expanded to include 150 Hardie Ave.

application has also been expanded to
include the property at 196 Hardie
which is zoned Commercial Arterial
(CA) but designated for RMD land
use. This proposed amendmE'nt would
correct this mistake and properly
place this parcel in CC land me
designation.
The application also include~ a zoning
text amendment to expand the
Rainier Business Dk-trict Overlay.
The original application requested
extension of the Overlay to the
properties at 188 Hardie Ave., 196
Hardie Ave., 151 Rainier Ave S, and
175 Rainier Ave S. In the expanded
proposa t the Overlay wouJd 'incJude
these properties and others.

This acreage expands the Overlay
north to Airport Way, bounded by Lake
Avenue S. on the east, and on the we8t

of the allowed residential density and

These properties comprise the four properties facing 138'h Ave SE/Duvall Ave NE, plus
the first property west of the Grass property, which is owned and occupied by Garry &
Shirley Reinhardt, address is 13645 SE 107'h Place. The Reinhardt property adjoins the
back of a coin-op car wash. The car wash users are frequently loud no matter what hour
of the day or night. Reinhardt's and Nguyen/Tran, the property to my north, have
specifically authorized me to make this request on their behalf. I have not been able to
make contact with the owners of the other two properties north of the N guyen/Tran
property. Those two properties are rental properties. Mail addressed to the owners at the
property addresses are returned by the post office.
I am making this request to facilitate the future redevelopment of my property at the
corner of 138'h Ave SE and SE 107'h PI, from a residential structure to a professional
office building. Our plans are still preliminary, so our request at this time is not a project
action, only a zone change. I have reviewed our redevelopment ideas with the
Reinhardt's and they are agreeable to this redevelopment and agree to request re-zoning
of their property to support my possible redevelopment.
Nguyen/Tran is joining in this request to facilitate using their property for a business
activity subject to applicable regulations.
I have included the other two properties in this request due to their being across from the
Shannon's Village retail/professional office complex. Further, although these properties
have been recently cleaned up, painted and repaired, in the past, these and other
properties facing 13 8'h Ave S ElDuvall Ave NE have been allowed to fall into disrepair.
In fact, the next property north of the Marshall Annexation is currently boarded up. I
believe these properties falling into disrepair is a result of persons not wishing to live on a
busy arterial like Duvall Ave, unless at lower than market rents that do not support proper
maintenance nor enhance property values.
Back to my property specifically, the zoning change will align the zoning with its most
recent usc. Over the last 25 years, the property has been occupied by business activity
conducted either from the street level basement or from the main floor. The last thirteen
years my CPA practice has utilized the entire structure. I moved the practice out of this
building November 13 th to bring the property into full compliance with the King County
Zoning (R-4) rules.
For these reasons, I believe that the community interest is served by zoning the properties
along Duvall Ave NE north ofNE Sunset Blvd (the properties specifically listing on the
Master Application) as CN.
This information was presented at the City of Renton, City Council meeting, held on
Monday, December II, 2006 for the purpose of obtaining a city initiated change with the
result that the application fees be waived. This presentation resulted in a favorable vote
by the City Council; the fee waiver is enclosed with this application.

PURPOSE OF CHECKLIST:
The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions . An Environmental Impact
Sta tement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Govemmental agencies use this checklist to determine whether the environmental impacts of your
proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most
precise information known, or give the best description you can.
