Proposed access to the site is to be provided by a site access street to S 132nd Street. The scope of this analysis is based upon the preliminary plat site plan, notes from the pre-application meeting, and the City of Renton Policy Guidelines for Traffic Impact Analysis for New Development. Our summary, conclusions and recommendations begin on page 6 of this report. PROJECT DESCRIPTION Figure 1 is a vicinity map showing the location of the site and study area. Figure 2 shows the preliminary site plan. The site is located on the northwest corner of the Renton Ave. S/S 132nd St. intersection. The site access street connects to S 132nd St. approximately 500 ft. west of Renton Ave South. Frontage improvements including curb, gutter, landscape strip and sidewalk will be installed on the site frontage on Renton Ave. S and S 132nd Street. Development of The Minter PUD Townhouses is expected to occur by the year 2018. Therefore, for purposes of this study, 2018 is used as the horizon year. The Minter PUD Townhouses Page 2 TRIP GENERATION AND DISTRIBUTION The 65 units in the proposed Minter PUD Townhouses are expected to generate the vehicular trips during an average weekday and during the street traffic peak hours as shown below: TRIP GENERATION FOR 65 UNIT MINTER PUD TOWNHOUSES Time Period Trip Rate Trips Entering Trips Exiting Total Average Weekday 5.81 189 50% 189 50% 378 AM Peak Hour 0.44 10 34% 19 65% 29 PM Peak Hour 0.52 18 54% 16 46% 34 A vehicle trip is defined as a single or one direction vehicle movement with either the origin or destination (exiting or entering) inside the study site. The trip generation is calculated using the average trip rates in the Institute of Transportation Engineers (ITE) Trip Generation, Ninth Edition, for Residential Condominium/Townhouse (ITE Land Use Code 230). These trip generation values account for all site trips made by all vehicles for all purposes, including resident, visitor, and service and delivery vehicle trips. Figures 3 and 4 show the AM and PM peak hour trip distribution of the site generated traffic volumes. The distribution is based on existing traffic volume patterns, the characteristics of the road network, the location of likely trip origins and destinations (employment, shopping, social and recreational opportunities), expected travel times, and previous traffic studies. EXISTING PHYSICAL CONDITIONS Street Facilities The streets in the study area are classified per the City of Renton Comprehensive Plan as follows: Renton Ave. S Minor Arterial S 132nd St. Collector Arterial The Minter PUD Townhouses Page 3 Renton Ave. S has a speed limit of 35 mph and consists of four lanes with a sidewalk along the west side of the street. North of S 132nd St. it consists of one southbound lane, a two way left turn lane and two northbound lanes. South of the intersection, it consists of two southbound lanes and two northbound lanes. There is also a northbound to westbound left turn lane on Renton Ave. S. at the intersection with S 132nd Ave South. No left turns are allowed from S 132nd St onto Renton Ave South. S 132nd St. has a speed limit of 35 mph and consists of two lanes with a paved 8 ft shoulder along the north side. Sight Distance Intersection sight distances and stopping sight distances were measured and compared to City requirements at the site access street intersection to S 132nd Street. City of Renton requirements are based on current AASHTO “Geometric Design of Highways and Streets” standards. For a design speed of 35 mph a stopping sight distance of 250 ft. is required and an intersection sight distance of 390 ft. is required. The field measured stopping sight distance and intersection sight distance exceeds 500 ft. both to the east and west directions from the site access street location and therefore City requirements are met. EXISTING TRAFFIC CONDITIONS Traffic Volumes Figures 5 and 6 show existing, future without project and future with project AM and PM peak hour traffic volumes at the study intersections. AM and PM peak hour traffic volume turning movement counts were conducted on December 6, 2016 and are included in the technical appendix. Per the City of Renton Policy Guidelines for Traffic Impact Analysis for New Development intersections and road segments that experience an increase of 5% in traffic volumes require analysis. Neither of the two study intersections meet these requirements but they were analyzed as requested by the City in the pre-application meeting to determine if any additional lanes are required on S 132nd St or Renton Ave. South. Accident History Attached in the technical appendix is the latest available 3 year accident history in the vicinity of the intersection of Renton Ave. S/S 132nd Street. There were 6 accidents that occurred from 1/1/13 through 12/31/15. Three of the accidents were due to inattention, one due to speeding, one due to operating defective equipment and one due to “other.” There is no apparent pattern in the accidents. We have field reviewed the surrounding street system and found no readily apparent safety issues. The Minter PUD Townhouses Page 4 Level of Service Analysis Level of Service (LOS) is a qualitative measure describing operational conditions within a traffic flow, and the perception of these conditions by drivers or passengers. These conditions include factors such as speed, delay, travel time, freedom to maneuver, traffic interruptions, comfort, convenience, and safety. Levels of service are given letter designations, from A to F, with LOS A representing the best operating conditions (free flow, little delay) and LOS F the worst (congestion, long delays). Generally, LOS A and B are high, LOS C and D are moderate and LOS E and F are low. The LOS and corresponding average control delay in seconds are as follows: TYPE OF INTERSECTION A B C D E F Signalized < 10.0 >10.0 and <20.0 >20.0 and <35.0 >35.0 and <55.0 >55.0 and <80.0 >80 Stop Sign Control <10.0 >10 and <15 >15 and <25 >25 and <35 >35 and <50 >50 Tables 1 and 2 (on pages 7 and 8) show calculated level of service (LOS) for existing and future conditions including project traffic at the pertinent street intersection. The LOS was calculated using the procedures in the Transportation Research Board Highway Capacity Manual The LOS shown indicates overall intersection operation. At unsignalized intersections, LOS is determined by the calculated average control delay per vehicle for the worst approach or movement. LOS calculation worksheets are attached in the technical appendix. FUTURE TRAFFIC CONDITIONS WITHOUT THE PROJECT Figures 5 and 6 show projected 2018 AM and PM peak hour traffic volumes without the project. These volumes include the existing traffic volume counts plus background traffic growth. The background growth factor accounts for traffic volumes generated from other approved but unbuilt subdivisions (pipeline projects) and general growth in traffic traveling through the area. A 3% per year annual background growth rate was added for each year of the two year time period (for a total of 6%) from the 2016 traffic count to the 2018 horizon year of the proposal. The Minter PUD Townhouses Page 5 FUTURE TRAFFIC CONDITIONS WITH PROJECT Figures 5 and 6 show the projected future 2018 AM and PM peak hour traffic volumes with the proposed project. The site-generated PM peak hour traffic volumes were added to the projected future without project volumes to obtain the future with project volumes. Tables 1 and 2 show calculated LOS for future with project volumes at the study intersections. The study intersections operate at an acceptable LOS A and B for future 2018 conditions. LEFT TURN LANE REQUIREMENT ANALYSIS Criteria from the WSDOT Design Manual were used to evaluate the need for a left turn lane on S 132nd St. at the site access intersection. The projected Design Hour Volume (DHV) on S 132nd St. is 855 vehicles in the PM peak hour, the left turn volume into the site access street is 7 vehicles per hour resulting in a 0.8 % left turn/DHV. As shown in Figure 7, a left turn lane is not recommended per WSDOT Design Manual criteria. TRAFFIC MITIGATION REQUIREMENTS The City of Renton currently requires a Transportation Mitigation Fee payment of $1546.31 per townhouse (or condominium) unit. The estimated impact fee for the 65 units in the Minter PUD Townhouses is $100,510 (65 units X $1546.31 per unit). The Minter PUD Townhouses Page 6 SUMMARY, CONCLUSIONS AND RECOMMENDATIONS We recommend that the Minter PUD Townhouses be constructed as shown on the site plan with the following traffic impact mitigation measures: · Construct the frontage improvements including curb, gutter, landscape strip and sidewalk along the site frontage on S 132nd Ave. S and Renton Ave. S. to City standards · Construct the internal site streets to City standards. · Contribute the estimated $100,510 transportation mitigation fee.
