Development Planning Section Q:\WEB\PW\OEVSERv\Forms\Planning\waiver.xls 11104/2005 SITE NARRATIVE FEB -7 2006 RECEIVED A fuel leak at the OPLC Maplewood block valve site circa 1985 resulted in a series of environmental site assessments to assess the potential impacts of the incident. The assessments indicated that weathered gasoline-and diesel-range petroleum hydrocarbons from the leak were present in groundwater and in soil within the zone of water table fluctuation beneath a portion of the surrounding neighborhood. OPLC instituted a remediation program that, based on recent groundwater monitoring data, has resulted in the reduction of the extent of groundwater impacts at concentrations greater than the Model Toxics Control Act [MTCA 1 Method A cleanup criteria. Benzene concentrations in groundwater are provided in Figure 2. The plume of gasoline-range petrolewn hydrocarbons in excess of MTCA Method A criteria has been reduced from approximately 1,200 feet in length to approximately 150 feet in length (along the primary axis to the west-southwest, in the direction of groundwater flow) (Figure 3). The 2005 plume width was roughly 75 feet along its secondary axis perpendicular to the groundwater flow direction. No measurable free product has been encountered during these monitoring events. Diesel-range petroleum hydrocarbon impacts to groundwater above MTCA Method A eleanup criteria is contained in three groundwater "pockets". These pockets are locatcd near wells MW-25 and MW-50 to the west; wells MW-13, MW-14 and MW 16 in the central portion of the site; and wells MW-IS, MW-19, and MW-20 in the eastern portion of the site (Figure 4). Monitoring wells around the periphery of these pockcts have demonstrated petroleum hydrocarbon values below Method A cleanup levels. This observation is anticipated and consistent with continued degradation of the TPH-D impact to the groundwater by chemical and biological mechanisms related to air sparging and soil vapor extraction. The physical componcnts of the remediation system include two equipment enclosures constructed in November 1998. The enclosures are approximately 400 square feet each and contain the aboveground treatment equipment. The northern equipment enclosure is situated adjacent to the west side of the existing OPLC block valve enclosure. The southern equipment enclosure is situated west of the existing playground in Maplewood Park. The equipment enclosures consist of a concrete pad surrounded by an 8-foot high chain-link fence with sight-obscuring slats. Remediation equipment within these enclosures runs near continuously. Measures have been taken to control the level of sound to the extent possible. Air sparging is the primary method for cleanup of residual fuel at the site. Air sparging is the controlled injection of air below the water table to treat residual volatile and biodegradable hydrocarbons in groundwater as well as soil in the water table zone. The relatively permeable soil types beneath the site are favorable for air sparging. The air sparging system consists of a series of 2-inch diameter vertical air sparging wells located within the block valve property (at 3524 Southeast 5th Street), the north and west sides of Maplewood Park (3400 Southeast 6th Street) and next to the eastern curb of Newport Avenue southeast (between 3330Newport Avenue Southeast and 3400 Southeast 6th Street). The air sparging wells are about 25 feet deep. The well monuments are flush with the ground surface, or covered with sod. The low concentrations of volatile hydrocarbon vapors generated by the air sparging will continue to be collected through a series of2-inch diameter vapor extraction wells. Recovered vapors will continue to be routed via underground piping to a IS-foot-high vent stack situated in the northern equipment enclosure. A Notice of Construction Permit from the Puget Sound Clean Air Agency exists for the operation of the vapor recovery system (Order of Approval #7602). The vapor extraction wells are connected via shallow underground piping (2 to 4 feet below the ground surface) to air compressors situated in the above ground treatment equipment enclosures. The underground piping is located beneath the following area: (l) the southern margin of the block valve property, (2) Southeast 5th Street between the block valve property and Maplewood Park, (3) the north and west sides of Maplewood Park and (4) the grassed planter strip on the east side of Newport Avenue Southeast (between 3330 Newport Avenue Southeast and 3400 Southeast 6th Street) (Figure 5). The remediation system described above began operating in December of 1998 and has generally functioned continuously since. The system will continue to operate until soil and groundwater impacts are reduced to a level that meets the MTCA Method A cleanup criteria. Progress has been made, particularly with regard to the reduction of gasoline-range hydrocarbon impacts to groundwater. The next phase of operations, estimated to require an additional 2 years to complete, is expected to bring the site to closure. Once the cleanup is complete and a closure argument has been accepted, the system will be decommissioned and the equipment enclosures and their contents will be removed. Until that time, groundwater monitoring will continue to be performed throughout the neighborhood to evaluate the effectiveness of the remediation system and to confirm that the system is effectively removing petroleum impacts to the subsurface. A Temporary Use Permit is being requested to maintain the use of the existing south and north equipment enclosures in the southeastern portion of the Maplewood Park, and just north of Maplewood Park across SE 5th Street next to the Olympic Pipe Line Company (OPLC) block valve enclosure (Figure I). Both remediation equipment enclosures are located in an R8 zoned area. The Temporary Use Permit LUA-03-084-TP was issued on September 18, 2003. The permit has expired; however, OPLC is requesting continued operation of the remediation system at the site at least through 2007 to permit the development of a site closure argument. Modifications to the existing system are currently being evaluated to target residual groundwater impacts at the Maplewood site. These modifications have included the addition of three sparge wells near the north equipment enclosure that will be accessed via existing conduit as part of an ozone sparge pilot test. The effectiveness of ozone in breaking down the residual groundwater impact will be evaluated as part of a process to bring the Maplewood site remediation to closure. The modifications under consideration will not require any build-outs or changes in the footprint of the north and south enclosures. The transportation of waste or materials to or from the site is not done on a regular basis as part of the remediation system operation. The operation of the remediation system has not affected use of the park, and modifications to the system will continue to avoid doing so.
