Dear Mr. Nguyen:
This letter is regarding the Special Administrative Fence Permit LUA09-102, SF that was issued
for the fence located at 4637 NE 10th Street, on September 17, 2009. The appeal period for
the permit ended on October 2, 2009 and no appeals were filed.
As stated in the permit conditions, you are required to:
■ The applicant shall provide five (5) feet of landscaping within the five foot setback
along Duvall Avenue NE. The applicant shall submit a landscape plan to be approved
by the Planning Division Project Manager. The applicant must install the required
landscaping within 90 days of granting of the fence permit.
Please contact the project manager by December 17, 2009 for an inspection of the landscaping.

PROJECT DESCRIPTION & ANALYSIS: The applicant is requesting to construct a five foot high
cedar fence along Duvall Avenue NE (the east property line) and NE 10th Street (the north
property line). The fence would be setback five feet from the property line, except within the
clear vision area, where the setback would be greater. The fence would enclose the front yard
on the west and north sides. The eastern section of fence would connect to an existing section
of fence. The total length of the proposed fence would be approximately 90 feet in length. The
applicant does propose small plants and shrubs to be installed as landscaping. The fence would
not be located within the clear vision area of the corner of NE 10th Street and Duvall Avenue NE.

APPEALS: Appeals of permit issuance must be filed with the City of Renton Hearing Examiner
by 5:00 p.m. on October 2, 2009. Appeals must be filed in writing, together with the required
fee to the City of Renton Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA
98057. City of Renton Municipal Code Section 4-8-110 governs appeals to the Hearing
Examiner. Additional information regarding the appeal process may be obtained from the

To whom it may concern for the department of community and economic
development for the city of Renton. 1, Dung Nguyen mortgage owner of the residents
4637 NE l OTa ST. Renton, WA 98059 would like to submit this letter as a proposal for a
special fence permit. The following reasons will explain my justification for my special
height request. 1) child safely; from previous incidents 1 have noticed busy intersections
such as Duvall Ave. and NE 10th ST. create a huge fear factor that one of my children,
guests, ETC will/somehow walk into the dangerous road way where cars are speeding
down at 40 mph. 2) Community equality; many neighbors of mine on the same road and
Union Ave. also have a 6ft fence to fence up their properties. By having a 4 ft fence it
would distort the community's general appears since a large amount of other houses will
have 6`h ft fence while mines has a 4ft fence. 3) Home security; since relocating to the
residency at 4637 NE l01"1 ST. many of my property have been stolen and vandalized.
Objects such as shoes, lawn mowers, and wind chimes have been stolen. To a more
serious matter, these thieves also attempted to break into my Ford truck. This fence is a
5ft cedar wood fence with small plants and shrubs that is 5f from the property line. I
would like to ask for a special fence permit for having a, it will create another
obstacle/dilemma for burglars, thieves etc. to trespass.
