Here are the questions about Renton Housing Authority use of their building:
How many staff do they have and what hours do they generally work?
Approximately 35 RHA employees working Monday thru Friday, core hours 8:00 AM to 5:00 PM
About how many customers do they have a day?
Approximately 40 people a day (inclusive of adults with children) will come into the office for a housing application, an
appointment or to drop off paper work etc, Many of our processes are now accomplished through the post.
Are there certain days of the week when they have more customers?
No day in particular has a higher volume. Wednesday is a Certification Specialist paperwork day so there are fewer walk-in clients
that day. And of course no clients are here on the weekends or after 5:00 PM.
Is there a certain time-of-day when more customers come?
Most arrive Monday thru Friday between the hours of 9:00 AM and 4:00 PM.
What hours are they open to the public?
8:00 AM to 5:00 PM Monday thru Friday
Is that for all services, "YES" or are there certain services that are only offered at limited times? If so what times/days are those
and how many people usually come?

Valerie,
Thank you for your e-mail. I appreciate your thoroughness anticipating additional questions that could surface at the hearing.
I. How many seats does the main church have? Do you want the short answer or the long answer? The short answer is
512. The long answer is that when we remodeled the sanctuary in 1997, we removed the pews and installed interlocking
chairs. During most of the year we have 512 chairs in the sanctuary to give our members a little more leg room. During the
holiday seasons (Christmas and Easter) we shorten the space between the rows to install an additional 55 chairs for a total
of 567. The occupancy permit is rated at 600.
2. How many parking stalls? We have 325 parking stalls
3. What will RHA do with the remaining space in the large room? RHA has applied for and received a building permit from the
City to remodel the remaining space. On the northwest side of the room they are making a conference room. On the
northeast side of the room they are building built-in storage.

I have two more questions.
How many seats does the main church have? How many parking stalls? I just want to include the numbers in my report 50 it is
clear that you are not leasing the space to meet a need for more parking stalls.
Also, what will RHA use the remaining space in the large room for? The way we drew the plan you are using the front part of the
room and there is a walkway going through the back part of the room to the kitchen and restrooms. What does or will RHA do
with the remaining space?

I. How many total members of your church are there at present?
a. We currently have approximately 1,000 adults attending our weekend services
and 800 youth and children for a combined total of 1,800 people.
2. What is the maximum number you think this could increase in the next five years?
a. In our current infrastructure I believe the maximum attendance would average out
to 1,200 to 1,300 adults and 1,000 youth and children. This is similar to what our
attendance was in 2001 and 2002 when we were doing five (5) services.
3. How many people will likely participate in the classes on the weekend in the new
space?
a. Our first class, Parents of Teens will have approximately 80 people and our
second class of Young Adults will have approximately 30 to 50 people.
4. What times would the weekend classes in the new space likely take place?
a. 9:30 a.m. and 11:10 a.m. Each class is 70 minutes long.
S. What times do services and events take place in the main church?
a. Service times are
i. Saturday evening at 6 p.m.
ii. Sunday morning at 8, 9:30 and 11: 1 0 a.m.
iii. Events would occur Friday evenings, Saturday and Sunday afternoon.
6. Of the four potential activities that may eventually take place (that you listed in
your narrative), how many people would attend at anyone time and what days and
times would they likely take place?
a. Periodic receptions and adult life stage class events would occur on Friday
evenings, Saturday morning and afternoon and Sunday afternoon if there was a
scheduling conflict at the main church. 100 or less people in attendance
b. Periodic partnering church events (Joyful Life and Evangelical Chinese Church)
would occur on Saturday morning and Sunday afternoon. Less than 80 people in
attendance
c. Adult ministry and community evening classes/events would occur on Monday
through Thursday from 6 p.m. to 9 p.m. Less than 50 people in attendance
d. Vacation Bible School is an annual event that occurs on the last week of June
from Sunday through Thursday between 6:30 and 8:30 p.m. In the event of
inclement weather, we may need to utilize the room at RHA. Occupancy would
be 100 or less people.
7. What is the space that you will be leasiug beiug used as now? Storage, auditorium,

by the applicant and the codes in effect on the date of review. The applicant is cautioned
that information contained in this summary may be subject to modification and/or concurrence
by official decision-makers (e.g., Hearing Examiner, Zoning Administrator, and City Council).
Review comments may need to be revised based on site planning and other design changes
required by City staff or made by the applicant. The applicant is encouraged to review all
applicable sections of the Renton Municipal Code. The Development Regulations are available
for purchase for $50.00 plus tax, from the Finance Division on the first floor of City Hall or the
City website at www.ci.renton.wa.us.
Project Proposal: The proposed project is located in the Commercial Village (CV) zoning
designation near the intersection of NE Sunset Blvd. and NE 10 th St., at 2900 NE 10th Sl.. The
site is developed with a one-story, 13,416 sq. ft. masonry office building, used by the Renton
Housing Authority, and a 75 stall parking lot. The Highlands Community Church is proposing to
lease a portion of the building and approximately 60 parking spaces to use for church events,
services and classes, and vacation bible school. Most of the activities would take place on
weekends and in the evenings during the week.
Consistency with the Comprehensive Plan: The subject site is located within the
Commercial Village Comprehensive Plan Land Use designation. The following Comprehensive
Plan policies are applicable to the proposal:
Land Use Element
Objective LU·X: Site religious and ancillary facilities in a manner that provides convenient
transportation access and minimized their adverse impacts on adjacent land uses.
Policy LU·10S. Parking should be provided on-site and buffered from adjacent uses.
Policy LU·32S. Encourage shared parking to use urban land efficiency.
Zoning Requirements: The subject site is located in the Commercial Village (CV) zoning
designation. The proposed church use is permitted as a conditional use granted by the Hearing
Examiner and must comply with the requirements of the CV zoning district.
Development Standards: The subject site is currently developed with an existing structure
along with associated parking and utility improvements. Changing the use of part of the building
would require that that area of the building be brought into compliance with all Fire Safety and
Building Occupancy requirements for the use.
Access/Parking: Access to the site by car is via driveways from NE 10th St. and Index Ave.
NE. The submitted plans show 75 parking spaces on the site.
Parking regulations require a specific number of off-street parking stalls based on the amount of
square footage dedicated to specific uses. For religious institutions the ratio is based on the
number of seats.
Religious Institutions:
1 stall for each 5 seats in the main auditorium, however, in no case shall there be less
than 10 spaces. For all existing institutions enlarging the seating capacity of their
auditoriums, 1 additional parking space shall be provided for each 5 additional seats
provided by the new construction. For all institutions making structural alterations or
additions, which do not increase the seating capacity of the auditorium, see "outdoor and
indoor sports arenas, auditoriums, stadiums, movie theaters, and entertainment clubs".
In the absence of fixed seating, the ratio would be 1'stall for every 125 sq. ft. of principal area of
assembly, as extrapolated from reqUirements for entertainment auditoriums.
No breakdown of the parking was submitted with the application. It is not clear in the submitted
materials how much space would be leased, but it appears it would be about 4,312 net sq. ft.
This would require approximately 34 parking stalls. The amount of parking required for the
remaining part of the building that would continue to be used by the Renton Housing Authority
would be approximately28 stalls, based on an estimated 7,000 net sq. ft. of on-site service use.
where this parking lot would be located. Based on the estimates, it appears that the 75-stall
parking lot would be sufficient for the proposal.
Sensitive Areas: The City's critical areas maps indicate the site is located in the Aquifer
Protection Zone 2. Because no construction or storage of hazardous materials is planned at the
site, this will not likely affect the project. No other regulated critical areas are indicated on the
City's critical areas maps.
Permit Requirements: Changing the use of an office building to religious organization use
would require Hearing Examiner approval of a Conditional Use permit. The review process
would require a public hearing and would be completed in an estimated time frame of 8 tolO
weeks once a complete application is accepted. The application fee for the Hearing Examiner
Conditional Use permit would be $2,000. The fee cannot be refunded if the project is denied.
Detailed information regarding the land use application submittal is provided in the attached
handouts.
The proposal would also require building permits. The applicant should contact the front
counter of development services for information regarding the building permit requirements
(425) 430-7200. The building permit application form and submittal requirement sheet was
included in the folder of information given to the applicant at the pre-application meeting.
Conditional Use Criteria: In order to obtain approval of a conditional use or expansion of the
conditional use, the proposal must satisfy specific criteria. The purpose of a conditional use
permit is to allow certain uses in districts from which they are normally prohibited. The
evaluation of the proposed use must be deemed consistent with other existing and potential
uses within the general area of the site. It is the applicant's responsibility to adequately

demonstrate the facts justifying the approval of the conditional use permit based on the
use's compatibility with ALL of the following criteria (RMC section 4·9·030G):
• Comprehensive Plan
• Community Need
• Effect on Adjacent Properties, including lot coverage, yards and height
• Compatibility
• Parking
• Traffic
• Noise, Glare
• Landscaping Z.
• Accessory Uses
• Conversion
• Public Improvements
The criteria listed above must be clearly and thoroughly substantiated. Staff examines the
existing uses located adjacent to the subject site when evaluating the conditional use criteria. It
is the burden of the applicant to demonstrate that this site is appropriate for the use proposed. It
is important to note that staff is only able to make a recommendation and that the Hearing
Examiner makes the final decision for a conditional use permit.

PURPOSE: The purpose of a Conditional Use Permit is to allow certain prescribed uses in districts
where they are normally prohibited when the proposed uses are deemed consistent with other existing
uses in the surrounding area (RMC 4-9-030).
FREE CONSULTATION MEETING: Prior to submitting an application, the applicant should informally
discuss the proposed development with the Development Services Division. The Development Services
Division will provide assistance and detailed information on the City's requirements and standards.
Applicants may also take this opportunity to request the waiver of the City's typical application submittal
requirements, which may not be applicable to the specific proposal. For further information on this
meeting, see the instruction sheet entitled "Submittal Requirements: Pre-Application."
COMPLETE APPLICATION REQUIRED: In order to accept your application, each of the numbered
items must be submitted at the same time. If you have received a prior written waiver of a submittal
item(s) during a pre-application meeting, please provide the waiver form in lieu of any submittal item not
provided. All plans and attachments must be folded to a size not exceeding aVo by 11 inches.
APPLICATION SCREENING: Applicants are encouraged to bring in one copy of the application
package for informal review by staff, prior to making the requested number of copies, colored drawings,
or photo reductions. Please allow approximately 45 minutes for application screening.
APPLICATION SUBMITTAL HOURS: Applications should be submitted to Development Services staff
at the 6th floor counter of Renton City Hall, 1055 South Grady Way, between 8:00 A.M. and 4:00 P.M.
Monday through Friday. An appointment to submit your application is not necessary. Due to the
screening time required, applications delivered by messenger cannot be accepted.
ADDITIONAL PERMITS: Additional permits from other agencies may be required. It is the applicant's

Plat Certificate or Title Report: Please provide 3 copies of a current Plat Certificate or Title
Report obtained from a title company documenling ownership and listing all encumbrances of the
involved parcel(s). The Title Report should include all parcels being developed, but no parcels
that are not part of the development. If the Plat Certificate or Title Report references any
recorded documents (Le. easements, dedications, covenants) 5 copies of the referenced
recorded document(s) must also be provided. All easements referenced in the Plat Certificate

Land Use Permit Master Application Form: Please provide the original plus 11 copies of the
COMPLETED City of Renton Development Services Division's Master Application form.
Application must have notarized signatures of ALL current property owners listed on the Title
Report. If the property owner is a corporation, the authorized representative must attach proof of
Signing authority on behalf of the corporation. The legal description of the property must be
attached to the application form.

• Land use permits required for proposed project
• Zoning designation of the site and adjacent properties
• Current use of the site and any existing improvements
• Special site features (Le. wetlands, water bodies, steep slopes)
• Statement addressing soil type and drainage conditions
• Proposed use of the property and scope of the proposed development
• For plats indicate the proposed number, net density and range of sizes (net lot area)
of the new lots
• Access
• Proposed off-site improvements (i.e. installation of sidewalks, fire hydrants, sewer
main, etc.)
• Total estimated construction cost and estimated fair market value of the proposed
project
• Estimated quantities and type of materials involved if any fill or excavation is
proposed
• Number, type and size of any trees to be removed
• Explanation of any land to be dedicated to the City
• Any proposed job shacks, sales trailers, and/or model homes
• Any proposed modifications being requested (include written justification)
For projects located within 200-feet of Black River, Cedar River, Springbrook Creek, May Creek
and Lake Washington please include the following additional information:
• Distance from closest area of work to the ordinary high water mark of the proposed
project site
• Nature of the existing shoreline
• The approximate location of and number of residential units, existing and potential,
that will have an obstructed view in the event the proposed project exceeds a height
of 35-feet above the average grade level

7.0 Conditional Use Permit Justification: Please provide 12 copies of a written statement setting
forth the reasons in favor of the application and addressing the following criteria used by the
reviewing official in analyzing the application:
A. Comprehensive Plan: The proposed use shall be compatible with the general
purpose, goals, objectives and standards of the comprehensive plan, the zoning
ordinance and any other plan, program, map or ordinance of the City of Renton.
B. Community Need: There shall be a community need for the proposed use at the
proposed location. In the determination of community need, the reviewing official
shall consider the following factors among all other relevant information:
1. The proposed location shall not result in either the detrimental over-
concentration of a particular use within the City or within the immediate area
of the proposed use.
2. The proposed location is suited for the proposed use.
C. Effect on Adjacent Properties: The proposed use at the proposed location shall
not result in substantial or undue adverse effects on adjacent property.
In addition the reviewing official shall also consider the following items when analyzing the
application.
• Compatibility: The proposed use shall be compatible with the residential scale and
character of the neighborhood.
• Parking: Parking under the building structure should be encouraged. Lot coverage
may be increased to as much as 75% of the lot coverage requirement of the zone in
which the proposed use is located if all parking is provided underground or within the
structure.
• Traffic: Traffic and circulation pattems of vehicles and pedestrians relating to the
proposed use and surrounding area shall be reviewed for potential effects on, and to
ensure safe movement in, the surrounding area.
• Noise, Glare: Potential noise, light and glare impacts shall be evaluated based on
the location of the proposed use on the lot and the location of on-site parking areas,
outdoor recreational areas and refuse storage areas.
• Landscaping: Landscaping shall be provided in all areas not occupied by buildings
or paving. The Hearing Examiner may require additional landscaping to buffer
adjacent properties from potentially adverse effects of the proposed use.
• Accessory Uses: Accessory uses to conditional uses such as day schools,
auditoriums used for social and sport activities, health centers, convents, preschool
facilities, convalescent homes and others of a similar nature shall be considered to
be separate uses and shall be subject to the provisions of the use district in which
they are located.
• ConverSion: No existing building or structure shall be converted to a conditional use
unless such building or structure complies, or is brought into compliance, with the
development standards.
• Public Improvements: The proposed use and location shall be adequately served
by and not impose an undue burden on any public improvements, facilities, utilities
and services. Approval of a conditional use permit may be conditioned upon the
provision and/or guarantee by the applicant of necessary public improvements,
facilities, utilities and/or services.
• Lot Coverage: Lot coverage in residential districts (SF and MR) shall not exceed
fifty percent of the lot coverage of the zone in which the proposed use is to be
located. Lot coverage in all other zones shall conform to the requirements of the
zone in which the proposed use is to be located
• Yards: Yards shall conform to the requirements of the zone in which the proposed
use is to be located. Additions to the structure shall not be allowed in any required
yard
• Height: Building and structure heights shall conform to the requirements of the zone
in which the proposed use is to be located. Spires, belltowers, public utility antennas
or similar structures may exceed the height requirement upon approval of a variance.

the exact amount required. Checks should be made out to the City of Renton and can not be
accepted for over the total fee amount.

Neighborhood Detail Map: Please provide 12 copies of a map drawn at a scale of 1" = 1 00' or
1" = 200' (or other scale approved by the Development Services Division) to be used to identify
the site location on public notices and to review compatibility with surrounding land uses. The
map shall identify the subject site with a much darker perimeter line than surrounding properties
and include at least two cross streets in all directions showing the location of the subject site

Project Narrative
Highlands Community Church respectfully requests to purse a five-year lease agreement with the
Renton Housing Authority to lease 3166 sq. ft. on the southwest comer of their administration
building located at 2900 NE 10 th Street, Renton, W A 98056.
Our immediate needs are for additional classroom space with multi-purpose functionality and
additional parking. Recently, we became aware that the Renton Housing Authority was
preparing to lease the vacant space in their building across the street from the church. Pastors
Mike Smith and Derek Nelson, and I met with Mark Gropper, Assistant Executive Director at the
Renton Housing Authority to view the available space. What's available is:
I. 3,166 sq. ft. of open space in a rectangular (but nearly square) room
2. Handicap accessible restrooms
3. Serving kitchen
4. Approximately 60 additional parking spaces
The immediate benefit of this space is that it would allow us to simultaneously grow both the
church's adult and children's ministries. We would have additional space for two large adult
classes on Sunday. Potentially, this could also relieve crowding in the 9:30 a.m. service by
strategically scheduling classes to offset worship attendance at that time period. Those who
would be using that facility would be encouraged to park their cars there, relieving the church
parking lots. Other potential applications for the space could be (but are not currently
scheduled):
1. Receptions and adult ministry events.
2. Partnering church (Joyful Life, Evangelical Chinese Church) events and services.
3. Adult ministry and community evening classes/events.
4. Special events such as Vacation Bible School when additional space is required.
The Renton Housing Authority also thinks that this would be a good fit and would welcome us to
share this space with them. As most of our uses of this space would be on weekends and in the
evening on weekdays, there would be little to no competing use of the facility with the Renton
Housing Authority. The location of the Renton Housing Authority makes this an ideal location
for our ministries, providing not only classroom and/or multipurpose space, but also additional
parking to accommodate our immediate needs. This proposal offers a balanced approach to our
need for additional classrooms, as well as our worship seating and parking needs.
The church is not proposing any new changes to the existing property as we are seeking a multi-
purpose, open, large room. We will be using portable round tables, folding/stacking chairs,
portable stage, portable sound and media equipment, and a free standing, locking storage cabinet
for the sound and media equipment.
We view this lease arrangement as a win/win for the church and the Renton Housing Authority
as our primary use of the facility will be during non-office hours. Furthermore, we believe is a-·
good arrangement for our community, allowing us to better accommodate our existing needs by
utilizing a shared-use concept of an existing structure and parking lot.

1. Comprehensive Plan: Highlands Community Church respectfully requests the City of
Renton to approve the proposed church lease of the existing space available at the Renton
Housing Authority at 2900 NE 10th Street, Renton, 98056. The site is located in the
Commercial Village (CV) zoning designation. A church is permitted as a conditional use
granted by the Hearing Examiner. This is an existing facility and our request is to lease
approximately 3,166 sq. ft. of the SW comer of the Renton Housing Authority
Administrative Offices. The space is currently unoccupied, and Highlands Community
Church is not planning any construction or remodeling as part of this project. We have
an immediate need for more classroom space for our adult ministries on Sunday
mornings. Our use will not conflict with the normal business hours of the Renton
Housing Authority as we would be using the space at non-business hours. Our use on
Sunday will not create any additional traffic as this is not being used to expand our
ministries and our use of the facility will be during low traffic periods. The shared use of

2. Community Need: Highlands Community Church has been intentional in our outreach
to the community. Several years ago, we set aside our ambition to build a larger facility
and instead focused on shared-use concepts and partnering with other churches and
community ministries such as Vision House and the Salvation Army. We have
discovered that partnering with other organizations has increased our ability to reach out
to our community. We have established Recognized Community Ministries (RCM) that
allow us to partner with other churches and community ministries and to share our
resources. We have opened our doors to the community, local business leaders, other
non-profit groups that need a place to meet and neighborhood sporting events such as
basketball and soccer. We have been diligent to be a good neighbor by improving and
maintaining the interior and exterior of our facilities. We have worked hard at getting to
know our neighbors and to invite them to our community events such as the antique car
show, vacation Bible school and sporting events. At present, we are requesting to lease
space at the Renton Housing Authority for limited use as an adult Sunday school
classroom. However, we can envision how we could use this space to continue our
efforts to reach out to our community. Regardless of what our plans may be for the
future, we are determined to continue our efforts toward partnering and sharing resources
with our community leaders and organizations.

This letter report summarizes the traffic analysis performed for Highlands Community
Church in support of their Conditional Use Permit (CUP) application. This letter includes an
explanation of the scope of the analysis, a description of the project site and characterization
of the project's impacts, a discussion of parking issues, an evaluation of pedestrian safety
and our findings and conclusions.
Scope of Analysis
The traffic analysis for the off-site expansion of Highlands Community Church
focused on two areas: 1) parking issues, and 2) pedestrian safety. Because the
project involves additional leased space to relieve crowding caused by existing
programs, and does not involve programmatic changes, it was determined that the
impact of the expansion would affect these two areas. No increase in traffic volumes
is expected, nor will there be a significant change in traffic patterns.
Project and Site Description
Highlands Community Church (HCC) is proposing to lease classroom space at 2900 N 10th
Street in Renton, Washington. The space is in an existing building owned by the Renton
Housing Authority (RHA), located across NE 1O~ Street from the church, which is at 3031 N
1O~ Street. See Attachment A.
HCC plans to use this leased space to relieve crowded conditions at their current location by
moving some classes to the new location. No additional vehicle traffic is expected to be
generated by this off-site expansion, and traffic patterns should not change in any significant
way. Heaviest periods of use will occur on Sunday mornings and during other off-peak
traffic hours. No renovation or new construction will take place as part of this move.
The existing HCC facility is approximately 57,500 square feet in size. The RHA building is
13,142 square feet. HCC plans to lease 3,166 square feet of this space.
The RHA building has 75 parking spaces, with 60 spaces being made available for HCC use.
This parking will be in addition to the church's existing parking lot. It is expected that there
will be significant pedestrian traffic between the church and the leased building.

Parking
Parking at the RHA site will need to accommodate both RHA and HCC uses. According to
City of Renton land use policy, adequate parking must be provided on-site for all uses.
Use Schedule. The expected periods of highest use by RHA and HCC are
complementary. The building is currently used by RHA as an office building during normal
business hours (Monday through Friday, 8am to 5pm). During these operating hours, there
are approximately eight (8) company vehicles and fifteen (15) employee vehicles utilizing the
parking lot. While the RHA serves approximately 1,400 people, these clients very seldom
come to this office building and are served instead by the management offices located in
each RHA apartment building. There is no evening or weekend use.
HCC plans to use the building primarily on Sunday mornings, between 9:30am and
12:25pm. There may be additional occasional events on Saturday or Sunday afternoons.
No events are currently planned for weekday evenings, but classes or events may be added
on weekday evenings in the future.
Parking Supply. The parking supply required by the City of Renton is based on use and
building square footage, as indicated below in Table 1. I The total building size is 13,142
square feet. 3,166 square feet will be leased by HCC, with the remaining 9,976 square feet
for RHA use.
The parking lot has 75 spaces, with 60 spaces being made available to HCC according to
the lease agreement.

As shown in Table 1, the available parking satisfies City of Renton requirements for both
uses. In fact, were both the RHA and HCC use schedules to coincide, the 75 spaces
provided would still meet the requirements.
Pedestrian Safety
An illustration of the RHA building relative to the location of the existing HCC facility is
included as Attachment B. The HCC programs to be relocated to the RHA building will take
place at the same times as other church programs in the church facility, so it is anticipated
that there will be substantial pedestrian traffic between the two locations. Pedestrian safety,

new crosswalk on NE 10'" Street, stopping sight distance and vehicle turning movement
conflicts at likely crossing points on NE 10'" Street. Additionally, due to the potential for
events and programs scheduled in the evening, illumination was also considered.
Crosswalk Warrant. Pedestrian facilities, including curbs, gutters and sidewalks, existing
along NE 10th Street, Kirkland Avenue NE, NE 9th Street, Index Avenue NE, and Jefferson
Avenue NE were inventoried. One existing crosswalk is located on the westbound approach
to the NE 10th Street and Index Avenue NE intersection. The northbound approach to this
intersection serves as an access roadway/driveway for a RHA apartment building and the
HCC's south parking lot.
Installation of another crosswalk within the project vicinity on NE 10th Street between
Sunset Boulevard and Kirkland Avenue NE is not warranted by City of Renton code. Other
feasible locations for pedestrian crossings linking the RHA office building and parking lot to
the HHC are within 600-ft of the existing crosswalk. Additionally, the easVwest traffic
volume on this road (approximately 3,3842 vehicles per day) does not indicate a crosswalk
would be warranted based on gap period calculations.
The potential for relocating the crosswalk to a site that would better serve the church was
considered. However, relocating the crosswalk to the east would result in a lower level of
service for pedestrians crossing NE 10th Street between residential areas and the significant
commercial district east of the site. Therefore, relocating the crosswalk would not provide a
benefit to the area.
Attachment C contains more detailed crosswalk warrant information.
Stopping Sight Distance. Vehicle stopping sight distance was measured at the existing
crosswalk on NE 10th Street nearest the site, located on the east-leg of the NE 10th Street and
Index Avenue NE intersection. The sight distance measurements were preformed according
to the American Association of State Highway and Transportation Officials (AASHTO) A
Policy on Geometric Design of Highways and Streets (2004).
The posted speed limit on NE 10th Street is 25 mph and the design speed of this roadway is
30 mph. NE 10th Street has a slight downgrade (less than 2 percent) as it approaches the
existing crosswalk from the west. NE 10th Street is flat as it approaches the existing crosswalk
from the east. The following table displays the sight distance measurements and standards.

The data in Table 2 indicate that stopping sight distance standards are easily met for both
eastbound and westbound traffic on NE lO'h Street. The safety of pedestrians crossing at this
location is not compromised by stopping sight distance.
Turning Movement Conflicts. There are 9 driveways located on NE lO'h Street between
NE Sunset Boulevard and Kirkland Avenue NE. Additionally, Jefferson Avenue NE, north
of NE 10'h Street, is a southbound-only roadway for vehicles exiting the 1000 Jefferson
Avenue NE and the 3030 NE 10th Street Sunset View Apartments buildings, and thus is
functionally similar to a driveway. A speed bump is located at the north-end of Jefferson
Avenue NE separating the road from the 1000 Jefferson Avenue NE RHA apartment
building.
On the south-side of NE lO'h Street, one driveway is the south-leg of the NE 10'" Street and
Index Avenue NE intersection. This driveway leads to an RHA apartment building parking
lot and to the HCC's south parking lot. A crosswalk is located on the east-leg of this
intersection. Stop controls in place at the driveway and Index Avenue NE should protect
pedestrians using the crosswalk from vehicles making turning movements at this intersection.
Illumination. There are six on-street luminaires in the vicinity of the HCC site: three (3)
on NE 10th Street, one (1) on Kirkland Avenue NE, and two (2) on NE 9 th Street. The
locations of the on-street luminaries are shown in Attachment D. One luminaire is located
approximately 45 feet west of the existing crosswalk on NE 10th Street, at the southwest
corner of the NE 10th Street and Index Avenue NE intersection. The illumination provided
by this light should be adequate for the crosswalk. There are also two more lights on the
south side of NE 10th Street between the church and the crosswalk which provide
illumination for this pedestrian path.
In addition to the street lighting, there are nine (9) luminaires at the HCC site, all located in
the south parking lot. There are two (2) luminaires at the RHA office site, one near the
access off NE 10th Street and one in the parking lot.
Findings and Conclusions
The HCC off-site expansion is expected to have limited traffic impacts due to the nature of
the expansion (leasing underused existing space to relieve crowding at the church) and the
church's program, which emphasizes heavier use at times of lower traffic volumes on the
surrounding street network (i.e., Sunday mornings and weekday evenings).
This analysis indicates that existing parking at the HCC and RHA sites meets standards
established by City of Renton code. Parking demand is not expected to increase
significantly, and the available parking supply for the church will increase by 60 spaces.
Parking conditions are expected to improve with this off-site expansion.
With a substantial amount of anticipated pedestrian traffic between the existing HCC
building and the leased space in the RHA building, pedestrian safety is a concern. However,
this analysis indicates that low vehicle volumes and the proximity of an existing crosswalk
suggest an additional crosswalk is not warranted. Relocation of the existing crosswalk to

better serve the church would leave pedestrian traffic between commercial and residential
areas to the west of the church underserved. Thus, relocation of the crosswalk is not
recommended.
Sight distance measurements were made at the crosswalk on NE 10" Street. These
measurements, when compared to AASHTO standards, indicate that there is ample stopping
sight distance at this location and pedestrian safety is not endangered.
The crosswalk is located at the intersection of NE 10th Street with the church's driveway and
Index Ave NE. Pedestrian/vehicle conflicts are minimized by requiring exiting vehicles from
the driveway and southbound vehicles on Index Ave NE to stop before making their turning
movements.
Illumination at the site is provided by both on-street and parking lot lighting. There is one
luminaire within 45 feet of the crosswalk as well as two more lights between the church and
the crosswalk, and this should provide adequate lighting for pedestrian safety.
