Jake Traffic Engineering, Inc. has been in business since mid July, 2003.
During this time I have prepared and submitted more than 300 traffic reports, a
number of traffic engineering letters and have represented Client projects at Public
Hearings.
My traffic engineering experience prior to starting my own company is extensive and
includes 5 years working for the Public (WSDOT and the City of Renton) and 14 years
for a private traffic engineering consulting firm. I am a licensed Professional
Engineer in the State of Washington and am a certified Professional Traffic
Operations Engineer by the Transportation Professional Certification Board. Inc.
Over the years I have worked more than 1,000 traffic engineering projects. I have
expertise in the preparation and review of traffic studies and associated traffic
mitigation requirements. This expertise extends to intersection operational/safety
analysis, site feasibility review, identifying appropriate traffic mitigation, site access
analYSis, the preparation of technical variance/deviation requests. representing
Clients at PubliC Hearings/Meetings, and traffic channelization and signing plans. I
have also prepared a number of traffic signal, illumination, traffic control and traffiC
calming plans, and have worked on intelligent transportation systems design.
The JTE. Inc, team includes me and two college students. One of the students is
majoring in Civil Engineering and has worked for me for more than seven years. The
other student is also looking to go into the Civil Engineering profession.

Bill is the founder and a principal at Taylor Engineering Consultants, Inc. Bill has professional experience
since 1984 in civil engineering projects for county, municipal, state, federal, and private clients. Areas of
emphasis include grading and site design, storm runoff detention and treatment, water supply, sanitary
sewer systems, site and transportation structures, utilities, and roads. His experience spans the entire
project from preliminary planning to construction inspection; including design, specification, cost

• Overlake Hospital Medical Center, East Campus Parking Garage, Bellevue, WA: Project
manager for the civil engineering elements of this project, including grading, drainage, storm
water detention and treatment, water and sewer, paving and striping. Additional services included
preparation of easement legal descriptions and permit coordination with the City of Bellevue.
Total project construction cost; approximately $2,000,000.
• Overlake Hospital and Medical Center Emergency Entrance Remodel, Bellevue, WA: Civil
engineer for site modifications related to the remodel of the emergency entrance. Site work
included regrading, new pavement, new sidewalks, and storm runoff collection. Total project
construction cost, $500,000.
• Midlakes Station, United States Postal Service, Bellevue, WA: Project Manager/Design
Engineer for this Federal project. Design elements included site design of a 3-acre site, fisheries
stream relocation, grading, drainage, storm water detention and treatment, water supply for
domestic use and fire protection, and frontage roadway improvements. Total project construction
cost was approximately $3,000,000.
• Key Services Center, Tacoma, WA: Principal-in-Charge and project manager for the production
of a project Drainage Report per City of Tacoma standards, and review of the grading and
drainage design. The project provided additional space for Key Bank's Tacoma Key Services
Center warehouse facility. Total project construction cost; approximately $250,000.
• KCPQ Studio, Seattle, WA: Civil engineer for the site design of the reconfiguration of a
warehouse on East Lake Union to a radio studio. The site design included regrading, retaining
walls, access and parking lot layout and pavement, and storm runoff collection and conveyance.
Total project construction cost; approximately $1,000,000.
• Rosewood Park Retirement and Assisted Living Residence, Hillsboro, OR: Principal-in-
Charge and project manager for the site design of this 150 bed retirement and assisted living
facility. The design included grading, storm drainage, parking, pavement, utilities, and fire
protection loop on a 4.75-acre site. Total project construction cost; $5,000,000.
• Buckley Armory, Washington National Guard, Buckley, WA: Project manager for the site
design of this 4.5-acre site. Design elements included grading, drainage, storm water treatment
and detention, parking layout, paving and striping, water and sewer utilities and a fire protection
loop. Total project construction cost; $2,500,000.
• Children's Hospital Lower Level A-B Infill, Seattle, WA: Principal-in-Charge and project
manager for the site design of this project which included topographic survey, extensive
excavation, grading, retaining walls, and walkways, as well as storm water collection and
conveyance. Total project construction cost; $1,000,000.
• Gilman Park Assisted Living Facility, Oregon City, OR: Principal-in-Charge and project
manager for the site design of this 150 bed retirement and assisted living facility. The project
included site design for a 4.5-acre site and public street improvements. The site work included
grading, storm drainage, parking, pavement, utilities, and fire protection loop. Frontage
improvements included approximately 2,000 feet of new public roadway with gas, telephone,

site design of this 35 bed addition to an existing retirement and assisted living facility. The project
included site improvements for approximately 3 acres of the existing site, including grading, storm
drainage, parking, and pavement. Total project construction cost; $500,000.
• Mt. Glen Retirement Center Addition, Mt. Vernon, WA: Principal-in-Charge and project
manager for the site design of this project which included revised access and parking lot layout,
regrading, improved storm runoff collection and conveyance systems, relocation of existing
utilities and planters. Total project construction cost; $500,000.
• Overlake Hospital and Medical Center North Access, Bellevue, WA: Principal·in-Charge and
project manager for this feasibility study for a new main access to the hospital campus. The
project would include new access from NE 12th Street, traffic engineering, and extensive fill and
retaining wall construction. Total project construction cost; approximately $250,000.
• Grenley Stewart Cardlock Fueling Facility, Fife, WA: Principal-in-Charge and project manager
for the site design of this 2-acre card lock fleet fueling facility. Site work included grading, storm
runoff collection and conveyance, bioswale storm runoff treatment, and three lane offsite street
improvements. Total project construction cost; approximately $250,000.
• Northwest Senior Center Drainage Improvements, Seattle, WA: Design engineer for this City
of Seattle Dept. of Administrative Services project. Work included demolition, excavation,
installation of foundation drains, and restoration of structure to existing configuration.
• Children's Hospital Day Surgery Entrance Remodel, Seattle, WA: Principal-in-Charge and
project manager for the site design of this project which included revised access and parking lot

• Lake Chelan Community Hospital Addition, Chelan, WA: Project Manager for the site
development portion of this project Site work included more than 2,000 square feet of crib

striping, and a 6-inch fire waterline extension. Total project construction cost; approximately
$100,000.
• Oak Harbor Road Shop Facility, Oak Harbor, WA: Project Manager for the site design of this
6-acre facility. Site design elements included grading, drainage, storm water detention and
treatment, water supply and fire protection loop, on-site sewage treatment, paving and striping,
and roadway access improvements. Total project construction cost; $2,000,000.
• Community Memorial Hospital, Enumclaw, WA: Project engineer for the site design for an
Emergency Department addition and remodel project. Design responsibilities included a retaining
wall for the ambulance ramp, street paving, striping and pavement markings, signage, building
excavation, soldier pile shoring, storm drainage, and sanitary sewer connection. Total project
construction cost; approximately $1 ,000,000.
• Ballard High School Value Engineering, Seattle, WA: Civil engineer in a 40-hour VE workshop
for the new Ballard High School. Special considerations included demolishing the existing school
and rebuilding on-site, relocating the school activities during construction, extensive earthwork
requirements, limited budget, and public involvement issues.
• Central Washington University Black Hall Value Engineering, Ellensburg, WA: Civil engineer
in a 40-hour VE workshop for the reconstruction of Black Hall. Special considerations included
demolition of the existing building, reconstruction on-site, and extensive utility relocations.
• Tumwater High School No.2 Constructability Review, Tumwater, WA: Provided the civil/site
component for a constructability review for this new high school project. Elements included
grading and drainage, onsite storm runoff infiltration systems, water and sewer utilities, paving,
and landscaping. Offsite improvements included new roadway access and one mile of sanitary
sewer force main.

It is also my professional opinion that a representative and fair market price for
the units in the proposed project would be approximately $385,000, equating to an
average value per square foot of approximately $193. This opinion is based on research
of comparable sales in the area. If the proposed project is required to reduce square
footage, it is my opinion that the value of the project will diminish accordingly.
