop sign. She began driving straight through when V2 collided into her vehicle. D1 did not complain of injury and I did not observe injury upon her. I asked D1 for her driver license and insurance information. D1 told me she did not have a driver license and had a WA ID card only. I identified her through her WA ID card's matching photograph. I spoke with the front passenger in V1 who was Roxana Pleitez who is the mother of D1. She spoke Spanish so I communicated with her through the Language Line via telephone. Pleitez told me in summary: She was sitting in the front passenger seat and her daughter D1 -Vasquez was driving the vehicle. Her statements concurred with D1's. She said that D1 stopped at the stop sign at Williams Ave S. D1 drove forward and they were struck by V2. Pleitez complained of injury to her left hand. She received the injury because she was thrusted forward during the collision. I observed a small laceration on her left hand. Renton Fire was on scene and evaluated Pleitez. She declined transport to the hospital. I spoke with Driver 2 (D2) -Son T. Ngo who was the driver of V2. D2 told me in summary: He was driving south on Williams Ave S approaching the stop sign at S 4th St. He stopped at the stop sign and looked both ways. He saw it was clear. He drove forward and was struck by V1. He did not claim injury and I did not observe visible injury upon him. V1 was driven from the scene. V2 was towed from the scene (private tow). Based on the above statements, it is unknown as to which driver had the right of way to proceed through the stop sign first or if either driver ran the stop sign. Because D1 -Vasquez did not have a driver license but had valid ID, I determined she was in violation of RCW 46.20.015 -Driving without a license with valid ID. I cited her for the violation. Reference citation number 3A0376715. I have nothing further. This incident was captured on my body worn video camera.
