PURPOSE OF CHECKLIST: Governmental agencies use this checklist to help
determine whether the environmental impacts of your proposal are significant. This
information is also helpful to determine if available avoidance, minimization or
compensatory mitigation measures will address the probable significant impacts or if an
environmental impact statement will be prepared to further analyze the proposal.
INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe
some basic information about your proposal. Please answer each question accurately
and carefully, to the best of your knowledge. You may need to consult with an agency
specialist or private consultant for some questions. You may use "notapplicable" or
"does notapply" onl when you can explain why it does not apply and not when the
answer is unknown. You may also attach or incorporate by reference additional studies
reports. Complete and accurate answers to these questions often avoid delays with the
SEPA process as well as later in the decision-making process.
The checklist questions apply to all arts of your proposal, even if you plan to do them
over a period of time or on different parcels of land. Attach any additional information that
will help describe your proposal or its environmental effects. The agency to which you
submit this checklist may ask you to explain your answers or provide additional
information reasonably related to determining if there may be significant adverse impact.
INSTRUCTIONS FOR LEAD AGENCIES: Additional information may be necessary to
evaluate the existing environment, all interrelated aspects of the proposal and an analysis
of adverse impacts. The checklist is considered the first but not necessarily the only
source of information needed to make an adequate threshold determination. Once a
threshold determination is made, the lead agency is responsible for the completeness
and accuracy of the checklist and other supporting documents.

The developed area of the site is flat. A small area of the site between Rolling Hills
Creek and Interstate 405, about 20' in width will remain in native vegetation
(undisturbed) and has slopes approaching 40%

The footprint of the existing building is 38,000 SF±. Improvement of previously
imported structural fill underneath the existing slab foundation of the cinema may
occur to provide a suitable substrate for the new building.
The new slab foundation is 40,000 SF± and should result in no need for material
export.
Exact quantities of material moved on site are currently unknown though
estimates would place volume of clean structural fill moved at less than 1,500CY.
Efforts will be made to re -use portions of existing material on site. If additional
structural fill is needed, that material will be sourced by our engineering
consultants, from sources known to provide environmentally clean material.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally
describe.
Limited erosion could occur as a result of the required site work and utility
improvements needed to serve the new building. Temporary Erosions and
Sediment Control (TESC) measures will be implemented during construction to
minimize impacts.
g. About what percent of the site will be covered with impervious surfaces after
project construction (for example, asphalt or buildings)?
Approximately 85% of the developed site will be covered with impervious surface.

implemented as part of a TESC plan to be submitted to the City for
approval prior to the start of any clearing or grading activities.

During construction minor emissions to air will occur from diesel and gasoline
fueled construction machinery. Once construction is complete and the project is
occupied there will be no emissions to air other than from resident automobile use.

3. WATER ' '
a. Surface Water:
1) Is there any surface water body on or in the immediate vicinity of the site
(including year-round and seasonal streams, saltwater, lakes, ponds,
wetlands)? If yes, describe type and provide names. If appropriate, state what
stream or river it flows into.
Rolling Hills Creek, a non -fish bearing stream classified "NP", is near the south
boundary of the project site and abuts the north side right of way for Interstate
405. Just past (downstream of) the project site, Rolling Hills Creek enters a
culvert underneath Intestate 405 and is conveyed into un -named wetlands
paralleling the east side of SR 167. Upstream of the subject site Rolling Hills
Creek is culverted for a length exceeding one mile.
2) Will the project require any work over, in, or adjacent to (within 200 feet) the
described waters? If yes, please describe and attach available plans.

Yes. At its closest point, the existing cinema building lies within 40' of the
OHWM of Rolling Hills Creek and asphalt paving abuts the OHWM of Rolling
Hills Creek. At its furthest point, the cinema building lies within 60' of Rolling
Hills Creek. The preponderance of the new structure will be constructed within
the existing cinema footprint, and will be no closer to the creek. Plans
delineating location of the new building relative to Rolling Hills Creek are
attached in this package.
3) Estimate the amount of fill and dredge material that would be placed in or
removed from surface water or wetlands and indicate the area of the site that
would be affected. Indicate the source of fill material.
No filling or excavation will occur within the high water mark of Rolling Hills
Creek
4) Will the proposal require surface water withdrawals or diversions? Give
general description, purpose, and approximate quantities if known.

5) Does the proposal lie within a 100 -year floodplain? If so, note location on the
site plan.
The 100 year flood plain boundary is shown on a site plan, attached. Portions
of the site are within the 100 year flood plain boundary. The existing and
proposed buildings however, are both located outside of the 100 year flood
plain boundary.
6) Does the proposal involve any discharges of waste materials to surface
waters? If so, describe the type of waste and anticipated volume of discharge.
b. Ground Water:
1) Will groundwater be withdrawn from a well for drinking water or other
purposes? If so, give a general description of the well, proposed uses and

There will be no discharge of waste material into the ground.
c. Water runoff (including stormwater):
1) Describe the source of runoff (including storm water) and method of
collection and disposal, if any (include quantities, if known). Where will

The source of runoff will be storm water. Runoff will be collected using a
system of roof drains, area drains, catch basins, and pipe, and
conveyed to the existing private storm system that discharges to Rolling
Hills Creek near the southeast comer of the property. Under existing
conditions, the estimated peak 100 yr storm flow is 1.73 cfs. After
development, the estimated peak 100yr storm flow is 1.78 cfs.
Runoff from the proposal is projected to increase by less than 0.15 cfs,
compared to existing conditions, which is the threshold above which a
flow control facility is required.

No, existing grades at the site will remain largely unchanged. Runoff will
be directed into the existing storm system, without impact to other
properties.

Enhanced Basic Water Quality treatment facility(s) will be provided to treat
runoff from new/replaced pavement areas, prior to discharging to Rolling Hills
Creek via the existing private storm system.
Additional flow control/treatment BMPs will be provided in accordance with city
standards; these may include vegetated roof areas, soil amendment, and use
of pervious pavement.

The proposal meets or exceeds City of Renton's requirement for multi -family
development within the CO zone which include a minimum eight story structure
with parking inside the structure. This use is compatible with the adjoining
shopping center, office buildings and future Transit Center to be constructed
across South Grady Way from this proposal.

The proposed structure's maximum height is 85'. Principal exterior materials
include masonry, pre -finished metal siding, manufactured wood products,
cementitious siding and glazing.
b. What views in the immediate vicinity would be altered or obstructed? A few
residences south of Interstate 405 may have minor view obstruction, although
most homes affected have now been acquired by Washington Department of
Transportation for improvement of the SR 167 Northbound on ramp to Interstate
405.
c. Proposed measures to reduce or control aesthetic impacts, if any:
There are no negative aesthetic impacts. A vegetative buffer already exists along
the north side of Interstate 405, mitigating some view impact. In addition, the
obsolete cinema building constructed in 1989 is being replaced with a modem,
attractive residential structure.
11. LIGHT AND GLARE JheM
a. What type of light or glare will the proposal produce? What time of day would it
mainly occur?
Site lighting for security during evening hours is currently present on the site and
this will continue. The proposal will add required pedestrian lights for security. All
properties adjoining the proposal use security/site lighting during evening hours.
The minimal amount of lighting from these sources will occur during evening
hours. This lighting impact is mitigated by the north/south orientation of some
apartment units.
b. Could light or glare from the finished project be a safety hazard or interfere with
views?

Most exterior materials used in this proposal will be non -reflective and will
minimize light and glare impacts. Additionally, the proposal has been designed so
that some units are oriented east/west, rather than south. Glare will be reduced by
this design feature.

14. TRANSPORTATION
a. Identify public streets and highways serving the site or affected geographic area
and describe proposed access to the existing street system. Show on site plans, if
any.
The transportation study attached to this report provides a map of existing
transportation corridors in the site vicinity. Briefly, this proposal is adjacent to
South Grady Way and Rainier Avenue South. SR 515 (Talbot Road) is'/ mile
east. The Interstate 405/SR 167 interchange is less than'/4 mile west of this
proposal.
b. Is the site or affected geographic area currently served by public transit? If so,
generally describe. If not, what is the approximate distance to the nearest transit
stop?
Yes. The existing South Renton / King County / Metro Park and Ride is across the
street and provides public transit to all areas of the Puget Sound region. Funding
for a dramatic expansion of this transit facility is approved and construction is
expected in 2017/2018.
c. How many additional parking spaces would the completed project or non -project
proposal have? How many would the project or proposal eliminate?
238 new stalls will be constructed and contained within the proposal. Five surface
parking stalls may be eliminated by this proposal. Overall, 270 parking stalls will
be provided for residents and guests at a ratio of 1 stall per residential unit.

through the use of reciprocal easements.

The existing road network within the site may be modified to provide more direct
access into the site. New pedestrian routes to public transportation will be
identified on the site plan. The circulation plan for this proposal will require a 30
foot easement from the adjoining property to the east - One Triton Tower.
e. Will the project or proposal use (or occur in the immediate vicinity of) water, rail, or
air transportation? If so, generally describe.
f. How many vehicular trips per day would be generated by the completed project or
proposal? If known, indicate when peak volumes would occur and what
percentage of the volume would be trucks (such as commercial and non -
passenger vehicles). What data or transportation models were used to make these
estimates?
The proposed VIA 405 development is estimated to generate 881 trips per weekday of
which 88 trips are expected to occur during the weekday AM peak hour (18 entering, 70
exiting), and 60 trips are expected to occur during the weekday PM peak hour (38
entering, 22 exiting). The trip generation estimates for the proposed project were based
on methodology documented in the ITE Trip Generation manual, 91h Edition (2012). The
percentage of truck volumes is generally expected to be less than 10 percent.
g. Will the proposal interfere with, affect or be affected by the movement of
agricultural and forest products on roads or streets in the area? If so, generally
describe.

15. PUBLIC SERVICEShf elpl
a. Would the project result in an increased need for public services (for example: fire
protection, police protection, public transit, health care, schools, other)? If so,
generally describe.
An increased need for some public services will result from this proposal.
Fire Protection
Additional fire protection will not be required. Fire flow, hydrants, and fire vehicle
access at the site will all conform to City of Renton standards. All residential units
and the garage levels will be served with automatic fire sprinklers.
Police Protections
An increased need for police protection should not be required. Parking for
residences will be within the building structure and garage entrances will be
secured. All residential levels will be monitored with security cameras.
Public Transportation
This proposal will increase the need for public transportation. The increased need
will be met by increased Metro/Sound Transit services to be constructed across
South Grady Way from the proposal. Construction of the expanded facility is
funded under the recently voter approved ST3 legislation.
Health Care Services
A significant increase in community health care services demand is unlikely. The
University of WashingtonNalley Medical Center is 2 miles south and adequately
staffed to handle a marginal increase in health care service demand. Many of the
residents projected for this proposal already reside in Renton and are users of
local health care services.
Public School Services

An increase in demand for school services will be minimal due to the demographic
profile of residents at the proposal, projected to be single, young professionals.
The proposal will include 76% (205) Studio, Urban One Bedroom and One
Bedroom Units. Few, if any of these residents will be families. 65 residential units
will be two and three bedroom units. Assuming half (33) of these units were rented
to families with two children, and all of these families were new residents of the
Renton area, a total of 66 students would be added in grades 1 —12. This is not
considered a meaningful addition to demand for public school services.
b. Proposed measures to reduce or control direct impacts on public services, if any.
Mitigation of the need for increased fire protection is achieved through increased
fire flow, the use of automatic fire sprinklers in residential units and in the garage,
and building the structure to IBC Type 3 standards.
Mitigation of the need for increased police services is achieved through security
features such as security cameras and secured building and garage access.
Mitigation of the need for increased public transportation is not needed. The use
of public transportation will be encouraged at this proposal and those services are
readily available.
Mitigation of the need for increased health care services will be achieved through
the use of exercise rooms and other residential amenity areas.
Mitigation of the need for increased public school services is not applicable as very
few new students will be introduced into the public school system by this proposal.
