Task 1. Study Area Definition and Maps
The Jessie Glen Preliminary Plat is a proposal to subdivide a 7.7 acre parcel into
48 single-family residences. The project is located in unincorporated King County,
on the east hill of Kent
The project is more specifically located between 116th Avenue SE and 120th
Avenue SE, just north of SE 192nd Stree~ and includes King County Tax Parcel
Numbers 6198400-0080, 619840-0100, 619840-0120, 619840-0140, and 619840-
0320. Please see Appendix A for vicinity map.
This property is partially undeveloped and also contains a few existing residential
homes. This property is generally surrounded by lower density single-family
residential development; however, there are a few similar, higher density projects in
various stages of development in the immediate vicinity.
The runoff from the site currently sheet flows from the west to the east toward 120th
Avenue S.E. Approximately 2.9 acres of area drains to the site from the west
The project is located within the Soos Creek drainage basin. The drainage study
area is approximately one quarter mile long path encompassing the site's
downstream corridor. See the exhibit in rear pocket of this report for a topographic
map of the site and a map of the basin study area

Task 2. Resource Review
The following resources have been reviewed for the downstream analysis:
Adopted Basin Plans
• The site is located within the Soos Creek Basin.
Floodplain/floodway (FEMA) Maps
• There is no mapped floodplain in this area per the available FEMA Maps.
The site is located in Zone X per the Flood Insurance Rate Map (FlRM) map
number 53033C0991 F. A copy of the FlRM map is included in Appendix B
of this report
Sensitive Areas Folio
• Wetlands -None mapped.
• Streams and 100-Year Floodplains -None mapped
• Erosion Hazard Areas -None mapped.

lask3. Field Inspection
A site reconnaissance was performed on February 16, 2005 for the purpose of
analyzing the proposed project site and its upstream and downstream corridors.
The offsite drainage system was inspected V. mile downstream.
These ten items were inspected during the field inspection per the 2005 King
County Surface Water Design Manual.
1. Investigate ahy problems reported or observed during the resource review.
• The culvert that was plugged in drainage complaint 96-1550 appears to
be plugged again.
2. Locate all existing /potential problems constrictions or lack of capacity in the
existing drainage system.
• The existing drainage system appears to have adequate capacity.
3. Identify all existing/potential downstream drainage problems as defined in
section 1.2.2.1.
• The drainage complaints are included in Appendix E of this report
Drainage complaints 1991-1132 and 1997-1301 were missing and not
available.
4. Identify all existing/potential overtopping, scouring, band sloughing, or
sedimentation.
• None observed.
5. Identify significant destruction of aquatic habitat or organisms (e.g., severe
siltation, bank erosion, or incision in a stream).
• None observed.
6. Collect qualitative data features such as land use, impervious surfaces,
topography, and soil types.
• This information is included in Task 4 of this report
7. Collect information on pipe sizes, channel characteristics, drainage structures,
and relevant critical areas (e.g., wetlands, streams, steep slopes).
• This information is included in Task 4 of this report
8. Verify tributary basins delineated in Task 1.
• The tributary basins were verified.
9. Contact neighboring property owners or residents in the area about past or
existing drainage problems, and describe these in the report (optional).
• No property owners were contacted
10. Note the date and weather conditions a the time of the inspection.
• The site visit was conducted on February 16, 2005. The weather
conditions were dry, 50 degrees Fahrenheit and clear and sunny.

Task 4. Drainage System Description and Problem Descriptions
Please see Appendix 0 for downstream photos and off-site analysis drainage
system table.
The site currently drains from the west to the east The northwest 4.3 acres drains
toward the adjacent property to the east The southeast 3.5 acres drain toward the
drainage ditch located along 120th Avenue S.E. This area also receives runoff from
approximately 2.9 acres to the west
Surface water runoff that leaves the site enters a ditch along the west side of 120th
Avenue S.E. It flows to the south to the intersection of SE 192nd Street and 120th
Avenue S.E. There it enters a 12" storm drainage pipe and flows to a catch basin
in 120th Avenue S.E. The runoff then flows to the east through 18" storm pipe at
approximately 4% slope. The road continues down the hill and the pipes slopes
increase to approximately 10%. The pipe size increases to 24" and the flow
discharges to a half concrete pipe. The flow continues through a heavily
vegetated swale toward a driveway. It appears that the runoff is supposed to flow
through a concrete culvert This culvert is plugged and the runoff appears to be
infiltrating in the ground. There is evidence that water has been flowed across the
driveway and caused some erosion.
One problem observed during the site visit was the ditch along the north side of
120th Avenue S.E. had some debris in it This is a minor problem and the ditch
could be cleaned out easily to allow for better flow. The other problem observed
was the plugged pipe that caused erosion across the driveway. This appears to
have been a problem before and was mentioned in drainage complaint #96-1550.
The offsite drainage complaints from King county are Included in Appendix E.

Task 5. Mitigation of Existing or Potential Problems
The existing downstream problem that was observed was the erosion of the
driveway described in Task 4. The developed site will not aggravate this existing
problem because the site will also have Level 2 flow control. This will restrict the
flow of the 2-year release to 50% of the pre-developed site.

Per your request I have inveatigated the ~onstructed drainage
system along Southeast 192nd street vest of 120th Avenue .
S-outl?-east, reviewed the drainaqe p:La.ns ana field notea ,for .
Southeast 192nd street and reviewed the drainage improvem.el:lt
completed in 1992 ~d have the following i~formation. .
1 The plan/profile for Southeast 192nd street (90-.3) showa a 18-
inch dill.. dross-eulvert at 8ta. 36+15. A tlo'll' direetion arrov;
on the plan. indicates the' flow is froll south to north. 'l'he plan
also shows the construction 'Cif a '''special 'ditch and a dike to ~e
constructed along the south side of the road. It appears this
ditch and dike were constructed ~o insure flow was directed into
the cross-culvert. A review of the field survey notes Ico~y
enclosed) do not show a cross culvert. A check .of the elevations
of the driveway Cu1verts and aide pipet?) shows the elevatiens to
be higher en the nor~h side of the read.
I also revieved the 1992 drainage improvement completed by Ro~ds
xaintenance as part of a school path proj.ect. The plans do not
shov the cross culvert. Improvement Plans Sta. 3+30 = BE 192nd
sta; 36+15. 'All flow to the north side of BE 192nd is conveyed
easterly to 120tb A~e BE. It is interesting that the basin ~ap
.. shows the flew from this project going south, just vest .of 120th
Ave BE.. '. . " "
Tbe problem was discussed in the Read Ooordinatien meeting en
April 2nd. Racheal Gutierrez, Reads Drainage Design will , I
investigate further but I don't think muoh will come of it. ~e
only concern voicell during the disoussion, regarding ablil.hdoninq
the cross~culvert was the histery'ef road shoulder and ditch
erosion east of 120th Ave SE. No infermation was provided why
the asbuilt tiee,: not match existing conditions'.
I had Jacquie Littie complete a more'ibE?uSA site investigation
a~ the cress culvert. She walked the area between SB 192nd anll .
the schoel site. A well defined channel was identified that
app'ears to have historically conveyed flaYS to the seuth onto the
sCh'eol site. The channel ends where the sehool graded along the
north property line.

Dear Applicant and Engineer:
The Land Use Services Division, Engineering Review Section, has completed review of the
adjustment request for the Jessie Glen subdivision. You are requesting approval for an
adjustment from the 2005 King County Surface Water Design Manual (KCSWDM) Core
Requirement No.1, Section 1.2.1, Discharge at the Natural Location. Our review of the
information and a site visit provides the following findings:
I. The proposed Jessie Glen subdivision is located between 116 th and 120th Avenues SE
north ofSE 192 nd Street. The 49 lot, 7.7 acre, proposed Jessie Glen subdivision is
filed under Land Use Services Division (LUSD) file number L05P0005.
2. The Jessie Glen subdivision is located in the Upper Soos Creek subbasin of the Soos
Creek basin. The site is subject to the Conservation (level two) flow control and Basic
water quality requirements of the 2005 KCSWDM.
3. The irregularly-shaped site consists of two separated rectangular-shaped areas
connected by a unique 30-foot strip that provides continuity. The entire site and
surrounding area gently slopes from west to east. The northwest rectangle abuts the
east side of 116 th Avenue SE. Sheet flow from the northwest rectangle crosses its
eastern property line onto the abutting properties. To the south, the southeast
rectangle abuts the west side of 120 th Avenue SE. Based on topography, sheet flow
from the southeast rectangle crosses its south property line onto the adjacent property.
All excess now eventually recombines in the ditch on the west side of 120th Avenue
SE and flows south. Upon reaching SE 192 nd Street, flows tum east toward Soos
Creek. It appears that some upstream area would be tributary to the site.
4. The proposal is to collect most runoff from the northwest rectangle and direct it to the
southeast rectangle where all site flows will enter a single detention and water quality
facility locatcd at the eastern end of the site adjacent to 120th Avenue SE. From 120th

A venue SE, the allowed release would then travel east on the north side of SE 192nd
Street. Nuisance flows to adjoining properties would be largely eliminated. Only
frontage improvements along I I 6th Avenue SE appear to be included in the conceptual
drainage plan.
5. No decorative ponds or shallow wells have been identified that would be affected by
the proposed diversion.
6. The Level One Downstream Analysis identified an apparent repeat of drainage
complaint 1996-1550. At the downstream end of the conveyance path on the north
side of SE 192 nd Street is a driveway culvert crossing for the residence at 19121 124th
A venue SE. This driveway crossing is just prior to flow entering Soos Creek. It has
been observed to be plugged and appears to need cleaning. This situation does not
trigger the need for a higher level of flow control.
7. A consolidation offacilities for the proposed subdivision will be more economical in
long term maintenance. .
Based on these findings, we hereby approve this adjustment to allow the diversion of runoff to
a single combined drainage facility draining to 120 th Avenue SE with the following
conditions:
I. The release rates for the detention facility will be based on the tributary area being
directed to the facility.
2. The volume for the detention facility will be based on all flows directed to the facility
at full development under current zoning. The allowed release rate will be reduced by
any undetained flows that would bypass the proposed subdivision drainage facilities.
The detention volume shall be sized using the Conservation flow control standard in
the 2005 KCSWDM. A 10 to 20 percent volumetric factor of safety must be applied
to all storm events requiring detention. The design Technical Information Report shall
state the factor of safety selected and the basis of that determination.
3. Water quality facilities must be sized based on the entire proposed subdivision
draining to the facilities including any required frontage improvements.
4. All onsite or offsite drainage facilities must be located in a public right-of-way,
recreation space tract with easement or storm drainage tract dedicated to King County.
5. Additional storm drainage requirements identified by SEPA or the plat hearing review
will apply to this project. The applicant retains all rights and privileges afforded in
Section 1.4.

Dear Mr. Bergam:
On behalf of JPS Holding, LLC., ESM Consulting Engineers, LLG. is requesting an
adjustment to the Core Requirement #1 for the proposed Jessie Glen subdivision. The
adjustment is being requested based on the Preliminary Plat Application comment letter
from Trisha Bull dated June 21, 2005.
The proposed project encompasses approximately 7.7 acres and is located in
unincorporated King County, on the East Hill of Kent More specifically, the project is
located between 116th Avenue SE and 120th Avenue SE, just north of SE 192nd Stree~ and
includes King County Tax Parcel Numbers 619840-0080, 619840-0100, 619840-0120,
619840-0140, and 619840-0320. The configuration of this project is somewhat unique as
we are proposing two separate developed areas that are connected via a 30' wide parcel
of land, which is proposed to be part of the required park area. See attached Preliminary
Plat sheets for more detail.
Stormwater drainage for the two separate proposed developed areas will be collected and
conveyed to a detention pond as shown on the attached Preliminary Road and Drainage
Plan. The adjustment to the Core Requirement #1 is being requested because we would
like to combine the subbasins for the north and south sites into one post developed
stormwater drainage facility.
Ordinance 15052 dated May 26, 2005 for the 2005 King County Surface Water DeSign
Manual describes Core Requirement #1 as follows:
"Discharge at the natural location. All surface and storm water runoff from
a project shall be discharged at the natural location so as not to be
diverted onto, or away from, downstream properties. The manner in which
runoff is discharged from the project site shall not create a significant
adverse impact to downhill properties or drainage systems as specified in
the discharge requirements of the Surface Water Design Manual.'
The review criteria which will be used to evaluate this adjustment were also taken from
Ordinance 15052 and are listed below in italics with a response addressed in bold:

(1) Produce a compensating or comparable result in the public interest, and
The project proposes to direct stormwater drainage from two separate areas
into one detention pond. The public community will benefit from this design
because It will reduce the maintenance and operation activities to one
detention pond Instead of two.
(2) Meet this chapter's objective of safety, function, appearance, environmental
protection and maintainability based on sound engineering judgement.
Existing topography shows the north project site (Lots 1 -31 and respective
roadways and tracts) draining to the east through adjoining private lots prior
to reaching a ditch flowing south on the east side of 120th Avenue SE. Since
the project site was originally heavily forested, most of the stormwater runoff
would infiltrate prior to reaching the existing ditch. Therefore, with this
adjustment, the Impact to the existing lots to the east will be minimal.
The natural location for a stormwater detention facility for Lots 1 -31 would
be along the east property line with a discharge of existing undeveloped
stormwater flows through the existing lots to the east to ultimately reach the
existing ditch along 120th Avenue SE. Routing the stormwater to the
detention pond in Tract D provides a safer and more functional alternative
due to the fact that stormwater drainage will not be directed through private
properties.
As mentioned In response to criteria (1), It is in the public Interest to limit
maintenance to one detention pond. In addition, no adverse environmental
Impacts will result from this adjustment of the stormwater discharge location.
In summary, the proposed adjustment to the Core Requirement #1 is in the public interest
and meets the objective of safety, function, appearance, environmental protection and
maintainability based on our engineering judgment
As requested, we are enclosing a completed Surface Water Design Manual
Requirements/Standards Adjustment Request, three copies of sheets 1, 2, and 4 of the
Preliminary Plat plans, one copy of each Certification and Transfer of Applicant Status
forms, a copy of the Level One Downstream Analysis, an aerial photograph of the project
site, courtesy of King County Imap, and a check for the current fee of $2,672.00.
