A grading permit application has been submitted to the City or Renton. Contractor shall provide their name, address, Washington Contractor's license number, and the City of Renton Business License number lo obtain the pennit. 2. The work includes excavation and disposal of contaminated soil and site restoration. Prior to moblllzation, prepare and submit a project Work Plan end site specific Health and Safety Plan to the Engineer for review. 3. Prior to the start of excavation, oonducl an independent underground uutily locate al the work area. 4. The soils within the excavation area are contaminated with TPH, BTEX, Naphthalene, and PCBs. 5. Install strew waffles around the proposed work area to prevent sediment run-on end run-off to and from the work area. 6. Install sedimentation and erosion control measures such as filter socks, at every catch basin. 7. The excavated soil shaA be pieced directly Into rolloff bins. If the use of roHoff bins is not feaslble, soil will be hauled to an established stockpile area. The stockpile area shall be lined with 6--mll plastic sheeting. The edges of the stockpile shall be bermed and the plastic sheeting shall extend over the benn lo prevent stormwater run-on and run-off. The edge of the slOckplle area shall be a minimum of 8 feet from the edge of the excavation . 8. Excavate the contaminatsd soil to the approximate depth or 5 feet. The Engineer shall determine the exact depth of excavation . Excavate around the utilities so as not to undermine. The edge of excavatk>ns shall be a mlnlmum of 5 feet from any bulldlng. 9. The excavation sldewalls shall ba sloped 1 H:1V or at the angle of natural repose, whichever Is flaner • 10. Assist the Engineer to oollect confinnation soil samples from the excavation sidewalls and bottom with lhe excavator. 11. Place the excavaled soil in lhe rolloff bins. If rolloff bins cannot be used, place soil in th& stockpile area. Cover the excavated soll with plastic sheeting over night and during wet periods. 12. Remove any free liquids that may accumulate within the stockpile area and store In appropriate containers and dispose offslte. Pump out oontaminated groundwater as dlrecl9d by the Engineer. 13. Backfill the excavation with Inert, clean, Imported, granular fill. The backfUI material shall be wea graded with 100 percent passing 1.5 inch sieve and no more than 10 percent passing 200 sieve. Submit the source, gradation, and maximum cky density, ASTM 01557, to the Engineer for approval as part of the project submittals. 14. Compact the beckfiU in 12-lnch lifts up to 10-lnches from the surface. The backfil shall be compacted to 95% of the maximum dry density. Backfill over the pfpes shall be compacied to 90% of the maximum dry density to 3-feet above the top of the pipe, then increase compaction effort to 95%. 15. Place 6 inches of 518 Inch crushed rock on the backfill to 4-inches from the surface and comped to 95% of maximum dry density. 16. Pave the excavation area to match existing grade. Material and lnstaffation shall be in accordance with Renton Municipal Airport specifications. 17. Remove all miscellaneous Items from the site and sweep-clean the work area. Restore damaged landscape area and re-seed. A-~ L___j,. ERC rpt 07-081.doc PROJECT DESCRIPTION CONTINUED: The proposal is to clean up contaminated soil at the former South Fire Training Area (SFTA) located at the Renton Municipal Airport. The proposed work would occur approximately 0.4 miles south of Lake Washington and 80 feet west of the Cedar River. After conducting soil testing, two areas at the FSFTA were identified where the soil sample results exceeded MTCA Method A cleanup levels. The larger area is at the north end of the Hangar building. Samples collected in this area contained volatile organic compounds (VOCs), polychlorinated biphenyls (PCBs), total petroleum hydrocarbons (TPH)- gasoline range, TPH-diesel range, semivolatile organic compounds (SVOCs), and chromium above MTCA A cleanup levels. The approximate extent of the affected area is 80 feet by 110 feet, extending approximately 60 feet north of the hangar building, and extending west onto the runway to the edge of the grass and approximately 20 feet east of the east side of the hangar building. The smaller affected soil area is on the east side of the hangar building, approximately 75 feet south of the north end of the building. Samples collected in this area contained TPH-gasoline range and TPH-diesel range above MTCA A cleanup levels. The approximate extend of the affected area is 90 feet long and 25 feet wide, extending along the east side of the hangar building. This area does not appear to be related to the FAFTA release. Samples collected at locations inside of the hangar building did not exceed cleanup levels; therefore, this affected area is presumed to not extend beneath the hangar building. The affected soil will be removed to the extent practicable, given the presence of utilities, potential effects on existing buildings and/or structures, and the stability of the excavation. It is estimated that about 1,300 cubic yards of soil will be excavated. Soils will be excavated to the water table, which is expected to be encountered at a depth of 5-8 feet below ground level. Once the soils have been removed, the excavation will be backfilled with clean fill material and the overlying pavement will be replaced. B. Once the area is backfilled, road base would be placed, and it would be paved with structural concrete or asphalt to match the existing surface. Excavation would be completed using a backhoe, excavator, or other means, and soil will be properly managed on site prior to off-site disposal. When the excavation is not active, the stockpiles soils would be covered by 6-mil polyethylene tarps to minimize rainfall infiltration and erosion. The covering tarp would be secured at the end of the working day with sand bags or other weights. Any water draining from stockpiled soils would be collected and containerized for proper disposal. The applicant indicates that erosion control Best Management Practices would be implemented during construction per the Boeing Renton Stormwater Pollution Prevention Plan. Mitigation Measures: No mitigation is recommended. Nexus: N/A 2. Water -Stormwater Impacts: The excavation is proposed to be conducted in compliance with the general stormwater permit for construction sites. The excavation methods would be designed to limit stormwater contact with contaminated soil and prevent runoff of any rainfall which has contacted exposed soil. Examples of Best Management Practices, preventative measures, and project controls to be implemented include: filter fabric placed in stormwater catch basins in the area, activities not conducted if raining, placement of excavated material in covered shipping container or placed on plastic sheeting, covered with plastic sheeting to prevent contact with rainwater, and bermed to prevent runon and/or runoff. Mitigation Measures: No mitigation is recommended. Nexus: N/A 3. Archeology Impacts: According to the applicant, previous extensive excavations have occurred on the Renton Municipal Airport site and have not uncovered any archeologically significant sites. However, the applicant indicates that if archeological artifacts are uncovered during project excavation, work would be halted pending notification and response from the appropriate agencies. A letter was received from the Washington State Department of Archeology (DAHP) and Historic Preservation stating that the project has the potential to disturb intact subsurface archeological resources. To prevent any disturbance of the potential resources, the DAHP requests an archeological survey of the site prior to any work commencing. Due to the extent of development that has occurred previously on the project site and the likelihood that the soils on- site have been previously disturbed, staff does not recommend that the applicant conduct an archeological survey in advance of the work being conducted. Staff recommends a mitigation measure requiring the applicant to contact the Washington State Department of Archeology and Historic Preservation at (360) 586-3065 and that work be halted immediately if any archeological artifacts are discovered during project excavation. The FSFTA was reportedly used from the late 1950s until approximately 1970. It is visible in aerial photographs from 1964 and 1967 as a rectangular surface feature measuring approximately 100 by 150 feet. In addition to the fire training area, the aerial photographs show what appears to be a drum storage area located immediately south of the FSFT A. In the mid-l 970s, a hangar building for small private aircraft was constructed over a portion of the FSFT A and the area around the hangar was paved. The City of Renton (City) owns the Renton Municipal Airport and leases the property to several private companies. Although Boeing does not currently own or lease the FSFT A, both Boeing and the City formerly practiced fire training in this area. The Renton Municipal Airport is situated in the southern portion of the Puget Sound Lowland, a broad, relatively level glacial drift plain that is dissected by a network of deep marine embayments. The FSFT A lies within the Cedar River alluvial fan, near the confluence of the Cedar River Valley and the Lake Washington Basin. The Cedar River alluvial fan consists primarily of sand and gravel d~osits with lesser amounts of interbedded silt, clay, and volcanic ash. Adjacent to the proposed project site the Cedar River flows from south to north between properties occupied by Boeing manufacturing facilities and the Renton Municipal Airport. The Cedar River drains into Lake Washington approximately 0.4 mile north of the FSFT A. The FSFTA is located on the west side of the Cedar River. The topography of the area is relatively flat with a slight slope to the northeast towards the Cedar River. There are two areas at the FSFT A where soil sample results identify concentrations above MTCA Method A cleanup levels in soil. The larger area is at the north end of the Hangar building. Samples collected in this area contained volatile organic compounds (VOCs), polychlorinated biphenyls (PCBs), total petroleum hydrocarbons (TPH)-gasoline range, TPH- J:111193.000 Boeing FSITA\003\Project Narrative_ rev_sx.doc I dlil= Geomatrix diesel range, semivolatile organic compounds (SVOCs), and chromium above MTCA A cleanup levels. The approximate extent of the affected area is 80 feet by 110 feet, extending approximately 60 feet north of the hangar building, and extending west onto the runway to the edge of the grass and approximately 20 feet east of the east side of the hangar building. The smaller affected soil area is on the east side of the hangar building, approximately 75 feet south of the north end of the building. Samples collected in this area contained TPH-gasoline range and TPH-diesel range above MTCA A cleanup levels. The approximate extent of the affected area is 90-feet long and 25-feet wide, extending along the east side of the hangar building. This area does not appear to be related to the FSFT A release. Samples collected at locations inside of the hangar building did not exceed cleanup levels; therefore, this affected area is presumed to not extend beneath the hangar building. The goal of the soil removal is to remove soil affected by constituents of concern (COCs) above the soil cleanup levels. Soil confirmation sample analytical results will be compared to the soil removal cleanup levels. If a soil confirmation sample contains COCs above the soil removal cleanup level, additional soil will be removed within the site constraints; these constraints include the groundwater depth, support of the existing building hangar, and the presence of utilities in the excavation area. The soil confirmation sample locations will be determined using methods such as field measurements from a known reference point or global positioning system (GPS) measurements. The affected soil will be removed to the extent practicable, given the presence of utilities, potential effects on existing buildings and/or structures, and the stability of the excavation. It is estimated that about 1,300 cubic yards of soil will be excavated, and it is assumed that it will take approximately 5 days to complete the soil removal for the FSFT A. However, actual excavation times may be longer, especially if it is necessary to complete successive excavation steps. Geomatrix staff will assist the Boeing project manager in locating the excavation extent and collecting soil confirmation samples in consultation with Boeing. A GPS survey instrument will be used to locate the extent of the planned excavation. Excavation will not be conducted closer than 5 feet from the hangar building in order to minimize the potential to adversely affect the building foundation. Work activities within the excavation area will be conducted in accordance with the Washington Industrial Safety and Health Act (WISHA) regulations, including WAC 2969-155, Part N for excavation safety and WAC 296-843 for HAZWOPER safety. Health and safety monitoring will be conducted during the excavation activities in accordance with the Site-Specific Health & Safety Plans Soils in the FSFTA that exceed the soil cleanup levels will be excavated to the water table, which is expected to be encountered at a depth of approximately 5 to 8 feet below ground surface (bgs). Additional soil below the water table may be excavated to the extent practicable without compromising the integrity of the adjacent pavement, foundations, and utilities. Should visual or olfactory observations or photo ionization detector (PID) measurements indicate the likely presence of additional contaminated soil outside the planned excavation area, the soil will be removed. The final extent and volume of the excavation will be based on these field observations and depth to groundwater at the time the work is performed. A qualified field representative will observe the excavation and document the lateral extents and depth of soil excavation. Excavation will be completed using a backhoe, excavator, or other means, and soil will be properly managed on site prior to off-site disposal. Excavated soil will be placed directly in roll-off boxes or trucks, or stockpiled on a constructed pad. Every effort will made to place excavated material directly into roll-off boxes or trucks and removed from the site. If a constructed soil stockpile pad is needed, it will be fabricated out of 30-mil polyethylene sheeting, lumber, sand bags, and other appropriate materials. The lumber would be used to construct berms to minimize spills and runoff or runon. When the excavation is not active, the stockpiled soils would be covered by 6-mil polyethylene tarps to minimize rainfall infiltration and erosion. The covering tarp would be secured at the end of the working day with sand bags or other weights. Any water draining from stockpiled soils would be collected and containerized for proper disposal. Once soil removal is completed, the excavation will be backfilled with clean fill material from a commercial source and the overlying pavement will be replaced with a surface meeting City requirements for continuing operations at the airport. To minimize sloughing, the excavation sidewalls shall be sloped I H: IV or at the angle of natural repose, whichever is flatter. Excavated soil will be placed directly in roll-off boxes or trucks, or stockpiled on a constructed pad. Every effort will made to place excavated material directly into roll-off boxes or trucks and removed from the site. As noted in the Grading Permit Application, if a constructed soil stockpile pad is needed, it will be fabricated out of 30-mil polyethylene sheeting, lumber, sand bags, and other appropriate materials. The lumber would be used to construct berms to minimize spills and runoff or runon. When the excavation is not active, the stockpiled soils would be covered by 6-mil polyethylene tarps to minimize rainfall infiltration and erosion. The covering tarp would be secured at the end of the working day with sand bags or other weights. Any water draining from stockpiled soils would be collected and containerized for proper disposal. To control dust and minimize potential for erosion, the excavated soil shall remain covered over night, during non-working periods, and during wet periods. The proposed haul route for the excavated soils from the site is Perimeter Road East to Logan Avenue North to N. 6th Street, to Park Avenue North to I-405. The reverse route is proposed for bringing engineered backfill to the site to fill the excavation. The FSFTA was reportedly used from the late 1950s until approximately 1970. It is visible as a surface feature in aerial photographs from 1964 and 1967 as a rectangular area measuring approximately 100 by 150 feet. In addition to the fire training area, the aerial photographs show what appears to be a drum storage area located immediately south of the FSFTA. In the mid-l 970s, a hangar building for small private aircraft was constructed over a portion of the FSFT A and the area around the hangar was paved. The Renton Municipal Airport is situated in the southern portion of the Puget Sound Lowland, a broad, relatively level glacial drift plain that is dissected by a network of deep marine embayments. The FSFT A lies within the Cedar River alluvial fan, near the confluence of the Cedar River Valley and the Lake Washington Basin. The Cedar River alluvial fan consists primarily of sand and gravel deposits with lesser amounts of interbedded silt, clay, and volcanic ash. Adjacent to the proposed project site the Cedar River flows from south to north between properties occupied by Boeing manufacturing facilities and the Renton Municipal Airport. The Cedar River drains into Lake Washington approximately 0.4 mile north of the FSFT A. The FSFTA is located on the west side of the Cedar River. The topography of the area is relatively flat with a slight slope to the northeast towards the Cedar River. There are two areas at the FSFT A where soil sample results identify concentrations above MTCA Method A cleanup levels in soil. The larger area is at the north end of the Hangar building. Samples collected in this area contained Volatile Organic Compounds (VOCs), PCBs, Total Petroleum Hydrocarbons (TPH)-gasoline range, TPH-diesel range, Semi-Volatile Organic Compounds (SVOCs), and chromium above MTCA A cleanup levels. The approximate extent of the affected area is 80 feet by 110 feet, extending approximately 60 feet north of the Hangar building, and extending west onto the runway to the edge of the grass and approximately 20 feet east of the east side of the Hangar building. The site is paved for taxi way access to and from the hanger facility around which the proposed soil excavations will take place (See Figure 1, Site Plan). Some habitat exists approximately 80 to 100 ft east of the project area in the landscaped banks of the Cedar River and in the river itself. The configuration of this reach of the river is the result of re-routing of the Cedar River by the US Army Corps of Engineers (Corps) in 1916 as part of the construction and operation of the Lake Washington Ship Canal (Ship Canal). Prior to construction of the Ship Canal, the Lake Washington water level was approximately 9 ft higher than today. Prior to 1916 Lake Washington drained from its southern end via the Black River through what is now the City of Renton. The Cedar River was a tributary to the Black River which at its confluence with the Green River became the Duwamish River that drains to Elliott Bay in Seattle. The Cedar River was diverted by the Corps to provide sufficient water flows into the system to operate the locks on the Ship Canal. The existing channel was designed to facilitate discharge of the Cedar River into the lake and to control flooding. Subsequent to the re-routing and channelization of the Cedar River the Boeing Company built aircraft manufacturing facilities and the U.S. Army built an adjacent air field for the construction of aircraft during World War II on either bank of the river channel. Thus, this area has been in a highly modified and developed state for approximately 90 years. Military and commercial aircraft manufacturing has been in continuous operation for more than 60 years on the east back of the river and airport operations have dominated the west bank of the river for an equal span of time. As noted above the project site has been paved for approximately 30 years. Prior to development as it currently exists, the site was used for fire training exercises by the Boeing Company and the operators of the airport, the City of Renton. Therefore, no habitat for plants or animals exists at the project location, nor has there been an opportunity for habitat to exist for more than 60 years. 2.0 MIGRATION OR MOVEMENT CORRIDORS The Cedar River, to the east of the project site represents a migration and movement corridor for a variety of salmonid fish species, some of which are listed as threatened, under the Endangered Species Act (ESA). The river segment adjacent to the project area may offer some limited rearing habitat for fish species using the Cedar River. It is, however, because of its limited habitat values, primarily a migration and movement corridor for the migratory fish species that make use of the Cedar River. Both adults and juvenile fish use this reach while moving between Lake Washington and J:\l t 193.000 Boeing FSITA-.003\Draft Habitat Data Report_Sx.doc 2 • a~ Geomatrix the river. Several species that use the corridor are anadromous fish that are moving from the marine environment to freshwater as adults to spawn and their progeny make the return trip to rear and grow to adulthood. Generally the adults are moving upstream from August though March, depending on the species. Juvenile outmigration generally occurs from January through June. 3.0 EXPECTED WILDLIFE SPECIES Species that use the Cedar River for migration, spawning, and rearing include: • Chinook salmon (Oncorhynchus tshawytscha) • Sockeye salmon (0. nerka) • Coho salmon (0. kisutch) • Steelhead trout (0. mykiss) • Cutthroat trout (0. clarki) Other wildlife that may use the banks of the Cedar River where some vegetation exists to the east of the project area. The species expected would likely be those acclimated to human disturbance because of the surrounding land uses. These would likely include a variety of birds and small mammals, primarily rodents. A review of the Natural Heritage Database records indicated that there are no resources listed in the database in the project vicinity. A request has been made to the Washington Department offish and Wildlife (WDFW) for Priority Species and Habitats data in the project vicinity. We have not received this information at this time but will revise this section of the report when the data are received from WDFW. 4.0 AREAS DISTURBED OR DEGRADED BY HUMAN ACTIVITY As noted above the entire area has been disturbed and degraded by human activity over the last 90 years. The site has been heavily developed for more than 60 years. The project site is entirely paved. 5.0 SUMMARY OF EXISTING HABITAT FUNCTIONS AND V ALOES The specific project site is paved and therefore offers no habitat functions and values. Discharges of groundwater to surface waters in the vicinity could adversely affect fish and other receptors in the Cedar River. Implementation of this project will remove this potential adverse impact to the environment. At the conclusion of the project the paved surfaces of the site will be restored to the existing condition to support ongoing airport operations. Sockeye salmon spawn in the Cedar River in large numbers, with escapements in some years J:\l 1193.000 Boeing FSIT A\003\Draft Stream Study Report_ Sx.doc 2 /L~ Geomatrix exceeding 300,000 adults, producing juveniles that rear in Lake Washington for up to 2 years before migrating to the marine environment. Chinook salmon juveniles follow two different migration patterns from the Cedar River to the marine environment. One group of juveniles leaves the river shortly after emergence from the gravel and migrates directly to Puget Sound as fry. Another group rears in the Cedar River for several weeks to a few months and leaves the river as smolts on their way to the marine environment (Kiyohara and Volkhardt, 2007). Coho salmon and steelhead and cutthroat trout juveniles both rear in the river for 1 to 2 years before migrating to saltwater. Age O+ Chinook production from the Cedar River was estimated at 117,559 in 2006. Due to the alternative life-history strategies noted above, outmigration timing was bimodal, with fry emigrating in January through late-April comprising 84% of the total migration. Egg to migrant survival was estimated at 7.8%. Over the season, age O+ Chinook increased in size from less than 34 millimeters (mm) in January to 116 mm by mid-June. Over the season, based on actual catch and estimates of capture rates by Washington Department of Fish and Wildlife (WDFW) scientists, out-migrations of coho, steelhead, and cutthroat smolts were estimated at 38,023; 267; and 2,000; respectively (Kiyohara and Volkhardt, 2007). Puget Sound Chinook salmon are listed as threatened under the Endangered Species Act, including the population that spawns in the Lake Washington Basin. The Cedar River population is historically the largest in the Lake Washington basin (Carrasco et al., 1998). During the period from 1964 to 2002 chinook spawners in the Cedar River have ranged from a low of 120 in 2000 to a high of 1,752 in 1966 (Carrasco et al., 1998; Mavros et al., 1999; WDFW, unpublished data). These numbers are derived using the WDFW Area Under the Curve (AUC) method and should be regarded as index numbers for relative comparison and not actual numbers offish in the system (Mavros et al., 1999). Table 1 shows the comparison of spawning fish observed by WDFW survey personnel in the Cedar River for sockeye, steelhead, and Chinook salmon between 1964 and 2002. The data on chinook spawner and redd distributions observed in the Cedar River in two recent survey reports (Carrasco et al., 1998; Mavros et al., 1999) show the vast majority of fish use the Cedar River upstream of river mile (RM) 4. Data from the 1999 survey of chinook spawning in the Cedar River shows the distribution of spawning by river mile (Mavros et al. 1999). Eighty- one percent of chinook redds were located above RM 6.5. Thus, in 1999, only 19 percent of chinook in the Cedar River spawned between RM 1.0 and 6.5 (35 out of 180 redds) and 19 of J:\l 1193.000 Boeing FSFTA".003\Draft Stream Srudy Report_Sx..doc 3 d{C::::::. Geomatrix these were clustered around Rtvf 5.4. No spawning is documented below RM 1.0 (Carrasco et al., 1998; Mavros et al., 1999). Chinook salmon produce the largest eggs of any of the Pacific salmon species (Healey, 1991), and therefore their eggs have a small surface-to-volume ratio. This makes them more sensitive to reduced oxygen in comparison to other salmon species. There is an apparent preference for chinook to spawn in areas with high sub-gravel flow to ensure adequate dissolved oxygen for developing embryos (Healey, 1991). Vronskiy(1972) observed that chinook tended to spawn in specific locations in the Kamchatka River while ignoring other areas that appeared to offer the same conditions. Similar factors may influence the spawning distribution of these fish in the Cedar River. The conditions that lead to high volumes of sub-gravel flow may have a greater influence on the spawning locations chosen by these fish than other factors such as velocity, depth of water, or substrate composition. Other wildlife may use the banks of the Cedar River where some vegetation exists to the east of the project area. The species expected would likely be those acclimated to human disturbance because of the surrounding land uses. These would likely include a variety of birds and small mammals, primarily rodents. A review of the Natural Heritage Database records indicated that there are no resources listed in the database in the project vicinity.
