No trees are proposed to be removed and no fill or excavation activities are proposed. 3217 Mountain View Avenue N see "Attachment A" SEC 31-TWN 24 - R 5 Lake Washington An exemption from a Shoreline Management Substantial Development Permit is hereby granted on the proposed project in accordance with RMC 4-9-190C and/or for the follOWing reason(s): XX Construction on shorelands by an owner, lessee or contract purchaser of a single- family residence for his/her own use or for the use of his/her family, which residence does not exceed a height of thirty-five (35) feet above average grade level and which meets all requirements of the State agency or local government having jurisdiction thereof, other than requirements imposed pursuant to this chapter. 1. "Single family" residence means a detached dwelling designed for and occupied by one family including those structures and developments within a contiguous ownership which are a normal appurtenance. An "appurtenance" is necessarily connected to the use and enjoyment of a single-family residence and is located landward of the ordinary high water mark and the perimeter of a wetland. On a statewide basis, normal appurtenances include a garage; deck; driveway; utilities; fences; installation of a septic tank and drainfield and grading which does not exceed two hundred fifty cubic yards and which does not involve placement of fill in any wetland or waterward of the ordinary highwater mark. 2. Construction authorized under this exemption shall be located landward of the ordinary high water mark. SHORELINE EXEMPTION Existing Conditions Hoshide • Williams • Architects The existing single family residence is located on Lake Washington shoreline at 3217 Mountain View Drive in Renton, Washington. The property consists of Lots 40 and 41, and measures 60' wide by an average of 120' deep from shoreline to the street. The existing zoning is R-8. The existing structure has a footprint of 1553 square feet with a main floor and a daylight basement. The existing shoreline is a rockery bulkhead approximately 3' high. The shoreline setback currently varies from a maximum of 70' to a minimum of 30'. Proposed Project The proposed project is to renovate the existing residence within the existing footprint, maintain the shoreline setbacks as they currently exist. The living areas will be located on the main floor, and a partial upper floor will be added for a master bedroom and bathroom. The proposed project will be within the 35' height limit. An attached two car garage will be added on the east (non-shoreline) side of the residence. No adverse impacts to the site are anticipated for this project-no trees will be removed and no fill or excavation is required. The existing soil conditions and drainage pattern is satisfactory, and will be maintained. A Building Permit will be required for the renovation of the residence. A Building Permit Application for the attached garage has been submitted. Construction is anticipated in 2009. The estimated construction cost is $400,000 and the fair market value of the proposed project is $1,750,000. Basis for Shoreline Exemption Request This proposed project is eligible to receive a Shoreline Permit Exemption as construction (or renovation) of a single family residence for use by the owner.
