AMENDMENT NO. _6_ TO AGREEMENT FOR COULON
MEMORIAL PARK TRESTLE BRIDGE REPLACEMENT
THIS AMENDMENT, dated for reference purposes only as July 11, 2024, is by and between
the City of Renton (the “City”), a Washington municipal corporation, and WSP USA, Inc.
(“Consultant”), a New York corporation. The City and the Consultant are referred to
collectively in this Amendment as the “Parties.” Once fully executed by the Parties, this
Amendment is effective as of the last date signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-20-009, dated
January 13, 2020, to provide necessary services for the Coulon Memorial Beach Park Trestle
Bridge Replacement (referred to herein as the “Agreement”).
Whereas, the Parties wish to amend the Agreement to change the scope of work, and change
the time for performance to provide monitoring services of project mitigation planting areas
within Coulon Park.
NOW THEREFORE, it is mutually agreed upon that CAG-20-009 is amended as follows:
1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit
A-6, which is attached and incorporated herein.
2. Time of Performance: Section 3, Time of Performance, is amended to add:
All Work shall be performed by no later than January 31, 2029.
3.All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as
if fully set forth herein.

Dear Mrs. Severtsen:
WSP USA is pleased to submit our contract modification to the City of Renton (CITY) to provide
services for the Mitigation Monitoring of Coulon Memorial Beach Park Projects (Projects) – North
Water Walk and Trestle Bridge (the Projects). Our requested contract modification is to complete the
five years of mitigation monitoring required by the issued project permits and extend the period of
performance through January 31st 2029.
PROJECT OVERVIEW
As part of the Projects’ permitting, certain activities were authorized by the US Army Corps of
Engineers (USACE) and included the use of the Lake Washington Restoration and Permitting (RAP)
program. In order to participate in the RAP program, two mitigation sites were constructed in Gene
Coulon Memorial Beach Park to offset project impacts. These mitigation sites require five years of
monitoring to meet performance standards required by the approved projects permits.
The following scope of work describes WSP’s plan to complete the required monitoring.
Task 12 - RAP Mitigation Monitoring
The RAP guidance documents include an overview of the required monitoring efforts within Appendix
F of the guidance. Per the guidance, monitoring reports are required to be submitted by November 30
for each of the subsequent 5 years after construction. WSP will provide one site visit a year. Annual
monitoring events will include a site visit to take pictures at the already established photo locations,
assess plant survival, and measure invasive species coverage. If it has been found that there is a
corrective action needed, WSP will document corrective actions the CITY should implement to comply
with established performance criteria contained in the project permits. The annual monitoring reports
will include a synthesis of the information collected during the site visit into a one page monitoring
report form, updates to the as-built planting plans, and a photo log for each of the mitigation sites.
Assumptions
Mitigation site performance criteria are contained in Appendix F of the Implementation Guide for
the Restoration and Permitting Program for Lake Washington and Lake Sammamish.
The CITY will be responsible for maintaining/replacing any dead plants and managing invasive
species.

Draft annual monitoring reports will be provided to the City for one round of review and comment
prior to agency submittal.
NMFS and the USACE will accept the monitoring reports each year and no further coordination
will be required.
Current permits only require 5 years of monitoring.
Deliverables
2024, 2025, 2026, 2027, and 2028 Draft and Final Mitigation Monitoring Report (Monitoring
Report Form, As-Built Updates, and Photo Log) for both Projects to the CITY.
Corrective actions (if needed) will be relayed to City of Renton Parks Planning and Development
staff via email.
Electronic Submittal of each years Mitigation Monitoring Packages to the AGENCIES.
SCHEDULE
WSP will begin work in Monitoring Year 1 (September 2024) after the contract modification is
approved. For each monitoring year the site visit would be conducted within the first two weeks of
September. The draft mitigation monitoring report will be submitted to the City of Renton for review
by Parks Planning and Development Staff within 30 days of the annual site visit. Final mitigation
monitoring packages will be submitted to the U.S. Army Corps of Engineers/National Marine
Fisheries Service by November 30th of each monitoring year (2024-2028).
FEE
WSP’s estimated fee for the proposed Mitigation Monitoring is $29,740 (Twenty Nine Thousand
Seven Hundred and Forty Dollars) and would be performed on a time-and-materials basis. A
summation of hours and cost is included as Attachment A. The existing contract tasks, status, and
budgets remaining are shown below in Table 1.

The current contract has a remaining balance of $31,083, which is sufficient to complete the requested
scope of work. WSP proposes a no-cost contract modification that would close out nine of the
completed tasks shown in Table 1 and redistribute the remaining balance of the contract into the new
Mitigation Monitoring task (Task 12), PM Task (Task 1), and Expenses (Task 11).
