Dear Mr. Erickson:
I am writing as an owner of the parcel to the east and south of the area encompassed by the
above-mentioned rezone and comprehensive plan amendment request; I would like to clarify the
circumstances surrounding the original rezone and comprehensive plan amendment request, and
I would also like to request that the application be permanently and irrevocably withdrawn from
review by City staff.
The request for the above-mentioned rezone and comprehensive plan amendment activity was
discussed over a year ago with another member of the Strategic Planning staff. At that time I
made a verbal request that the portion of land in question be put in line for rezone, since we were
under negotiations to buy that portion of property from our neighbor. Unfortunately, we could
not agree upon a mutually beneficial set of terms for the sale, so the deal was dismissed. We
then proceeded to finalize the site plan according to the current site boundaries, and to date we
have made a significant number of improvements that have since eliminated any value we
perceived in that land.
We appreciate the consideration that staff has given to this request, as well as the follow-through
they have demonstrated, but this particular rezone and comprehensive plan amendment has since
become moot point. Therefore, we request that the application be nullified and withdrawn from
review.
Again, we thank you for your consideration in this matter, and we apologize for any
inconvenience the apparent mix-up may have caused you or other members of City staff.

DESCRIPTION
The proposal is to change the Comprehensi ve Plan designation of a small portion of a parcel from
Residential Options to Employment Area -Industrial. The property is located south ofNE 4th Street in
the Highlands, west of Monroe Avenue NE. The total parcel size is approximately 4,745 sf (0.11
acres).
ISSUE SUMMARY
This small piece ofland fronts NE 3'" Street. It is part of the Liberty Ridge property. Liberty Ridge
(west) is zoned Residential 10 and is currently being developed as residential. The abutting property
(east and south) is the Aegis office and self-service storage facility, currently being developed by
Northward.
The Liberty Ridge property owner and the owner of the Aegis property are discussing a lot line
adjustment and concurrent transfer of ownership. Due to its configuration, it would be more logical
for this small portion of the Liberty Ridge parcel to have the same designation as the Aegis property,
Employment Area -Industrial. The developer of the Aegis property intends to purchase the portion in
question and would incorporate it into the office/self-storage site plan.
The zoning would be Light Industrial.
RECOMMENDATION SUMMARY
Redesignation to Employment Area -Industrial with Light Industrial zoning is recommended.
BACKGROUND
The Site
The approximately 4,745 sf (0.1 1 acre) property, in the 2800 block ofNE 3'" Street, was annexed into
the City of Renton in 1956. The land use designation is Residential Options. It is zoned Residential
10. As explained above, the property lies between a large residential development and an office/self-
service storage facility. Although the land is part of the residential development tax parcel (#162305
9061), it is configured and situated more as part of the office/self-service storage development.
Northward, the office/self-service storage developer, has arranged to acquire the land and incorporate
it into their site plan.
The Surrounding Area
Existing land use in the surrounding area is a mix of commercial and residential uses.
Environmental Conditions
The area in the vicinity of the site has a history of commercial gravel extraction and use as a landfill. A
gravel pit was excavated to an approximate depth of 60 feet below the existing grade. It is known to
have been located to the south, but its limits in relation to the land in question, are unknown. The

excavation was subsequently backfilled with both a relatively small amount of demolition waste,
including ash and waste material from World War II housing projects, and clean fill material. Some
material deposited on site consisted of "uncontrolled fill." There are no records of waste disposal
practices employed on the site during filling operations.
CAPACITY ANALYSIS
The addition of this piece of land to the office/self-service storage development would not have a
significant impact. It is possible, however, that the access/egress for the Aegis project could be made
safer if the distance between the two entrances/exits could be increased along NE 3'd Street. This
could be done with the addition of the land from the Liberty Ridge property and by revising the site
plan accordingly.
No land use capacity was estimated for this piece of property in the 2002 Buildable Lands Analysis.
DEVELOPMENT STANDARDS COMPLIANCE
Renton Municipal Code requires (RMC 4-9-020G) compliance with review criteria as follows:
The [comprehensive plan amendment] proposal shall demonstrate that the requested amendment is
timely and meets at least one of the following criteria:
I. The request supports the vision embodied in the Comprehensive Plan, or
2. The request supports the adopted business plan goals established by the City Council, or
3. The request eliminates conflicts with existing elements or policies, or
4. The request amends the Comprehensive Plan to accommodate new policy directives of the
City Council.
The proposed amendment meets number 2 of the above criteria and the Business Plan goal to
"Promote citywide economic growth."
ZONING CONCURRENCY
Concurrent rezoning to Light Industrial is required. A change of zone requires compliance with the
following criteria (RMC 4-9-180F):
I. The proposed amendment meets the review criteria in RMC 4-9-020G; and
2. The property is potentially classified for the proposed zone being requested pursuant to the
policies set forth in the Comprehensive Plan; and
3. At least one of the following circumstances applies:
a. The subject reclassification was not specifically considered at the time of the last area
land use analysis and area zoning; or
b. Since the most recent land use analysis or the area zoning ofthe subject property,
authorized public improvements, permitted private development, or other

The proposed amendment meets criteria I, 2, and 3b of the above requirements.
CONCLUSION
This application was initiated by the City because the Employment Area -Industrial designation
would result in a more logical configuration for zoning and land use. Approval is recommended.
