Existing Water --The subject property is within the City of Renton's water service area. There is an existing 12" watermain located in Lake Washington Blvd N (see City of Renton drawing W2131 for engineering plans), which can supply a fireflow of3500 GPM. This project site is located in the 320 Water Pressure Zone and the static pressure is approximately 1210 psi at street level. A pressure-reducing device is required to be installed on domestic meters when the static exceeds 75 psi. Sanitary --There is an existing 8" sanitary sewer main in Lake Washington Blvd N. See City of Renton drawing S3220 for engineering plans. Storm --There are no records of existing storm drainage facilities in Lake Washington Blvd N in this vicinity. Aquifer: oThe site is located in Aquifer Protection Zone 2 and may be subject to additional requirements per City code. Constructed secondary containment may be required if more than 20 gallons of regulated hazardous materials will be present at the new facility (RMC 4-3-050H2d(i)). A fill source statement (RMC 4-4-060L4) is required if more than 100 cubic yards offill material will be imported to the project site. Construction Activity Standards (RMC 4-4-030C7) shall be followed if during construction, more than 20 gallons of hazardous materials will be stored on site or vehicles will be fueled on site. Surface Water Management Standards (RMC 4-6-030E2 and 3)--Biofilters, stormwater conveyance, and water quality ponds may require a groundwater protection liner. Summary of Request Rick Ariderson, has requested a modification from RMC 4-4-080F: 10e, Number of Required Parking Spaces, on behalf of the owner of the proposed Kennydale Cafe project. The modification has been requested in order to provide less than the minimum number of on-site parking spaces required by code. The subject site is zoned Commercial Neighborhood (CN) and would be developed with.a four-story mixed-use structure. A cafe would occupy the first floor of the structure. The applicant would provide 10 bicycle parking stalls to serve the cyclists. The code's on-site parking requirements are intended to eliminate parking impacts to surrounding properties. We are requesting that 30 parking stalls be sufficient for our development. Attached is a graphic representation of our proposal. We propose a 4 story mixed use building. The commercial portion of the building consists of a sidewalk cafe located entirely on the first floor. This restaurant has 3528 square feet of gross floor area with 1951 square feet of net dining floor area. The floor to floor height of the ground floor is 12'. The residential portion ofthe structure has 11,800 square feet of gross floor area divided into 4 3- story townhouse style units. Each unit has a private ground level entrance. There is no common residential area. Each unit has a single private attached garage. In addition there is a detached garage providing 4 partitioned parking spaces. We propose 30 parking stalls located in 3 parking areas. The lower parking area is adjacent to restaurant and provides 2 accessible parking stalls. The middle parking area has 7 parking stalls and access to the 4 attached residential garages. The upper parking area has 17 parking stalls including 4 inside the detached garage structure. We believe that the reduced parking requirement is justified because many of the restaurant's patrons will arrive by means other than car. The restaurant is located on the Lake Washington Loop Trail, a major bicycle path which sees thousands of bicycle trips daily. Businesses elsewhere along the trail (Bellevue, Kirkland, Leschii) draw a significant amount of their business from cyclists using the trail. It is reasonable to expect our experience will be the same. We propose providing 10 bicycle parking spaces on the site. 935 Daley Street Edmonds \Vashington 98020 (425) 778·2085 The site is also located within a short walking distance of several hundred residential units. It is reasonable to expect that many folks will walk the short distance to their neighborhood restaurant. In addition, it is our assessment that it is not economically feasible to provide more parking stalls. The site slopes steeply away from thc street. The terraced parking lots that we're proposing will require excavations as deep as 18' with substantial shoring and retaining. It's not possible to continue uphill to provide another tier of parking. Of course, an underground parking garage would be prohibitively expensive for a 3500 square foot restaurant. We would have to build 2.5 square feet of parking garage for each square foot of restaurant. Thank you for considering this request. We believe that this site is uniquely suited to the uses we're proposing and that due to it's location the reduced parking will be sufficient to meet the needs of the restaurant's patrons. The following summarizes your request, project background, analysis, and decision. Summary of Request Rick Anderson, has requested a modification from RMC 4-4-080F: I Oe, Number of Required Parking Spaces, on behalf of the owner of the proposed Kennydale Cafe project. The modification has been requested in order to provide less than the minimum number of on-site parking spaces required by code. The subject site is zoned Commercial Neighborhood (CN) and would be developed with a four-story mixed-use structure. A cafe would occupy the first floor of the structure. The 3,528 square foot cafe would have 1,951 square feet of net dining floor area. In addition, four townhouse style residential units are proposed. A total of thirty (30) parking stalls are proposed, including 20 surface stalls, 4 garage stalls inside the residential structures, 4 stalls in a detached garage, and 2 accessible stalls. City Code requires that the development provide 32 parking stalls, or two (2) fewer than proposed. Similar cafe and residential developments elsewhere on Lake Washington Boulevard in other cities draw business from bicyclists using the bike lane. The applicant would provide 10 bicycle parking stalls to serve the cyclists. The code's on-site parking requirements are intended to eliminate parking impacts to surrounding properties. As noted above, the cafe use conforms to the interest and purpose ofthe parking regulations by providing sufficient parking for cars and bicycles for the use of the site. The proposal would also meet the objectives and safety, function, appearance, environmental protection and maintainability intended by code requirements, based upon sound engineering judgment. 2) Will not be injurious to other property(s) in the vicinity. The proposed parking satisfies code requirements for stall width, depth, drive aisles, and emergency access. Based on the applicant's narrative, the existing on-site parking along with the proposed bicycle parking would provide adequate parking for the. intended use of the property. Residential uses and park property surround the site on the north and west. All have dedicated off-street parking. It would not be anticipated that parking for the residences or cafe would occur off-site. Therefore, in this regard the proposal would not be injurious to other properties in the vicinity. 3) Conform to the intent and purpose of the Code. See discussion under criteria number one. 4) Can be shown to be justified and required for the use and situation intended. As indicated above, staff expects that the proposed 30 parking spaces and 10 bicycle spaces will be adequate for the proposed use.
