i PART ONE: PROJECT DESCRIPTION/ BACKGROUND
Honey Creek Estates Annexation Prezone
The City is prezoning the proposed Honey Creek Estates area in advance of annexation, pursuant to RCW
35A.14.330, so zoning will be in place at the time the subject site comes into the City. Annexation is considered
exempt from SEPA. However, the prezoning of the subject area does require SEPA review. The proposed
prezone is considered a non-project action under SEPA.
Currently, 46 single-family housing units exist in this area. At full build out, it is estimated there will be up to 57
homes. Since this prezone is a non-project proposal, development of additional housing units will be subject to
additional project specific review at the time of development. The existing King County Comprehensive Plan
designation of the area is Urban Residential Medium 4-12 dwelling units per gross acre, with King County R-4
zoning. In the Renton Comprehensive Plan, the area is designated Residential Low Density (RLD). The City is
proposing to prezone the Residential Four Dwelling Units per Net Acre (R-4) zoning.
II PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.ZIC.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials:
Issue a DNS with a 14-day Appeal Period.
B. Mitigation Measures
None required for this non-project action.
C. Exhibits
No exhibits for this non-project action.
D. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether
the applicant has adequately identified and addressed environmental impacts anticipated to occur in
conjunction with the proposed development. Staff reviewers have identified that the proposal has no
probable impacts.
E. Comments of Reviewing Departments
The proposal has been circulated to City Department and Division Reviewers. Where applicable, their
comments have been incorporated into the text of this report .

Environmental Determination Appeal Process: Appeals of the environmental determination must be filed
in writing on or before 5:00 p.m., on May 1, 2009.

Notice is hereby given that the Renton Planning Commission will hold a Public Hearing on
Wednesday, May 13, 2009, at 6:00 p.m. at the Renton City Hall, City Council Chambers, Floor
Seven, 1055 S. Grady Way, Renton, WA 98057.
The purpose of the Public Hearing is to consider the potential City of Renton prezoning of the
properties within the Honey Creek Estates Annexation area (map on reverse). The City is
proposing Residential Four Dwelling Units per Net Acre (R-4) for the entire annexation area
All interested parties are invited to the Planning Commission Public Hearing on
Wednesday, May 13, 2009, at 6:00 p.m. to express their opinion. Written comments may
also be submitted prior to the Public Hearing to City of Renton, Department of
Community and Economic Development, Planning Division, 1055 S. Grady Way, Renton,
WA98057.

The area is generally located south of Northeast 12th Street if extended,
west of 148th Avenue Southeast, north of Northeast 11th Street if
extended, and east of Jericho Avenue Northeast if extended.
Pursuant to RCW 35A.14.330, the City is prezoning the Honey Creek Estates
annexation area in advance of annexation so that zoning will be in place at
the time the subject site comes into the City. The City is proposing
Residential Four (R-4) zoning consistent with the Residential Low Density
(RLD) designation in Renton's Comprehensive Plan.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on May 1,
2009. Appeals must be filed in writing together with the required $75.00 application fee with: Hearing

PROJECT LOCATION AND DESCRIPTIONS: The area is generally located south of Northeast 1ih Street if extended, west of
148 111 Avenue Southeast north of Northeast 11th Street if extended, and east of Jericho Avenue Northeast if extended. Pursuant to
RCW 35A.14.330, the City is prezoning the Honey Creek Estates annexation area in advance of annexation so that zoning will be
in place at the time the subject site comes into the City. The City is proposing to prezone the entire annexation area with
Residential Four Dwelling Units per Net Acre (R-4) zoning. The zoning corresponds with the Residential Low Density (RLD)
designation in Renton·s Comprehensive Plan. The proposed prezone is considered a non-project action under SEPA.
OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that
significant environmental impacts are unlikely to result from the proposed Comprehensive Plan amendments and zoning changes.
Therefore, as permitted under the RCW 43.21C.110. the City of Renton is using the Optional DNS process to give notice that a
DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period.
There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). A 14-day
appeal period will follow the issuance of the DNS.

PURPOSE OF CHECKLIST:
The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your
proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most
precise information known, or give the best description you can.

This non-project action includes zoning approximately 18.2 acres in Renton's Potential Annexation
Area. The site is currently being considered for annexation using the unincorporated island
method. Under RCW 43.21.C.222 annexations are specifically exempted from SEPA. RCW
35.A.14.330-340 provides for zoning annexation areas.

Annexation Area. May Valley Park is a King County park that is located approximately

improvements. The City of Renton owns Kiwanis Park located approximately 1 mile west
of tile annexation area. Tile park has an activity building, ball fields, a basketball court,
playground equipment, restrooms, and tennis courts.

The State Environmental Policy Act (SEPA), Chapter 43.21 C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your
proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most
precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases,
you should be able to answer the questions from your own observations or project plans without the need
to hire experts. If you really do not know the answer, or if a question does not apply to your proposal, write
"do not know" or "does not apply". Complete answers to the questions now may avoid unnecessary
delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark
designations. Answer these questions if you can. If you have problems, the governmental agencies can
assist you.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of
time or on different parcels of land. Attach any additional information that will help describe your proposal
or its environmental effects. The agency to which you submit this checklist may ask you to explain your
answers or provide additional information reasonably related to determining if there may be significant
adverse impact.

of the annexation area. The park has an activity building, ball fields. a basketball court,
playground equipment, restrooms, and tennis courts.

HONEY CREEK ESTATES ANNEXATION PREZONE
PROJECT NARRATIVE AND PROPOSAL SUMMARY
Pursuant to RCW 35A.14.330, the City is prezoning the Honey Creek Estates annexation
area in advance of annexation so that zoning will be in place at the time the subject site
comes into the City. The site is located at the northeastern portion of the City, with
existing City limits as the northern, southern and western boundaries. The Honey Creek
Estates Annexation is generally located south of Northeast 12th Street, west of 148th
Avenue Southeast, north of Northeast 11th Street, and east of Jericho. Annexation is
considered exempt from SEPA. However, the prezoning of the subject area does require
SEPA review.
The City is proposing to prezone the entire annexation area with Residential Four
Dwelling Units per Net Acre (R-4) zoning. The zoning corresponds with the Residential
Low Density (RLD) designation in Renton's Comprehensive Plan. The proposed
prezone is considered a non-project action under SEPA.
Currently, 46 single family housing units exist in this area. At full build out it is
estimated there will be 57 homes. Since this prezone is a non-project proposal,
development of additional housing units will be subject to additional project specific
review at the time of development.
HONEY CREEK ESTATES ANNEXATION PREZONE JUSTIFICATION
The existing King County Comprehensive Plan designation of the area is Urban
Residential Medium 4-12 dwelling units per gross acre; with R-4 zoning. The proposed
City of Renton zoning applies Renton's R-4 zone to all parcels that have King County R-

comparing King County and Renton zoning (due to the differences between gross density
