City Council to order and led the Pledge of Allegiance to the flag.

Mayor Keolker-Wheeler presented her proposed City of Renton
2005 Budget to members of the City Council and Renton citizens.
She stated that Renton's economy is strong; however, along with
other municipalities in the State of Washington, the City faces new
fiscal realities.
Regarding the state of the City's economy, the Mayor said sales tax
revenues are expected to increase by 5.5 percent in 2004. The City
continues to enjoy explosive growth in revenue from new
construction, and there is renewed interest in new development
projects in the downtown and valley areas. The Boeing Company's
employment levels seem to be stabilizing, and PACCAR's
Kenworth Plant has realized increased production. Additionally,
the City looks forward to the redevelopment of surplus property at
Boeing's Renton Plant in South Lake Washington.

The Mayor stated that the total proposed 2005 Budget is
$149,392,500, of which $69,106,300 is the General Governmental
Budget. Reviewing the highlights of the proposed budget, she
explained how the RENSTAT (a program that addresses, identifies,
and targets crime) and REACT (a program that addressed
non-criminal activities and nuisance abatement) programs will
begin to be implemented. In the budget proposal, the code
enforcement officers will transfer to the Police Department from
the Planning/Building/Public Works Department, and a police
service specialist will be added.
Continuing, Mayor Keolker-Wheeler stated that the proposed
budget addresses the medical and long-term care costs of an retired
Law Enforcement Officers and Firefighters hired before 1977, by
establishing a new fund to track these retiree costs separately from
costs for active employees, and by using $260,000 in Fire Pension
monies to assist in funding the long-term care costs. She also noted
that effective July 2005, the City must pay increased rates to the
State for the retirement program for active employees, which will
cost $500,000 next year.
Turning to the reduction of expenditures, the Mayor stated that the
proposed budget eliminates five vacant regular positions.
Additionally, the Development Services and Transportation
Divisions will eliminate a total of $52,000 in temporary summer
help. Expenditure reductions also include turning off 500 arterial
streetl ights around the City, saving $60,000; eliminating lifeguards
at Kennydale Beach, saving $35,000; and reducing several line
items in various departments.
Mayor Keolker-Wheeler recommended using $1.2 million of
available funds to balance the General Governmental Budget,
noting that even with a $630,000 reduction in expenditures, the
available fund balance is still needed to meet the City's needs. She
also pointed out that the proposed budget includes a rate increase
on water and sewer services, increasing the average bill from
$79.67 to $80.36. Additionany, an increase in Metropolitan King
County Council's water treatment rate results in an increase to this
portion of the utility bin from $23.40 to $25.60.
Concluding, Mayor Keolker-Wheeler stated her commitment to
continue to provide services at levels the City can afford, to look

administrative report summarizing the City's recent progress
towards goals and work programs adopted as part of its business

children participating in this free drop-in Club Highlands
program.
Items on the consent agenda are adopted by one motion which
follows the listing.
Approval of Council meeting minutes of October 25, 2004. Council
concur.
City Clerk reported bid opening on 10/20/2004 for CAG-04-133, Gene
Coulon Memorial Beach Park Boat Launch Repair; seven bids; engineer's
estimate $110,000 to $150,000; and submitted staff recommendation to
award the contract to the low bidder, Skaar Construction, Inc., in the
amount of $119,379.71. Refer to Finance Committee for discussion of
funding.
Community Services Department submitted CAG-04-097, Renton
Community Center Roof Replacement; and requested approval of
the project, authorization for final pay estimate in the amount of
$24,948.93, commencement of60-day lien period, and release of
retainage bond in the amount of$3,723.80 to Lloyd A. Lynch, Inc.,
contractor, if all required releases are obtained. Council concur.
Development Services Division recommended acceptance of
dedication of additional right-of-way to widen Meadow Ave. N. to
fulfill a requirement ofthe Latham Short Plat (SHP-04-033).

Finance Committee Chair Corman presented a report regarding the
issuance of water and sewer revenue bonds for capital construction
projects. The Committee recommended concurrence in the staff
recommendation to approve the issuance of$10,335,000 in water
and sewer revenue bonds, increasing the City's debt for the purpose
of completing capital construction projects to include the
Maplewood Water Treattnent Facility, the Sunset Interceptor, and
the SW 7th SI. Storm System Improvements.
The Committee further recommended that the ordinance regarding
this matter be presented for first and second reading. MOVED BY
CORMAN, SECONDED BY NELSON, COUNCIL CONCUR IN
THE COMMITTEE REPORT. CARRIED. (See below for

2004, and encouraged everyone to vote.
Councilman Clawson reported that he is a member of the Cedar River
Council and noted an issue pertaining to contaminates at the Landsburg
Mine (located off ofSE Summit Landsburg Rd., north of Ravensdale).
Stating that the Department of Ecology is conducting tests, he expressed
concern regarding potential downstream contamination to Renton and
suggested that the Administration review the matter and determine
whether the City should be involved. MOVED BY CLAWSON,

DESCRIPTION
The proposal is to change the Comprehensive Plan designation of a parcel from Center fustitution (CI)

Arterial (CA) zoning. The property is located south ofNE 4th Street, west of Momoe Avenue NE.
The total parcel size is 4.73 acres.
ISSUE SUMMARY
This application is for a designation that would allow a mix of uses, including institutional (county
facilities and a potential partnership with Renton Technical College), commercial (retail and office),
and high-density residential, to facilitate redevelopment of the site.
The property is currently the location of the King County Public Health facility for the Southeast
District. The building is too small for current department needs. There is a possibility that the Dental
Services facility could be relocated from its present location in Downtown Renton and be co-located
with Public Health in a new structure. Several social service entities and the Renton Technical
College have discussed, with the Public Health department, the possibility of locating operations at
this site. fu addition, a private developer for residential use may be invited to participate in the
project. At this time, discussion of a potential project is preliminary however, so maximum flexibility
is desired by the property owner.
RECOMMENDATION SUMMARY
Redesignation to Employment Area -Commercial with Commercial Arterial zoning is recommended.
BACKGROUND
The Site
The 4.73 acre property, at 3001 NE 4th Street, was annexed into the City of Renton in 1966. The land
use designation is Center fustitution. It is zoned Light fudustrial with a 'P' suffix (public notification
required for change of use). There is an existing, II,OOO-square foot building on the site that is too
small for the King County Public Health Department needs and structurally unsound in terms of
potential seismic factors. The King County park maintenance shops are located to the south ofthe
health facility on a 17.2-acre parcel. King County intends to redevelop the Shops property for a new
regional communications and emergency coordination center.

The Surrounding Area

Existing land use in the surrounding area is multi-family residential to the north and commercial to the
east. Office buildings and a self-service storage facility are under construction to the west.
The land use designations are Employment Area-Commercial to the north, Employment Area-
Commercial and Residential Options to the east, Employment Area -Industrial to the west, and Center
Institution to the south.
The current zouing is Commercial Arterial (CA) to the north, CA and Residential 10 (R-IO) to the
east, Light Industrial (IL) and Residential Multi-family-Infill (RM-I) to the west, and IL to the south.
Environmental Conditions
The area in the viciuity of the site has a history of commercial gravel extraction and use as a landfill. A
gravel pit was excavated to an approximate depth of 60 feet below the existing grade. It is known to
have been located to the west, but its limits in relation to the King County property, are unknown. The
excavation was subsequently backfilled with both a relatively small amount of demolition waste,
including ash and waste material from World War II housing projects, and clean fill material. Some
material deposited on site consisted of "uncontrolled fill." There are no records of waste disposal
practices employed on the site during filling operations.
Geotechnical investigation on the property abutting to the west indicates that native soils and debris-
laden or incinerated garbage fill material were deposited on the site. The study resulted in the opiuion
that the existing fill soils were Wlsuitable for supporting permanent structures, unless they were
designed as lightweight buildings, such as manufactured housing. Lightweight structures would
require periodic re-Ieveling. The report recommended removal of approximately eleven feet of the
incinerated fill and replacement with compacted fill prior to development of the area, even for
lightweight structures. Similar geotechnical study will be required on the King County property prior
to site planuing.
ANALYSIS
Assuming that potential environmental constraints could be mitigated, the proposed uses, commercial
and multi-family residential, would seem appropriate for the neighborhood.
Due to the configuration of both land and development in this area, traffic is routed from the East
Renton Plateau to the rest of the City by means ofNE 3n1 and NE 4th streets almost exclusively. Due
to the resulting high volume of traffic that passes by the property, a development with a mix of uses,
such as retail, office, and possibly housing, could be appropriate for the site and would probably have
a high rate of success.
Residential use is allowed in the CA zone as attached units with ground-floorretail 1 commercial use.
The residential density allowed in the CA zone is 20 dwelling uuits per net acre (du/a). Increasing the
maximum density above that would require a zoning amendment. Typically, density calculations are
based on net density, that is, land not included as critical areas, public and private streets, and land
already developed for other uses. For mixed-use development, land used for non-residential
development is added to the net developable residential land. This increases the residential density of
the project.

The possibility of rezoning the property to Center Suburban (CS) has been discussed. In terms of
uses, both the CA and CS allow the same uses. The property does not lie within a Center Suburban
Residential Demonstration District, so those conditions and bonuses do not apply. Development

In addition to the zoning development standards, the difference between development in the CA and
that in the CS designation is that CA serves high-traffic-volume neighborhoods and the intention is for
CS to provide goods and services to a larger service area. At this site, there is little or no commercial
use on adjacent properties to support the concept of a "center."
Another consideration is that in order to attract project financing for residential development, a private
developer may need the ability to acquire the land for that portion of the project. In this case, the
minimum lot size requirement of the CS zone could interfere with the potential necessity of a
subdivision of the property.
CAPACITY ANALYSIS
Presently, the 4.73 acre site is zoned IL which, when used in Renton's formula for the King County
Buildable Lands, results in a net acreage of 3.46 acres and would produce approximately 82 jobs. If
the site were to be zoned CA, the formula produces a net acreage of 3.86. Assuming the Buildable
Land net acreage in the CA designation, the residential capacity could be 77 du at a density of 20
dufnet acre. Site specific net density will vary and would need to be confirmed during deVelopment
reVIew.
It is premature to develop a capacity model since the various uses are unknown at the present time.
Preliminary discussion, however, indicates that the following conceptual plan figures may be a starting

CONCLUSION
A Comprehensive Plan Amendment to change the designation from Center Institution to Employment
Area -Commercial appears, upon analysis, to be appropriate for this property. The proposed
redesignation would meet, or could meet over time, most of the Employment Area -Commercial
objectives and policies of the Comprehensive Plan (see Appendix A). Development of the property
for CA uses would not conflict with existing uses in the neighborhood. Redevelopment Wlder the
conceptual scenario presented by the proponents would serve many purposes in the neighborhood
including providing upgraded facilities for the Public Health Department and Renton Technical
College. Commercial 1 retail could serve the residential neighborhood of the South Highlands and
provide support to the Center located at NE 4th Street and Union Ave NE.

APPENDIX 'A'
Site plans and proposed development should be consistent with the following criteria:
Objective LU-AA: Provide for commercial uses requiring large amounts of land and/or high visibility
and access to large volumes of automobile traffic in areas outside of Centers and the Center
Downtown designations.
The property, located in the NE 4110 Street corridor, is highly visible from large volumes of vehicular
traffic. (meets the criterion)
Policy LU-J68. Employment Area -Commercial designations should only be located on, and have
access to, streets classified as major arterials or above.
The property fronts on NE 4110 Street, which is classified as a principal arterial. (meets the criterion)
Policy LU-J69. Individual parcels should be encouraged to consolidate to maximize flexibility of site
design and reduce access points.
There may be limited opportunity to consolidate parcels. It may be possible, however, since two
parcels to the south, 17.2 acres and 40 acres, are both also owned by King County.
