PROJECT NAME: Renton Highlands 565 -Zone Water Main Improvement
PROJECT DESCRIPTION: The City of Renton has requested environmental review of a proposal to install
approximately 3,700 ft. of 12-inch water lines within the rights-of-way of NE Sunset Blvd from Harrington Ave NE to NE
12th Sf, also in Harrington Ave NE from NE Sunset Blvd to NE 9th St, and also in NE 9th 51 from Harrington Ave NE to
Kirkland Ave NE. The purpose of the project would be to replace infrastructure, built in the 1940's, that no longer provides
adequate fire flow capacity and water pressure for fire protection in the Renton Highlands.
PROJECT LOCATION: Renton Highlands -within the Rights-Qf-Way of NE Sunset Blvd from Harrington
Avenue NE TO NE 12th Street
OPTIONAL DETERMINATION OF NON-SIGNIFICANCE IONS): As Ihe Lead Agency. the Cily of Renton has determined
that significant environmental impacts are unlikely to result from the proposed project Therefore, as permitted under the
RCW 43_21C_110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued
Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no
comment period following the issuance of the Threshold Determination of Non-Significance (DNS). A 14-day appeal
period will follow the issuance of the ONS

It is my understanding that the subject Water Main Improvement is required to be
completed before the referenced Harrington Square buildings can be started ..
The increase to 12" diameter of those Water Mains are a condition in the Report
and Decision, dated December 15, 2003, of the Public Hearing held by the
Hearing Examiner for Harrington Square. The condition also requires the
applicant mwl work with City Staff to determine cost sharing for design and
construction.
This requires that all correspondence and meeting minutes regarding the Water
Main Improvement, including cost sharing, be filed in the Yellow File of both
LUA 06-170 and LUA 03-066 as Public Information.
It is also requires that all parties of record of both projects be notified of any
meetings between Applicant and the City on the subject of cost sharing for the
design and construction of the Water Main Improvement.

The existing water lines in the streets where improvements have been proposed were constructed in the
early 1940's as part of the War Defense housing project known as the Renton Highlands. They have
reached or surpassed their lifetime expectancy. Flow tests in certain areas of the Highlands show a
reduction in flow rates due to the buildup of rust corrosion inside the pipes. The existing pipes cannot
deliver the required fire flow demand as required by current fire codes for new development of
redevelopment projects in the Highlands.
The existing water pressure in the water lines is not sufficient to meet the required pressure for sprinkler
systems for new development and redevelopment projects. The new water mains would provide a higher
flowrate of about 5,600 gallons per minute and a working water pressure of about 100 psi.
B. RECOMMENDA TION
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible
Officials make the following Environmental Determination:

In compliance with RCW 43.21 C. 240, the fol/owing project environmental review addresses only
those project impacts that are not adequately addressed under existing development standards
and environmental regulations.
1. Earth
The topography of the area generally slopes from the northeast to southwest at an approximate grade of 2
percent.
The soils in the area consist of sand and gravel overlying discontinuous till. These soils, classified as
Renton Valley Alluvial Plain sand and gravel, were deposited by the Cedar River.
No grading or filling would be required. Approximately 2,000 cubic yards of trench material would be
excavated and would be reused as backfill. Unsuitable material, if encountered during the project, would
be removed and imported fill from an approved source would be used.
Due to the potential for erosion to occur during construction, the applicant should comply with the
Department of Ecology's Erosion and Sediment Control Requirements as outlined in Volume II of the most
recent Stormwater Management Manual.

During construction, impacts to air quality could consist of fugitive dust and emissions from construction
equipment. These are anticipated to be minor and confined to areas in the near vicinity of the site, Best
Management Practices to control dust and dirt during construction would be implemented,
Methods of reducing impacts to air quality would include muffling of heavy equipment, street sweeping
and/or washing vehicle tires as required for dust control.
Mitigation Measures: None required

3. Water
There are no water bodies or surface water near the project site,
The construction of water lines would not cause any changes in the runoff pattern. The water lines would
be buried beneath the paved road for their entire length.
To protect water quality within the stormwater control system, catch basins should be protected with filter
fabric if they are in the vicinity of the project.

4. Plants
The installation of water mains would not affect vegetation because all water pipes would be buried
beneath the existing paved roadways. Mature street trees located along NE Sunset Boulevard would not
be within the construction area for this project and, therefore, would not be impacted by underground
excavation or the movement of heavy construction equipment.

5. Energy and Natural Resources
No energy use would be required to maintain the new water mains, Water would flow in the pipes by
gravity and under hydraulic gradient of the reservoirs,

No hazardous chemicals or other health hazard risks from the project are anticipated. Construction-
related accidents are always a possibility, however, In the event such an occurrence takes place,
paramedical personnel, ambulance, fire suppression equipment, and emergency spill response team

Noise impacts could occur during construction of the proposed project. The applicant indicates that
construction noise could occur between 7:00 am and 5:00 pm, Monday through Friday. The City's noise
regulations limit haul hours between 8:30 am to 3:30 pm. Monday through Friday unless otherwise
approved by the Development Services Division. No work is permitted on Sundays,
All construction equipment would meet federal. state. and local laws for noise restrictions.

8. Land Use
The site is currently improved public rights-of-way. Adjacent land use includes single-family residential.
multi-family residential, and commercial. No existing buildings or other structures would be removed.
The public rights-of-way are not zoned. Abutting zones include Residential 8. Residential 10. Center
Village, and Residential Multi-family.
The proposed project would be consistent with the City of Renton's effort to provide adequate infrastructure
for the redevelopment of the Renton Highlands.

9. Transportation
The site is the public rights-of-way of NE Sunset Blvd (SR 900), Harrington Ave NE, and NE 9th Street. The
project would be accessed from these streets.
No new road surfaces would be created as a result of this project. Surface pavement that is removed
within the rights-ol-ways would be replaced in kind or overlaid as part of this project.
Metro routes 111. 114, 240, and 909 could be temporarily affected by the construction of the project.
During construction, traffic control and detour routing would be used. A traffic management plan would be
incorporated for the construction phase to allow access of vehicles to private properties and businesses.

It is my understanding that the subject Water Main Improvement is required to be
completed before the referenced Harrington Square buildings can be started ..
The increase to 12" diameter of those Water Mains are a condition in the Report
and Decision, dated December 15,2003, of the Public Hearing held by the
Hearing Examiner for Harrington Square. The condition also requires the
applicant shall work with City Staff to determine cost sharing for design and
construction.
This requires that all correspondence and meeting minutes regarding the Water
Main Improvement, including cost sharing, be filed in the Yellow File of both
LUA 06-170 and LUA 03-066 as Public Information.
It is also requires that all parties of record of both projects be notified of any
meetings between Applicant and the City on the subject of cost sharing for the

PROJECT DESCRIPTION: The City of Renton has requested environmental review of a proposal to instal!
approximately 3,700 ft. of 12~inch water lines within the rights-of-way of NE Sunset Blvd from Harrington Ave NE to NE
12th St, also in Harrington Ave NE from NE Sunset Blvd to NE 9th St, and also in NE 9th St from Harrington Ave NE to
Kirkland Ave NE. The purpose of the project would be to replace infrastructure, built in the 1940's, that no longer provides
adequate fire flow capacity and water pressure for fire protection in the Renton Highlands.
PROJECT LOCATION: Renton Highlands -within the Rights-of-Way of NE Sunset Blvd from Harrington
Avenue NE TO NE 12th Street
OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As Ihe Lead Agency, the City of Renton has determined
that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the
RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued.
Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no
comment period following the issuance of the Threshold Determination of Non-Significance (ONS). A 14-day appeal
period will follow the issuance of the DNS.

Project Narrative
Renton Highlands 565-Zone Water Main Improvements
The project proposal is to install approximately 3,700 feet of 12-inch water lines in the within the
rights-of-way ofNE Sunset Blvd (SR-900) from Harrington Ave NE to NE 12th St, also in
Harrington Ave NE from NE Sunset Blvd to NE 9th St and in NE 9th St. from Harrington Ave.
NE to Kirkland Ave. NE. The project is needed to provide adequate fire flow capacity and water
pressure for fire protection for redevelopment and for new development projects in Renton
Highlands.
The existing water lines in the above streets were constructed in the earlyl940's and have reached
their lifetime expectancy. Flow tests in certain areas of the Highlands showed a reduction in flow
rates due to the buildup of rust corrosion inside the pipes. The existing pipes cannot deliver the
required fire flow demand as required by current fire codes for new development or
redevelopment projects in the Highlands. The existing water pressurc in the water lines is not
sufficient to meet the required pressure for sprinkler systems for new development and
redevelopment projects. The new water mains will provide a higher flowrate of about 5,600
gallons per minute and a working water pressure of about 100 psi.
The project is estimated to cost $1,300,000.

Construction of the project is anticipated to start in March 2007 and be completed
by September 2007.
Standard construction hours will be from 7am to Spm, Monday through
Friday.
Proposed hauling/transportation routes will be NE Sunset Blvd N,
Harrington Ave NE, NE 9th St and Park Drive N.
Dust control will be handled by using a water truck and street sweeper.
Traffic control will utilize standard traffic control measures in accordance
with the MUTCD and traffic flaggers and will keep one lane of traffic open
in the immediate construction zone. Emergency access will remain open at
all times during construction.
Standard City of Renton erosion control measures will also be utilized
during construction including protection of existing catch basins along
project site.
Although there are no known archaeological deposits based on past utilities
projects within the project site, in the event that archaeological deposits are
found, work shall stop and the contractor(s) shall contact the State
Archeologist at the State of Washington Office of Archeology and Historic
Preservation, phone 360-586-3065.

PURPOSE OF CHECKLIST:
The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your
proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most
precise information known, or give the best description you can.

11. Give brief, complete description of your proposal, including the proposed uses and the size of the
project and site.
The project consists of the installation of approximately 3,700 feet of 12-inch water mains
within the following streets in the Renton Highlands area to increase water supply capacity
and water pressure needed for fire protection for new development and redevelopment
projects in Renton Highlands.
NE Sunset Blvd (SR-900) from Harrington Ave NE to NE 12'h St (1,900 ft)
Harrington Ave NE from NE Sunset Blvd to NE 9th St (800 ft)
NE 9th St. from Harrington Ave. NE to Kirkland Ave. NE (1,000 ft)
The existing water lines in the above streets were constructed in the early1940's and were
made of old lead-joint and unlined cast iron pipe materials. The water lines have nearly
reached their lifetime expectancy, although there are no historical incidents of main breaks
due to the age of the pipes. In certain areas of the Highlands, flow tests showed a
reduction in flow rates due to the buildup of rust corrosion inside the pipes. The existing
pipes cannot deliver the required fire flow demand as required by current fire codes for
new development or redevelopment projects in the Highlands. Existing water pressure in
the water mains is below 45 psi since the lines are fed by the 435-pressure zone reservoir.
The low-pressure system cannot deliver the needed pressure required for fire sprinkler
systems for new development.

There is a 36 feet of change in elevation over a horizontal distance of 1,900 feet

The steepest slope of the roadway within the project site is about 2%

Sand and gravel overlying discontinuous till; Renton Valley Alluvial Plain-sand and
gravel deposited by the Cedar River.

Construction of the water mains project will not require grading or filling of the
site. Approximately 2,000 cubic yards of trench materials will be excavated, and
will be reused as trench backfill if materials are suitable. Unsuitable materials will
be hauled off-site to an approved site and imported fill from an approved source
will be used.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally
describe.
There is minimal potential for increased erosion since the construction of the water
mains will take place within existing paved roadways. All catch basins wilt be
covered with filter fabric when construction takes place near them. Temporary
erosion and sediment control measures will b e implemented by City of Renton
Standards. A Department of Ecology Construction Stormwater General Permit will
not be required since the total disturbed area of 0.51 acre is less than the I-acre
threshold.
g. About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)?
There will no change in impervious surfaces as a result of this project. Existing
pavement surfaces will be restored to match existing, or as required by Renton
Development Standards for trench patching.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any:
The use of filter fabric at each catch basin. Any exposed soil removed from the trench will
not remain on the street, but rather removed to a holding area and contained within a
property lot away from any impervious surface. Stockpiles of fill dirt will be covered in
inclement weather as required to prevent any runoff.
Standard City of Renton's sedimentation and erosion control measures will be
employed during construction of the water lines, such as storm drain protection
inserts.
