Dear Mr. Singh:
This is in response to your request for approval of the landscape and recreation space plan
associated with the plat of Jessie Glen.
We have reviewed your submittal and with the following conditions, approve it as submitted:
1. The equipment (structures, benches, picnic table, etc.) shall meet at a minimum,
Consumer Product Safety Standards and be appropriately anchored.
2. Street trees shall be reviewed with the engineering plans and are not part of this
approval.
3. The landscaping associated with Tract D, detention tract, is not part of this
approval.
The landscaping and recreation space improvements (i.e. play structures) must be installed
and inspected or a performance bond posted, prior to plat recording. The amount of the
performance bond has been established at $60,785. This includes landscaping, equipment,
surfacing materials, etc. The bond amount also includes a thirty-percent contingency.
An insl)ection fee is a_lso due prior to recording. This fee covers the cost of an installation
inspection and a maintenance inspection. The amount of the inspection deposit will be
determined by the Land Use Inspection Section (LUIS). If a performance financial guarantee
is posted, the improvements must be installed within two year's from the date of recording.
At the time of inspection by the Land Use Inspection Section, if the improvements are fully
. installed per the approved plan, the performance financial guarantee may be reduced.

Bonds are based upon required landscaping only and will be posted for perfonnance and/or maintenance. Required landscaping includes
perimeter landscaping, surface parking area landscaping, (KCC 21A 16) and any landscaping required by SEPA environmental review The
maintenance period Is for the life of the projec~ however, after posling for maintenance, the perfonnance bond will be reduced to 30%

A. The plat shows it was vested in 2005, and thus subject to the CAO
standards. The significant tree retention code (KCC 21 A.38.230) was
replaced by KCC 16.82. 156 on January 1, 2005. The applicant will need
to recalculate the significant trees to be retained using 10 trees per acre
or 5% of said trees, whichever is greater (refer to the files listed

We are concerned that the proposed pond outlet elevation appears to be

drainage system is analyzed to make this backwater analysis accurate.
The backwater analysis downstream of the proposed pond has been
completed and is attached in the revised Section 5 of the TIR.
C. Not used.
D. Please provide two different basin maps and their corresponding
analyses. One must address the existing conditions and the other must
address the developed conditions. In your calculations, remember to
address areas that will bypass the pond (e.g., backs of yards along Road

As discussed in the meeting on January 31, 2006, verbiage has been

These details (i.e., dimensions of all improvements and the RIW width) must
match those proposed onsite. The following problems must be addressed
acceptably to make these two projects compatible:
A. Their RIW centerlines and RIW widths must match.
B. The pavement widths and roadway crowns must match.
C. If these two projects are not constructed at the same time, the first one
will have to construct a temporary cul-de-sac. Later, when the second
one is constructed, it will have to remove this cul-de-sac and finish the
roadway improvements connecting the two projects. This construction
sequence needs to be described on the plans.
The plan sheets have been updated to show the revised roadway and R/W
width of the short plat L04S0003 to match the roadway and R/W width of
the proposed Jessie Glen plat The R/W width differs only at the transition of
sidewalk from one side of the road to the other. As discussed in the
meeting on January 31, 2006, short plat L04S0003 shows the temporary
cul-de-sac and is planned to be constructed first A note has been added to
plan sheet 1 that states to coordinate the roadway and sidewalk
improvements with those of short plat L04S0003.
9. Please modify the plan approval blocks on all plan sheets except sheet 1 so
there is more vertical space for DOES staff approval signatures and dates of
approval.
The plan approval blocks have been modified on plan sheets 2 -20 as

A Connect Roads "B" and "C" with a low speed curve (per KCRS 2.1 DA)
because they will never have a true intersection.

B. Use a private roadway stub (per. the KCRS) behind the curb of the curve
to serve lots 5 and 6.
The private roadway stub has been added as requested and it will
serve lots 4 through 6. This private roadway stub will reside in a
new tract, Tract "E" that Is designated as a joint use drive.

the proposed northern curb return has been revised to stop within
the plat With this change, the pavement edge along the northern 35
foot radius is approxlmately 1 foot from the R/W on the north side.
Therefore, obtaining additional R/W is no longer necessary. In
addition, the roadway improvements have been revised to have 1
foot spacing to the neighboring property.
13. Please show the proposed final grading contours in all plan views of roadway
and drainage design plan sheets.

6138) before changing any pavement markings or sign locations.

19. Specify all sawcuts in existing pavement to be at the existing fog line (or, if

C. Please address the following problems concerning the proposed
drainage design downstream of the pond:
1) A drainage collection/conveyance system and its details must be
provided for surface flows along the western side of 1 20th Ave SE,
from the site to SE 192"d Street.
As discussed in the meeting on January 31, 2006, the ditch along
the west side of 1 20111 Avenue SE will be restored to the original
conditions and an existing drainage ditch restoration detail has
been provided on plan sheet 16 to describe the approximate
layout of the existing ditch shape and structure.
2) Grading contours and/or ditch sections must be provided where this
work is proposed.
Grading contours are shown on plan sheet 15. An approximate
existing ditch section is shown on plan sheet 16.
3) Remove the "Beehive"/ "birdcage" grates from all CB's in the R/W (i.e.,
CB# 27, CB #30 & CB #31. We have included a dome grate detail that
you may want to use for CB #31 because the leaves and other debris
I observed here are likely to plug a standard grate.
The plans have been revised to show and call out a dome grate
for CB #27 and CB #30 that will be located in the roadside ditch
on the west side of 120111 Avenue SE.
4) Add an inlet pipe stub to CB# 27 collect upstream ditch drainage.
The inlet pipe has been provided as requested.
5) Notice that the following significant benefits would result from
relocating CB#29 to the proposed gutter line at about STA 203+ 13
(ill
a) CB #30 would not be required the pipe run from CB #29 to CB
#31 would not exceed our maximum 300'-long limit
b) This CB relocation would also reduce the possible ponding and
erosion near the southern end of the proposed sidewalk ramp
(near STA 203+24, Ln.
c) Decreased backwater effects on the pond.
d) It would be possible to install the pond's gravity drain pipe, as
required by SWDM item 7 on page 6-75).

The suggestion above will certainly have significant benefits
to the project; therefore CB #29 has been relocated. The
pond gravity drain pipe could not be installed because of the
calculated in and. out invert elevations of the control structure.
The detention pond was designed in KCRTS with a Stage 0
Elevation of 496.25 feet and locations of the three orifices are
based on this elevation. This elevation of 496.25 feet Is
above the pond outlet elevation of 495.25 feet, therefore a
gravity drain is not possible. Per SWDM item 7 on page 6-75,
"a gravity drain for maintenance shall be provided if grade
allows", and as clarified above, the grade that the detention
pond was designed at does now allow a gravity drain.
6) For all existing pipes that will connect to CB #32 provide the pipe
data (i.e., materials, diameters, invert elevations, slopes).
This Information has been provided as requested.
D. Add cross sections (extending from the roadway centerline to the
western R/W line of 120'h Ave SE) to describe the proposed construction
at about STA 201 +80 and about STA 203+80.
Per discussions in the meeting on January 31, 2006, the
approximate section shown on sheet GR-02 is adequate.
21. Please make the following changes to plan sheet 10:
A Use the control structure design in SWDM Fig. 5.3.4.A (page 5-40)
Notice the required solid lid (i.e., no birdcage is allowed) and vertical bar
grate through its side.
The control structure has been revised as requested.
B. Notice that the following can be substituted for a rock-lined pond
emergency overflow spillway:
1) "Birdcage• overflow structure, per Fig 5.3.1.C on page 5-28.
2) Paved asphalt overflow spillway which can also serve as an access

We have evaluated the use of both additional options and have
determined that the current rock-lined pond emergency overflow

(SUBACCESS 1 /2 STREET)":

The stationing for Road "A" is continuous.
2) Modify the design to comply with KCRS 2.078.4.
The half street improvements for Road "A" will be constructed as
shown on the cross-section on sheet 11 to slope at two percent
towards the south curb line. This layout will assure proper
drainage, bank stability, and traffic safety.
I. Add the following plan note to the cross sections of 116'h Ave SE and
120'h Ave SE:
Plan Note: Per KCRS Section 4.01 F, a 1 inch full width overlay shall be
required. If existing road section does not meet KCRS requirements, all
appropriate repairs to the existing subgrade, base material, surfacing and
pre-level may be required prior to placing the overlay. The overlay may
be waived only upon written request and after an evaluation of pavement
conditions and/or channelization requirements has been completed and
approved by the County Road Engineer or Development Engineer.

J. On the plans, add our attached detail for the installation of through-curb
inlets in rolled curbs.

24. On plan sheets 12 and 15, replace all of the "King County Standard Plan Notes·

should not be reworded, renumbered or omitted. You can add notes to the ends
of each of these lists.
Plan sheets 12 and 15 have been renumbered to 13 and 16 respectively and

25. Please make the following changes to plan sheet 13:

A Modify all curb ramp details so they comply with the detail we have

Interceptor ditches will provide conveyance until the CB's are
installed. The plan sheet has been revised to show the interceptor
ditches clearly.
B. Only show those parts of the permanent drainage system that will be
required for the TESC plan.
For clarity, the proposed storm drainage system has been revised in
this sheet to show llght and In the background. Proposed sediment
barrier symbols are shown to be provided once catch basins are
installed.
C. Since there is no defined drainage path or ditch along the 116'" Ave SE
frontage, provide a TESC design that works here.
Drainage paths have been added along 116"' Avenue SE to guide

27. On plan sheets 14 and 15, remove the note (and detail) requmng ditch
restoration to original conditions along 120'h Ave SE This note and detail don't
match either the existing conditions or the necessary proposed work here. Along
the 120'h Ave SE frontage a new ditch design (with a 3:1 maximum slope
adjacent to the roadway) will be required.
Plan sheets 14 and 15 have been renumbered to plan sheets 15 and 16
respectively. As discussed in the meeting on January 31, 2006, the ditch
along the west side of 1201t1 Avenue SE will be restored to the original
conditions and the note and ditch detail are only approximate
representations of the shape and structure of the ditch.
28. Please put the street trees and their details on the engineering plan sheets
instead of the landscaping sheets. Street trees are part of the engineering review
and bonding.
The street trees have been designed by a landscaped architect and the plan
sheets showing street trees needs to be stamped and signed by the same
landscape architect Therefore, the street trees will remain on the
landscaplng sheets and be submitted for engineering review together with
the engineering plan sheets.
