Dear Mr. Knight:
This letter is sent in response to your requestfor an extensian of the above referenced
project's approved period of validity.
Section 4-7-070M of the, Rentan Municipal Code, relating to short plats, authorizes the
City to approve a single one-year extension of the usual two-year expiration. Under
Ordinance No. 5452 (RMC4-1-080F) authorization has been given to the Planning
Director to. approve an additianal twa-year extension beyond the standard extensions
possible under the Code for any land use ar subdivision project that was valid an or
after April 1,2009.
Our records indicate that this project has already received the standardone-year
extension and expired on July 31, 2010. We understand that yau are still working to.
complete this project and will require additional time. Therefare, your request far the
two-year extension under Ordinance No.. 5452 is hereby granted. You naw have until
July 31, 2012 to. recard this project.

Dear Mr. Cordell:
The City of Renton Planning Division approved the above referenced application on July 31,2007.
This approval is ordinarily good for two (2) year{s). Pursuant to RMC 4-7-050M of the Renton
Municipal Code, you may upon written request, prior to the expiration of the project, receive a
single one {l)-year extension from the Planning Division.
In addition to the above one (l)-year extension, the City Council under Ordinance No. 5452
(enclosed), has granted an extension of the period of validity on land use and subdivision approvals.
Therefore, certain land use and/or subdivision approvals expiring after April 1, 2009, upon written
request and prior to the expiration of the project, may receive an additional one-time two (2)-year
extension beyond the standard expiration date listed in RMC 4-8 and RMC 4-9.
Our records indicate that the above referenced application will expire on July 31, 2009. This letter
is to inform you that prior to the expiration date of this project, you may submit a written request
for the standard extension the project would normally receive under RMC 4-7, RMC 4-8, and RMC
4-9, as well as request the additional two (2)-year extension under Ordinance No. 5452.
Please be aware that this extension does not apply to temporary use permits, building permits, or
public works permits. Also, this provision shall automatically expire on December 31, 2010, and
shall be removed from the code at that time unless another ordinance is passed extending this
date.

Water: The site is within the City of Renton water service area. There is an 8-inch water main within
the existing roadway (Davis Ave South). The project site is located in the 300-water pressure
zone. The site is outside of the Aquifer Protection Area. Fire Flow available to the site is over
1000 gpm. Static water pressure is approximately 80 psi.
Sewer: There is an 8-inch sewer main adjacent and available to serve the site.
Surface Water/Storm Water: There exist storm drainage conveyance systems (shallow ditched
swales and asphalt berms) within the existing roadway.

1. Project Description/Background
The applicant. Michael Cordell, is proposing to subdivide a 0.34-acre (14,641 square foot) parcel zoned
Residential-8 dwelling units per acre (R-8) into two lots. The property is located west of Davis Avenue Sand
south of S 15'h Street. The project site is currently vacant, except for a small shed which is proposed to be
removed. The required front yard setback is 15 feet for the primary structure and 20 feet for an attached
garage. The required rear yard setback is 20 feet.
Proposed lot sizes are: Lot 1 at 5,445 sq. ft. and Lot 2 at 7,312 sq. ft. The proposal for two new lots would
arrive at a density of 5.88 dwelling units per net acre (dulac). The allowed density range in the R-8 zone is a
minimum of 4.0 to a maximum of 8.0 dwelling units per acre and the proposed density is within the permitted
density range.
Access to the proposed lots would be provided via residential driveways off of Davis Avenue S. The topography
of the subject site slopes from east to west at an average grade of 9 percent. There are 7 existing trees (3
maple, 1 willow and 3 cherry) that are proposed to be removed.
2. Environmental Review
Except when located on lands covered by water or sensitive areas, short plats are exempt from SEPA
Environmental Review pursuant to WAC 197 -11-800(6)(a).

4. Staff Review Comments
Representatives from various city departments have reviewed the application materials to identify and address
issues raised by the proposed development. These comments are contained in the official file, and the essence
of the comments has been incorporated into the appropriate sections of this report and the Departmental
Recommendation at the end of the report.
5. Consistency Short Plat Criteria
Approval of a plat is based upon several factors. The following short plat criteria have been established to
assist decision-makers in the review of the plat:
a) Compliance with the Comprehensive Plan Designation
The site is designated Residential Single Family (RSF) on the Comprehensive Plan Land Use
Map. Lands in the RSF designation are intended to be used for quality residential detached
development organized into neighborhoods at urban densities. It is intended that larger
subdivision, infill development, and rehabilitation of existing housing be carefully designed to
enhance and improve the quality of single-family living environments. The proposal is consistent
with the following Comprehensive Plan Land Use and Community Design Element policies:
Policy LU-147. Net development densities should fall within a range of 4.0 to 8.0 dwelling units per
acre in Residential Single Family neighborhoods.
The proposed project for two lots would arrive at a net density of 5.88 dwelling units per net acre,
which is within the density range permitted.

Policy LU-148_ A minimum lot size of 5,000 square feet should be allowed on in-fill parcels of less
than one acre (43,560 sq. ft.) I'n single-family designations. Allow a reduction on lot size to 4.500
square feet on parcels greater than one acre to create an incentive for aggregation of land. The
minimum lot size is not intended to set the standard for density 111 the designation, but to provide
flexibility in subdivision/plat design and facilitate development within the allowed density range.
All of the proposed lots equal or exceed the minimum lot size of 5,000 square feet.
Policy LU-152. Single-family lot size, lot width, setbacks, and impervious surface should be
sufficient to allow private open space, landscaping to provide buffers/privacy without extensive
fencing, and suff/cient area for maintenance activities.
The proposed new lots would meet the required lot size, width, and setbacks to create sufficient
front, rear, and side yard areas.
Policy LU-1S4. Interpret development standards to support new plats and infill project designs
incorporating street locations, lot configurations, and building envelopes that address privacy and
quality of life for existing residents.
The proposed lots are rectangular in shape; each lot would be oriented such that all of the lots
would have access to a public right-of-way. Approval of this application would not decrease the
quality of life for residents in the immediate vicinity.
Policy CD-12. IMiII development, defined as new short plats of nine or fewer lots, should be
encouraged in order to add variety, updated housing stock, and new vitality to neighborhoods.
The proposed short plat would subdivide an existing parcel into two lots. New residences would be
constructed on both of the proposed lots, updating the housing stock in the existing neighborhood.
b) Compliance with the Underlying Zoning Designation
The subject site is designated Residential - 8 Dwelling Units per Acre (R-8) on the City of Renton
Zoning Map. The project site is currently vacant with the exception of a small shed structure which
is proposed to be removed.
The allowed density range in the R-8 zone is a minimum of 4.0 to a maximum of 8.0 dwelling units
per acre. Net density is calculated after the deduction of sensitive areas, areas intended for public
right-of-way, and private access easements. No areas were required to be deducted from the
gross lot area for the purpose of calculating net density. The proposal for two lots arrives at a net
density of 5.88 dwelling units per acre, which is within the permitted density range for the R-B zone.
The allowed building lot coverage in the R-8 zone is 35 percent or 2,500 square feet whichever is
greater for lots over 5,000 square feet in size. Lot coverage for the proposed residences would be
reviewed during the building permit review for the new residences.
The required setbacks in the R-8 zone are as follows: front yard is 15 feet for the primary structure
and 20 feet for an attached garage, side yard is 5 feet, side yard along a street is 15 feet for the
primary structure and 20 feet for an attached garage and the rear yard is 20 feet. Based on the
proposed subdivision, the proposed lots would have their front yards oriented to the east towards
Davis Avenue S. Setbacks for the proposed residences would be reviewed at the time of building
permit review.
The parking regulations require that detached or semi-attached dwellings provide a minimum of 2
off-street parking spaces. As proposed, each lot would have adequate area to provide two off-
street parking spaces. Both lots contain adequate area to provide the required parking areas.
The R-8 zone permits accessory structures only when associated with a primary structure located
on the same parcel.
c) Community Assets
The project site is vegetated with a total of 7 trees (3 maple, 3 cherry, and 1 willow) as well as
other shrubs and ground cover. The regulations regarding tree protection and retention require that
trees on lots being developed be maintained to the maximum extent feasible. They permit the City
to require the replacement of trees that would implement the intent of the regulations. The
Development Services Director has made a determination that to comply with these requirements,

25 percent of all protected trees shall be retained or replaced. Of the existing 7 trees, 2 would be
required to be retained or replaced. Due to the location of the existing trees within the building
envelopes of the proposed lots, all of the existing trees are proposed to be removed. The applicant
has submitted a replacement plan, which proposes the installation of 2 trees with a minimum of 2-
inch caliper. The proposed replacement plan for the trees is in compliance with this requirement.
The City's landscaping regulations require the installation of landscaping within the public right-of-
way. The minimum amount of landscaping required for sites abutting a non-arterial public street is
5 feet provided that if there is additional undeveloped right-ol-way in excess of 5 feet, this shall
also be landscaped. A determination has been made that if no additional area is available within
the public right-of-way due to required improvements, the 5-foot landscaped strip may be located
within private property abutting the public right-of-way. The landscaping proposed shall either
consist of drought resistant vegetation or shall be irrigated appropriately. In addition, the applicant
will be required to plant two ornamental trees, a minimum caliper of 1-1/2 inches (deciduous) or 6-
8 feet in height (conifer), within the 15-foot front yard setback area for the proposed lots. Existing
landscaping may be used to augment the required landscaping.
A conceptual landscape plan was submitted with the application. The submitted plan identified a
future 5-foot planting strip along the frontage of Lot 1 and showed 2 maple trees within the front
yard areas of each of the proposed lots. No plantings other than 2 maple trees were identified
within the future 5-foot planting strip. Additional plantings will be required to be identified in the
minimum 5-foot planting strip required along Davis Avenue S. Staff recommends as a condition of
approval that a revised landscape plan be submitted prior to final short plat approval identifying
additional plantings within the required planting strip behind the sidewalk along Davis Avenue S.
A detailed landscape plan shall be submitted with the building permit applications. All landscaping
shall be installed prior to the issuance of occupancy for the buildings.
d) Compliance with Subdivision Regulations
Streets: No new public streets would be created as part of the proposed short plat.
Davis Avenue S is classilied as a Residential Access Street on the City's Arterial Street Map.
There are no existing frontage improvements along the parcel's Lake Avenue S street frontage.
Street improvements including, but not limited to paving, sidewalks, curb, and gutter will be
required along the site's Davis Avenue S frontage.
The proposed short plat is anticipated to generate additional traffic on the City's street system. In
order to mitigate transportation impacts, staff recommends a condition of approval be placed on
the project requiring a Transportation Mitigation Fee based on $75.00 per net new average daily
trip attributed to the project. Two new lots are expected to generate approximately 19.14 new
average weekday trips. The fee for the proposed short plat is estimated at $1,435.50 ($75.00 x
9.57 trips x 2 lots = $1,435.50) and is payable prior to the recording of the short plat.
Blocks: No new blocks will be created as part of the proposed short plat.
Lots: The size, shape, orientation, and arrangement of the proposed lots comply with the
requirements of the Subdivision Regulations and the development standards of the R-8 zone.
Each lot is rectangular in shape with front yards oriented to the east towards Davis Avenue S. Each
of the proposed lots would have direct to a public street (Davis Avenue S).
The minimum lot size in the R-8 zone is 5,000 square feet. Lot area is calculated after the
deduction of private access easements and pipestems from the gross lot area. After the deduction
of the 1,884 square loot pipestem for Lot 2, the proposed lot sizes are 5,445 square feet for Lot 1,
and 7,312 square feet for Lot 2. The proposed lot sizes meet the minimum lot size requirements.
The minimum lot width required in the R-8 zone is 50 feet for interior lots. Proposed Lot 1 would
have a lot width of 53 feet and Lot 2 would have a lot width of 73 feet. The minimum lot depth
required in the R-8 zone is 65 feet. Proposed Lot 1 has a lot depth of 98 feet and Lot 2 has a lot
depth of 98 feet. The dimensions of the proposed lots meet the minimum width and depth
requirements and are compatible with other existing lots in this area under the same R-8 zoning
classification. In addition, the lots appear to contain adequate building areas to allow for the
retention of the existing single family residences when taking setbacks and lot coverage
requirements into consideration.

e) Reasonableness of Proposed Boundaries
Access: Each lot would have access to a public right-of-way (Davis Avenue S) via single family
residential driveways.
Topography: The topography of the subject site slopes to the west at an average grade of 9
percent.
Relationship to Existing Uses: The properties surrounding the subject site are single-family
residences and are designated Residential - 8 dwelling units per acre (R-8) on the City's zoning
map. The proposal is similar to existing development patterns in the area and is consistent with the
Comprehensive Plan and Zoning Code, which encourage residential infill development.
f) Availability and Impact on Public Services (Timeliness)
Police and Fire: Police and Fire Prevention staff indicate that sufficient resources exist to furnish
services to the proposed development, subject to the condition that the applicant provide Code
required improvements and fees. A Fire Mitigation Fee, based on $488.00 per new single-family
lot, is recommended in order to mitigate the proposal's potential impacts to City emergency
services. The fee is estimated at $976.00 ($488.00 x 2 new lots = $976.00) and is payable prior to
the recording of the short plat.
Schools: According to the Draft Environmental Impact Statement for the City of Renton Land Use
Element (January 16,1992), the City of Renton has a student generation factor of 0.44 students
per single-family residential dwelling. Based on the student generation factor, the proposed short
plat would result in 1 additional students (0.44 x 2 new lots = 0.88 students) to the local schools.
Storm Water: A Drainage Narrative prepared by the applicant has been submitted with the project
application. Staff from the City's Plan Review Section reviewed the project and note that this
project is exempt from detention and water quality per the 1990 KCSWM.
A temporary erosion control plan will be required and shall be installed and maintained to the
satisfaction of the representative of the Development Services Division for the duration of the
project. The first order of business shall be installation of a silt fence along the perimeter of the site
that is to be disturbed. The silt fence shall be in place before clearing and grading is initiated. This
will be required during the construction of both off-site and on-site improvements as well as
building construction. Due to the potential for erosion to occur during project construction, staff
recommends as a condition of approval that the project be required to comply with the Department
of Ecology's Erosion and Sediment Control Requirements as outlined in Volume II of the current
edition of the Stormwater Management Manual.
A Surface Water System Developrnent Charge of $759 per new dwelling unit is required. Payment
of this fee will be required prior to issuance of utility construction permit.
Utilities: The site is within the City of Renton water service area. There is an 8-inch water main
within the existing roadway (Davis Ave South). The project site is located in the 300-water pressure
zone. The site is outside of the Aquifer Protection Area. Fire Flow available to the site is over 1000
gpm. Static water pressure is approximately 80 psi.
The required fire flow for single-family residences is 1,000 gpm, and a fire hydrant is required to be
located within 300 feet of all single-family residences. There appears to be an existing hydrant
within the required distance. If the building square footage (including garage area) exceeds 3,600
square feet in area, the minimum fire flow increases to a minimum of 1,500 gpm and requires 2
hydrants within 300 feet of the structure. Existing and new hydrants will be required to be retrofitted
with Storz "quick disconnect" fittings if not existing
New water service stubs to each lot must be installed prior to recording of the short plat. Water
System Development Charges are based on a rate of $1 ,956 per new single-family lot. Payment of
fees is required prior to issuance of utility construction permit.
There is an 8-inch sewer main adjacent and available to serve the site. Short plats shall provide
separate side sewers stubs to each building lot prior to the recording of the short plat. No dual side
sewers are allowed. Each new lot must be served with an individual side sewer at a minimum
slope of 2 percent.

Sanitary Sewer System Development Charges are based on a rate of $1 ,017.00 per new single-
family lot. Payment of this fee will be required prior to issuance of utility construction permit.
H. Findings:
Having reviewed the written record in the matter, the City now enters the following:
1. Request: The applicant has requested Administrative Short Plat Approval for the Cordell Davis Short
Plat, File No. LUA-07-050, SHPL-A.
2. Application: The applicant's short plat application complies with the requirements for information for
short plat review. The applicant's short plat plan and other project drawings are contained within the
official land use file.
3. Comprehensive Plan: The subject proposal is consistent with the Comprehensive Plan designations
of the Residential Single Family (RSF) land use designation.
4. Zoning: The proposal as presented complies with the zoning requirements and development
standards of the Residential Single Family -8 (R-8) zoning designation, provided all advisory notes are
complied with.
5. Subdivision Regulations: The proposal complies with the requirements established by the City's
Subdivision Regulations provided all advisory notes are complied with.
6. Existing Land Uses: Land uses surrounding the subject site include: North: Residential Single Family
(zoned R-8); East: Residential Single Family (zoned R-8); South: Residential Single Family (zoned R-
8); and West: Residential Single Family (zoned R-8).
7. Setbacks: The setbacks for future development on the proposed lots would be evaluated based on the
standards applicable to lots along streets existing as of March 1, 1995. The front yard setbacks of the
proposed lots would face to the east towards Davis Avenue S. The setbacks for the new residences
would be verified at the time of building permit review.
8. System Development Charges: A Water System Development Charge, a Surface Water System
Development Charge and a Sewer System Development Charge, at the current applicable rates, will
be required for the each new single-family residence as part of the construction permit.
9. Public Utilities: The applicant will be required to install individual sewer stubs to serve the new lots. In
addition, any existing and new fire hydrants must be fitted with 5'" quick disconnect Storz fittings.
I. Conclusions:
1. The subject site is located in the Residential Single Family (RSF) comprehensive plan designation and
complies with the goals and policies established with this designation.
2. The subject site is located in the Residential - 8 Dwelling Units Per Acre zoning designation and
complies with the zoning and development standards established with this designation provided all
adviSOry notes are complied with.
3. The proposed two lot short plat complies with the subdivision regulations as established by city code
and state law provided all advisory notes are complied with.
4. The proposed two lot short plat complies with the street standards as established by City Code,
provided the project complies with all advisory notes contained herein.
J. DECISION:
The Cordell Davis Short Plat, File No. LUA-07-050. SHPL-A, is approved subject to the following conditions:
1. The applicant shall pay the required Transportation Mitigation Fee at the rate of $75.00 per net new
average daily trip associated with the project (estimated at $1,435.50). The Transportation Mitigation Fee
shall be paid prior to the recording of the short plat.
2. The applicant shall pay a Fire Mitigation Fee based on a rate of $488.00 per new single-family lot. The fee
for this short plat is estimated at $976.00 and shall be paid prior to the recording of the short plat.

Planning
1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise
approved by the Development Services Division. The Development Services Division reserves the right to rescind
the approved extended haul hours at any time if complaints are received.
2. Commercial, multi-Iamily, new single family and other nonresidential construction activities shall be restricted to the
hours between 7:00 a.m. and 8:00 p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours

Format and Legal Description Review
Bob Mac Onie and I have reviewed the above referenced short plat submittal and have the
following comments:
Comments for the Applicant:
The map located in the lower right-hand corner of the short plat submittal should be titled
as the "VICINITY MAP". Include a north arrow and a scale.
Information needed for final short plat approval includes the following:
Note the City of Renton land use action number and land record number, LUA-07 -050-SHPL and
LND-20-049 I , respectively, on the drawing in the spaces already provided. NOTE: The type size
used for the land record number should be smaller than that used for the land use action number.
Provide short plat and lot closure calculations.
Use the symbol indicated in the "LEGEND" block (for what has been set at the corners of the
proposed lots) on the short plat drawing at the appropriate corners.
Note all easements, covenants and agreements of record on the drawing, if any.
The city will provide addresses for the proposed lots as soon as possible. Note said addresses on
the short plat drawing.
On the final short plat submittal, remove all references to utilities facilities, trees, topog lines and
other items not directly impacting the subdivision. Remove everything that is now noted on Lot

Show the distance from the property boundaries to the adjacent structures.
Include a declaration block on the drawing.
The City of Renton Administrator ofPlanningiBuildinglPublic Works is the only city official
who signs this short plat. Provide an appropriate approval block and signature line. Pertinent
King County approval blocks also need to be noted on the drawing.
All vested owner(s) of the subject sh0l1 plat need to sign the final short plat drawing. Include
notary blocks as needed.
Note that if there are easements, restrictive covenants or agreements to others (City of Renton,
etc.) as part of this subdivision, they can be recorded concurrently with the short plat. The short
plat drawing and the associated document(s) are to be given to the Project Manager as a package.
The short plat will be recorded first (by King County). The recording number(s) for the
associated document(s) are to be referenced on the short plat drawing. Provide spaces for the
recording numbers thereof.
Remove the word "PROPOSED" from the 10' private sewer easement shown over neighboring
Lot 30 (not part of this short plat).
Pursuant to the recently revised WAC 196-23-020, the surveyor's expiration date now
needs to be applied manually. Any final document must contain the seallstamp,
handwritten license expiration date by the licensee [.] signature and date of
signature of the licensee who prepared or directly supervised the work. For the
purpose of this section "document" is defined as plans, specifications, plats,
surveys [.] as-built documents prepared by the licensee [.] and reports.

The following Utility and Transportation comments concern the Environmental and
Development Application review for the subject project.
EXISTING CONDITIONS
WATER -The site is within the City of Renton water service area. There is an 8-inch
watennain within the existing roadway (Davis Ave South). The project site is
located in the 300-water pressure zone. The site is outside of the Aquifer
Protection Area. Fire Flow available to the site is over 1000 gpm. Static water
pressure is approximately 80 psi.
SEWER -There is an 8-inch sewer main adjacent and available to serve the site.
SURFACE WATER -There exist storm drainage conveyance systems (shallow ditched
swales and asphalt bem1s) within the existing roadway.
STREET -There is currently a paved and partially improved public right-of-way along
the frontage of this site.
CODE REQUIREMENTS
WATER
I. In accordance with the Fire Department requirements there must exist (prior to
recording the subdivision), at a minimum, one hydrant within 300 feet of any
proposed single-family structure is required. There currently appears to be a
hydrant that meets this requirement. Additional fire flow and hydrants may be
required if the total square footage of the new single-family structures are greater
than 3600 square feet.
2. The Water System Development Charge is $1,956.00 per new single-family
residence.
SANITARY SEWER
1. The Sewer System Development Charge is $1,017 per new single-family.

SURFACE WATER
I, Surface Water System Development Charge is $759 per new dwelling unit.
2, Drainage requirements must meet the 1990 King County Surface Water Design
Manual.
TRANSPORTATION
1, The traffic mitigation fee of $ 75 per additional generated trip shall be assessed per
additional single family home at a rate of9,57 trips per day, This fee is payable at
time of recording the plat.
2, All new electrical, phone and cable services must be underground, Construction
of these franchise utilities must be inspected and approved by a City of Renton
public works inspector prior to recording of the short plat.
3, Per City of Renton code this short plat is required to install curb, gutter,
streetlights, and sidewalks, along the frontage of the parcel being developed,
CONDITIONS
1. Temporary Erosion Control shall he installed and maintained in accordance with
the Department of Ecology Standards and staffreview,
2, Due to the nature of this site; the slope, the soils being of marginal infiltration
capabilities, and the lack or a piped downstream drainage system, special
consideration must be taken to control the discharge of surface water. Roof
downspouts, and surface runorf must be discharged in a manner that replicates the
existing and natural drainage for both the volume and location, No point
discharge or any discharge that creates a problem on neighboring lots will be
allowed. A specific plan addressing the developed conditions drainage will be
required prior to recording the short plat.
3, A Traffic Mitigation Fee or $75.00 per additional Average Daily Trip shall be
assessed, The total for 2 new single-family homes is $1,435,50,

FIRE CODE REQUIREMENTS:
I. A fire hydrant with 1000 GPM fire flow is required within 300 feet of all new single-
family structures. If the building square footage exceeds 3600 square feet in area, the
minimum fire flow increases to a minimum of 1500 GPM and requires two hydrants
within 300 feet of the structure.
2. Fire department access roads are required to be paved, 20 feet wide. Dead end

Cordell Davis Short Plat application and review of the project is therefore being placed

The submitted Survey and Topography, Utilities, Trees, and Landscape Plan
denote a wood fence along the rear yard of the property to the south, I have
been informed by the property owner of this parcel that they do not have a
wood fence along the rear of their property line, and that the property owner
to the north does. have a wood fence along the rear of their property. Please
revise the Topography, Utilities, Trees, and LandScape Plan and the Survey to
show the. correct location of the wood fence that is currently shown along the
rear ofthe property to the south. .
It has come to my attention that some existing trees were not included on the
tree inventory as shown on the Topography, Utilities, Trees, and Landscape·
Plan. All trees with a minimum caliper of 6 inches in diameter are required to
be shown on the Tree Cutting plan.
Please submit three full size copies and one 8 Yz by 11 inch PMT of the

I have concerns about the proposal Cordell short plats on Davis & Lake. The Topography
drawing by Offe Engineers has multiple discrepancies and omissions. The South East side is
especially concerning as it denotes a willow tree at the front, which is actually a cherry, and it omits
the two cherry trees located 9' -3" from our garage (approximately on center). These two cherries are
28" in diameter. I believe 10 significant trees have been omitted from the drawing. If the cherry trees
next to our garage are removed, there is a high possibility our garage will have structural damage as
the roots are under our foundation slab. The Topography drawing also has a wood fence noted on the
back of our lot. The actual location ofthis fence is on the adjacent lot on the north side.
The preliminary documentation from November 2006 in the Master Application folder has
the project listed as dividing one 29,400 sq ft lot into four short plats, 1 & 2 on Lake and 3 & 4 on
Davis. However, the Notice of Application and all recent correspondence refers to two projects,
Lake and Davis separately. It is unclear if there was one lot from Davis to Lake that was split into
two between November 2006 and May 2007.
Items have been signed off on the Waiver of Submittal form that were required according to
the Preliminary Memorandum.

analysis ... "
2. Jill Ding -required a Geotechnical analysis due to the site contain sensitive slopes (grades
between 25% and 39%)
A letter from Ron Knight was submitted on May 9, 2007 addressing these requirements.
According to the Washington State department ofiicensing, Mr. Knight holds a Real Estate Agent
license. Unless additional documentation is provided from a licensed professional the requirements
should stand. In the letter, Mr. Knight states the soil is Beausite and will provide adequate drainage.
King County identifies Beausite as a soil type experiencing severe to very severe erosion hazard in
ordinance 9614 filed in August of 1990 as found online @

I would like to request the Development Planning Department consider reversing the Waiver
of Submittal requirements for the drainage and Geotechnical analysis and require the Topographic

damage to our property during site construction and future building construction.

Please find as follows a "Project Narrative" for the above referenced short plat.
The Cordell Davis Short Plat is currently a 14,641 square foot parcel ofland and
improvements located at 15XX Davis Avenue South. The current zoning of the subject
property, and surrounding properties, is R-8. The parcel is currently vacant except for a
small shed. There are no special site features present such as wetlands, water bodies or
steep slopes. The soil type is Beausite, which will provide adequate drainage. The
proposed use of the property will be the construction of two new single-family residences
and demolition of the small shed. The two lots to be created by the short plat provide a
net density of 5.88 with lot sizes of 5,445 square feet, Lot 1 and 9,196 square feet, Lot 2.
The only off-site improvement discussed at the preliminary application meeting was a
sidewalk. The construction cost is estimated to be $25,000 and the estimated fair market
value of the project following completion of construction is $400,000. There is no need
for fill material thus grading is unnecessary. There is one maple tree to be removed
during excavation. Two new trees per lot will be planted following completion of
construction. A minimum of five feet of landscaping will be planted along the street
fronting portion of Lot 1 which will include the addition of the two new trees and a 12
foot curb cut will be provided for access and parking. No land will be dedicated to the
City and there will be no need for job shacks, sales trailers or model homes. The property
does not abut any lakes, rivers or sensitive areas and will not exceed any height
restrictions.

Environmental Review: The project site contains sensitive slopes (slopes with grades between 25%
and 39%) and is located within a high landslide hazard area. The steep slopes and landslide
hazard indicate ,presence of soil instability. A echnical anal sis for the site is
.required. The analysis needs to assess soil conditions an
assure building stability.
The presence of sensitive slopes and a high landslide hazard area on the project site doesn
not trigger Envirpnmental (SEPA) Review.
Permit Requirements: Short plats of four or less lots are processed administratively within
an estimat€d time frame of 6 to 8 weeks for preliminary approval. The application fee is
$1,000.
The applicant will be required to install a public information sign on the property. Detailed
information regarding the land use application submittal is provided in the attached handouts.
Once preliminary approval is received, the applicant must complete the required
improvements and satisfy any conditions of the preliminary approval before the plat can be
recorded. The newly created lots may be sold only after the short plat has been recorded.
For your use, I have attached a copy of the short plat recording process to be completed
after preliminary. short plat approval.
Fees: In additio)'! to the applicable building and construction permit fees, the following
mitigation fees ~ould be required prior to the recording of the plat (the project will be credited
for the existing home).

• A Transportation Mitigation Fee based on $75.00 per each new average
daily trip attributable to the project; and,
• A Fire Mitigation Fee based on $488.00 per new single-family residence.

Expiration: -Upon preliminary short plat approval, the prelimiriary-snort plat approval is valid
for two years wifh a possible one-year extension.
Consistency with the Comprehensive Plan: The proposed development would be located
within the Residential Single Family (RSF) Comprehensive Plan Land Use designation. The
following proposed policies are applicable to the proposal:
Land Use Element
Objective LU-Ff: Encourage re-investment and rehabilitation of existing housing, and
development o(new residential plats resulting in quality neighborhoods that:
1. Are plan~ed at urban densities and implement Growth Management targets,
2. Promote expansion and use of public transportation; and
3. Make more efficient use of urban services and infrastructure.
Policy LU-147_ Net development densities should fall within a range of 4.0 to 8.0 dwelling
units per acre in Residential Single Family neighborhoods.
Policy LU-148. A minimum lot size of 5,000 square feet should be allowed on in-fill parcels
of less than one acre (43,560 sq. ft.) in single-family designations. Allow a reduction on lot
size to 4,500 square feet on parcels greater than one acre to create an incentive for
aggregation of land. The minimum lot size is not intended to set the standard for density in

2. Our records indicate that the existing home(s) are connected to the sewer system (see
attached side sewer record). .
3. All short plats shall provide separate side sewer stubs to each building lot prior to recording
of the short plat. No dual side sewers are allowed. Side sewer shall be a minimum 2% slope.
4. The Sanitary Sewer System Development Charges (SDC) is $1,017 per lot.

GENERAL COMMENTS
I. AIl utility and street improvements will require separate plan submittals prepared according
to City of Renton drafting standards by a licensed Civil Engineer.
2. Permit application must include an itemized cost of construction estimate for these
improvements.
The fee for review and inspection of these improvements is 5% of the first $100,000 of the
estimated construction costs; 4% of anything over $100,000 but less than $200,000, and 3%
of anything over $200,000. Half the fee must be paid upon application.

I have reviewed the information provided in the preliminary application for this proposed short
plat. The following comments assume the property is annexed to the City of Renton.
WATER
I. There is an 8" waterline in both Lake Ave South and Davis Ave South.
2. The modeled fIre flow available at the site is over 1000 gpm. Static Water pressure is
approximately 80psi .
. 3. The proposed project is located within the 300-water pressure zone.
4. If fIre sprinkler systems are necessary, then a separate fIre sprinkler permit will be required.
5. All new single-family construction must have a fIre hydrant capable of delivering a minimum
of 1,000 gpm and must be located within 300 feet of the structures. There are existing fIre
hydrants in the vicinity that can be counted toward the fIre protection for this project. Any
existing sub-standard hydrants will need to be replaced andlor retrofItted with a quick
disconnect Storz fIttings.
6. If the new home square footage is greater than 3600, then minimum fIre flow increases to
1500 gpm, and additional hydrants may be required
7. A Water System development Charge o[$J ,956.00 per new lot is payable at time of issuance

I. The project is required to do a drainage analysis and meet the design criteria in accordance
with the 1990 King County Surface Water Design Manual. (Note: If the analysis shows that
detention is required for this project, then the design for detention and water quality facilities
will be done in accordance with the 2005 K.C. Manual).
2. The Surface Water System Development Charge (SOC) is $759 per building lot. These are
payable at the time the utility construction permit is issued.
TRANSPORTATION
I. City Code requires street improvements, which include: paving, sidewalks, curb and gutter,
storm drainage and landscape along the street frontage.
2. Traffic mitigation fees of $75 per additional generated trip shan be assessed per single
family home at a rate of9.57 trips.

GENERAL COMMENTS
I. All utility and street improvements win require separate plan submittals prepared according
to City of Renton drafting standards by a licensed Civil Engineer.
2. Permit application must include an itemized cost of construction estimate for these
improvements.
The fee for review and inspection of these improvements is 5% of the first $100,000 of the
estimated construction costs; 4% of anything over $100,000 but less than $200,000, and 3%
of anything over $200,000. Half the fee must be paid upon application.

General: We have completed a preliminary review of the pre-application for the above-referenced
development proposal. The following comments on development and permitting issues are
based on the pre-application submittals made to the City of Renton by the applicant and the
codes in effect on the date of review. The applicant is cautioned that information contained in this
summary may be subject to modification and/or concurrence by official decision-makers (e.g., Hearing
Examiner, Zoning Administrator, Planning/Building/Public Works Administrator, and City Council).
Review comments may also need to be revised based on site planning and other design changes
required by City staff or made by the applicant. The applicant is encouraged to review all applicable
seelions of the Renton Municipal Code. The Development Regulations are available for purchase for
$50.00 plus tax, from the Finance Division on the first floor of City Hall or online at
www.ci.renton.wa.us.
Project Proposal: The subject ~roperties are located between Lake Avenue S and Davis Avenue S
between S 19'h Street and S 15' Street. The site address is 1606 Lake Avenue S. The proposal is to
subdivide the existing 29,400 square foot (0.67 acre) parcel into 4 lots. Two existing residences are
proposed to remain. The proposed lots would range in area from 5,439 square feet to 7,320 square
feet. Access to Lots 1 and 2 would be provided off Lake Avenue S and access to Lots 3 and 4 would
be provided off of Davis Avenue S.
Zoning/Density Requirements: The subject property is zoned Residential - 8 dwelling units per acre
(R-8). The density range required in the R-B zone is a minimum of 4.0 to a maximum of 8.0 dwelling
units per acre (dulac).
The method of calculating nehlensity is as follows:
A calculation of the number of housing units and/or lots that would be allowed on a property
after critical areas and public rights-of-way and legally recorded private access easements are
subtracted from the gross area (gross area minus streets and critical areas multiplied by
allowable housing units per acre). Required critical area buffers and public and private alleys
shall not be subtracted from gross acres for the purpose of net denSity calculations.
After the deduction of the 3,762 square foot access easements, the proposed short plat would result in
a net density of 6,8 dwelling units per acre (29,400 s. f. -3,762 s. f. = 25,638 s. f.143,560 s. f. = 0.59
net acres, 4 lots (0.59 net acres = 6.8 du/ac), which is within the density range permitted for the R-B
zone.
Development Standards: The R-B zone permits one residential structure I unit per lot. Detached
accessory structures are permitted at a maximum number of two per lot at 720 square feet each, or
one per lot at 1,000 square feet in size.
Minimum Lot Size; Width and Depth The minimum lot size permitted in the R-8 zone is 5,000 square
feet for lots 1 acre. or less in size. A minimum lot width of 50 feet for interior lots, as well as a minimum
lot depth of 65 feet, is also required. As proposed all lots would comply with the minimum lot size,
width, and depth requirements.
Building Standards -The R-B zone allows a maximum building coverage of 35% of the lot area or
2,500 square feet, whichever is greater for lots over 5,000 square feet in size. Building height is
restricted to 30 feet and 2-stories. Detached accessory structures must remain below a height of 15
feet and one-story. The gross floor area must be less than that of the primary structure. Accessory
structures are also included in building lot coverage calculations. The proposal's compliance with the
building standards would be verified at the time of building permit review.

Setbacks Setbacks are the minimum required distance Iletween the building footprint and the
property line and any private access easement. The required setbacks in the R-8 zone are 15 feet in
front for the primary structure and 20 feet in front for the attached garage, 20 feet in the rear, 5 feet on
interior side yards, and 15 feet on side yards along streets (including access easements) for tihe
primary structure and 20 feet on side yards along streets (including access easements) for the
attached garage.
It appears that the existing residence on Lot 1 would not comply with the 15-foot side yard
along a street setbacks as measured from the edge of the access easement. Therefore, the
proposed short plat should be revised to show Lot 2 with a 20-foot wide pipestem as opposed
to a 20-foot access easement.
Access/Parking: The proposal is to provide access to Lots 1 and 2 off of Lake Avenue S and the
provide access to Lots 3 and 4 off of Davis Avenue S. Each lot is required to accommodate off street
parking for a minimum of two vehicles.
Addresses of lots.along private streets are to be visible from the public street by provision of a sign
stating all house numbers, and the sign is to be located at the intersection of the private street and the
public street.
Half street impro\(ements along the site's Lake Avenue S and Davis Avenue S street frontages will be
required for the short plat. The applicant may elect to ask tihe Planning/Building/Public Works
Administrator to pay a fee in lieu of installing the off site street improvements. Please contact Jan
lilian at (425) 430-7216 for additional information.
Driveway Grades: The maximum driveway slopes cannot exceed 15%, provided that driveways
exceeding 8% are to provide slotted drains at the lower end of the driveway. If the grade exceeds
15%, a variance from the Planning/Building/Public Works Administrator is required.
Landscaping and Open Space: For plats abutting non-arterial public streets, the minimum off-site
landscaping is a five (5 ft.) wide irrigated or drought resistant landscape strip provided that if there is
additional undeveloped right-of-way in excess of 5 ft., tihis also must be landscaped. A minimum of 5
feet of landscaping shall be required along the site's Lake Avenue S and Davis Avenue S street
frontages. The existing landscaping for the existing residence may be counted towards the
project's landscaping requirements.
Tree requirements for plats include at least two (2) trees of a City approved species with a minimum
callper of 1 Y, inches per tree must be planted in tihe front yard or planting strip of every lot prior to
building occupancy.
A conceptuallar:ldscape plan must be provided with the formal land use application as
prepared by a registered Landscape Architect, a certified nurseryman or other certified
professional. The plan shall show the minimum 5-foot landscaping strip along the street
frontages and two trees within the front yards or planting strips of each lot.
Significant Tree Retention: A tree inventory and a tree retention plan shall be provided with the
formal land use application. The tree retention plan must show preservation of at least 25% of
significant trees [those with a minimum diameter of 8" (evergreen) or 12" (deciduous) when measured
four feet above grade], and indicate how proposed building footprints will be sited to accommodate
preservation of significant trees that will be retained.
The following spe,'cies are exempted from the retention requirements outside of critical areas:
All Populus species including cottonwood (Populus trichocarpa). quaking aspen (Populus
tremuloides). lombardy poplar (Populus nigra "ltalica"), etc.
All Alnus species which includes red alder (Alnus oregona), black alder (Alnus glutinosa),
white alder (Alnus rhombifolia). etc.
Salix species which includes weeping willow (Salix babylonica), etc., unless along a stream
bank and away fr!>m paved areas.

Environmental Review: The project site contains sensitive slopes (slopes with grades between 25%
and 39%) and is located within a high landslide hazard area. The steep slopes and landslide
hazard indicate ,presence of soil instability. A geotechnical analysis for the site is
required. The analysis needs to assess soil conditions and detail construction measures to
assure building stability.
The presence of sensitive slopes and a high landslide hazard area on the project site doesn
not trigger Envirpnmental (SEPA) Review.
Permit Requirements: Short plats of four or less lots are processed administratively within
an estimated time frame of 6 to 8 weeks for preliminary approval. The application fee is
$1,000.
The applicant will be required to install a public information sign on the properly. Detailed
information regarding the land use application submittal is provided in the attached handouts.
Once preliminary approval is received, the applicant must complete the required
improvements and satisfy any conditions of the preliminary approval before the plat can be
recorded. The newly created lots may be sold only after the short plat has been recorded.
For your use, J have attached a copy of the short plat recording process to be completed
after preliminary short plat approval.
Fees: In additio)l to the applicable building and construction permit fees, the following
mitigation fees Would be required prior to the recording of the plat (the project will be credited
for the existing home).
• A Transportation Mitigation Fee based on $75.00 per each new average
daily trip attributable to the project; and,
• A Fire Mitigation Fee based on $488.00 per new single-family residence.

Expiration: -Upon preliminary short plat approval, the preliminary 'short plat approval is valid
for two years with a possible one-year extension.
Consistency with the Comprehensive Plan: The proposed development would be located
within the Residential Single Family (RSF) Comprehensive Plan Land Use designation. The
following proposed policies are applicable to the proposal:
Land Use Element
Objective LU-FF: Encourage re-investment and rehabilitation of existing housing, and
development of new residential plats resulting in quality neighborhoods that:
1. Are planf'led at urban densities and implement Growth Management targets,
2. Promote expansion and use of public transportation; and
3. Make more efficient use of urban services and infrastructure.
Policy LU-147 •. Net development densities should fall within a range of 4.0 to 8.0 dwelling
units per acre in Residential Single Family neighborhoods.
Policy LU-14S. A minimum lot size of 5,000 square feet should be allowed on in-fill parcels
of less than one acre (43,560 sq. ft.) in single-family designations. Allow a reduction on lot
size to 4,500 square feet on parcels greater than one acre to create an incentive for
aggregation of land. The minimum lot size is not intended to set the standard for density in

privacy and quality of life for existing residents.
Community Design Element
Policy CD·12. Infill development, defined as new short plats of nine or fewer lots, should be
encouraged in order to add variety, updated housing stock, and new vitality to
neighborhoods ..
The following policies are advisory and are intended to inform the applicant of the City
Council's desIred outcome for infill development. Code implementing these policies
is on the department's work program and may be adopted prior to formal review of
projects now at the pre-application stage.
Policy CD·13. Infill development should be reflective of the existing character of established
neighborhoods even when designed using different architectural styles, and/or responding to
more urban setbacks, height or lot requirements. Infill development should draw on
elements of existing development such as placement of structures, vegetation, and location
of entries and walkways, to reflect the site planning and scale of existing areas.
Policy CD·14. Architecture of new structures in established areas should be visually
compatible with other structures on the site and with adjacent development.
Visual compatibility should be evaluated using the following criteria:
a. Where tliere are differences in height (e.g., new two-store development adjacent to ,
single-story structures), the architecture of the new structure should include details
and elements of design such as window treatment, roof type, entries, or porches that
reduce tbe visual mass of the structure.
b. Garages; whether attached or detached, should be constructed using the same
pattern qf development established in the vicinity.
c. Structures should have entries, windows, and doors located to maintain privacy in
neighboring yards and buildings.

Please find as follows a "Project Narrative" for the above referenced short plat.
The Cordell Davis Short Plat is currently a 14,641 square foot parcel ofland and
improvements located at 15XX Davis Avenue South. The current zoning of the subject
property, and surrounding properties, is R-8. The parcel is currently vacant except for a
small shed. There are no special site features present such as wetlands, water bodies or
steep slopes. The soil type is Beausite, which will provide adequate drainage. The
proposed use of the property will be the construction of two new single-family residences
and demolition of the small shed. The two lots to be created by the short plat provide a
net density of5.88 with lot sizes of5,445 square feet, Lot 1 and 9,196 square feet, Lot 2.
The only off-site improvement discussed at the preliminary application meeting was a
sidewalk. The construction cost is estimated to be $25,000 and the estimated fair market
value of the project following completion of construction is $400,000. There is no need
for fill material thus grading is unnecessary. There is one maple tree to be removed
during excavation. Two new trees per lot will be planted following completion of
construction. A minimum offive feet oflandscaping will be planted along the street
fronting portion of Lot 1 which will include the addition of the two new trees and a 12
foot curb cut will be provided for access and parking. No land will be dedicated to the
City and there will be no need for job shacks, sales trailers or model homes. The property
does not abut any lakes, rivers or sensitive areas and will not exceed any height
restrictions.
