Amended Agreed Order Available for Public
Review and Comment
The upper 15 to 20 feet of soil
throughout the site have been
contaminated by coal tar, pitch,
creosote, and other tar distillates.
Studies indicate that contaminants
are also impacting area
groundwater to depths of up to 40
to 50 feet. The groundwater in this
zone flows to Lake Washington.
The Washington State Department
of Ecology (Ecology) has prepared
this fact sheet pursuant to the
Model Toxics Control Act (MTCA)
Chapter 70.105D to provide you
with information about the
amended Agreed Order for the
Quendall Terminals site. You are
welcome and encouraged to
comment on the amended Agreed
Order through October 29, 2002.
The same PAH and BTEX
compounds detected in site soils
and groundwater were detected in
surface water along the shoreline of
Lake Washington. Areas of
sediment contamination also have
been identified offshore from the
largest on-site area of
contamination and near the former
T-pier and dock.
Site Location
Quendall Terminals is a 25-acre
property located on the
southeastern shore of Lake
Washington at 4503 Lake
Washington Boulevard North, in
Renton, Washington. The site is
located between the former J.H.
Baxter site to the north and the
Barbee Mill Company to the south.
In 1993, Ecology negotiated an
Agreed Order with Quendall
Terminals. Under the Agreed
Order, amended in 1997, Quendell
Terminals was to:

• Complete a Remedial
Investigation to characterize
the site and define the extent
of contamination;
From 1916 to 1969, the site was
operated by Republic Creosote
Company, later called Reilly Tar
and Chemical Corporation, as a tar
refinery which manufactured
creosote and other tar products.
Following its sale in 1971 to
Quendall Terminals, a joint venture
of J.H. Baxter & Company and
Altino Properties, Inc., the property
has been used intermittently for
fuel storage and as a log sort yard.
• Complete a Baseline Risk
Assessment to characterize
potential health threats to
humans and the environment;
and
• Complete a Feasibility Study
to develop and evaluate
cleanup options.
A schedule for completion of this
work was developed as part of the
Agreed Order.
Soil, groundwater, surface water,
and lake sediments have been
impacted by past use of the
Quendall Terminals property. The
primary chemicals of concern are
polycyclic aromatic hydrocarbons
(PAHs) and the volatile organic
compounds benzene, toluene,
ethylbenzene, and xylene (BTEX).
The Remedial Investigation was
completed in 1997.

City of Renton and Port Quendall Company, a Vulcan
Inc. affiliate, expressed interest in purchasing the
Quendall Terminals property.
Update
The City of Renton and Port Quendall Company have
declined on their purchase and redevelopment option
for the site. Ecology is again negotiating with
Quendall Terminals to complete the Risk Assessment
and Feasibility Study, which are requirements of the
Agreed Order.
Next Steps
The existing Agreed Order between Ecology and
Quendall Terminals will be amended with an updated
schedule to complete the Risk Assessment and
Feasibility Study.
After the Risk Assessment and Feasibility Study are
completed, Ecology will hold a public comment period
on the Remedial Investigation, the Risk Assessment,
and the Feasibility Study. A Cleanup Action Plan will
then be developed in order to implement cleanup work
at the site.

Public Comment Period
September 30 - October 29, 2002
Public Comment on the Amended
Agreed Order
Ecology is holding a public comment period from
September 30 through October 29, 2002, during which
you can comment on the amended Agreed Order. The
Agreed Order, with the updated schedule, is available
at the information repositories listed on the first page
of this fact sheet.
Once the public comment period ends, Ecology will
review all comments received and will make
recommendations for any suggested changes to the
Agreed Order. If no significant changes are made, the
Order is considered final and cleanup activities will
occur according to the updated schedule.
If ten or more people request a public meeting during
the comment period, Ecology will hold a meeting for
the purpose of receiving comments.

You have an opportunity to review and comment on
the amended schedule. Please send your comments
before October 29, 2002, to Ecology’s Site Manager,
