Plant material shall meet the requirements of County, State and Federal laws with respect to plant disease and infestations. Inspection certificates, required by law, shall accompany each and every shipment and shall be submitted to the Landscape contractor/developer upon receipt of plant material. These certificates shall be made available to KC DOES as requested by the inspector. Trees and shrubs shall be pit planted as shown in the approved plan details. A soil moisture retention agent (polymer) shall be included in planting backfill per manufacturer's specification. In non-graded planting areas, planting pits shall be backfilled with a 50/50 mixture of in1ported, weed free topsoil and the native soil fro1n the planting pit. In graded areas, plantings shall be installed directly into newly placed topsoil. In1ported topsoil shall be a 3 way mix acquired fron1 an approved local supplier. "' Soil1Vloist, or equivalent, shall be added to the topsoil backfill of all planting pits. The SoilMoist shall be hydrated before being added to topsoil backfill. ManufaclLLrers recommended application rates and usage shall be followed. o 'vVoody plantings shall be fertilized with a slow release (8 month) high nitrogen, low phosphorus granular fertilizer (21-3-7), with application rates as specified by the manufacturer. Fertilizer shall be applied after planting pit is backfilled, and prior to application of mulch. Fertilizer shall not be applied between Novernbcr and March. Outside of wetland areas, a 3 inch layer of rnulch (mediurn Doug Fir bark) shall be placed around the base of each new tree to a 36" dian1eter for erosion, weed control and rnoisture retention. Existing natural or landscaped areas that are dmnagecl during construction shall be restored to their original condition, unless improvcn1cnts or modifications are specified for those areas. Landscape contractor/developer shall exercise care to protect frorn injury to tnu1k, roots, or branches of any trees or shn1bs that are to remain. Any living woody plant that is damaged during construction shall be treated within 24 hours of occurrence. Contractor shall prune wounded portions of plant i1mnediately after dmnage occurs. Injured plants shall be thoroughly watered and additional measures shall be taken (as appropriate) to aid in plant survivability. Grading: The cluiI layer and native topsoil shall be retained in an undisturbed state to the maximum extend practicable. Any duff layer or topsoil ren1oved during grading shall be stockpiled on-site in a designated, controlled area not adjacent to pltblic resources and critical areas. The material shall be reapplied to other portions of the site where feasible. Areas that have been cleared and graded shall have the soil 1noisture holding capacity restored to that of the original undisturbed soil native to the site to the 1naximu1n extent practicable. The soil in any area that has been compacted or that has had some or all of the duff layer or underlying topsoil re1noved shall be arnended to mitigate for lost n1oisture holding capacity. The amend1nent shall take place between May l and October 1. Replaced topsoil shall be a n1inirnurr1 of 8 inches thick, unless the applicant de1nonstrates that a different thickness will provide conditions equivalent to the soil moisture holding capacity native to the site. Replaced toJ.,30il shall have an organic 1natter content of btlween 8 to 13 percent dry weight and a pH suitable fer the proposed landscape plants. PLANTING " Plant trees per detail #1 this sheet. CLEANUP " Landscape contractor/developer shall be responsible for the removal of construction material and debris on the site following installation ofplarit materials. All debris must be removed to a legal landfill facility. ' PART 4-PLANT WARRANTY AND MONITORING " Landscape contractor/developer's warranty shtill include replacement of plants (same size and species shown on the approved plans) that prove either to be mislocated or unsuitable as to plant rnaterial standards. Except for loss due to excessively severe climatological conditions (substantiated by 10-year recoded weather charis), installed plant material are required to be guaranteed for three years against defects and unsatisfactory growth. Plants replaced shall be reinitiated under plant guarantee conditions. The monitoring period shall be three (3) years from installation acceptance in writing by the DDES inspector. PART 5-FINAL ACCEPT~CE • Upon completion of planting, the landscape contractor/developer shall provide the DDES Inspector with a set of clearly marked prints designating the actual locations of plantings within the tnitigation area. Landscape contractor/developer shall keep a complete set of prints at the job site during construction for the purpose of 'red lining' changes or modifications to the approved plans and shall update said infonnation on a daily basis. " KC DDES shall approve planting locations as depicted on the approved replanting plan If items are to be corrected a punch list shall be preparnd by the DDES Inspector and submitted to the Landscape contractor/developer for completion. After punch list items have been completed, DDES Inspector shall review the project for final acceptance of plan implementation. • AS BUILT SUBJVIITTAL ON PLATS Note: If revisions and/or changes have been made to the initial DDES approved significant tree retention plan submit an As-Built plan. If no changes/revisions have been made an As-Built Plan is not required. Prior to final plat inspection for the Significant Tree Retention Plan permittee shall submit an AS- BUILT Significant Tree Retention Plan to the DDES Inspector showing all plan revisions/changes and verifying that the DDES approved Significant Tree Retentioiplan (approved at the DDES Engineering Reviewstagc)has been completcdp(:r plan requirements. This AS-BUILT plan shall be reviewed and approved by the Site Development Specialist/Forester that it conf01ms to S0-220 and can be recorded If approved the plan will be sent back to the DDES Inspector for final plat inspection processing.Mitigation monitoring for Significant Tree shall commence upon acceptance and approval of this AS -BUILT plan and last for 3 years or growing seasons PART 6-MAINTENANCE AND CONTIGEI~CY Note: If street tree's to be planted also qualify for significant tree's then the street tree maintenance and monitoring process shall be used. Maintenance will be performed t,vice per year to address any conditions that could jeopardize the success of the mitigation area. Established performance standards for the project will be compared to the rnonitoring results to judge the success of the mitigation project. If there is a significant problem with achieving the performance standards, the bond holder shall work ,vith l(C DDES to develop a contingency plan. Contingency plans can include, but are not limited to: regrading, additional plant installation, erosion control, tnediations to hydrology, and plant substitutions of type, size, quantity and location. Such contingency plan shall be submitted to the KC DDES Inspector by Dece1nber 31 of any year when deficiencies are discovered. Contingency will include n1any of the iten1s listed below and would be implemented if these performance standard are not met. Maintenaoce and rernedial action on the site will be implemented immediately upon completion of the monitoring event (unless otherwise specifically indicated below). • During year one, two and three replace all dead plant material. • Water all plantings at a rate of l" of water at least every week between June--!5 September 15 during the first year after installation, and for the first year after any replacement plantings (C & M). Replace dead plants with the sarr1e species or a substitute species that meets the goal and objectives of the enhancement plan, subject to KC DDES approval. • Re-plant area after reason for failure has been identified ( e.g., rnoisture regime, poor plant stock, disease, shade/sun conditions, wildlife damage, etc). Remove/control weedy or exotic invasive plants (e.g., Scot's broom, reed canary grass, Hi111alayan blackberry, purple loosestrife, etc.) by manual or chemical means as approved by l(C DDES. Use of herbicides or pesticides within the ritigation area would only be in1plemented if other n1easures failed or were considered unlikely to be successful, and would require prior KC DDES approval. Trees and shrubs should be weeded to the drip line and mulched to a depth of 3 inches. All non-native vegetation must be removed and dumped off site at an approved location. • Clean-up trash and other debris. • Selectively prune woody plants to thin and remove dead or diseased portion of trees. PART 7-PER.FORIVIANCE BOND To assure the success of the mitigation, a performance bond will be posted with KC DDES by the Developer for the cost of implementing the mitigation plan to be monitored for three (3) years.
