Re: Pre-application Meeting Request For
The Preliminary Plat of Jessie Glen
Dear Ms. Claussen:
Job No. 1123-002-004
With this letter and accompanying information, ESM Consulting Engineers is requesting
the scheduling of a Pre-application Meeting with the County to discuss the future
development of approximately 7.7 acres, located in unincorporated King County, on the
East Hill of Kent
The project is more specifically located between 116th Avenue SE and 120th Avenue SE,
just north of SE 192nd Street and includes King County Tax Parcel Numbers 6198400-
0080, 619840-0100, 619840-0120, 619840-0140, and 619840-0320. This property is
partially undeveloped and also contains a few existing residential homes. This property is
generally surrounded by lower density single-family residential development; however,
there are a few similar, higher density projects in various stages of development in the
immediate vicinity.
The property has a Comprehensive Plan designation of Urban Residential, Medium (Single
Family, 4-12 Units per Acre) and a zoning designation of R-6 (Single Family Residential, 6
Units per Acre). The conceptual layout depicts a total of 49 lots with appropriate areas for
roads, recreation space and a stormwater detention pond. We understand that the
proposed density exceeds the base density, and expect our client will obtain density
credits for use in this project
The configuration of this project is somewhat unique as we are proposing two separate
developed areas that are to be connected via a 30' wide parcel of land, which is proposed
to be part of the required park area. Access is proposed from 116th Avenue SE into the
northem portion of the development The southem portion of the project will gain access
to SE 192nd Street through the approved preliminary plat of Sharmila Rathinam (KCLU
L04S0003), and will extend the road to the east to connect with 120th Avenue SE. The
northem portion of this road is proposed to be a half-street at this time, as the property to
the north is under-developed and is likely to be further developed in the future.

RE: Wetland Determination -"Jessie Glen", King County, WA.
B-12 Job #A4-366
Dear Ty,
This letter describes my findings regarding jurisdictional wetland s, streams and buffers
on the proposed "Jessie Glen" subdivision located off 116 th Avenue SW in
unincorporated King County, Washington (the "site"). Specifically, the 7.7 acre site is an
irregular shaped combination of five (5) parcels (parcels #619840-0080 , #619840-0100,
#619840-0120, #619840-0140, and #619840-0320) located between 116 th Avenue SE and
120th Avenue SW in the SW Y. of Section 33 , Township 23 North, Range 5 East of the
Willamette Meridian. The site is generall y located within a suburban area surrounded
by residential development.

The site includes several existing single family homes with associated landscaping, lawns
gravel driveways, and scattered outbuildings. Portions of the site have immature (20-
45yrs old) deciduous forest covering them.
No wetlands, streams or associated wetland or stream buffers were found on the site.
The proposed project is the construction of a 49 lot subdivision with associated road, and
stormwater facilities.
METHODS
On December 7, 2004, I inspected the site for jurisdictional wetlands and streams using
methodology described in the Washington State Wetlands Identification Manual
(W ADOE, March 1997). This is the methodology currently recognized by King County
and the State of Washington for wetland determinations and delineations.
The Washington State Wetlands Identification Manual as well as the 1987 Federal
Manual requires the use of the three-parameter approach in identifying and delineating
wetlands. A wetland should support a predominance ofhydrophytic vegetation, have
hydric soils and display wetland hydrology. To be considered hydrophytic vegetation,
over 50% of the dominant species in an area must have an indicator status of facultative
(F AC), facultative wetland (F ACW), or obligate wetland (OBL), according to the
National List of Plant Species That Occur in Wetlands: Northwest (Region 9) (Reed,
1988). A hydric soil is "a soil that is saturated, flooded, or ponded long enough during
the growing season to develop anaerobic conditions in the upper part." Anaerobic
conditions are indicated in the field by soils with low chromas (2 or less), as determined
by using the Munsell Soil Color Charts; iron oxide mottles; hydrogen sulfide odor and
other indicators. Generally, wetland hydrology is defined by inundation or saturation to
the surface for a consecutive period of 12.5% or greater of the growing season. Areas
that contain indicators of wetland hydrology between 5%-12.5% of the growing season
mayor may not be wetlands depending upon other indicators. Field indicators include
visual observation of soil inundation, saturation, oxidized rhizospheres, water marks on
trees or other fixed objects, drift lines, etc. Under normal circumstances, indicators of all
three parameters will be present in wetland areas.
OBSERVATIONS
Prior to visiting the site a review of existing inventories that included the area of the site
was completed. The inventories reviewed included the Soil Survey of King County,
Washington, the National Wetlands Inventory Map (NWI), and the King County Wetland
Inventory and iMap website. There are no wetlands, streams or hydric soils mapped for
the site.
Field Observations
The Herbrand Co. -Jessie Glenl#A4-366
B-12 Wetland Consulting, Inc.
December 14, 2004
Page 3
The portions of the site that are not already developed with single family homes and
associated lawn, landscaping and driveways consists primarily of deciduous forest on the
east, and on the north, an area of mixed forest and shrubs and small saplings on the
north. The eastern forested area is a mix of alder, big leaf maple, scattered hemlock,
salmonberry, Indian plum, sword fern and Himalayan blackberry.
Soil pits excavated within the site revealed a well drained gravelly soil with a 1"-4" A-
horizon of 10YR 3/2 loam over a B-horizon of 10YR 3/4-3/6 gravelly loam. No hydric
soil indicators were noted, and excavated test pits on the site that were 6' deep were dry
to the bottom. No indication of wetland hydrology is present on the site.
The two northern parcels include a forested area on the extreme north, and a shrub area
just south of that parcel.
The forested area includes a mixed third growth forested area with a mix of Douglas fir,
big leaf maple, red alder, sword fern, Indian plum, hazelnut and salmonberry. Soils are
dry with high chroma soils colors and hydric soil indicators.
The shrub area contains large thickets of Himalayan blackberry as 'well as scattered
cherry, alder, and Indian plum. Several small (1 OOsf -400sf) depressions are located
within some tire rutted areas where vehicles and debris have been driven and stored.
Some scattered patches of buttercup were found in these areas but no evidence of wetland
soils or hydrology. Soils were similar to other areas of the site previously described.
Off-site Areas
I inspected the area of off-site forest to the north of proposed Lot 32 (see "Jessie Glen
Conceptual Site Plan -ESM Consulting Engineers, Inc. 11/5/04) for wetlands with the
landowner's permission. This area has several large cottonwoods as well as some red-
osier dogwood which looked like a potential wetland area. However, soil pits excavated
within this area revealed only moist, non-hydric soils not meeting wetland criteria.
I also inspected the area to the south of the site injust south of proposed lots 33, 36, &
37-41. This area has a subdivision proposed on it (KCLU L04S0003). Some very small
depressions within old fill were noted with wetland flags on this site. Only one, just
south of Lot 39 appeared to have any evidence of wetland hydrology or soils. This area
is a small (approximately 500sf) area of scrub-shrub wetland. Since this wetland is
<2,500sf in size it would not be regulated by the County within the urban area.
Conclnsion
There are no jurisdictional wetlands, streams or buffers on the Jessie Glen site.

RE: Plat of Jessie Glen (DOES File No. L05P0005)
Recreation/Landscape Activity No. L06MI030
Dear Mr. Singh:
This is in response to your request for approval of the landscape and recreation space plan
associated with the plat of Jessie Glen .
. We have reviewed your submittal and with the following conditions, approve it as submitted:
1. The equipment (structures, benches, picnic table, etc.) shall meet at a minimum,
Consumer Product Safety Standards and be appropriately anchored.
2. Street trees shall be reviewed with the engineering plans and are not part of this
approval.
3. The landscaping associated with Tract 0, detention tract, is not part of this
approval.
The landscaping and recreation space improvements (i.e. play structures) must be installed
and inspected or a performance bond posted, prior to plat recording. The amount of the
performance bond has been established at $60,785. This includes landscaping, equipment,
surfacing materials, etc. The bond amount also includes a thirty-percent contingency.
An inspection fee is also due prior to recording. This fee covers the cost of an installation
inspection and a maintenance inspection. The amount of the inspection deposit will be
determined by the Land Use Inspection Section (LUIS). If a performance financial guarantee
is posted, the improvements must be installed within two year's from the date of recording.
At the time of inspection by the Land Use Inspection Section, if the improvements are fully
. installed per the approved plan, the performance financial guarantee may be reduced.
Enclosed is a copy of the approved plans for your records. If you have any questions, please

2. Street trees shall be reviewed with the engineering plans and are not part of this
approval.
3. The landscaping associated with Tract D, detention tract, is not part of this
If you have any questions, please
call me at (206) 296-6758. If you have questions regarding the financial guarantee please

Laura,
The below sequence of e-mails describes the status of the illumination approval. Mark Bergam confirmed that we must
have approved illumination plans before we can approve Jessie Glen Plat plans. I'm ready to approve these plans as soon
as I receive a copy of the approved illumination plans.
Amanda, thank you very much for this status update.

Ted,
After checking Linda's files, I found that her latest e-mail was sent to Greg Frisbee and Jim Kennedy of Puget Sound
Energy on 5/8 indicating a "go-ahead" with the 200-watt luminaire fixtures. Lighting calculations were attached to this e-
mail in her files. It appears that we are still waiting for the final illumination plan to be sent to us for approval.

Hello Amanda,
I'm the DDES review engineer for the Jessie Glen Plat (Activity/Charge # L05SR054). I only need KCDOT Traffic approval
of the illumination design for the 116th Ave SE intersection to be able to approve this project. Linda Mot! has been
reviewing these plans.
According to Linda Mott's voicemail, she is on vacation and won't return until May 23rd. Linda left your name and Norton's
name for contacts while she is on vacation.
Can you tell me the status of the illumination review and approval for this project? Also, please send me a copy of
this approved plan (either paper or mylar) so I can add it to my set of approved plans for this project.
For your better understanding of this project, I am forwarding you the e-mail correspondence that Linda sent to me (which I
forwarded to the design engineer, Laura Cociasu).
Thank you for your help in completing this project.
Sincerely,

I'm forwarding you the below e-mail from Linda Mot!, who reviews illumination plans. Please read her e-mail and provide
the calculations she needs for the illumination of 116th Ave SE. An average of 1.5 footcandles with an average/minimum
uniformity ratio of 3:1 is required at this intersection.
The mylar channelization plan sheet was delivered to KCDOT in Seattle this morning. Kristen Langley took it to her
supervisor for review/approval.

RE: Jessie Glen L05SR054
Thank you, Ted. Kris just delivered the vicinity map to me.
The internal illumination is acceptable (not too bright for residential area). To approve the desgin, I need to see some
2
calculations for the access intersection of 116th Avenue SE. The intersection needs to be illuminated to an average of 1.5
footcandles with an averge/minimum uniformity of 3:1. Mr. Singh should be able to get this information from Jim
Kennedy of PSE, their PSE contact. The intersection is defined on the minor street by the stop bar location and on the
major street by the tangent point of the curb return or striped radius.
Once I have this information, I can quickly approve the illumination.
Please let me know if you have any questions.

Linda,
I just handed Kris Langley a vicinity map of the site to give to you. She said she would deliver it this morning.
This map shows the following:
• Western entrance to plat at intersection of 116th Ave SE (Minor Arterial) and onsite "Road D"(across from SE 89th
Place, a private road). lIumination of this intersection is required.
• Eastern entrance to plat at intersection of 120th Ave SE (Neighborhood Collector) and onsite "Road A".
Ilumination of this intersection is NOT required but is being proposed.
Let me know if you need anything else.

Ted, I have plans for the subject project illumination, but the plans do not indicate the location of the development.
Looks like it ties into two existing north-south streets and one existing east-west street. Please provide me with the
location, so I can verifY roadway classification relative to illumination requirements.
Thank you.

5.3.1 DETENTION PONDS -DESIGN CRITERiA
Overflow
I. In all ponds, tanks, and vaults, a primary overflow (usually a riser pipe within the control structure;
see Section 5.3.4.2, p. 5-43) must be provided to bypass the IOO-year, IS-minute developed peak flow
over or around the restrictor system. This assumes the facility will be full due to plugged orifices or
high inflows; the primary overflow is intended to protect against breaching of a pond embankment (or
overflows of the upstream conveyance system, in. the case of a detention tank or vault). The design
must provide controllcd discharge directly into the downstream conveyance system or another
acceptable discharge point.
2. A secondary inlet to the control structure must be provided in ponds as additional protection against
overtopping should the inlet pipe to the control structure become plugged. A grated opening
("jailhousc window") in the control structure manhole functions as a weir (see Figure 5.3.1.8, p. 5-27)
when used as a secondary inlet. Note: The maximum circum/erentiallength a/this opening shall not
exceed one-half the control structure circumference. The "birdcage" overflow structure as shown in
Figure 53.l.e (p. 5-28) may also be used as a secondary inlet.
Emergency Overflow Spillway
I. In addition to the above overflow requirements, ponds must have an emergency overflow spillway
sized to pass the lOO-year, 15-minute developed peak flow in the event of total control structure
failure (e.g., blockage oCtbc control structure outlet pipe) or extrcme inflows. Emergency overflow
spillways arc intended to control the location of pant! overtopping and direct overflows back into the
downstream cunveyance system or other acceptable discharge point.
2. Emergency overflow spillways must be provided for ponds with constructed berms over 2 feet in
height, or for ponds located on grades in excess of 5%. As an option for ponds with berms less
than 2 feet in height and located at grades less than 5%, emergency overflow may be provided by an
emergency overflow structure, such as a Type II manhole fitted with a birdcage as shown in
Figure 53. I.e (p. 5-28). The emergency overflow structure must be designed to pass the IOO-year
developed peak flow, with a minimum 6 inches of freeboard, directly to the downstream conveyance
system or another acceptable discharge point. Where an emergency overflow spillway would
discharge to a slope steeper than 15%, consideration should be given to providing an emergency
overt1ow structure in addition to the spillway.
3. The emergency overflow spillway shall be armored with riprap in conformance with Table 4.2.2.A.
The spillway shall be amlored full width, beginning at a point midway across the berm embankment
and extending downstream to where emergency overflows fe-enter the conveyance system (sec
Figure 5.3.I.B, p. 5-27).
4. Design of emergency overflow spillways requires the analysis of a broad-crested trapezoidal weir as
described in Section 5.3.1.2 (p. 5-30). Either one of the weir sections shown in Figure 5.3 .I.B
(p. 5-27) may be used.
Access Requirements
1. Maintenance access road(s) shall be provided to the control structure and other drainage structures
associated with the pond (e.g., inlet. emergency overflow or bypass structures). Manhole and catch
basin lids must be in or at the edge of the access road and at least three feet from a property line.
Rims shall be set at the access road grade.
2. An access ramp is required for removal of sediment with a trackhoe and truck. The ramp must
extend to the pond bottom if the pond bottom is greater than 1500 square feet (measured without the
ramp) and it may end at an elevation 4 feet above the pond bottom, if the pond bottom is less than
1,500 square feet (measured without the ramp), provided the pond side slopes arc 3: I or flatter.
Intent: On large, deep ponds, truck access to the pond bottom via an access ramp is necessary so
loading can be done in the pond bottom. On small deep ponds, the truck can remain on the ramp for
loading. On small shallow ponds, a ramp to the bottom may not be required if the trackhoe can load a

3) Specify the lengths, critical cross sections and slopes of every
ditch and swale
4) Revise the existing drainage map and table describing it to show
and describe
As discussed in the March 15, 2006 meeting, the information
requested above is not necessary for the design of this project As
requested in the meeting, an exhibit has been prepared that shows
the existing drainage basins upstream of the proposed CB #31 to
determine the approximate capacity of the existing drainage system
along SE 192nd Street Please insert the attached existing basins
exhibit and a table summarizing the peak flows at the end of Section
3 of the TIR.
B. The current backwater analysis and downstream analysis lack sufficient
details to determine whether or not the tailwater elevation at proposed
CB#31 is reasonable. We need to know whether or not this tailwater will
have unacceptable adverse affects on the pond's storage or the existing
upstream/downstream drainage system along SE 192"d Street. Please
modify the off site 100-year undetained backwater analysis and
downstream analysis so it includes the following:
1) A basin map and calculations for the following:
a) Drainage entering proposed CB#31 from the west (along
SE 192nd Street).
b) For the existing CB immediately to the east of proposed
CB#31, show and determine the flows entering this CB
from the north.
2) For the drainage system within two CB's east and west of CB#31
(along the northern side of SE 192nd Street) map and specify the
pipe sizes, pipe invert elevations, pipe lengths, pipe materials and
CB rim elevations.
As discussed in the March 15, 2006 meeting, the information
requested above is not necessary for the design of this project Plan
sheet 8 has been revised to show the pipe sizes, pipe invert
elevations, pipe lengths, and CB rim elevations for one CB east and
west of CB #31.
C. Design the pond's overflow and (secondary) emergency overflow per
SWDM pages 5-19,5-27,5-28, 5-30 and 5-48. Address the following in
these designs:
1) Clarify where the 1 OO-year design flow rate came from.
The 1 OO-year 15-minute design flow rate of 9.34 cubic feet per
second was used for the pond overflow calculations. This
Mr. Ted Cooper, P.E.
April 13, 2006
Page 3
flow rate is mentioned in the Overflow Calculations and the
KCRTS printout is attached following the calculations page.
2) Design the overflow riser pipe (in the control structure) using the
riser CUNes (SWDM page 5-48). Determine the overflow water
surface elevation for the 1 ~O-year storm flow rate.
As requested, using the riser curves and the 1 OO-year 15-
minute storm with a flow rate of 9.34 cubic feet per second,
the overflow riser pipe has been revised on plan sheet 13 to
have a 21 inch diameter with 0.67 feet of head. The overflow
water surface elevation calculation for the 1 OO-year storm flow
rate is shown in the Overflow Calculations in Section 4.
3) Design the size of the vertical bar grate opening for the control
structure using a weir equation. Subtract the widths of the bars to
get its effective width. The grate's maximum water surface
elevation for the 1 ~O-year storm must be less than or equal to
that of the overflow riser.
As discussed in the meeting on March 16, 2006, the impact of
the bars width to the overflow water surface elevation is
negligible. The grate's maximum water surface elevation for
the 1 OO-year 15-mlnute storm is set equal to that of the
overflow riser.
4) Set the overflow elevation of the pond's (secondary) emergency
overflow (or birdcage per SWDM page 5-28) at or above the riser's
1 ~O-year design water surface elevation.
As shown in the TIR Section 4, Overflow Calculations, the
emergency overflow elevation of 502.49 is above the riser
elevation of 501.75.
D. Modify the bond quantities sheets for any changes.
The bond quantities have been modified as requested. Please
replace the Site Improvement Bond Quantity Worksheet in Section 9
of the TIR with the attached revised version.
5. Please make the following changes to plan sheet 3 and all other affected plan
sheets:
A. Modify the part of the 'Tract En PAT roadway that seNes 3-lots so it meets
minor access roadway standards (per KCRS 2.098). Notice the 25'-radii
required at the entrance.
Mr. Ted Cooper, P.E.
April 13, 2006
Page 4
This comment was revised on March 20, 2006 to read as follows:
A. Modify the part of the 'Tract E" PAT roadway that seNes 3-lots so it meets
minor access roadway standards (per KCRS 2.098). Notice the 25'-radii
required at the entrance. Use one of the following methods to provide
access to Lots 4, 5 and 6:
1) Get an approved variance (to KCRS 3.01 G.3.a.) that will allow
these three lots to be seNed by a JUo. If all 3-lots use a common
driveway stub to access "Road A", then an access easement
across Lot 4 (for a JUD) won't reduce the number of lots seNed
by this driveway stub to 2.
2) Provide two adjacent 20'-wide pipe stem lot extensions to seNe
these lots. One pipe stem would have a JUD serving 2-lots. The
other one would have a single driveway. Driveways must be
centered in the pipe stems.
3) Use a Single access roadway PAT long enough to serve all3-lots
and a JUD where this roadway only serves 2-lots. A PAT must
meet the same roadway deSign standards as a minor access
roadway (per KCRS 2.098).
"Tract E" was revised using method 2).
B. Where the 'Tract E" roadway serves 2-lots it can be a joint-use driveway
(see KCRS 3.01G.3.a).
See response to the revised part A. of this comment
C. Please relocate the two 16-box mailbox units on "Road A" to north of the
common property line for lots 25 and 26, as approved by the U.S.
Postmaster.
The two 16-box mailbox units have been relocated as requested.
D. Correct the sheet referenced for all mailbox details. It should be DT-04.
The sheet references have been corrected.
E Show, dimension and label all necessary drainage and utility easements
for each proposed lot. Outside of the RIW, all lot drain pipes serving
more than one lot must be in a drainage easement.
The plan sheets have been updated to show the requested
easements.
6. Modify all of the sidewalk ramps as follows:
Mr, Ted Cooper, P.E.
April 13, 2006
Page 5
A. Design them per the details on sheet DT-02,
B. Locate all proposed sidewalk easements 1 '-behind the sidewalks,
The sidewalk ramps have been revised as requested and as discussed in
the March 15, 2006 meeting.
7. At all mailboxes, widen the proposed sidewalk easements so each is 1 '-back of
the sidewalk widening.
The easements have been revised as requested.
8, Provide an enlarged detail for the roadway and sidewalk improvements at the
southern end of 'Tract B" as follows:
A. Dimension the location of the northern rolled curb so it is centered 12'-
north of the "Road A" centerline.
This comment was revised on March 20, 2006 to read as follows:
A. Adjacent to the southern boundary of 'Tract B~ use a standard concrete
pedestrian ramp that matches the one opposite it, Label this ramp as
'TEMPORARY" because it may need to be relocated for future roadway
widening, Where the pavement is wider than that of the half-street,
separate the widened area from the half-street pavement width with a
fog/ine stripe.
The revised comment has been incorporated on plan sheet 5.
B. Across the frontage of 'Tract B" maintain the proposed half-street width
and connect the roadway to the ramp with a temporary 5'-wide ACP
walkway,
See response to the revised Part A. of this comment
C. Locate the "Road A" northern RIW line 20'-north of the roadway
centerline, This is needed to place the RIW line 1 '-north of the ramp's 6'-
wide sidewalk (per sheet DT-02).
The northern RIW line has been located as requested.
9, Please make the following changes to plan sheet 4:
A. Specify that all 12"-diameter pipes must have smooth (not corrugated)
linings between CB#19 and CB#22 and between CB#20 and CB#21. This
is necessary to meet the minimum 3-fps full-flow requirement (SWDM
page 4-11),
Mr. Ted Cooper, P.E.
April 13, 2006
Page 6
Drainage Note #12 that has been added to plan sheet 13
incorporates the requested smooth lining for all storm drainage PVC
pipe.
B. Make the following changes to the profile of CB#12:
1) Raise the invert of the 18"-pipe so its invert is clearly within 5'-0"
of this C8's rim (as required by KCRS DWG 2-003, Note 7).
Otherwise, this CB must be changed from a TYPE 1 to a TYPE 2.
This is strictly enforced by our construction inspectors.
2) Add the missing 12"-pipe and its invert elevation.
The revisions have been made as requested.
1 O. On plan sheets 4 and 5, per the Postmaster's approval, show and specify the
locations of aI/ new, proposed and relocated mailboxes. Mailbox locations
belong on these roadway sheets.
This comment was resolved in the March 15, 2006 meeting. The existing
mailboxes that are being relocated and the new locations are shown on
plan sheets 4 and 6.
11. Please make the fol/owing changes to plan sheet 5:
A. Please remove C8#1 A from the pond tract because it isn't needed.
As discussed in the March 15, 2006 meeting, this catch basin is
required.
B. At "Road A" STA 35+58 (lO'LT) place a CB with its rim low enough to
drain the lowest point along the northern side of this roadway. Add a plan
note that says to grade the RIW along the northern side of "Road A" to
drain to this CB.
This comment was revised on March 20, 2006 to read as follows:
B. At "Road A" STA 35+58 (10'LT) show a CB with a rim low enough to drain
the lowest point along the northern side of this roadway. Add a plan note
stating that this CB may be omitted if approved by the LUIS inspector.
The CB and plan note have been provided as requested.
12. Please make the fol/owing changes to plan sheet 6:
Mr. Ted Cooper, P.E.
April 13, 2006
Page 7
A. In the 'Tract A" detail, specify the all 12"-pipes must have smooth (not
corrugated) linings (to provide the 3-fps full-flow velocity required on
SWDM pg 4-11).
See response to comment #9.A.
13. Please make the following changes to plan sheet 8:
A. Provide a plan view (to scale) of CB#29 showing a revised design that it
is physically large enough to accommodate both inlet pipes and the
steps. A 48"-diameter CB isn't large enough to accommodate the angle
between the two inlet pipes. On KCRS DWG NO. 2-005, in Note 5, notice
the required knockout sizes and the required spacing between them.
Either a larger CB or an increased angle between these pipes is needed.
CB#29 has been revised to show a 54"-diameter CB. A plan view of
CB#29 has been provided as requested on plan sheet 13.
B. For all existing pipes that will connect to CB #31 provide the pipe data
(i. e., materials, diameters, invert elevations, slopes). Also, please verify that
the pipe show with a 20"-diameter actually has this non-standard
diameter.
The information has been provided as requested. The pipes shown
as 20"-diameter have been verified and revised to show 18"-
diameter.
14. Please make the following changes to plan sheet 1 0:
A. Correct the labeling of both CB#28 and CB#29 and the sheets
referenced for their details.
The information has been corrected as requested.
B. Install the pond gravity drain pipe, as required by SWDM item 7 on pages
6-75 and 6-100. It is possible to drain the pond with a gravity drain by
only lowering the inverts of all pipe inverts at CB#29 and CB#30. The
pipe run between CB#29 and CB#31 would need to have roughly a 0.5%
slope (see minimum allowable pipe slope requirements on SWDM page
4-11). This gravity drain pipe could be connected directly to proposed
CB#29. Its control valve should be located within the pond tract.
As discussed in the March 15, 2006 meeting, the gravity drain pipe is
not required for this project
Mr. Ted Cooper, P.E.
April 13, 2006
Page 8
C. We recommend replacing the pond's overflow emergency spillway with a
"birdcage" structure that is located immediately downstream of the
control structure. It would also have to be as close as possible to the
access road. This would have the following benefits:
1) It may eliminate the need to upsize CB#29 just to physically
accommodate its inlet pipes.
2) The control valve for the gravity drain pipe could be located inside
this structure.
3) It should eliminate the possibility of RIW ponding and erosion
from drainage flowing over the emergency overflow.
4) It would be more compatible with future RIW improvements and
more aesthetically pleasing.
As discussed in the March 15, 2006 meeting, the pond's overflow
emergency spillway meets SWDM requirements and will remain.
D. Please notice that a CB with a FROP-T (CB#l A) isn't needed (or desirable)
upstream of the pond. If you propose to keep it, provide its design details
on the plans.
See response to comment #11.A
15. Please make the following changes to plan sheet 11 :
A In all cross sections, replace the words "GRANULAR SUB BASE" with the
words "CRUSHED SURFACING BASE COURSE'~ We don't have
specifications for "GRANULAR SUB BASE".
B. Eliminate "APPROX." from the dimensioning of the lanes adjacent to the
site, for 116'h Ave SE and 120'h Ave SE.
C. In the cross section for 116'h Ave SE change "CRUSHED ROACK BASE
COURSE" to "CRUSHED SURFACING BASE COURSE'; a standard item.
D. In "15' POND ACCESS ROAD SECTION 0_0" replace the "CRUSHED
ROCK" with "1-112 INCHES CSTC OVER 5" CSBC" per SWDM page 5-20
(Construction of Access Roads).
E. In "ROAD A(SUBACCESS 112 STREET) specify a RIW width of 38' at 'Tract
B" (approx. STA 32+47 to STA 32+ 77).
The revisions have been made as requested.
16. On plan sheet 12, please remove the "CURB RAMP ALTERNA TE" because it
requires a KCRS variance.
The detail has been removed as requested.
1 7. Please make the following changes to plan sheet 13:
A Modify the plan view of CB#28 to show the true locations and alignments
of all pipes and other intemal CB components to scale.
Mr. Ted Cooper, P.E.
April 13, 2006
Page 9
B. In note 2 of the "Structural Notes~ add the missing "O's" to "RIG/-fT-F-
WAY" (two occurrences).
c. In the profile of CB#28 make the following changes:
1) Add a note specifying "handholds, steps or ladder see KCRS dwg.
2-006" per SWDM Fig 5.3.4.A (on page 5-40).
2) Show the shear gate rod extending all the way to the bottom of
the solid locking lid (so the gate must be closed to install the lid
and the shear gate rod is easily accessible).
3) Show and dimension the vertical bar grate to scale.
The changes to plan sheet 13 have been made as requested.
18. Please make the following changes to plan sheet 14:
A Omit the following details that are replaced by updated details on sheet
DT-02.·
1) ASPHALT TRANSITION RAMP & LANDING.
2) CURB RAMP IN ROLLED CURB DETAIL
The details have been removed from plan sheet 14 as requested.
B. Revise/omit the "OVERFLOW SPILLWAY DETAIL" per previous comments.
As discussed in the March 15, 2006 meeting and responded in the
previous comments, the overflow spillway detail will remain.
C. In the "NEIGHBORHOOD MAILBOX UNIT" detail, specify 16-boxes in each
unit, per Postmaster-approved plan.
The detail has been updated as requested.
D. In the "NEIGHBORHOOD MAILBOX SIDEWALK MOUNTING LOCATION"
detail, show and dimension the specify sidewalk easement 1 '-behind the
sidewalk
The easement has been shown and dimensioned as requested.
19. Please make the following changes to plan sheet 15:
A Show the final grading contours for the site. The cut and fill quantities
suggest that a large amount of cut material will be spread across much
of the site.
B. Expand the clearing limits to allow for storage of materials and final
grading.
C. Specify temporary drainage pipes at all locations where drainage crosses
a proposed roadway.

0. We strongly suggest using the permanent pond and at least some of its
permanent downstream system. See SWDM Section 0.3.5 (page 0-44)
"Use of Permanent Drainage Facilities". Only show those parts of the
permanent drainage system that will be required for the TESC plan.
Remove the overlap of temporary and permanent ponds/traps so we can
tell what is proposed for TESC.
E. Show downstream conveyance details for the 'Tract ON sediment
pond/trap.
This comment was discussed extensively in the March 15, 2006 meeting.
The final grading contours for the site are already shown. No temporary
drainage pipes are proposed, stormwater runoff shall flow along and across
the roadways using interceptor ditches that have a detail provided on plan
sheet 16. Sediment Trap #2 will be constructed within the permanent pond,
as suggested. The proposed drainage system is shown in order to identify
the location of the catch basin sediment barriers. The following changes
have been made to plan sheet 15 following the March 15, 2006 meeting:
the clearing limits have been expanded to allow for storage of the cut
material, the roof drain pipe system has been removed from this sheet, and
minor items have been revised for clarity.
20. Please add street trees to the following locations:
A. Northwest comer of Lot 27.
B. Along the eastem side of 'Tract 0".
The street trees have been added as requested.
The following comment was added on March 20, 2006 to read as follows:
21. Provide a design that addresses the increase and concentration of drainage flow
at the southem end of the proposed curb along 116th Avenue SE. Use one of
the following options to resolve this drainage issue:
A. Within the RIW, provide an infiltration swale extending south from the
southem end of the proposed curb. Notice that if this swale's drainage
creates a pond that extends into the neighbor's property then the second
option must be used.
B. Collect and convey this drainage to a drainage system (existing or
proposed).
Plan sheet 7 has been revised to incorporate option A.
The following comments were received from Kristen Langley on March 28, 2006 to read
as follows:
1, Label radii of (a) fogline striping and (b) pavement edge on NE quadrant of
intersection of Road "C" at 116th Avenue SE

plan Review #3
April 21, 2006
1. The following pending reviews need to be completed for
engineering plan approval:
A.
B. DCDOT Traffic: illumination & Channelization plans.
C. Significant Tree Retention plan: Bruce Engell.
2. Please add the following items (from the previous list) to
the TIR:
1
A. Please use Figure "5.3.4H Riser Inflow Curves" (on page
5-48) to determine the 100-year water surface elevation
for the 21"-diameter riser (at 9.34 cfs). Use either
the nomograph or the appropriate equation below it.
B. Using the results immediately above, design the pond's
overflow and (secondary) emergency overflow per SWDM
pages 5-19, 5-27 5-28 5-30 and 5-48. Change the
following TIR calculations and pond design items on the
plans:
1) Overflow water surface.
2) Use l'-thick rock for emergency overflow spillway.
3) Emergency overflow water surface.
4) Top of berm elevation (minimum 0.3' freeboard).
C. Please modify the offsite IOO-year undetained backwater
analysis and downstream analysis so it includes the
following calculations:
1) Drainage entering proposed CB#31 from the west
(along SE 192~ Street) .
2) For the existing CB immediately to the east of
proposed CB#31, show and determine the flows
entering this CB from the north.

Plan Review #3
April 21, 2006
D. Modify the bond quantities sheets if any changes are
made.
3. Please make the following changes to plan sheet 3:
2
A. Across the southern boundary of "Tract B", correct the
existing note which says "30' RIGHT OF WAY". It should
read as follows: "38'-ROAD "A" R/W WIDTH".
B. Show and dimension the "Tract B" walkway as shown on
the landscape/recreation space plans. This curvy
walkway must be centered in its public access easement.
c. Label and dimension the proposed "10'-UTILITY &
DRAINAGE EASEMENTS" along all plat roadways north of
Road "A".
4. Please make the following changes to plan sheets 4 and 5:
A. Provide a plan view enlargement and a cross section for
the Road "A" improvements adjacent to "Tract B", as
follows:
1) Include the following details in the enlargement:
a) Make the northern and southern boundaries of
the concrete curb ramp to Tract "B"
perpendicular to Road "A".
b) Add dimensions/stationing for all proposed
roadway paving and sidewalk along the Tract
"B" frontage.
c) Beginning and ending stations, with offsets,
for all proposed fogline striping.
2) Provide a detailed and dimensioned roadway section
that extends through the curb ramps on both sides
of the roadway here. There should be a smooth

transition between the "Tract B" curb ramp and
this widened section of the half-street.
3
B. Show and specify that both pairs of bollards at the
ends of the Tract "B" walkway shall be placed 10'-back
of the edge of the traveled way (as required by KCRS
5.11) with 50" a.C.-spacing.
5. Please revise plan sheets 10, 13, and 14 per changes
required in item 2 (near the beginning of this list) .
6. Please make the following changes to plan sheet 13:
A. In the profile of CB#28 make the following changes:
1) Add a note specifying "handholds, steps or ladder
see KCRS dwg. 2-006" per SWDM Fig 5.3.4.A (on page
5-40) .
2) Show the shear gate rod extending all the way to
the bottom of the solid locking lid (so the gate
must be closed to install the lid and the shear
gate rod is easily accessible) .
3) Show and dimension the vertical bar grate to
scale.
7. Please make the following changes to plan sheet 15:
A. Design the temporary drainage path flow and clearing
limits so drainage doesn't flow through stored
materials (Expand the clearing limits?) .
B. Provide an outlet for the sediment trap so it will
remove sediments as designed. Drainage can't exit
immediately next to its inflow stream because sediments
won't settle out in such a short flow path.

1. Please contact Trisha Bull (DDES Planner) at 206-296-6758
because she says she can't start reviewing the recreation
space plan until the review fee and other design details are
submitted.
2. Please provide design details now for the luminaire required
(by KCRS 5.05) at the intersection of proposed Road ftD" and
116th Ave SE. KCDOT Traffic needs to review and approve it
before engineering plan approval.
3. The following reviews are pending:
A. Channelization plan: KCDOT Traffic.
B. Significant Tree Retention Plan: Bruce Engell.
4. Please make the following changes to the TIR:
A. Please provide the following information in the
downstream analysis:
1) In a plan view map of the existing downstream
system, show and uniquely label each pipe,
drainage structure, ditch and swale.
2) Specify the lengths, diameters and slopes of all
pipes.
3) Specify the lengths, critical cross sections and
slopes of every ditch and swale
4) Revise the existing drainage map and table
describing it to show and describe
B. The current backwater analysis and downstream analysis
lack sufficient details to determine whether or not the
tailwater elevation at proposed CB#31 is reasonable. We
need to know whether or not this tailwater will have

unacceptable adverse affects on the pond's storage or
the existing upstream/downstream drainage system along
SE 192 nd Street. Please modify the offsite lOa-year
undetained backwater analysis and downstream analysis
so it includes the following:
1) A basin map and calculations for the following:
a) Drainage entering proposed CB#31 from the
west (along SE 192 nd Street) .
b) For the existing CB immediately to the east
of proposed CB#3l, show and determine the
flows entering this CB from the north.
2) For the drainage system within two CB's east and
west of CB#31 (along the northern side of SE 192 nd
Street) map and specify the pipe sizes, pipe
invert elevations, pipe lengths, pipe materials
and CB rim elevations.
Design the pond's overflow and (secondary) emergency
overflow per SWDM pages 5-19, 5-27, 5-28, 5-30 and 5-
48. Address the following in these designs:
1) Clarify where the lOa-year design flow rate came
from.
2) Design the overflow riser pipe (in the control
structure) using the riser curves (SWDM page 5-
48). Determine the overflow water surface
elevation for the lOa-year storm flow rate.
3) Design the size of the vertical bar grate opening
for the control structure using a weir equation.
Subtract the widths of the bars to get its
effective width. The grate's maximum water surface

elevation for the 100-year storm must be less than
or equal to that of the overflow riser.
4) Set the overflow elevation of the pond's
(secondary) emergency overflow (or birdcage per
SWDM page 5-28) at or above the riser's IOO-year
design water surface elevation.
D. Modify the bond quantities sheets for any changes.
5. Please make the following changes to plan sheet 3 and all
other affected plan sheets:
A. Modify the part of the "Tract E" PAT roadway that
serves 3-lots so it meets minor access roadway
standards (per KCRS 2.09B). Notice the 25'-radii
required at the entrance.
B. Where the "Tract E" roadway serves 2-lots it can be a
joint-use driveway (see KCRS 3.0IC.3.a).
C. Please relocate the two 16-box mailbox units on "Road
A" to north of the common property line for lots 25 and
26, as approved by the u.s. Postmaster.
D. Correct the sheet referenced for all mailbox details.
It should be DT-04.
E. Show, dimension and label all necessary drainage and
utility easements for each proposed lot. Outside of the
R/W, all lot drain pipes serving more than one lot must
be in a drainage easement.
6. Modify all of the sidewalk ramps as follows:
A. Design them per the details on sheet DT-02.
B. Locate all proposed sidewalk easements l'-behind the
sidewalks.
Jessie Glen Plat
Project No. L05P0005 (Activity No. L05SR054)
plan Review #2
March 13, 2006
7. At all mailboxes, widen the proposed sidewalk easements so
each is l'-back of the sidewalk widening.
8. Provide an enlarged detail for the roadway and sidewalk
improvements at the southern end of "Tract B" as follows:
A. Dimension the location of the northern rolled curb so
it is centered 12'-north of the "Road A" centerline.
4
B. Across the frontage of "Tract B" maintain the proposed
half-street width and connect the roadway to the ramp
with a temporary 5'-wide ACP walkway.
C. Locate the "Road A" northern R/W line 20'-north of the
roadway centerline. This is needed to place the R/W
line l'-north of the ramp's 6'-wide sidewalk (per sheet
DT-02) .
9. Please make the following changes to plan sheet 4:
A. Specify that all 12"-diameter pipes must have smooth
(not corrugated) linings between CB#19 and CB#22 and
between CB#20 and CB#21. This is necessary to meet the
minimum 3-fps full-flow requirement (SWDM page 4-11)
B. Make the following changes to the profile of CB#12:
1) Raise the invert of the 18"-pipe so its invert is
clearly within 5'-0" of this CB's rim (as required
by KCRS DWG 2-003, Note 7). Otherwise, this CB
must be changed from a TYPE 1 to a TYPE 2. This is
strictly enforced by our construction inspectors.
2) Add the missing 12"-pipe and its invert elevation.

10. On plan sheets 4 and 5, per the Postmaster's approval, show
and specify the locations of all new, proposed and relocated
mailboxes. Mailbox locations belong on these roadway sheets.
11. please make the following changes to plan sheet 5:
A. Please remove CB#lA from the pond tract because it
isn't needed.
B. At "Road A" STA 35+58 (10'LT) place a CB with its rim
low enough to drain the lowest point along the northern
side of this roadway. Add a plan note that says to
grade the R/W along the northern side of "Road A" to
drain to this CB.
12. please make the following changes to plan sheet 6:
A. In the "Tract A" detail, specify the all 12" -pipes must
have smooth (not corrugated) linings (to provide the 3-
fps full-flow velocity required on SWDM pg 4-11) .
13. please make the following changes to plan sheet 8:
A. Provide a plan view (to scale) of CB#29 showing a
revised design that it is physically large enough to
accommodate both inlet pipes and the steps. A 48"-
diameter CB isn't large enough to accommodate the angle
between the two inlet pipes. On KCRS DWG NO. 2-005, in
Note 5, notice the required knockout sizes and the
required spacing between them. Either a larger CB or an
increased angle between these pipes is needed.
B. For all existing pipes that will connect to CB #31
provide the pipe data (i.e., materials, diameters,
invert elevations, slopes). Also, please verify that

Plan Review #2
March 13, 2006
the pipe show with a 20"-diameter actually has this
non-standard diameter.
14. Please make the following changes to plan sheet 10:
A. Correct the labeling of both CB#28 and CB#29 and the
sheets referenced for their details.
6
B. Install the pond gravity drain pipe, as required by
SWDM item 7 on pages 6-75 and 6-100. It is possible to
drain the pond with a gravity drain by only lowering
the inverts of all pipe inverts at CB#29 and CB#30. The
pipe run between CB#29 and CB#31 would need to have
roughly a 0.5% slope (see minimum allowable pipe slope
requirements on SWDM page 4-11). This gravity drain
pipe could be connected directly to proposed CB#29. Its
control valve should be located within the pond tract.
C. We recommend replacing the pond's overflow emergency
spillway with a "birdcage" structure that is located
immediately downstream of the control structure. It
would also have to be as close as possible to the
access road. This would have the following benefits:
1) It may eliminate the need to upsize CB#29 just to
physically accommodate its inlet pipes.
2) The control valve for the gravity drain pipe could
be located inside this structure.
3) It should eliminate the possibility of R/W ponding
and erosion from drainage flowing over the
emergency overflow.
4) It would be more compatible with future R/W
improvements and more aesthetically pleasing.

D. Please notice that a CB with a FROP-T (CB#lA) isn't
needed (or desirable) upstream of the pond. If you
propose to keep it, provide its design details on the
plans.
15. please make the following changes to plan sheet 11:
7
A. In all cross sections, replace the words "GRANULAR SUB

We don't have specifications for "GRANULAR SUB BASE".
B. Eliminate "APPROX." from the dimensioning of the lanes
adjacent to the site, for 116th Ave SE and 120th Ave SE.
C. In the cross section for 116 th Ave SE change "CRUSHED
ROACK BASE COURSE" to "CRUSHED SURFACING BASE COURSE",
a standard item.
D. In "IS' POND ACCESS ROAD SECTION D-D" replace the
"CRUSHED ROCK" with "1-1/2 INCHES CSTC OVER 5" CSBC"
per SWDM page S-20 (Construction of Access Roads) .
E. In "ROAD A(SUBACCESS 1/2 STREET) specify a R/W width of
38' at "Tract B" (approx. STA 32+47 to STA 32+77) .
16. On plan sheet 12, please remove the "CURB RAMP ALTERNATE"
because it requires a KCRS variance.
17. Please make the following changes to plan sheet 13:
A. Modify the plan view of CB#28 to show the true
locations and alignments of all pipes and other
internal CB components to scale.
B. In note 2 of the "Structural Notes", add the missing
"0' s" to "RIGHT-F-WAY" (two occurrences) .

GUIDELINES FOR DEVELOPER PROJECTS:
CHAN:NELIZA TION PLANS
Channelization is the separation or regulation of conflicting traffic movements into
definite paths of travel by islands or pavement markings to facilitate the orderly
movements of both vehicles and pedestrians. Proper channelization increase capacity, ,
provides maximum convenience, and instills driver confidence. - A Policy on Geometric
Design of Highway and Streets, AASHTO, 2001.
Cl:annelization devices include painted or plastic lines, raised pavement markers, and
traffic islands. In addition to standard items such as roadwaycenterlines and edge lines,
channelization includes crosswalks, stop lines, and turn arrows.
In projects involving roadway construction or improvement, channelization should be
addressed early in the design process. items such as lane widths, taper lengths, and radii
affect the required width of pavement. Determining the channelization requirements
early in the process can avoid costly redesign of roadside features such as sidewalks and
drainage improvements. For this reason, it is recommended that the channelization
review be the first step in the Road and Drainage review process.
Channelization Review Process
Unlike most development plans, channelization plans are not reviewed by DDES. As
authorized under Title 14 of the King County Code, King County DOT is the agency
responsible for reviewing and approving all channelization plans. The Traffic Systems
Unit reviews and signs channelization plans.
As with other plan sets, channelization plans should be submitted to your DDES project
manager. DDES then forwards the plans to the King County DOT Traffic Engineering
Section for review. The plans are reviewed for compliance with the King County Road
Stundards (KCRS) and generally accepted engineering practice.
Plan submittals are reviewed by the Traffic Systems unit, and redlines returned to DDES
and the applicant. Multiple reviews of plans sets are frequently required and should be
anticipated. The quality of the plan submittal and complexity of the project has a major
impact on the number of reviews required. Meetings are scheduled as necessary to
resolve any issues identified during the review process.
Once the plans are approved, the fmal plans are submitted on mylars for signature by
King County DOT.
A Road Variance approved by the County Road Engineer is required for alI roadway
designs that deviate from the KCRS. It is recommended that applicants obtain all related
variances prior to submitting channelization plans to avoid delays. See DDES Customer
Service BulIetin number 34A for more information on the variance process.
Developer Channelization Plan Guidelines Page 1
Standards and Guidelines
Standards and guidelines used when reviewing channelization plans, listed in the order of
precedence, include:
• King County Road Standards (KCRS), including Drawings 4-001 through 4-009 1
• WSDOT Design Manual Chapter 910
• WSDOT Standard Plans Section H
• MUTCD Part 3
Items to Include on Plan Sheets
Initial plan submittals should be printed on paper. Half size (Il"x 17") drawings are
preferred. A scale of 1"= 40' is required for half size drawings and 1"= 20' for full size
drawings. Final plans submitted for signature shall be full size drawings printed on
Mylar.
It is recommended that copies of Hearing Examiner conditions and variances related to
channelization be provided along with the first plan submittal.
Each plan sheet shall contain a signature block with spaces for signature by the King
County DOT Review Engineer and Supervising Engineer. Each plan sheet should also
contain the following note: "Contractor shall notifY Traffic Engineering (206-263-6110)
at least 3 working days prior to striping to coordinate channelization layout and sign
installation. "
The appearance of channelization lines on plans should be similar to the actual lines as
they appear on the pavement. For example, a double yellow centerline should be shown
using two 4" wide (at scale) polylines. Existing channelization should be shown
throughout the project using the same line type as proposed channelization but with half-
tone line weights (aka screened).
Plans should show the entire roadway width with all elements listed below. Where new
channelization matches with existing roadway sections, plans should show no less than
100 ft of the roadway beyond the project limits.
• Survey centerline with stationing in 100' increments.
• AU intersecting roadways and driveways should be shown and labeled.
• Beginning and ending stationing of project.
• North Arrow and Scale Bar.
• DDES Permit Number.
• All roadway names along with classifications and posted speed limit.
1 Those drawings are in the proposed KCRS revision, and are numbered 6-001 through 6-009 in the current
KCRS. There is little substantive difference between the two drawing sets, The proposed drawings are
subject to change in the adopted KCRS revision.

utilities, should not be shown.
Helpful Hints for Channelization Plans
Many errors can be eliminated by reviewing KCRS Drawings 4-00 I through 4-009 prior
to submitting plans, particularly with respect to the required striping types, pocket
lengths, and tapers. It is recommended that applicants use the attached channelization
checklist to review plans prior to submittal. An example plan sheet is also attached for
reference.
Designers should also check to ensure that intersections can accommodate the turning
movements for the design vehicle using turning templates or software packages such as
Autoturn TM, and should be prepared to provide documentation to support the choice of
design vehicle and turning movement design upon request.
Frequent errors include:
• Minimum pocket and/or taper lengths not met.
• Dimensions of existing channelization at project limits not shown.
• Marked crosswalks provided at uosignalized intersections (crosswalks are usually
provided only at signalized intersections).
• Lane alignments not maintained through intersections.
• Thermoplastic striping used next to bicycle limes.

street, separate the widened area from the half-street
pavement width with a fogline stripe.
3. Revise Item II.B. to read as follows:
A. At "Road A" STA 35+58 (10'LT) show a CB with a rim low
enough to drain the lowest point along the northern
side of this roadway. Add a plan note stating that this
CB may be omitted if approved by the LUIS inspector.
4. Add the following new item to the list:
A. Provide a design that addresses the increase and
concentration of drainage flow at the southern end of
the proposed curb along 116 th Avenue SE. Use one of the
following options to resolve this drainage issue:
1) Within the RjW, provide an infiltration swale
extending south from the southern end of the
proposed curb. Notice that if this swale's
drainage creates a pond that extends into the
neighbor's property then the second option must be
used.
2) Collect and convey this drainage to a drainage
system (existing or proposed) .

8. On the plans, show details of the proposed construction for short plat L04S0003.
Mr. Ted Cooper. P.E.
February 14, 2006
Page 4
These details (i.e., dimensions of all improvements and the RIW width) must
match those proposed onsite. The following problems must be addressed
acceptably to make these two projects compatible:
(A. Their RIW centerlines and RIW widths must match.
.8. The pavement widths and roadway crowns must match.
G If these two projects are not constructed at the same time, the first one
will have to construct a temporary cul-de-sac. Later, when the second
one is constructed, it will have to remove this cul-de-sac and finish the
roadway improvements connecting the two projects. This construction
sequence needs to be described on the plans.
The plan sheets have been updated to show the revised roadway and RfW
width of the short plat L04S0003 to match the roadway and RfW width of
the proposed Jessie Glen plat The RfW width differs only at the transition of
sidewalk from one side of the road to the other. As discussed in the
meeting on January 31, 2006, short plat L04S0003 shows the temporary
cul-de-sac and is planned to be constructed first A note has been added to
plan sheet 1 that states to coordinate the roadway and sidewalk
improvements with those of short plat L04S0003.
'1}. Please modify the plan approval blocks on all plan sheets except sheet 1 so
there is more vertical space for DOES staff approval signatures and dates of
approval.
The plan approval blocks have been modified on plan sheets 2 -20 as
requested.
10. Please make the following changes to plan sheet 2:
,A. Either fix or remove the RIW dimensioning for both major frontage
roadways.
The RfW dimensioning has been removed as requested.
113.-. Along the northem property line, at the northwest comer of the plat,
there is a new wood fence where the plans show a cyclone fence.
The fence has been revised to show as wood fence.

11. Please make the following changes to plan sheet 3 and all other affected plan
sheets:
jA:" Connect Roads "8" and "c" with a low speed CUNe (per KCRS 2. 1 OA)
because they will never have a true intersection.
The low speed curve has been provided as requested.
B. Use a private roadway stub (per the KCRS) behind the curb of the CUNe
to seNe lots 5 and 6.
The private roadway stub has been added as requested and it will
serve lots 4 through 6. This private roadway stub will reside in a
new tract, Tract "E" that is designated as a joint use drive.
t;" Add a plan note prohibiting direct access to 116'h Ave NE, per Condition
13.
The note has been added to plan sheet 3.
ax Fix the ownership inconsistency for Tract "A~ In plan view it is labeled as
a "PAT" (Private Access Tract). However, in the 'Tract Table" it says it is
listed as a public roadway owned by King County.
Tract "A" will be a Private Access Tract and the ''tract Table" has
been revised to reflect this.
, E. Show a proposed construction design (on this sheet and all other
affected plan sheets) that wili be compatibie with short piat L04S0003
(currently waiting for approval). This design should include the following:
./) Show the design details of the temporary cul-de-sac proposed by
L04S0003.
2) Show details of the proposed work that will be required to remove
the off-site cul-de-sac and extend all of its curb, gutter and sidewalk
improvements to make a standard connection to this plat.
'3) Show an alternative design for the temporary on-site cul-de-sac that
would be needed if the temporary cul-de-sac for L04S0003 isn't
constructed in time.
~Match the on-site RIW lines to those of L04S0003 so they are not
offset.

The design details of the temporary cul-de-sac proposed by short
plat L04S0003 have been added to this sheet For further
information, see response to comment #8.
/ ;;F. Add a public access easement for the required 5'·wide public path
through Tract "B" (connecting Road "A" to Road "B"). Show this pathway
and its easement here and on the roadway plans.
The 5 feet wide public access easement and pathway are shown as
requested.
,!G:' Per Condition 9.a., from Lot 37 to the south, design Road "A" per urban
subaccess street standards. Please modify the other affected sheets too.
Road "A" has been revised as requested on all affected sheets.
H. Per Condition 9.a., provide adequate RIW for the northern curb return
where Road "A" connects to 120'h Ave SE.
As discussed in the meeting on January 31, 2006 and information
received in an email from Ted Cooper dated February 1, 2006, the
pavement radius design has been revised to be 25 feet with an 11
foot offset at the ECR station on 120th Ave SE and a 25:1 pavement
taper from the 11 foot offset (at the ECR) northward to the existing
western edge of pavement along 120th Ave SE.
Please provide the following requested by KCDOT Traffic:
_' A. Provide channelization plans for the roadway improvements along the
frontages of both 116th Ave SE and 120'h Ave SE. Roadway striping
should be as follows:
1) South of these proposed intersections, maintain the existing lane
widths along both existing roadway frontages using fog line striping.
This striping should not extend across proposed intersections or
their radius returns.
2) Striping for the proposed northern radius return of Road "0" should
extend from the end of the proposed curb to the existing edge of
lane on 116'h Ave SE.
3) Striping for the proposed northern radius return of Road "N should
extend along this radius return to the existing edge of lane for 120'h
Ave SE.
Mr. Ted Cooper, P.E.
February 1 4, 2006
Page 7
The channelization plan has been provided for 1161h Avenue SE and
1201h Avenue SE on plan sheet 17.
Provide an illumination design/plan.
An illumination design/plan completed by Puget Sound Energy will
be provided shortly atter this submittal.
Attempt to obtain additional RIW at the north side of the proposed
intersection of Road "0" with 116'h Ave SE to construct the ultimate curb
return design here. If RIW can't be obtained here, provide the following:
. 1) A letter stating that RIW can't be obtained here.
{/
7) Locate all roadway improvements at least l' away from the
neighboring property so they can be constructed and maintained.
Per comment #14.A, where Road "0" connects to 1161h Avenue SE,
the proposed northern curb return has been revised to stop within
the pial With this change, the pavement edge along the northern 35
foot radius is approximately 1 foot from the RIW on the north side.
Therefore, obtaining additional RIW is no longer necessary. In
addition, the roadway improvements have been revised to have 1
foot spaCing to the neighboring property.
Please show the proposed final grading contours in all plan views of roadway
and drainage design plan sheets.
The proposed final grading contours have been provided as requested in all
plan views of roadway and drainage design plan sheets.
14. Please make the following changes to plan sheet 4:
Where Road "0" connects to 116'h Ave NE, modify the proposed
northern concrete curb return so it ends within this plat.
The proposed northern curb return has been revised as requested.
fE. If RIW can be obtained, provide at least l' of RIW width between the on-
site improvements and the adjacent property. Otherwise, move the
entrance to provide at least l' of RIW here.
With the revision made per part A of this comment, the distance
between the onsite improvements and the RIW on the north side
has been revised and no additional RIW will be needed. For further
detail, see response to comment #12.C.2l.

where there is no established conveyance system.
As discussed in the meeting on January 31, 2006, stormwater runoff
for this area will flow overland towards the existing depression that
runs parallel to the road, in the same direction as the road currently
drains to. This information has also been mentioned in the revised
Section 4 of the TIA.
uf. Add a plan note to contact Henry Perrin of King County DOT (206-263-

across from the proposed 116'h Ave. SE entrance.
The existing roadway has been labeled as requested .
. F. Specify that existing power poles and hydrants which require relocation
shall be placed behind the sidewalk
This information has been added as requested.
j,9. Specify all sawcuts in existing pavement to be at the existing fog line (or, if
necessary, within a traveled lane). In all areas where the pavement is to be
widened, sawcuts should not be made within the shoulders because shoulders
are not typically designed to carry the same traffic loading as traveled lanes.
This information has been specified as requested.
20. Please make the following changes to plan sheets 8 & 9:
A For simplicity and clarity, please notice that plan sheets 8 and 9
probably could be combined because they duplicate many design
details.
Plan sheets 8 and 9 require a different scale, and as discussed in
the meeting on January 31 , 2006, they will not be combined.

~.G. Please address the following problems concerning the proposed
drainage design downstream of the pond:
!-11' A drainage collection/conveyance system and its details must be
provided for sutface flows along the western side of 120'h Ave SE,
from the site to SE 1920d Street.
As discussed in the meeting on January 31, 2006, the ditch along
the west side of 120th Avenue SE will be restored to the original
conditions and an existing drainage ditch restoration detail has
been provided on plan sheet 16 to describe the approximate
layout of the existing ditch shape and structure .
. 2) Grading contours and/or ditch sections must be provided where this
work is proposed.
Grading contours are shown on plan sheet 1 5. An approximate
existing ditch section is shown on plan sheet 16.
I)VRemove the "Beehive"/ "birdcage" grates from all CB's in the RIW (i.e.,
CB# 27, CB #30 & CB #31. We have included a dome grate detail that
you may want to use for CB #31 because the leaves and other debris
I observed here are likely to plug a standard grate.
The plans have been revised to show and call out a dome grate
for CB #27 and CB #30 that will be located in the roadside ditch
on the west side of 120th Avenue SE.

a) CB #30 would not be required the pipe run from CB #29 to CB
#31 would not exceed our maximum 300'-/ong limit.
b) This CB relocation would also reduce the possible ponding and
erosion near the southern end of the proposed sidewalk ramp
(near STA 203+24, LT).
c) Decreased backwater effects on the pond.

The suggestion above will certainly have significant benefits
to the project; therefore CB #29 has been relocated. The
pond gravity drain pipe could not be installed because of the
calculated in and out invert elevations of the control structure.
The detention pond was designed in KCRTS with a Stage 0
Elevation of 496.25 feet and locations of the three orifices are
based on this elevation. This elevation of 496.25 feet is
above the pond outlet elevation of 495.25 feet, therefore a
gravity drain is not possible. Per SWDM item 7 on page 6-75,
"a gravity drain for maintenance shall be provided if grade
allows", and as clarified above, the grade that the detention
pond was designed at does now allow a gravity drain.
6) For all existing pipes that will connect to CB #32 provide the pipe
data (i.e., materials, diameters, invert elevations, slopes).
This information has been provided as requested.
Add cross sections (extending from the roadway centerline to the
western RIW line of 120'h Ave SE) to describe the proposed construction

Mr, Ted Cooper, P,E,
February 14, 2006
Page 4
These details (i,e" dimensions of aI/ improvements and the RIW width) must
match those proposed onsite. The fol/owing problems must be addressed
acceptably to make these two projects compatible:
A. Their RIW centerlines and RIW widths must match.
B. The pavement widths and roadway crowns must match.
C. If these two projects are not constructed at the same time, the first one
will have to construct a temporary cul-de-sac, Later, when the second
one is constructed, it will have to remove this cul-de-sac and finish the
roadway improvements connecting the two projects. This construction
sequence needs to be described on the plans,
The plan sheets have been updated to show the revised roadway and RIW
width of the short plat L04S0003 to match the roadway and RIW width of
the proposed Jessie Glen plat The RIW width differs only at the transition of
sidewalk from one side of the road to the other.
9. Please modify the plan approval blocks on aI/ plan sheets except sheet 1 so
there is more vertical space for DOES staff approval signatures and dates of
approval.
The plan approval blocks have been modified on plan sheets 2 -20 as
requested.
10. Please make the fol/owing changes to plan sheet 2:
A. Either fix or remove the RIW dimensioning for both major frontage
roadways,
The RIW dimensioning has been removed as requested.
B. Along the northern property line, at the northwest corner of the plat,
there is a new wood fence where the plans show a cyclone fence,
The fence has been revised to show as wood fence.

11. Please make the following changes to plan sheet 3 and all other affected plan
sheets:
A Connect Roads "8" and "c" with a low speed cUlVe (per KCRS 2.1 OA)
because they will never have a true intersection.
The low speed curve has been provided as requested.
B. Use a private roadway stub (per the KCRS) behind the curb of the cUlVe
to seNe lots 5 and 6.
The private roadway stub has been added as requested and it will
serve lots 4 through 6. This private roadway stub will reside in a
new tract, Tract "E" that is designated as a jOint use drive.
C. Add a plan note prohibiting direct access to 116'h Ave NE, per Condition
13.
The note has been added to plan sheet 3.
D. Fix the ownership inconsistency for Tract "A': In plan view it is labeled as
a "PAT" (Private Access Tract). However, in the 'Tract Table" it says it is
listed as a public roadway owned by King County.
Tract "A" will be a Private Access Tract and the "tract Table" has
been revised to reflect this.
E Show a proposed construction design (on this sheet and all other
affected plan sheets) that will be compatible with short plat L04S0003
(currently waiting for approval). This design should include the following:
1) Show the design details of the temporary cul-de-sac proposed by
L04S0003.
2) Show details of the proposed work that will be required to remove
the off-site cul-de-sac and extend all of its curb, gutter and sidewalk
improvements to make a standard connection to this plat.
3) Show an alternative design for the temporary on-site cul-de-sac that
would be needed if the temporary cul-de-sac for L04S0003 isn't
constructed in time.
4) Match the on-site RIW lines to those of L04S0003 so they are not
offset

Road "A" has been revised as requested on all affected sheets.
H. Per Condition 9.a., provide adequate RIW for the northern curb return
where Road "A" connects to 120'h Ave SE
As discussed in the meeting on January 31, 2006 and information
received in an email from Ted Cooper dated February 1, 2006, the
pavement radius design has been revised to be 25 feet with an 11
foot offset at the ECR station on 120th Ave SE and a 25:1 pavement
taper from the 11 foot offset (at the ECR) northward to the existing
western edge of pavement along 1 20th Ave SE.
12. Please provide the following requested by KCOOT Traffic:
A Provide channelization plans for the roadway improvements along the
frontages of both 116'h Ave SE and 120'h Ave SE Roadway striping
should be as follows:
1) South of these proposed intersections, maintain the existing lane
widths along both existing roadway frontages using fog line striping.
This striping should not extend across proposed intersections or
their radius returns.
2) Striping for the proposed northern radius return of Road "0" should
extend from the end of the proposed curb to the existing edge of
lane on 116'h Ave SE
3) Striping for the proposed northern radius retum of Road '~" should
extend along this radius return to the existing edge of lane for 120'h
AveSE
Mr. Ted Cooper, P.E.
February 14, 2006
Page 7
The channelization plan has been provided for 116th Avenue SE and
120th Avenue SE on plan sheet 17.
B. Provide an illumination design/plan.
An illumination design/plan completed by Puget Sound Energy will
be provided shortly after this submittal.
C. Attempt to obtain additional RIW at the north side of the proposed
intersection of Road "0" with 116'h Ave SE to construct the ultimate curb
return design here. If RIW can't be obtained here, provide the following:
1) A letter stating that RIW can't be obtained here.
2) Locate all roadway improvements at least l' away from the
neighboring property so they can be constructed and maintained.
Per comment #14.A, where Road "D" connects to 116th Avenue SE,
the proposed northern curb return has been revised to stop within
the plat With this change, the pavement edge along the northern 35
foot radius is approximately 1 foot from the RIW on the north side.
Therefore, obtaining additional RIW is no longer necessary. In
addition, the roadway improvements have been revised to have 1
foot spacing to the neighboring property.
13. Please show the proposed final grading contours in all plan views of roadway
and drainage design plan sheets.
The proposed final grading contours have been provided as requested in all
plan views of roadway and drainage design plan sheets.
14. Please make the following changes to plan sheet 4:
A. Where Road "0" connects to 116'h Ave NE, modify the proposed
northern concrete curb return so it ends within this plat.
The proposed northern curb return has been revised as requested.
For further
detail, see response to comment #12.C.2).

where there is no established conveyance system.
As discussed in the meeting on January 31, 2006, storm water runoff
for this area will flow overland towards the existing depression that
runs parallel to the road, in the same direction as the road currently
drains to. This information has also been mentioned in the revised
Section 4 of the TIR.
D. Add a plan note to contact Henry Perrin of King County DOT (206-263-
6138) before changing any pavement markings or sign locations.
This note has been provided as requested.
E Please label the existing roadway, SE 89 LN (Private Road), located
across from the proposed 116'" Ave. SE entrance.
The existing roadway has been labeled as requested.
F. Specify that existing power poles and hydrants which require relocation
shall be placed behind the sidewalk
This information has been added as requested.
20. Please make the following changes to plan sheets 8 & 9;
A For simplicity and clarity, please notice that plan sheets 8 and 9
probably could be combined because they duplicate many design
details.
Plan sheets 8 and 9 require a different scale, and as discussed in
the meeting on January 31, 2006, they will not be combined.
8. Add for the proposed abandonment and relocation of the existing
driveway near the proposed intersection of Road UN 120th Ave SE
Specify that this must be coordinated with the owner of this driveway.
Please see response to comment #3.E.

Page 11
C. Please address the following problems conceming the proposed
drainage design downstream of the pond;
1) A drainage collection/conveyance system and its details must be
provided for surface flows along the western side of 120'h Ave SE,
from the site to SE 192nd Street.
As discussed in the meeting on January 31, 2006, the ditch along
the west side of 120th Avenue SE will be restored to the original
conditions and an existing drainage ditch restoration detail has
been provided on plan sheet 16 to describe the approximate
layout of the existing ditch shape and structure.
2) Grading contours and/or ditch sections must be provided where this
work is proposed.
Grading contours are shown on plan sheet 15. An approximate
existing ditch section is shown on plan sheet 16.
3) Remove the "Beehive"/ "birdcage" grates from all CB's in the RIW (i.e.,
CB# 27, CB #30 & CB #31. We have included a dome grate detail that
you may want to use for CB #31 because the leaves and other debris
I obseNed here are likely to plug a standard grate.
The plans have been revised to show and call out a dome grate
for CB #27 and CB #30 that will be located in the roadside ditch
on the west side of 120th Avenue SE.
4) Add an inlet pipe stub to CB# 27 collect upstream ditch drainage.
The inlet pipe has been provided as requested.
5) Notice that the following significant benefits would result from
relocating CB#29 to the proposed gutter line at about STA 203+ 13
(LT);
a) CB #30 would not be required the pipe run from CB #29 to CB
#31 would not exceed our maximum 300'-/ong limit.
b) This CB relocation would also reduce the possible ponding and
erosion near the southern end of the proposed sidewalk ramp
(nearSTA 203+24, Ln.
c) Decreased backwater effects on the pond.
d) It would be possible to install the pond's gravity drain pipe, as
required by SWDM item 7 on page 6-75).
Mr, Ted Cooper, P.E.
February 14, 2006
Page 12
6) For all existing pipes that will connect to CB #32 provide the pipe
data (i. e., materials, diameters, invert elevations, slopes).
This information has been provided as requested.
D. Add cross sections (extending from the roadway centerline to the
westem RIW line of 120'h Ave SE) to describe the proposed construction
at about STA 201 +80 and about STA 203+80.
Per discussions in the meeting on January 31, 2006, the
approximate section shown on sheet GR-02 is adequate.
21, Please make the following changes to plan sheet 10:
A Use the control structure design in SWDM Fig. 5,3,4,A (page 5-40)
Notice the required solid lid (i.e" no birdcage is allowed) and vertical bar
grate through its side.
The control structure has been revised as requested.
B. Notice that the following can be substituted for a rock-lined pond
emergency overflow spillway:
1) "Birdcage" overflow structure, per Fig 5.3.1.C on page 5-28,
2) Paved asphalt overflow spillway which can also serve as an access
road to the control structure (see page 5-27),
We have evaluated the use of both additional options and have
determined that the current rock-lined pond emergency overflow
spillway is adequate.

C. Install a gravity drain pipe in the pond, as required by SWDM item 7 on
page 6-75). Also see page 6-100.
See answer to comment #20.C.5)d).
D. Add two perpendicular cross sections that completely describe the
pond's overflow spillway dimensions and materials.
The pond overflow spillway detail on plan sheet 14 has been revised
and an additional cross section has been provided as requested.
22. Please make the following changes to plan sheet 11:
A. In all roadway sections, provide at least 1 'of RIW behind all curbs and
sidewalks (per KCRS roadway section drawings).
The roadway sections have been revised as requested.
B. In the "NOTES FOR TYPICAL ROADWAY SECTIONS'; remove note 7
(County Engineer pavement approval requirement).
The note has been removed.
C. In the notes for Tract "C", remove note 2 (County Engineer pavement
approval required).
The note has been removed.
D. Remove the non-standard "ROLLED CURB SECTION DRIVEWAY" details
because driveway cuts are not used in rolled curb, per the KCRS.
The detail has been removed.
E. Please make the following changes to the cross section for 116'h Ave
SE:
1) Provide an arterial pavement design per KCRS 4.03.
The arterial pavement design has been provided as requested.
2) Show the entire roadway width, its crown and the required overlay
that will cover the full width of the roadway.
This information has been provided as requested.
3) Label and dimension the location of the existing roadway centerline.

This information has been provided as requested.
4) Dimension the proposed pavement widening so it specifies a 22'-
wide lane adjacent to the site.
This information has been provided as requested. The proposed
pavement widening is 28'-wide lane adjacent to the site.
5) Please notice that there are no existing roadside ditches along either
side of this roadway here.
The roadside ditch along the west side of 116th Avenue SE has
been removed. There is a slight existing drainage ditch or
depression along the east side of 116th Avenue SE.
F Please make the following changes to the cross section for 120'h Ave
SE:
1) Show the entire roadway width, its crown and the required overlay
that will cover the full width of the roadway.
This information has been provided as requested.
2) Label and dimension the location of the existing roadway centerline.
This information has been provided as requested.
3) Dimension the proposed pavement widening so it specifies a 16'-
wide lane adjacent to the site.

G. Please make the following changes to the cross section for "ROAD A
(SUBACCESS)":
1) Begin the stationing offsite at the point where onsite and offsite
improvements will connect, within Short Plat L03S0003. Curbs,
gutters and sidewalks for these two properties must connect.
See response for comments #8 and #11.E.
2) Use the 24'pavement width (with 12'-lane widths) required for urban
subaccess roadways, in KCRS 2.03H and 2.03/.
•
Mr. Ted Cooper, P.E.
February 14, 2006
Page 15
The pavement width has been increased to 24 feet
3) Correct the RIW width, dimensions and sidewalk location in note 2
so they are consistent with the other plan sheets.
The information has been corrected as requested.
H. Please make the following changes to the cross section for "ROAD A
(SUBACCESS 1/2 STREET)":
1) Correct the stationing so it is a continuation of the stationing for the
full-width street.
The stationing for Road "A" is continuous.
2) Modify the design to comply with KCRS 2.078.4.
The half street improvements for Road "N' will be constructed as
shown on the cross-section on sheet 11 to slope at two percent
towards the south curb line. This layout will assure proper
drainage, bank stability, and traffic safety.
I. Add the following plan note to the cross sections of 116th Ave SE and
120th Ave SE:
Plan Note: Per KCRS Section 4.01 F, a 1 inch full width overlay shall be
required. If existing road section does not meet KCRS requirements, all
appropriate repairs to the existing subgrade, base material, surfacing and
pre-level may be required prior to placing the overlay. The overlay may
be waived only upon written request and after an evaluation of pavement
conditions and/or channelization requirements has been completed and
approved by the County Road Engineer or Development Engineer.
The plan note has been provided as requested.
J. On the plans, add our attached detail for the installation of through-curb
inlets in rolled curbs.
The attached detail has been added as requested.
23. Please make the following changes to plan sheet 12:
Plan sheet 12 has been renumbered to 13 due to adding a sheet as
mentioned in comment #15 and revised to show curb ramp details.

The control structure has been revised,
B. Notice that CB stations and offsets can be specified to only the nearest
foot.
The Catch Basin Curb Offset Detail shows the relationship between
the flowline and the center of structure,
24. On plan sheets 12 and 15, replace all of the "King County Standard Plan Notes"
with those in SWDM Reference 7.8. These notes need to be up-to-date and
should not be reworded, renumbered or omitted. You can add notes to the ends
of each of these lists.
Plan sheets 1 2 and 15 have been renumbered to 1 3 and 1 6 respectively and
the notes have been replaced as requested.
25. Please make the following changes to plan sheet 13:
Plan sheet 13 has been renumbered to 14.
A Modify all curb ramp details so they comply with the detail we have
attached with this list.
The curb ramp details have been updated as requested.
B. Specify where you propose to use the detail labeled "CONCRETE
VERTICAL CURB" because it is probably only suitable for use around the
cul-de-sac island.
The detail has been removed from the plan set because the cul-de-
sac island has also been removed.
26. Please make the following changes to plan sheet 14:
Plan sheet 14 has been renumbered to 15.
A Provide a temporary drainage collection and conveyance system that
will be used before all permanent pipes, paving and CB's are installed.

27, On plan sheets 14 and 15, remove the note (and detail) reqUlrmg ditch
restoration to original conditions along 120th Ave S£ This note and detail don't
match either the existing conditions or the necessary proposed work here, Along
the 120th Ave SE frontage a new ditch design (with a 3:1 maximum slope
adjacent to the roadway) will be required.
Plan sheets 14 and 15 have been renumbered to plan sheets 15 and 1 6
respectively. As discussed in the meeting on January 31, 2006, the ditch
along the west side of 1 20th Avenue SE will be restored to the original
conditions and the note and ditch detail are only approximate
representations of the shape and structure of the ditch.
28. Please put the street trees and their details on the engineering plan sheets
instead of the landscaping sheets. Street trees are part of the engineering review
and bonding,

Jessie Glen Plat
Project No. L05P0005 (Activity No. L05SR054)
Plan Review #1
January 26, 2006
1
1. Please submit a recreation space plan package to Kim
Claussen (DDES Planner) for review and approval. Contact Kim
at 206-296-7167 for the required number of copies and fees.
2. Please address the following Significant Tree Retention plan
comments from Bruce Engell (206-296-6782):
A. The plat shows it was vested in 2005, and thus subject
to the CAO standards. The significant tree retention
code (KCC 2IA.38.230) was replaced by KCC 16.82.156 on
January 1, 2005. The applicant will need to
recalculate the significant trees to be retained using
10 trees per acre or 5% of said trees, whichever is
greater (refer to the files listed immediately below)
B. Two files (1. Significant tree plan guidelines & 2.
Bonding for Significant trees) will be sent with this
review list document. Please use these guidelines and
submit the bonding forms with the revised significant
tree plan.
3. please make the following changes to the TIR:
A. Please include a comments stating how each of the
Hearing Examiner's Conditions has been addressed.
B. please provide a backwater analysis downstream of the
proposed pond. We are concerned that the proposed pond
outlet elevation appears to be below the flow line of
the existing downstream drainage system to at least SE
192 nd Street. Make sure that enough of the existing
downstream drainage system is analyzed to make this
backwater analysis accurate.
C.

D. Please provide two different basin maps and their
corresponding analyses. One must address the existing
conditions and the other must address the developed
conditions. In your calculations, remember to address
areas that will bypass the pond (e.g., backs of yards
along Road "A".
2
E. Add a copy of the permission letter for the relocation
and abandonment of the existing driveway where proposed
Road "A" will intersect 120th Ave SE.
F. Add an arterial pavement design per KCRS 4.03 for 116th
Ave SE.
G. Provide up-to-date bond quantities sheets.
4. Please notice that our Internet site at
http://www.metrokc.gov/ddes/lusd/cad.htm can be used to
download current King County drawings and standards.
5. Add the Hearing Approval Examiner's Conditions to the plans.
6. Provide a Postmaster approved plan of mailboxes that are
proposed or relocated (i.e., neighbors mailboxes).
7. Please make the following changes to plan sheet 1:
A. Add the Project No. L05P0005, Activity No. L05SR054 and
SWM Variance No. L05V0052 to the title block:
B. Fill in the answer to the "YES/NO" question asking
whether or not this is an erosion sensitive area site.
C. Add a plan note in bold large letters stating the
following, "COORDINATE THE ROADWAY AND SIDEWALK
IMPROVEMENTS WITH THOSE OF SHORT PLAT L04S0003".

8. On the plans, show details of the proposed construction for
short plat L04S0003. These details (i.e., dimensions of all
improvements and the R/W width) must match those proposed
onsite. The following problems must be addressed acceptably
to make these two projects compatible:
A. Their R/W centerlines and R/W widths must match.
B. The pavement widths and roadway crowns must match.
c. If these two proj ects are not constructed at the same
time, the first one will have to construct a temporary
cul-de-sac. Later, when the second one is constructed,
it will have to remove this cul-de-sac and finish the
roadway improvements connecting the two projects. This
construction sequence needs to be described on the
plans.
9. Please modify the plan approval blocks on all plan sheets
except sheet 1 so there is more vertical space for DDES
staff approval signatures and dates of approval.
10. Please make the following changes to plan sheet 2:
A. Either fix or remove the R/W dimensioning for both
major frontage roadways.
B. Along the northern property line, at the northwest
corner of the plat, there is a new wood fence where the
plans show a cyclone fence.
c. On this plan sheet and other sheets showing Road "D",
label SE 89 Place (Private Road), located west of
proposed Road "D".

11. Please make the following changes to plan sheet 3 and all
other affected plan sheets:
A. Connect Roads "BN and "C N with a low speed curve (per
KCRS 2.10A) because they will never have a true
intersection.
B. Use a private roadway stub (per the KCRS) behind the
curb of the curve to serve lots 5 and 6.
4
C. Add a plan note prohibiting direct access to 116 th Ave
NE, per Condition 13.
D. Fix the ownership inconsistency for Tract "AN. In plan
view it is labeled as a "PAT" (Private Access Tract) .
However, in the "Tract Table" it says it is listed as a
public roadway owned by King County.
E. Show a proposed construction design (on this sheet and
all other affected plan sheets) that will be compatible
with short plat L04S0003 (currently waiting for
approval). This design should include the following:
1) Show the design details of the temporary cul-de-
sac proposed by L04S0003.
2) Show details of the proposed work that will be
required to remove the off-site cul-de-sac and
extend all of its curb, gutter and sidewalk
improvements to make a standard connection to this
plat.
Show an alternative design for the temporary on-
site cul-de-sac that would be needed if the
temporary cul-de-sac for L04S0003 isn't
constructed in time.

4) Match the on-site R/W lines to those of L04S0003
so they are not offset.
5
F. Add a public access easement for the required 5'-wide
public path through Tract "BU (connecting Road "AU to
Road "B U ). Show this pathway and its easement here and
on the roadway plans.
H.
Per Condition 9.a., from Lot 37 to the south, design
Road "AU per urban subaccess street standards. Please
modify the other affected sheets too.
Per Condition 9.a., provide adequate R/W for the
northern curb return where Road "AU connects to 120th
Ave SE.
12. Please provide the following requested by KCDOT Traffic:
A. Provide channelization plans for the roadway
improvements along the frontages of both 116th Ave SE
and 120th Ave SE. Roadway striping should be as
follows:
1) South of these proposed intersections, maintain
the existing lane widths along both existing
roadway frontages using fog line striping. This
striping should not extend across proposed
intersections or their radius returns.
2) Striping for the proposed northern radius return
of Road "DU should extend from the end of the
proposed curb to the existing edge of lane on
116th Ave SE.
3) Striping for the proposed northern radius return
of Road "Au should extend along this radius return
to the existing edge of lane for 120th Ave SE.

D. Add a plan note to contact Henry Perrin of King County
DOT (206-263-6138) before changing any pavement
markings or sign locations.
E. Please label the existing roadway, SE 89 LN (Private
Road), located across from the proposed 116 th Ave. SE
entrance.
F. Specify that existing power poles and hydrants which
require relocation shall be placed behind the sidewalk.
19. Specify all sawcuts in existing pavement to be at the
existing fog line (or, if necessary, within a traveled
lane). In all areas where the pavement is to be widened,
sawcuts should not be made within the shoulders because
shoulders are not typically designed to carry the same
traffic loading as traveled lanes.
20. Please make the following changes to plan sheets 8 & 9:
A. For simplicity and clarity, please notice that plan
sheets 8 and 9 probably could be combined because they
duplicate many design details.

B. Add for the proposed abandonment and relocation of the
existing driveway near the proposed intersection of
Road "A" 120th Ave SE. Specify that this must be
coordinated with the owner of this driveway.
C. please address the following problems concerning the
proposed drainage design downstream of the pond:
1) A drainage collection/conveyance system and its
details must be provided for surface flows along
the western side of 120th Ave SE, from the site to
SE 192 nd Street.
2) Grading contours and/or ditch sections must be
provided where this work is proposed.
3) Remove the "Beehive"/ "birdcage" grates from all
CB's in the R/W (i.e., CB# 27, CB #30 & CB #31. We
have included a dome grate detail that you may
want to use for CB #31 because the leaves and
other debris I observed here are likely to plug a
standard grate.
4) Add an inlet pipe stub to CB# 27 collect upstream
ditch drainage.
5) Notice that the following significant benefits
would result from relocating CB#29 to the proposed
gutter line at about STA 203+13 (LT):
a) CB #30 would not be required the pipe run
from CB #29 to CB #31 would not exceed our
maximum 300'-long limit.
b) This CB relocation would also reduce the
possible ponding and erosion near the
southern end of the proposed sidewalk ramp
(near STA 203+24, LT).

c) Decreased backwater effects on the pond.
10
d) It would be possible to install the pond's
gravity drain pipe, as required by SWDM item
7 on page 6-75).
6) For all existing pipes that will connect to CB #32
provide the pipe data (i.e., materials, diameters,
invert elevations, slopes).
D. Add cross sections (extending from the roadway
centerline to the western R/W line of 120th Ave SE) to
describe the proposed construction at about STA 201+80
and about STA 203+80.
21. Please make the following changes to plan sheet 10:
A. Use the control structure design in SWDM Fig. 5.3.4.A
(page 5-40). Notice the required solid lid (i.e., no
birdcage is allowed) and vertical bar grate through its
side.
B. Notice that the following can be substituted for a
rock-lined pond emergency overflow spillway:
1) A "Birdcage" overflow structure, per Fig 5.3.1.C
on page 5-28.
2) A paved asphalt overflow spillway which can also
serve as an access road to the control structure
(see page 5-27) .
C. Install a gravity drain pipe in the pond, as required
by SWDM item 7 on page 6-75). Also see page 6-100.
D. Add two perpendicular cross sections that completely
describe the pond's overflow spillway dimensions and
materials.

22. Please make the following changes to plan sheet 11:
A. In all roadway sections, provide at least l'of R/W
behind all curbs and sidewalks (per KCRS roadway
section drawings) .
11
B. In the "NOTES FOR TYPICAL ROADWAY SECTIONS", remove
note 7 (County Engineer pavement approval requirement)
C. In the notes for Tract "C", remove note 2 (County
Engineer pavement approval required) .
D. Remove the non-standard "ROLLED CURB SECTION DRIVEWAY"
details because driveway cuts are not used in rolled
curb, per the KCRS.
E. Please make the fOllowing changes to the cross section
for 116th Ave SE:
1) Provide an arterial pavement design per KCRS 4.03.
2) Show the entire roadway width, its crown and the
required overlay that will cover the full width of
the roadway.
3) Label and dimension the location of the existing
roadway centerline.
4) Dimension the proposed pavement widening so it
specifies a 22'-wide lane adjacent to the site.
5) Please notice that there are no existing roadside
ditches along either side of this roadway here.
F. Please make the following changes to the cross section
for 120th Ave SE:
1) Show the entire roadway width, its crown and the
required overlay that will cover the full width of
the roadway.
2) Label and dimension the location of the existing
roadway centerline.

G. Please make the following changes to the cross section
for "ROAD A(SUBACCESS)":
1) Begin the stationing offsite at the point where
onsite and offsite improvements will connect,
within Short Plat L03S0003. Curbs, gutters and
sidewalks for these two properties must connect.
2) Use the 24'pavement width (with 12'-lane widths)
required for urban subaccess roadways, in KCRS
2.03H and 2.03I.
3) Correct the R/W width, dimensions and sidewalk
location in note 2 so they are consistent with the
other plan sheets.
H. Please make the following changes to the cross section
for "ROAD A(SUBACCESS 1/2 STREET)":
1) Correct the stationing so it is a continuation of
the stationing for the full-width street.
2) Modify the design to comply with KCRS 2.07B.4.
I. Add the following plan note to the cross sections of
116 th Ave SE and 120th Ave SE:
Plan Note: Per KCRS Section 4.01F, a 1 inch full width
overlay shall be required. If existing road section does
not meet KCRS requirements, all appropriate repairs to the
existing subgrade, base material, surfacing and pre-level
may be required prior to placing the overlay. The overlay
may be waived only upon written request and after an
evaluation of pavement conditions and/or channelization
requirements has been completed and approved by the County
Road Engineer or Development Engineer.

J. On the plans, add our attached detail for the
installation of through-curb inlets in rolled curbs.
23. Please make the following changes to plan sheet 12:
A. Revise the control structure to comply with the SWDM
requirements in Fig. S.3.4A on page S-40. Notice the
solid locking lid and vertical bar grate.
13
B. Notice that CB stations and offsets can be specified to
only the nearest foot.
24. On plan sheets 12 and IS, replace all of the "King County
Standard Plan Notes· with those in SWDM Reference 7.B. These
notes need to be up-to-date and should not be reworded,
renumbered or omitted. You can add notes to the ends of each
of these lists.
2S. Please make the following changes to plan sheet 13:
A. Modify all curb ramp details so they comply with the
detail we have attached with this list.
B. Specify where you propose to use the detail labeled
"CONCRETE VERTICAL CURB" because it is probably only
suitable for use around the cul-de-sac island.
26. Please make the following changes to plan sheet 14:
A. Provide a temporary drainage collection and conveyance
system that will be used before all permanent pipes,
pavlng and CB's are installed. Show a design with
details that clearly describe what is proposed (instead
of a vague conceptual design) .

B. Only show those parts of the permanent drainage system
that will be required for the TESC plan.
C. Since there is no defined drainage path or ditch along
the 116 th Ave SE frontage, provide a TESC design that
works here.
D. Show additional silt fence along all clearing limits
that are adjacent to this site's property boundaries.
E. Show inflow and downstream conveyance details for the
sediment pond and the sediment trap.
F. Add a construction sequence with the first step being
to schedule a pre-construction conference with the DDES
site inspector by calling (206) 296-6642.
G. Add a plan note specifying that access must be
maintained to the existing offsite driveways along
116 th Ave SE and 120th Ave SE.
H. Don't show construction entrance rock (quarry spalls)
overlapping the existing offsite driveway along 120th
Ave SE.
27. On plan sheets 14 and 15, remove the note (and detail)
requiring ditch restoration to original conditions along
120th Ave SE. This note and detail don't match either the
existing conditions or the necessary proposed work here.
Along the 120th Ave SE frontage a new ditch design (with a
3:1 maximum slope adjacent to the roadway) will be required.
28. Please put the street trees and their details on the
engineering plan sheets instead of the landscaping sheets.
Street trees are part of the engineering review and bonding.
