Attached please find two sets of the above-referenced original mylars and three paper copies of the
mylar for recording with King County.
The recording instructions in order are as follows:
1. Record the short plat mylar.
2. Request King County to return one of the executed mylars to us for our records.
Please have the Courier take these documents via 4-hour service. A check in the amount of $15.73
made out to CD&L is attached.
According to Finance, the King County recording fees for this and all subsequent plat recordings
should be charged to account #000000.007.5590.0060.49.000014.

The review submittal on the above-mentioned short plat has been completed and the following comments
have been returned. Please review these comments and make the necessary changes. Once changes have
been completed please resubmit three copies of the short plat drawings and of any other related documents.
SHORT PLAT REVIEW COMMENTS:
1. Contact Mike Dotson, Plan Reviewer, at 425-430-7304, for requirements to be
completed on the civil construction portion to your project.
2. Provide an easement or create a separate tract for drainage from Lot A to enter! be detained and
trenched on Lot B. This may be in the form of an easement to be granted upon the sale of Lot A or
LotB.
3. Include the distance between Mon#1063 and the SE corner of the site on sheet 2 on.

The applicant has requested an Administrative Land Use Action (Short Plat Review) for
the subdivision of one parcel, totaling 120,014 square feet (2.76 acres), into 2 lots, Lot 'A'
and Lot 'B'. The subject parcel is currently developed with a two-story, wood-frame office
building (7,051 gsf), built in 1985 with surface parking.
The developed lot, Lot 'A', would be 38,096 sf (0.87 acre) following subdivision. Lot 'B'

The applicant has requested an Administrative Land Use Action (Short Plat Review) for

1. Project Description/Background
The owner/applicant, Robert W. Hancheroff, is proposing to subdivide an existing parcel totaling 2.76 acres
(120,014 square feet) in area zoned Commercial Arterial into two lots. The property is located on the west
side of Benson Road South, between interstate 405 (to the north) and Puget Drive South (to the south). The
property is currently developed with a 7,051 square foot, two-story, wood frame office building, constructed in
1985, which would remain. The primary access to the office building is from Benson Rd S. An alternative
access is currently available from the south by means of an asphalt drive off Eagle Ridge Drive S.
The parcel to be subdivided (Lot 1) was created by a previous short plat (SHP 83-023).
Proposed lot sizes are: Lot A (with existing office building) -38,096 square feet and Lot B -81,918 square
feet.
Access to the lots would be provided from existing roads, although an access easement should be recorded to
ensure access to Lot A from the existing asphalt driveway off Eagle Ridge Drive S.
The site slopes from east to west with grades that may indicate protected or sensitive slopes are present. A
site plan review or building permit for future development would require submittal of a geotechnical report.
There is substantial vegetation on the site, including protected trees. A site plan review for future development
would require submittal of a tree inventory and tree preservation plan.
2. Environmental Review
Except when located on lands covered by water or with sensitive areas, short plats are exempt from SEPA
Environmental Review pursuant to WAC 197-11-800(6)(a).

5. Consistency with Short Plat Criteria
Approval of a short plat is based on an evaluation using the following short plat criteria:

Land Use Element Commercial Corridor designation purpose statement: The Commercial Corridor
district is characterized by concentrated, pre'existing commercial activity, primarily in a linear urban form, that
provides necessary goods and services for daily living, accessible to near·by neighborhoods, serving a sub·
regional market and accommodating large volumes of traffic.
It is the intention of City objectives and policies that Commercial Corridor areas evolve from "strip commercial"
linear business districts to business areas characterized by enhanced site planning incorporating efficient
parking lot design, coordinated access, amenities, and boulevard treatment.
Commercial Corridor areas may include designated districts including concentrations of specialized uses such
as the Auto Mall, or features such as transit stops and a combination of businesses creating a focal point of
pedestrian activity and visual interest.
Commercial Corridor areas are characterized by medium intensity levels of activity. It is anticipated, however,
that intensity levels in these areas will increase over time as development of vacant space occurs, increased
land value makes redevelopment feasible, and land is used mOre efficiently. In these districts, provision of
pedestrian amenities is encouraged, as are opportunities to link adjacent uses and neighborhoods.
Objective LU·DDD: The Commercial Corridor land use designation should include:
1) Established commercial and office areas;
2) Developments located on large parcels of land;
3) Projects that may be highly visible from principal arterials;
4) Uses dependent upon or benefiting from high·volume traffic;
5) Uses that provide significant employment; and
6) Businesses that provide necessary or desirable goods and services to the larger community.
Policy LU-33S. Increased demand for commercial uses should be accommodated primarily through
redevelopment and intensification of existing business area designations rather than expansion of those areas.
Objective LU-EEE: Create opportunities for development and re-development of land in portions of the
Commercial Corridor designation for general business and service uses. These include a wide range of
restaurant, small-scale to big-box retail, offices, auto dealers, light industrial, and residential uses.
Policy LU-336. Portions of the Commercial Corridor designation appropriate for a wide range of uses catering
to low and medium intensity office, service, and retail uses should be mapped with Commercial Arterial zoning.
PoliCY LU-338. Commercial Arterial zoned areas should include an opportunity for residential uses and office
as part of mixed-use development.
Objective LU-FFF: Create opportunities for intensive office uses in portions of Commercial Corridor
designations including a wide range of business, financial, and professional services supported by service and
commercial/retail activities.
Policy LU-346, Support the redevelopment of commercial business districts located along principal arterials
in the City.
Policy LU-347, Implement development standards that encourage lively, attractive, medium to high-density
commercial areas.
Policy LU-3S0. New development in Commercial Corridor designated areas should be encouraged to
implement uniform site standards, including:

1) Minimum lot depth of 200 feet;
2) Maximum height of ten (10) stories within office zoned designations;
3) Parking preferably at the rear of the building, or on the side as a second choice;
4) Setbacks that would allow incorporating a landscape buffer;
5) Front setback without frontage street or driveway between building and sidewalk; and
6) Common signage and lighting system.

The subject site is designated Commercial Arterial (CA) on the City of Renton Zoning Map. The CA
zone is intended to evolve "strip commercial" linear business districts to business areas characterized by
enhanced site planning, incorporating efficient parking lot design, coordinated access, amenities, and
boulevard treatment. The CA zone provides for a wide variety of indoor and outdoor retail sales and
services along high-volume traffic corridors. Limited residential uses may be integrated into the zone if
there are permanent physical connections to commercial uses (i.e. in the same building).
The Puget Drive Business District is an area so designated, within the Commercial Arterial zone, to
encourage concentrated commercial activity, a focal point of pedestrian activity along the corridor, and
visual interest. The applicant has indicated the intention of developing Lot 'B' so that the property would
contribute to the intent of the Business District policies.
c) Compliance with Subdivision Regulations
Streets: No new streets have been proposed. Transportation fees may be levied at the time Lot B is
developed.
Blocks: The proposed Short Plat does not create new blocks.
Lot Standards: The size, shape, orientation, and arrangement of the proposed lots must comply with
the requirements of the Subdivision Regulations and the development standards of the CA zone. The
minimum lot size permitted in the CA zone is 1,200 square feet. Lots A and B, at 38,096 sf and 81,918
sf respectively, exceed the minimum size requirement.
The CA zone requires a maximum coverage of the land by buildings of 65 percent. The office building,
with a footprint of 3,711 sf has less than 10 percent coverage.
The proposed lots meet the minimum size requirements and are compatible with other existing lots in
this area. In addition, the lots appear to contain adequate buildable areas for the construction of suitable
uses when taking setbacks and lot coverage requirements into consideration. These requirements
would be reviewed at the time of Site Plan Review or building permit application.
The lots are irregular in shape due to the overall configuration of the original parcel.
The orientation of both lots would be toward the arterial, Benson Road South. They abut the south
boundary of the Eagle Ridge development.
e) Reasonableness of Proposed Boundaries
Access: All lots in a short plat must have access to a public street. Lot A would continue to front off
Benson Road S and Lot A also fronts on Benson Road. Both lots could continue to have access from
Eagle Ridge Drive.
Topography: The majority of the subject site slopes from east to west at grades of between 15 and 40
percent. In five locations, slopes may exceed 40 percent. A "Geotechnical Engineering
Reconnaissance" was performed on the property by Geotech Consultants, Inc. (report dated May 19,
2006). Although the report indicates Lot 'B' is generally suitable for development, "significant
geotechnical considerations regarding foundations are needed," particularly in portions of an on-site
ravine that has fill soils present. A full geotechnical report would be required for site plan review and
building permits.

Assisted Living facility to the east.

Due to the speculative nature of commercial development not yet proposed, the availatlility of and impact
on putllic services must tle assessed at the time development is proposed.
Police and Fire: No additional Police or Fire Prevention services will tle required tly the short plat.
Street addresses shall tle visitlle from a putllic street.
Fire hydrant and fire flow requirements will tle determined at the time development is proposed.
Fire mitigation fees for new development may tle levied at that time.
Schools: The atlility of the Renton School District to accommodate additional students generated tly
future development proposals will tle assessed at Site Plan Review.
Parks: There are no impacts to City or regional parks anticipated tly the proposed short plat. Park and
Recreation impact fees may tle assessed at Site Plan Review for Lot 'B'.
Surface Water: The storm drainage facility for Lot A may tle located on the proposed new Lot 'B'. At
the time of a transfer of ownership, an easement for use and maintenance of the facility should tle
recorded.
Surface Water System Development Charges would tle assessed at the Site Plan Review for Lot 'B'.

Having reviewed the written record in the matter, the City now enters the following:

2. Application: The applicant's short plat application complies with the sutlmittal requirements for short
sutldivision of land. The applicant's short plat plan and other project drawings are contained within the
official land use file.
3. Comprehensive Plan: The sutlject proposal is consistent with the Comprehensive Plan designations
of the Commercial Corridor (CC) land use designation.
4. Zoning: The proposal as presented complies with the zoning requirements and development

The following Utility and Transportation comments concern the Environmental and
Development Application review for the subject project.
EXISTING CONDITIONS
WATER -The site is currently supplied and connected to the City of Renton Water
system. There is an existing 8-inch watermain in within and adjacent to the
site. The fire-flow available to the site is approximately 2000 gpm. Static
water pressure is approximately 120 psi. The proposed short plat is within the
490-water pressure zone.
SEWER -There is an existing 8-inch sewer line bisecting the site.
STORM -This site is within the Rolling Hills drainage basin; a sub-basin of the Black
River.
STREET -There is currently a paved public right-of-way with associated curb, gutter and
sidewalks along the frontage of this site.
CODE REQUIREMENTS
WATER
1. In accordance with the Fire Department requirement (prior to recording the
subdivision), at a minimum, one hydrant within 150 feet of any proposed
commercial structure is required. Additional fire flow and hydrants may also be
required depending on the proposed development.
2. The Water System Development Charge will be determined with tbe
development of new lot B.
SANITARY SEWER
1. The Sewer System Development Charge will be determined with the development
of new lot B.

Bob Mac Onie and I have reviewed the above referenced short plat submittal and have the
following comments:
Comments for the Applicant:
The critical areas, indicated by different patterns of shading (in two boxes), on Sheet 4 of 4 of the
preliminary short plat submittal, are not identified by a name.
Information needed for final short plat approval includes the following:
Note the City of Renton land use action number and land record umber, LUA-06-074-SHPL and
LND-20-0460, respectively, on all the drawing sheets. The type size used for the land record
number should bc smaller than that used for the land use action number.
Show a tie to two of the City of Renton Survey Control Network monuments. The geometry will
be checked by the city when the ties have been provided.
Sheet 4 of 4, the "CRITICAL AREAS" drawing sheet, is not needed for the recording of this
short plat. Said drawing sheet should not be included in the final short plat submittal. Also not
needed for the recording, are those items noted under the "GENERAL SITE INFORMATION"
and "INFORMATION PROVIDED BY THE CITY OF RENTON blocks (Sheet 2 of 4)
including "ZONING", "BUSINESS DISTRICT", "BUILDING SETBACKS', "RESIDENTIAL
DENSITY PERMITTED BY CODE", the "CRITICAL AREAS" block, the "LAND IN
CRITICAL AREAS" and "EXISTING PARKING SPACES -PROPOSED LOT A" blocks.
These items do not directly impact the subdivision -they are provided for preliminary short plat
approval only.

Note discrepancies between bearings and distances of record and those measured or calculated, if

Item No. 18 under the "EXCEPTIONS" block on Sheet I of 4 does not directly impact the
subdivision. Said item should be removed from the drawing sheet.
Note whether the properties to the north and south of the subject short plat are platted (give plat
name and lot number) or unplatted.
The city will provide an address for proposed Lot B as soon as possible. Note said address on the
short plat drawing.
On the final short plat submittal, remove references to the asphalt parking lot, asphalt drive, trans
tower and other items not directly impacting the subdivision (do show the office building). These
items are provided only for preliminary short plat approval.
All vested owner(s) of the subject short plat, at the time of recording, need to sign the final sh0l1
plat drawing. Include notary blocks as needed.
Note that if there are easements, restrictive covenants or agreements to others (City of Renton,
etc.) as part of this subdivision, they can be recorded concurrently with the short plat. The short
plat drawing and the associated document(s) are to be given to the Project Manager as a package.
The short plat will be recorded first (by King County). The recording number(s) for the
associated document(s) are to be referenced on the short plat drawing. Provide spaces for the
recording numbers thereof.
Fee Review Comments:
The Fee Review Sheet for this review of the preliminary short plat is provided for your use
and information. As is stated in said review, the fees will be determined when new "LOT
B" is developed.
Comments for the Project Manager:
Please note that this review memo has been titled "EAGLE RIDGE SHORT PLAT", not
"HANCHEROFF SHORT PLAT" as is noted on the Environmental & Development Application
Review Sheet. This is because the LAND USE PERMIT MASTER APPLICATION document

FIRE CODE REQUIREMENTS:

2. Fire department access roads are required to be paved, 20 feet wide. Dead end
roadways over 150 feet in length are required to have an approved turnaround.

Eagle Ridge Short Plat
This application is to short plat 2.73 acres ofCA zoned land at 1500 Benson Rd. So.
Currently the site posses a 7,000 sq. ft. office building located on 119,079 sq. ft. of land.
CA zoned sites border this site to the east and west with residential zoned land to the north
and south.
The site consists of gentle rolling hillside with two small areas of steep slope created by
the parking lot cut and the fire access roadway. The soil as described in the enclosed
Geotechnical Engineering report is medium-dense, fill soil, topsoil, and or native silty sand with
gravel.
All drainage and landscape on the property was engineered and completed when the office
building was constructed. No changes are presently planned.
Presently there is no proposed construction, tree removal, excavation or offsite improvements
to be done to the site. The office building and 38,096 sq. ft. ofland would be segregated from
the total parcel to create a second lot of 80,983 sq. ft. of undeveloped land.
Access to the property from Benson Rd. So. and Eagle Ridge Drive is currently sufficient and
no additional access is planned.

The State Environmental Policy Ad. (SEPA), Chapter 43.21C RCW, requires all governmental agencies
to consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid Impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your
proposal are Significant, requiring preparalion of an EIS. Answer the questions brieffy, with the most
precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases,
you should be able to answer the questions from your own observations or project plans without the need
to hire experts. If you really do not know the answer, or if a question does not apply to your proposal,
write "do not know' or "does not apply". Complete answers to the questions now may avoid unnecessary
delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark
designations. Answer these questions if you can. If you have problems, the governmental agencies can
assist you. .

time or on different parcels of land. Attach any additional information that will help describe your proposal
or its environmental effects. The agency to which you submit this checklist may ask you to explain your

On May 8, 2006, the undersigned Priricipal of Geotech Consultants, Inc. met with you at the
proposed townhomes development property in Renton. The purpose of this visit was to observe
the existing site conditions and the soil conditions in a series of test pits. The recommendations
and conclusions presented in this report are professional opinions based on the observations made
during our site visit and on previous experience with other projects in the vicinity.
We were provided with a conceptual site plan for the project that included topographic information.
This plan was prepared by JM Architects and dated January 27, 2006. Based on the plan, we
understand that an existing, somewhat rectangular property is to be short-platted into two lots, the
larger lot being somewhat L-shaped. Most of the L-shaped lot is undeveloped, although a paved
driveway extends through it. The other lot, located at the northwestern corner of the rectangular
property, includes an existing building and transmission tower. This property will be left
unchanged. The driveway that extends through the L-shaped lot provides access to Eagle Ridge
Drive South. The L-shaped lot is to be developed with several townhome buildings and some
driveways. The site plan indicates that the buildings will be located on the northern-central and
southern portion of the property. No grading for the buildings and driveways were available at the
time this report was prepared.
If the scope of the project changes from what we have described above, we should be provided
with revised plans in order to determine if modifications to the recommendations and conclusions of
this report are warranted.
SITE CONDITIONS
SURFACE CONDITIONS
The L-shaped lot is located on the southern portion of Renton, adjacent to the eastern side of
Benson Road South. The existing Eagle Ridge Lodge development is located adjacent to the
eastern side of the project site. As noted above, although most of the lot is currently undeveloped,
a paved driveway extends from near the southeastern corner of lot to the northwestern side to
provide access for the office building that is to the northwest. Also, some utilities are located on the
property. Overall, the property slopes downward to the west or northwest. A large majority of the

property has an inclination greater than 15 percent. Most of the property has an inclination of less
than 40 percent. However, there are five distinct areas where inclinations exceed 40 percent.
These areas are: 1) at the northeastern side of the site below the Eagle Ridge Lodge, 2) near the
east-central portion of the site adjacent to the eastern side of the existing driveway, 3) at the
northwestern side of the site adjacent to the driveway/parking lot of the office building development,
4) at the northwestern side of the site below and west of the existing driveway, and 5) at the
southeastern side of the site below the entrance of the existing driveway. The location of these
areas is shown on the attached site plan. It is apparent that Areas 1, 4, and 5 are steep areas
created by the filling of soil over the native ground, while Areas 3 and 4 were created by excavating
into the native ground. The vegetation cover north and east of the existing driveway and the office
building is mostly grass and blackberries with scattered trees, while the vegetation cover south and
west of the driveway and the office building is mostly blackberry vines and brushy trees.
SUBSURFACE CONDITIONS
Our understanding of the subsurface conditions at the site is based on our observations of 12 test
pits excavated by the client throughout the L-shaped property. The test pits were excavated using
a mini-excavator. In general, the test pits revealed loose to medium-dense, fill soil, topsoil, and or
native silty sand with gravel. This native soil then became medium-dense to dense, or denser, at
depths ranging from approximately 2.5 to 4.5 feet. However, a large amount of loose fill soil was
revealed near the western-central portion of the site above Area 4. It appears likely that a ravine
previously existed in this area that was filled. We have attached a site plan with this report that
indicates, along with the test pit locations, the depth to the medium-dense to dense or denser
native soil.
CONCLUSIONS AND RECOMMENDATIONS
GENERAL
The L-shaped property is suitable for development, but some significant geotechnical
considerations regarding foundations are needed. With the exception of the filled ravine at the
west-central portion of the site, it appears that competent bearing soil is located within a reasonable
excavation depth of the ground surface. Therefore, with the exception of the filled ravine area, it is
our opinion that conventional footing foundations should be adequate for the residential buildings.
If buildings are placed in the filled ravine areas, deep foundations consisting of drilled concrete
piers or driven steel piles will likely be needed. Additional explorations such as test borings would
be needed in the filled ravine area if buildings were to be placed there.
Based on the site soils, the City of Renton code indicates that slopes greater than 40 percent in
inclination are Protected Slopes and a High Landslide Hazard. Also, slopes 15 to 40 percent in
inclination are a Medium Landslide Hazard and a High Erosion Hazard. The code indicates that
Protected Slopes are not to be constructed on, but exceptions are available. One is an Exception
through Modification. This exception can be granted for grading to allow reconfiguration of
protected slopes created through private road installation or widening. As noted earlier, there are
five areas on the site that are sloped greater than 40 percent and thus are Protected Areas. It is
our professional opinion that development can be done in Areas 2, 3, and 5 because these steep
areas were created to constuct the driveway that extends through the site. We believe that the
steep slope of Area 4 should not be constructed on due to the amount of fill placed there. Area 1
does not qualify because the grading was not created for road installation.

The code also indicates that Medium and High Landslide Hazard areas, as well as High Erosion
Hazard areas, which encompasses all slopes greater than 15 percent on the site, can be built on if
the development: 1) will not increase the threat of the geological hazard to adjacent properties
beyond pre-development conditions; 2) will not adversely impact other critical areas; and 3) can be
safely accommodated on the site. It is our professional opinion that these three criteria are met at
this site for all areas inclined between 15 and 40 percent.
At this time the development is in the planning stage. We should be advised once a final
development plan and grading plan is prepared in order to observe more soil explorations and/or
prepare a final geotechnical engineering study for this project
EXCAVATIONS AND SLOPES
Excavation slopes should never destabilize existing upslope structures or exceed the limits
specified in local, state, and national government safety regulations. Based upon Washington
Administrative Code (WAC) 296, Part N, .the loose to medium-clense fill and native soils at the
subject site would be classified as Type S, while the dense to very dense native soils at the subject
site would be classified as Type A. Therefore, slopes cannot be excavated at an inclination steeper
than 1: 1 or 0.75: 1 (Horizontal:Vertical), respectively.
All permanent cuts into native soil and compacted fill soils should be inclined no steeper than 2: 1
(H:V). Water should not be allowed to flow uncontrolled over the top of any slope. Also, all
permanently exposed slopes should be seeded with an appropriate species of vegetation to reduce
erosion and improve the stability of the surficial layer of soil. Any disturbance to the existing slopes
outside of the building limits may reduce the stability of the slopes.

walls. These drains should consist of 4-inch-diameter, perforated PVC pipe surrounded by at least
6 inches of 1-inch-minus, washed rock that is encircled with non-woven, geotextile filter fabric
(Mirafi 140N, Supac 4NP, or similar material). At its highest point, the perforated pipe invert should
be at least as low as the bottom of the footing, and it should be sloped for drainage. All roof and
surface water drains must be kept separate from the foundation drain system.
The excavation and site should be graded so that surface water is directed off the site and away
from the tops of slopes. Water should not be allowed to stand in any area where foundations,
slabs, or pavements are to be constructed. Final site grading in areas adjacent to the buildings
should be sloped at least 2 percent away from the building, except where the area is paved. Water
from roof, storm water, and foundation drains should not be discharged onto steep slopes; it should
be tightlined to a suitable outfall located away from the slopes.
LIMITATIONS
The conclusions and recommendations contained in this report are based on site conditions as they
existed at the time of our site visit. If the subsurface conditions encountered during construction
are significantly different from those anticipated, we should be advised at once so that we can

GUARANTEE CONDITIONS AND STIPULATIONS
1. Oennttlon of Terms..
The following lerms when used in the Guarantee mean:
(a) the "Assured"; the party or parties named as the Assured in this Guarantee, or on

(b) "land"; the land described or referred 10 in Schedule (A), (C) or in Pari 2, and
improvements affixed thereto which by law constitute real property. 111e term

2. Nollce of Claim to be Given by Assured Claimant.
An Assured shalt notify the Company promptly in writing in case knOYlledge shall come

permitted by the pro\'isions of this Guarantee, Ihe Corrpany may pursue Clny
litigation to finat determination by a court of competent jurisdiction and expressly
reserves the right, in its sole discretion, to appeal from an adverse judgment or
order.
(d) In all cases INhere this Guarantee permits Ihe Company to prosec;ute or provide
for the defense of Clny action 01' proceeding, an Assured shall secure Ia the

Proof of Loss or Damage,
In addition to and after the notices required under Section 2 of these Conditions and
Stipula~ons have been provided to Ihe Company, a proof of loss or damage signed and
sworn to by the Assured shall be fumished to the Company Wllhin ninety (90) days after
the Assured shall ascertain the facts giving rise Ia the loss or damage. The proal of
loss or damage shall describe the matters covered by Ihis Guarantee which oonsUtute
the basis of loss or damage and shall state, to the ext8f1t possible, Ihe basis of
calculaling the amount of the loss or damage. tf the Company is prejudiced by the
failure of the Assured to provide the required proof of loss or damage, the Company's
obligation Ia such assured under the Guarantee shall terminate. In ad<ltlon, the
Assured may reasonably be required 10 submit to examinatiOfl under oath by any
authoriZed representative of Ihe Co~any and shall produce for examination, inspec;tion

claimant.
The Company shall be subrogated to and be entilled to all rights and remedies which
the Assured would have had against any person Of property in respec;tto the claim had
this Guarantee not been issued. If requested by Ihe Company, the Assured shall

Fire Department Comments:
1. The preliminary fire flow is not known at this point. We need the individual building
square footages, type of construction and setbacks to calculate the fire flow. One hydrant
is required within 150 feet of each of the structures and additional hydrants are required
within 300 feet ofthe structures.
2. A fire mitigation fee is required based on $388.00 per unit.
3. Separate plans and pennits are required for the installation of sprinkler and fire alarm
systems.
4. Fire department access roadways are required to within 150 feet of all portions of the
building exterior. Roadways are a minimum 20 feet in width with a turning radius of 45
feet outside and 25 feet inside.
5. A site plan for Pre-Fire planning is required to be submitted for your project. This shall
be submitted prior to occupancy, in one of the attached formats.

The following comments on development and permitting issues are based on the pre-application submittals made
to the City of Renton by the applicant. Tbe applicant is cantioned tbat information contained In tbis summary

Adjustment, Board of Public Works and City Council). Review conunents may also need to be revised based on
site planning and other design changes required by the City or made by the applicaot.
The following comments concern various utility and transportation issues related to development
of the subject site.-
WATER:
1. The site is currently served by City of Renton water. There are existing 8-inch watermains
within and adjacent to this site (see plan #W-782) . . .
2. This project site is located in the 490 Water Pressure Zone.
3. Fire flow available to the site is approximately 2000 gpm, from the 8-inch line that bisects
the site, and 2500 gpm from the 8-inch line along Benson Road South. The static water
pressure at the site is approximately 120 psi.
4. Fire flow requirements may dictate additional hydrants for the site. In addition, per the City
of Renton Code requirements, fire flow in excess of 2,500 gpm will require a main which
loops around the building or complex of buildings and reconnects to the main distribution
system.
5. A Water System Development Charge (SOC) may be due for this site (if not previously
paid) prior to issuance of a construction permit. The rate for commercial development is
$0.273 per gross square foot of property. The Multi-family rate is $1,174.00 per dwelling
unit. These fees are collected at the time a construction permit is issued. Please note that
any parcel that currently has water and/or sewer service may be eligible for a prorated
system development charge. The redevelopment credit amount will be determined when
your project plan is reviewed.
SANITARY SEWER:
1. There is an existing 8-inch sewer main bisecting the site (see sewer plan number S-371).

2. The rate for commercial development of this site is $0.142 per gross square foot of property.
The multi family rate for sewer is $610.00 per dwelling unit is required. if not previously
paid. The Development Charges are collected as part of the construction permit.
STREET IMPROVEMENTS:
I. Fully improved roadways with curb, gutter, sidewalk and street lighting have previously been
constructed along the street frontage of the site (Benson Rd S).
2. A traffic mitigation fee of $75 per additional trip generated/day is required for the site. This
fee is due at time of permit.
3. All new electrical, phone and cable services and lines must be underground. The
construction of these franchise utilities must be inspected and approved by a City of Renton
public works inspector prior to occupancy.
STORM DRAINAGE:
1. This site is located in the Rolling Hills drainage basin.
2. A conceptual drainage plan and report is required to be submitted with the formal application
for the project. The drainage plan is to be designed per the 2005 King County Surface Water
Drainage Manual. There are existing drainage facilities located on portions of this property.
3. The Surface Water System Development Charge (SOC) is $0.265 per square foot of new
impervious area. These fees are collected at the time a construction permit is issued.
GENERAL COMMENTS
1. Retaining walls greater than 4 feet in height are reviewed under a separate Building permit.
A licensed engineer with gee-technical expertise must stamp design plans for retaining walls
or rockeries greater than four feet in height. The engineer must monitor rockery construction
and verify in writing that the rockery was constructed in accordance ARC standards. Written
verification by the engineer must be provided to the City of Renton public works inspector
prior to approval of an occupancy permit. Locations of water and sewer mains will be
considered in relation to the retaining walls. It may require special protection or relocation
of the lines under or near the retaining wall construction.
2. Submittal of conceptual utility plans showing all existing and proposed utilities; including
water mains, sewer mains, manholes, valves, hydrants, drainage facilities, drainage mains
and catch basins is required for permit review. All existing utility easements on the site must
also be shown on the site plan. A complete conceptual drainage plan (2005 King County
Surface Water Design Manual) downstream analysis and calculations for sizing any required
detention and water-quality treatment facilities may be required with the formal application

3. Permit application must include an itemized cost of construction estimate for the utility and
roadway improvements. The fee for review and inspection of these improvements is 5% of
the first $100, 000 of the estimated cost; 4% ofthe next $100,000; and 3% of any additional
cost. One-half of the fees are due upon permit application.
4. The owner is responsible for securing any necessary private utility easements.

General: We have completed a preliminary review of the pre-application for the above-referenced
development proposal. The following comments on development and permitting issues are based on
the pre-application submittals made to the City of Renton by the applicant and the codes in effect on
the date of review. The applicant is cautioned that information contained in this summary may be
subject to modification and/or concurrence by official decision-makers (e.g., Hearing Examiner, Zoning
Administrator, and City Council). Review comments may also need to be revised based on site
planning and other design changes required by City staff or made by the applicant. The applicant is
encouraged to review all applicable sections of the Renton Municipal Code. The Development
Regulations are available for purchase for $50, plus tax, from the Finance Division on the first floor of
City Hall or on-line at www.cLrenton.wa.us.
Project Proposal: The subject site is located at 1611 South Eagle Ridge Drive. It is 2.73 acres in size
and is currently developed with a 7,200 sq. ft. office building, according to King County Assessor
records. The site is adjacent to The Lodge at Eagle Ridge, a retirement commun~y with 8 bungalow
units and 91 apartment units. The applicant is requesting preliminary review of a two lot short plat.
The short plat would include one lot for the existing building and its parking, and a second lot for the
future development of condos or apartments.
Comprehensive Plan/Zoning: The subject property is located within the Center Corridor (CC)
comprehensive land use designation and Commercial Arterial (CA) zoning designation. The CC areas
are characterized by concentrated, pre-existing commercial activity, primarily in a linear urban form,
that provide necessary goods and services for daily living, accessible to near-by neighborhoods,
serving a sub-regional market and accommodating large volumes of traffic. The purpose of the CA
zone is to provide opportunities for a wide range of commercial uses and to set site development
standards that transition the commercial area from "strip commercial" linear business districts to
business areas characterized by enhanced site planning, incorporating efficient parking lot design,
coordinated access, amenities and boulevard treatment. The CA zone provides for residential uses as
part of the mix uses in the zone. This site is located in the Puget Commercial Corridor. The use of the
site as multi-family, attached dwellings would be considered a primary permitted use in the CA zone,
provided the site is developed subject to the density and development standards of the zone.
Objective LU-EEE: Create opportunities for development and re-development of land in portions of
the Commercial Corridor designation for general business and service uses. These include a wide
range of restaurant, small-scale to big-box retail, offices, auto dealers, light industrial, and residential
uses.
Policy LU-338. Commercial Arterial zoned areas should include an opportunity for residential uses
and office as part of mixed-use development.
Objective LU-GGG: Guide redevelopment of land in the Commercial Corridor designation with
Commercial Arterial zoning, from the existing strip commercial urban forms into more concentrated
forms, in which structures and parking evolve from the existing suburban form, to more efficient urban
configurations with cohesive site planning.

Policy LU-348, Encourage consolidation of individual parcels to maximize flexibility of site design and
reduce access points,
Easement: There is a 100-foot wide power easement running across the lot and a triangular shaped
easement area at the southwestern corner of the lot It is not permissible to place structures
within these easement areas. The applicant should read the description of the easement in the title
report of the property to ascertain whether there is also a setback from the easement
Development Standards: The proposal's compliance with the CA zone development standards and
the parking regulations is addressed below:
Use: Office is a permitted use in the CA zone and in the Puget Drive Business District, so the existing
commercial structure is a permitted use. Although the pre-application proposal did not address the
residential development that is being considered, staff would like to point out that in the CA zone,
residential uses are only permitted in buildings containing retail or on-site services on the
ground floor. W~hin the Puget Drive Business District, townhouse units are allowed without retail
or on-site services on the ground floor if they are at least 150 feet from an arterial, in which case
an administrative conditional use permit is required.
Density: The density limit for residential development, which must be located above commercial use
as described above, is 60 un~s per acre in the Puget Drive Business District The two-lot short plat of
the parcel would not affect the density of the site, because no residential units are proposed. The
existing structure on what the narrative describes as Parcel A does not contain reSidential uses, so ~ is
not subject to density requirements. The density of future development on what would be Parcel
B, would need to be assessed once a site plan proposal is developed.
Lot Size. Width and Depth -The minimum lot size permitted in the CA zone, in the Puget Drive
Business District is 1,200 sq. fI .. The two lots that would be created with the short plat would meet this
requirement There are no minimum lot width or depth requirements within the CA zone.
Lot Coverage -The CA zone allows building coverage at a maximum of 65% of the lot area for
projects not providing structured parking, or 75% if parking is provided within the building. Although
no lot coverage calculation was provided, it appears the existing building would not exceed the
lot coverage limits if the parcel were subdivided as proposed.
Setbacks -The CA zone requires a minimum setback of 10 feet from any arterial or non-arterial street
frontages. In the Puget Drive Business District, the maximum front yard setback is 15 feet The
existing building would not meet this requirement, but short platting the site would not exacerbate the
situation, so ~ would not prohiM the short plat. Any new construction on the lots would be
required to meet this requirement though_ Rear yard or interior side yard setbacks are not required
unless abutting residentially zoned property, in which case a minimum 15-foot setback is required, As
the property abuts residentially zoned property on its northern and southern border a 15-foot wide
landscaped visual barrier per RMC 4-11-120 would be required to properly screen the site if it is
developed.
The zoning code requires setbacks from property lines. Even where a zero setback is permitted, no
structures must be placed over a lot line. Although the pre-application submittal did not address
the residential development being considered on Lot B, as shown on the submitted plans, staff
advises the applicant that no building will be permitted to be located over a lot line.
Height -The CA zone permits a maximum building height of 50 feet Within the Puget Business
District, buildings with only residential uses must not exceed 35 feet. The information provided did not
include elevations depicting the height of the existing or proposed buildings.
Landscaping: The CA zone requires a minimum landscape width of 10 feet along all street frontages.
If development is proposed on the undeveloped new lot, landscaping would be addressed with site
plan review of the new development A conceptual landscape plan must be provided with the
formal land use application.
Deposit and Collection Areas: Multi-family projects must provide screened areas for refuse and
recyclables at a rate of 1,5 sq, ft per unit for recyclables and 3 sq, ft per unit for refuse, They must

not be located within the required setback areas. The Refuse and Recyclables Standards can be
found in section 4-4-095 of the Renton Municipal Code.
Screening: All surface-mounted utility or mechanical equipment and rooftop equipment must be
screened from public view. Screening must also be provided for all garbage dumpsters and recyclable
areas pursuant to RMC section 4-4-090C7.
Streets, Access, and Parking: The subdivision regulations require that developers of short plats
provide any necessary street improvements along the frontage of the property being subdivided.
The parking regulations require a specific number of stalls based on the amount of square footage
dedicated to a particular use or per residential use. The Puget Drive Business District regulations limit
the number of parking stalls for a project to the minimum required as listed in the parking ratio table.
For office use that is 3 per 1,000 sq. ft. of net floor area. The net square footage of the existing
building, according to the King County Tax Assessor, is 6,553 sq. ft. and would thus require, and be
limited to, 20 parking stalls. The applicant did not submit information on the number of existing
parking stalls. The short plat application should include information on the current number of
available parking stalls. The placement of the new lot lines must not bring the existing
development out of conformance with the parking regulations.
The maximum driveway slopes must not exceed fifteen percent (15%), provided that driveways
exceeding eight percent (8%) are to provide slotted drains at the lower end of the driveway. If the
grade exceeds 15%, a variance is required.
Sensitive Areas: The City's Critical Areas Maps indicate on or adjacent to the site the presence of
critical areas, which include Erosion Hazard, Moderate to High Landslide Hazard and Protected
Slopes. A geotechnical report must be submitted with the application for environmental review.
Protected slopes, with slopes 40% or over, must be clearly mapped. No development may
occur in these areas, and they must be placed in a native growth protection easement when the
lot is developed. The critical areas regulations for geologic hazards can be found in RMC 4-3-050J.
Penmit Requirements: The proposal to divide one lot into two would require administrative short plat
review. Short plats on sites that include critical areas are subject to State Environmental Policy Act
(SEPA) review. Environmental review is also required for projects with four or more new residential
units. Site plan review and approval by the Hearing Examiner would be required when the multi-family
aspect of the project is pursued. Administrative short plat review would be completed in an estimated
timeframe of 6 to 8 weeks. Hearing Examiner site plan review takes an estimated 12 weeks. If short
plat approval and site plan approval are pursued at the same time, they can be completed
concurrently.
Detailed information regarding the land use application submittal is provided in the attached handouts.
The application fee would be $2,000.00 ($1,000.00 for the Administrative Site Plan review, $500.00 for
Short Plat and $500.00 for Environmental (SEPA) Review).
In addition to the required land use permits, separate building and construction permits would be
required. The review of these permits may occur concurrently with the review of the land use permits,
but the permits cannot be issued prior to the completion of any required appeal periods.
Fees: In addition to the applicable land use, building, construction and sign permit fees, the following
mitigation fees may be required prior to short plat recording or later, when multi-family units are
developed:
• A Parks Mitigation Fee based on a rate of $388.00 per new unit may be applicable;
• A Transportation Mitigation Fee based on $75 per each new average daily trip attributable to the
project; and,
• A Fire Mitigation Fee based on $0.52 per square foot of new building area and $488.00 per new
single-family residence.
