EE68018 CASE# 24-3488 OF COLLISIONO3/31/24 15:23 NARRATIVE ASSIGNMENT/ARRIVAL On 03/31/2024 at approximately 1525 hours, I was dispatched to a two vehicle collision at the intersection of Hardie Avenue SW and SW 5th Place in the city of Renton, King County, Washington. I arrived at approximately 1527 hours. UNIT 1: FORD FUSION Upon arrival I observed a white Ford Fusion (WA/ CLE0578, Unit 1) stopped in the southbound lane of Hardie Avenue SW at the intersection of SW 5th Place. Unit 1 had moderate front end damage and was facing northwest. Unit 1 was not moved from its point of rest prior to my arrival. UNIT 2: KAWASAKI VN 1700 1 observed a black Kawasaki VN1700 motorcycle (WA/ 3K0053, Unit 2) laying on its side in the southbound lane of Hardie Avenue SW at the intersection of SW 5th Place just south of Unit 1. Unit 2 had moderate front end damage and was facing southeast. There was debris from Unit 2 in the southbound lane of Hardie Avenue SW south of Unit 2. Unit 2 was not moved from its point of rest prior to my arrival. DRIVER 1: KANE, MOR I contacted Mor Kane (DOB: 03/01/2001) sitting on the curb near Unit 1. 1 identified him by his valid Washington Driver License. I established Kane as the driver of Unit 1 by his admission. Kane was not injured from the collision. DRIVER 2: GUTHRIE, DAVID M. I contacted David M. Guthrie (DOB: 06/13/1997) sitting on the curb near Unit 2. 1 identified him by his valid Washington Driver License. I established Guthrie as the driver of Unit 2 by his admission. Guthrie complained of pain to his knees from the collision but refused medical treatment. Guthrie wore a DOT approved motorcycle helmet at the time of the collision. PASSENGER 1: MARSH, ENOCH J. I contacted Enoch J. Marsh (DOB: 02/25/2015) sitting on the roadway surface near Unit 2. 1 identified him through Guthrie's statement. I established Marsh as the rear passenger of the motorcycle by Guthrie's statement. Marsh had abrasions to his left leg near the knee and shin from the collision. Marsh was transported via ambulance to Valley Medical Center as a precaution. Marsh wore a DOT approved motorcycle helmet at the time of the collision. WITNESS 1: GILBERT, KANDICE P. I contacted Kandice P. Gilbert (DOB: 06/25/1986) tending to Marsh near the scene of the collision. I identified her by her valid Washington Driver License. STATEMENT: DRIVER 1 Officer J. Jokela spoke with Kane about the collision. The following is a summary of what Officer Jokela told me about his conversation with Kane: Kane spoke little English and Officer Jokela couldn't determine what language he spoke to use an interpreter. Kane drover Unit 1 north on Hardie Avenue SW toward SW 5th Place. Kane stopped Unit 1 in the left- turn lane to turn left (west) onto SW 5th Place. Kane accelerated Unit 1 into the intersection as Unit 2 was driving south on Hardie Avenue SW toward the intersection with SW 5th Place. Unit 2's front end collided with Unit 1's front end. This concluded my conversation with Officer Jokela. PAGE 3 OF 5 TIME REPORT NO. EE68018 CASE# 24-3488 OF COLLISIONO3/31/24 15:23 NARRATIVE STATEMENT: DRIVER 2 1 spoke with Guthrie about the collision. The following is a summary of our conversation: Guthrie drove Unit 2 south on Hardie Avenue SW toward the intersection with SW 5th Place at about 25 miles per hood. Marsh was on the rear seat of the motorcycle. Guthrie saw Unit 1 stopped in the left-turn lane for northbound Hardie Avenue SW to turn left (west) onto SW 5th Place. Unit 1 was stopped and did not have the turn indicator activated. As Guthrie and Marsh approached the intersection on Unit 2, Unit 1 suddenly accelerated into the intersection to make a left turn. Guthrie had no time to react and Unit 2's front end collided with Unit 1's front end. This concluded my conversation with Guthrie. STATEMENT: WITNESS I spoke with Gilbert about the collision. Gilbert was stopped one-car back from the intersection in the eastbound lane of SW 5th Place. Gilbert saw the collision occur, but didn't see the movement of either vehicle prior to the collision. Gilbert had nothing of substance to add to the investigation. PHOTOGRAPHS I took photographs of the scene with my department issued cell phone and uploaded the photographs to Axon's Evidence.com. CITATIONS Neither Kane or Guthrie had proof of insurance for the vehicles. I issued Guthrie (Citation #4A0044467) and Kane (Citation #4A0044466) citations for operating a motor vehicle without proof of insurance. DISPOSITION Both vehicles were towed away at the owners' request. I gave both drivers an Exchange of Information form. This concluded my involvement in this case.
