YOU MUST CAREFULLY READ THE FOLLOWING PURPOSE AND INTENT,LIMITATIONS, RESPONSIBILITIES, DISCLAIMER, AND INDEMNIFICATION SECTIONS THAT GOVERN YOUR USE OFKING COUNTY PARKS' ("PARKS") TYPICAL TRAFFIC CONTROL PLANS (“THE TCPs”). PLEASE NOTE THAT YOUR USEOF THE TCPs CONSTITUTES A LEGALLY BINDING AGREEMENT BETWEEN YOU AND KING COUNTY THAT YOU HAVEREAD, UNDERSTAND, ACCEPT, AND AGREE TO BE BOUND BY THESE SECTIONS.The following TCPs provided by Parks depict common situations and applications of traffic control measures, are genericin nature, and are not intended to satisfy all work zone conditions. The TCPs are adaptable to many trail conditions andare not specific to any one condition or location. Additional project and/or site-specific traffic control plans may be neededfor unique conditions or trail configurations. Ultimately, the traffic control plan used for each situation depends on factorsthat include, but are not limited to: trail width and geometry; trail use patterns; presence and proximity of roadways,intersections, and/or driveways; duration of impacts; physical constraints; sight distances; and the nearness of the workzone or activity to trail users.The TCPs are also limited in that they are not to be used at night without adequate lighting, and they assume relativelyflat, straight sections of trail without bridges, tunnels, or other obstructions. Overhead protection may also be required foroverhead work.The TCPs are not intended as a substitute for competent work by engineering professionals. Innovative or creative trafficcontrol measures that depart from the TCPs may be appropriate, provided that they will result in equivalent or improvedsafety and have been designed and/or approved by appropriate traffic control professional experts.TCPs LIMITATIONSUSER'S RESPONSIBILITIESTCPs DISCLAIMER AND USER INDEMNIFICATIONDEVELOPING TEMPORARY TRAFFIC CONTROL PLANS FOR PARKS' REVIEWConstruction or maintenance projects on King County Parks' Regional Trails occasionally necessitates that trail usertraffic be diverted through or around temporary work zones. In such instances, trail traffic movement must be managed ina clear, safe, consistent, and effective manner. In the interest of furthering public safety and reducing impacts to trailusers, King County Parks ("Parks") has developed the following Typical Traffic Control Plans (“the TCPs”) that provideguidance on what may constitute acceptable temporary trail traffic control measures.Because the TCPs are only an illustrative guide to be used with good engineering judgment and by personsknowledgeable (i.e., trained and/or certified) on the fundamental principles of traffic control and the work zone activities tobe performed, the TCPs may ultimately be adopted, modified, or an alternate traffic control plan may be submitted forParks' review. You, as the TCP user, are ultimately responsible for verifying the applicability and any necessarymodification of the County's sample TCPs to your specific project and site-specific considerations.Parks makes these TCPs available on an "as is" basis. All warranties and representations of any kind with regard to saiddocuments are disclaimed, including the implied warranties of merchantability and fitness for a particular use. Parks doesnot warrant the documents against deficiencies of any kind.Your use of the TCPs constitutes your acknowledgment that: (1) Parks cannot be held responsible for problemsarising from adoption of the content of the TCPs; and, (2) you, the user, assume full responsibility for your finaltraffic control plan's adequacy to address a specific construction situation and for any alterations to the TCPs byyou or your agents. Your use of the TCPs also constitutes your agreement to indemnify, defend, and holdharmless Parks, and its officers, agents, and employees from and against any and all claims, suits, losses,damages, or costs, including reasonable attorney's fees, arising from your negligent or improper use of thesedocuments.King County's Regional Trail facilities shall be impacted to the minimum extent feasible. Proposals for work impactingRegional Trail facilities will be evaluated based on the severity and duration of impact to trail users.The following list includes temporary trail impacts that Parks may allow ranked based on the severity of impact from leastto greatest. The feasibility of each option shall be considered, in order, and the first feasible option shall be used.1.Intermittent Obstructions (see conditions below)2.Temporary Trail Restriction (TCP-2)3.Trail Closure with a Diversion (TCP-3)4.Trail Closure and Off-site Detour5.Trail Closure without DetourIntermittent Obstructions are defined as work which impedes use of a trail for a period of 15 minutes or less. Shoulderwork, where a minimum of 5-feet of trail is maintained, is not considered an intermittent obstruction. Examples ofintermittent obstructions include ingress/egress of construction equipment or moving materials across a trail using a craneor lift.Intermittent Obstructions are allowed, with advance approval from Parks, provided that the obstruction is performed onweekdays between the hours of 9am and 3pm, and that warning signage and flaggers are used. A minimum of 10-daysadvance notice to Parks is required for public communications and outreach.Parks adopts and incorporates the following codes and references to the extent necessary to interpret and implement theTCPs. The version in current use by Parks shall apply.
