Dear Mr. Sandorffy:
Mr. Erickson of my staff wrote tQ. Craig Koeppler of your offices at the beginning of the year about
materials that were needed for yourrj:zone request. He then followed up by phone with Mr. Koeppler
and was informed that becall$e of a couple "closings" and other actiVities it was improbable that the
materials the City was requesting could be provided in order to meet the City's deadlines in processing
this year's CPA applications. Mr, Koeppler indicate<l;1ha,t he would like the application "continued"
until next year rather than withdrawn this year. Mr. Erickson requested that a letter be sent to us
requesting this action from you or Mr. K\leppler, for our files.' .
Since we have not heard back from RVA Center LLC on this matter we are writing to inform you that
the City will "continue" this application for one year and process it with the 2002 applications, if we
receive the requested supplemental materials before the annual December 15, 200 I deadline.· Without
these materials (please see attached letter) it will again be impossible for us to process this application.

Land use planners and real estate owners have long realized that real estate moves in cycles and
that land uses change frequently. The efforts of municipalities to overlay geographic areas with
zoning ordinances tends to classify current uses in place at the time of ordinance. Inherent in
that process is the lack of flexibility and the ability of real estate owners to meet the changing
needs of communities and markets. With appropriate zoning guidelines, municipalities can
facilitate sound development maximizing community interests, creating efficient land use and
employment centers, and providing stable long tern tax revenues to state and city operating
revenues.
Proposal
Renton Village consists of three separate tax lots representing a contiguous tract of slightly over
25 acres. The lots are classified with two separate zonings, CA and CO, and two separate
Comprehensive Plan Map Designations, Employment Area Commercial and Employment Area
Office. The three lots have three distinctly different land uses -retail, entertainment and office.
The purpose of this request is to modify existing zoning, either with a text amendment to existing
zonings (2) or a Comprehensive Plan Map Amendment. Specifically, the goals of this request are
to:
• Create a new land use designation, or modify the text of the CA and CO zones on the
entire 245 acre tract
• Retain and consolidate the permitted uses and development standards for both current
zoning classifications (CA and CO) as a single classification for the three tracts. Thus,
the development standards and permitted uses on the CA tract would apply to the CO
zoned parcel and the development standards and permitted uses on the CO tract would
apply to the CA zoned parcel.
The Applicant believes these changes can be incorporated through a text amendment to the CA
and CO zoning classifications or through a Comprehensive Plan Amendment.
Description of Renton Vii/age Properties
The Renton Village properties subject of this zoning modification proposal are situated at the
northeast quadrant of Interstate 405 I SR 167 interchange, one of the most heavily used
interchanges in the Puget Sound region. Renton Village properties are visible from Interstate 405
and South Grady Way, the two transportation corridors forming the north and south boundaries of
th e 25 acre tract.
The properties include:
Renton Village Shopping Center
Renton Village Cinemas
The Evergreen Office Building
Physical Property Descriptions:
Renton Village Shopping Center is a 100,000 square foot retail center situated on 14 acres.
Retail services include grocery, drug, soft goods, apparel, restaurants and personal services such
as dry cleaners. Site coverage is about 16%
Renton Village Cinemas is an eight screen cinema of 38,000 square feet situated on a site of
113,000 square feet. The cinema generally exhibits "first run" movies and has about 1600 seats.
The tenant and operator of the cinema, General Cinema has recently reported financial difficulty
resulting in theater closures around the country. Site coverage is about 34%.
The Evergreen Building is an older six story plus basement office building of 100,000 square feet,
situated on a site of 332,332 square feet. The spectrum of office tenants includes professional
services such as attorneys, accountants and dentists, administrative users, and finance,
insurance and real estate users. Site coverage is about 5% and the floor area to site area ratio
(FAR) is about 30%.

The purpose of this proposal is to create a single, unified zoning for the Renton Village properties.
In addition, this proposal requests that development standards currently in place, be applied to
the new zoning claSSification. Currently the following uses and densities of development are

Zoning Prior to 1993
Prior to 1993, all three sites were zoned under one classification, 81. Permitted land uses were
classified as Principal and Accessory. The Principal permitted uses at that time were Retail
Sales, Offices, Services, and Residential (provided that residential uses not be located on first
floor). Thus, the Principal and Accessory uses could be intermingled among separate tax lots.
Zoning Subsequent to 1993
City of Renton adopted its newest zoning ordinance in 1993. With that adoption, the 81 zone
was dropped, although most components of the 81 zone were incorporated into the CA and CO
zones. The new zoning ordinance did however, split the permitted uses on the site to conform
with the uses then existing at the sites.
Justification for the Request
South Grady Way, location of the Renton Village properties, is a primary entrance to City of
Renton. The 1405 J SR167 interchange, adjacent to the property is a transportation node strategic
to office J retail employment and residential areas.
Currently, land uses surrounding the Renton Village sites include offices, retail, auto sales,
services, light manufacturing, a county sponsored Park and Ride lot, residential. Thus, the land
uses most important to the area are already permitted. A significant proposal for Class A office
development on the former Puget Power site has been submitted and will further enhance the
area.
The effect of CA and CO zoning, however, segregates these uses. The Applicant believes the
consolidation of Primary and Secondary permitted uses in the CA and CO zones on the 24 acre
Renton Village property will facilitate a more comprehensive development of the property.
Office, retail, service and residential uses now permitted on sites adjoining each other may be
combined and used interchangeably. A 24 acre mixed use development would serve the City's
gateway by integrating uses in a mixed use environment, similar to the goals and development
standards of the COR zoning classification.
This proposal is consistent with Objective LU-W, Employment Area promoting diversity and
stability within the City's employment base. Creating a mixed use zone on the Renton Village
sites will diversify uses, at the same time facilitating the integration of existing primary and
secondary uses permitted in the CA and Co zones. In addition, this proposal is consistent
with POlicies LU-146 a, and c., LU-148 and LU-149 of the City of Renton Land Use Element.
Implementing a mixed use zone applied to the sites will encourage more diversity in retail and
office development.
This proRosal is consistent with Objective LU-X and Policies LU-153, LU-156 and LU-157,
Infrastructure. The Renton Village sites are served by three existing major transportation
corridors and are strategically located at a major freeway interchange slated for re-development.
Access to the Renton Village sites and the City of Renton will be improved by future
improvements to surface transportation and public transit facilities.
This proposal is consistent with Employment Area -Commercial Objective LU-AA,
facilitating commercial uses requiring large amounts of land with high visibility and access to large
volumes of daily automobile traffic. Creating a mixed use zone conforms with Policy LU-168
facilitating mixed use development near existing major arterials. Policy LU-169 encourages
permitted land uses to consolidate, maximizing flexibility and redUCing access. Currently, the
Renton Village properties are served by two signalized intersections along South Grady Way.
little need for additional access points is foreseen. The goals of Policy LU-170 will also be met.
A mixed use zone will on the 24 acre Renton Village site will require very little in the way of new
City infrastructure, a shared parking facility will enhance traffic flow through the site and create a
unified style of development. Retail, office and residential uses will be connected and unified with
parking and similar design features.
Incorporating the Objective LU-CC will be a natural exlension of mixed use zoning applied to
the sites. A wide range of business services already exist on the site and will likely be retained as
the property is further developed. Increasing the diversity and density of development, as
proposed, near freeway access points, supports Policies LU-183, LU-184, LU-187 and LU-
188 .. Infrastructure and planned public transit routes already exist in the immediate area.
Objective LU-OD will be met through the application of a mixed use zone. Parking structures will
be required to meet parking demands (PolicyLU-190), vehicular access will be from existing
major streets and street access points (Policy LU-192).
Summary
As requested, a comprehensive mixed use zone applied to the 24 acre Renton Village sites will
meet the City's long term goals to maximized high quality development near sites with developed
access, utilizing parking structures to connect diversity of uses. Current zoning of the three sites
(CA and CO), allowing retail, residential and office uses should be combined to permit unified
development of the parcels.
PURPOSE OF CHECKLIST:

agency Identify Impacts from your proposal (and to reduce or avoid Impacts from the proposal, If it can
be done) and to help the agency decide whether an EIS Is required.
