You requested a variance from Section 2.10 of the KCRS concerning the intersection spacing for the proposed access onto 148th Avenue SE. This road is classified as a collector arterial, and the KCRS requires a minimum of 300 feet of intersection spacing. The proposed location of the site access is 169 feet north of SE I 23rd Street and is supported by the Department of Development and Environmental Services. The access accommodates future development to the west. Moving the access to the north property line is not viable because a 15- foot landscaping tract owned by a homeowner's association obstructs a potential half-street. l approve a variance for reduced intersection spacing for the access road as proposed at 169 feet north of SE 123rd Street. This decision applies only to KCRS identified in the variance request. All other design requirements in the KCRS and other regulations, such as surface water management and zoning, must still be satisfied for a land use permit application. The applicant retains the rights and privileges afforded by King County Code and adopted Public Rules pertaining to road variance processing (KCC 14.42, PUT I 0-2). This variance decision is valid for one year from date of letter unless an associated land use permit is pending or submitted within the one year period. In these cases, the variance decision is valid for the duration of the permit processing. r Robert H. The Johnseine Short Plat is proposed for eight lots on the east side of 148th Avenue SE, to the north of SE I 23rd Street. The location at 148th Avenue SE is classified as a collector arterial. The King County Road Standards (KCRS) requires 300 feet of intersection spacing along a collector arterial. The proposed minor access road access street (centerline) will be 169 feet north of the road centerline of SE 123rd Street. 2. An access road must be located on the frontage as there is no alternative. No matter where the access is located, the requisite 300 feet of intersection cannot be met. The proposed new intersection maximizes intersection spacing to future roads to the north and west. The favorable sight distance conditions would allow concurrent left-turners to use the intersections without conflict. Staff's Findings and Conclusions: I. The Department of Development and Environmental Services (DOES) supports the proposed access point. The proposed access allows for future development on the west side of 148th Avenue SE. The access cannot be moved to the north property line because there is a narrow 15-foot strip for landscaping purposes that is owned by the Homeowner's Association of the Ellis Park Plat. The strip is in the city of Renton. 2. The entering sight distance and stopping sight distance at the access exceeds KCRS mm1mums. .. The plat is located on the east side 148' Ave SE, north of SE 123rd Street (north entrance to Shamrock Heights.) The short plat application consists of 8 lots and 1 future development tract. A preliminary site plan is included. Intersection Centerline Offset Variance Existing Conditions Summary and Design Standards The proposed entrance road to the subject plat will create an intersection off 148 1h Avenue SE, which is classified as a collector arterial. The new road is classified as a minor access street and terminates with a cul-de-sac. The road centerline of the proposed site access is located approximately 169 feet north of the road centerline of SE 123rd Street. KCRS section 2.108 requires that intersections shall be offset 300 feet when the highest classification of road is a collector arterial. Justification The northern property line of the subject site, which is 292 feet north of the 148'h Avenue SE and SE l23'd Street intersection, still falls short of the 300-foot offset. Locating the proposed site access 169 feet north of the SE 123'd Street intersection maximizes spacing to future intersections that may be proposed for development north of the subject site or directly west creating a direct alignment if those parcels should develop. The favorable sight distance conditions would allow concurrent NB/SB left-turn movements to use the intersection without conflict. The low traffic volumes of 77 A.D.T. generated by this short plat would also help mitigate the proposed offset. ' ' Conclusions In summary, we request approval of the Intersection Centerline Offset variance described above. We feel that the proposed off set propose between the site access and opposing SE 123'd Street will not create a hazard to public safety. The intersection offset is not expected to negatively impact intersection operations or any future intersections planned along 148th Ave SE. We appreciate your review of the included materials. This road is classified as a collector arterial for which the KCRS requires a minimum of300 feet of intersection spacing We reviewed your proposal and determined clear direction from the permitting agency, the Department of Development and Environmental Services (DDES), is necessary for the proper location of your plat access. Other considerations, beyond intersection spacing, are necessary in the determination of plat access. For your project, these considerations include locating the connection to accommodate future access to the parcel to the west, and to provide adequate intersection spacing to future road connections to the north. The reviewing agency must also evaluate the efl'icient use of the arterial roadway system to promote safe and functional future road connections. A variance consideration on intersection spacing is premature without sufficient land use planning input. I suggest you consult with DDES on the proper location of the intersection. We had a pre-app for them, and the only realistic access is off of Pasco Place NE, so there's a huge question as to the ability to get the remainder of the right-of-way --even if there weren't the jurisdictional issue. The properties on the west side of 148th. The northerly one was provided an access via a tract in the plat of Shamrock. The second one probably has limited subdivision potential. The following is our conclusion/position: The proposed access appears to accommodate the future subdivision for the property on the opposite side of 148th Street. The other option considered was an access at the north boundary (subject property). However, the (off-site) 12- foot wide(+/-) City of Renton landscape strip conflicts with a future road located on the common boundary with the adjacent property.
