Project Narrative: Request for Exemption to piling tops, chains and connecting devices and
repair of floats. Also to repair beams under wood dock.
1. The Community Services Department requests a Shoreline Exemption Permit for
maintenance of the Gene Coulon Log Boom and beams under dock. The project is to cut
the rot out of the pilings on the log boom, sleeve with a collar and replace the connecting
hardware/chains and add a new piling top.
These improvements will provide protection for the shoreline from the wind and waves
and will keep powerboats from getting into the area designated "no power boats" and to
close to the shoreline.
Also were will be replacing two steel beams under the wood dock structure.
The site is used for Public Park and Recreation and will continue to be used as Park and
Recreation.
2. The adjacent water is Lake Washington.

The City of Renton proposes to repair, as normal maintenance, an
existing log boom and transient moorage floats located at the shoreline of
Lake Washington. The property is located in Renton, in Gene Coulon
Park, within the Urban Shoreline Environment of Lake Washington.
The maintenance work would consist of cutting the rot out of the pilings
on the log boom, sleeving the logs with a collar, replacing the connecting
hardware/chains, and adding a new piling cap. The maintenance work
will provide protection for the shoreline from the wind and waves and to
prevent powerboats from accessing the area designated for "No Power
Boats", or approaching too close to the shoreline.
Furthermore, repairs will be accomplished to the hinge connections for
the transient moorage f1o,ats. The hinge assemblies will allow for
smoother movement of the floats by eliminating the irregular movements
that the waves have on the floats.
The nature of the existing shoreline is a low bank and natural, which
would not be altered. No additional encroachment of the shoreline area is
proposed. This work would occur during September 2006.
