Our office has completed the Second review of engineering plans for the Hi tone Short Plat. The
attached list of review comments dated December 31, 2008 provides summary of design issues
which must be addressed in your next submittal. The review comments are based upon the
design plans and technical information report received on December 17 and 29, 2008.
Once the second review comments have been addressed, please submit 4 sets of revised plans
and technical reports. To assist in reviewing the revised plans, the design engineer should
prepare a written response for each issue identified in the attached comments .. If you desire an

Dear Mr. Terrell:
I have reviewed the recreation and landscaping plan dated July 24, 2008 and have the
following comments:
1. Please show the dimensions and area calculation for the combined drainage and
recreation tract. Please note that at a minimum, 2,340 square feet shall be
allocated for recreation. The grass-paved driveway to access the drainage vault
cannot be included within the required area. The area allocated for recreation
could include landscaping buffers. No dimension of the recreation tract can be
less than 30 feet.
2. At a minimum a 400-square-foot tot lot area must be provided. The proposed
215-foot toddler area (sand box) is inadequate and does not meet the code. In
addition to the tot lot area, one additional recreation facility must be provided
per KCC 21A.14.180.E2. A pull bar as the only recreation structure does not
meet the code requirement. A basketball court or a picnic area with tables and a
large grassy area for throwing a baseball or Frisbee may be acceptable for a
recreation facility.
3. Please show fencing around the entire perimeter of the tract except the street
side. The fencing along the boundary of the tract and Lot 6 may be 4-feet high
and see-through.
4. Landscaping notes must include the type and method of irrigation.
5. The proposed improvements must not conflict with the engineering requirements
for the drainage facility or its maintenance. Normal maintenance includes

driving heavy equipment up to the access point, opening vault access points and
lowering equipment into the vault to remove sediments. Please show the vault
access points for maintenance and any other drainage related structures that will
be part of the recreation tract.

Thank you for your time today to discuss the Hitone Short Plat letter dated April 27, 2007. The following outlines
some of our correspondence with the County including timeline, used as the basis of our design. This is an attempt
to respond to your statements included in the Hitone Short Plat letter dated April 27, 2007.
Items 7, 8 and 9: Plan Revision for change in stonn drainage, stonn drainage easements on lots, and
downstream drainage:
The original Short Plat showed a detention tank and underground treatment facility. In late November of ,2007, we
found the downstream conveyance system would not be completed at the time of our engineering review. So, for
the Owner to proceed with his project an above ground system was designed per King County's 1998 standards.
We contacted the County to see if we could place the detention_and water quality in a SD easement over a
residential lot. It is our understanding from the 1998 King County Manual the detention pond must be in a
dedicated Tract ifit is to be maintainedby the County. Thus, if this is a privately maintained facility it would not have
to be in a Tract.
We spoke with Kate Roads (206-296-8046) on 12-12-06 and discussed several options for storm drainage system.
She stated the County prefers all SD to be in one tract but SD easements on lots are allowable. She also stated
the system we design must function as a complete system now. The owner, at a future date when the downstream
conveyance system is available, will potentially put the detention and WQ below ground, thus reclaiming the lot area
the SD easement currently occupies. So, the system we designed is a stand alone system.
Short Plat Condition 4, part D, states we would have to submit a revision to the application with a new conceptual drainage
plan. We contacted the County again to see how to proceed. We did not know if the revision was a formal Revision
or exactly what we were required to do. We first contacted Freeshteh Dehkordi in late November she referred us to
Curt Foster. Curt was unsure and was going to check with someone else in his office. He said a formal Revision is
normally needed when the number of lots change. ~ e still had 6 lots _with Lot 5 partially impacted and Lot 6
completely impacted by the storm drainage.) He called back and referred us on to Kim Clauson (206-296-7167).
We spoke with Kim Clauson on 12-06-06. She said to submit extra copies of our plans to engineering and they
would let us know if additional information was necessary. She did not think a formal Revision would be required.
Item 10: No road access to SD oudet:
This will be included when the plans are re-submitted.
Item 11: Cul-de-sac design does not meet Kf3'Sliii1dards:
We coordinated with Chris Langly (206-296-7155 or 206h63-61'0~oh several occasions (10-30-06, 10-31-06
and 12-12-06) to determine the road and cul-de~sac desigh elrments. I\-re island the only design standard we are
not meeting? An island is not required for this r~ad classification. We pilt it in as a WQ element. The required

Thank you for submitting the engineering plans for site development of the I-Ii tone short
plat. To implement the engineering review process, our office will use a new procedure
for managing the permit application to provide applicants with an enhanced level of
customer service. A project manager will be assigned to your project to provide a fee
estimate for the anticipated scope of review and will also monitor and manage the permit
application throughout the review process.
Your application for engineering review was received by our office on March 30, 2007
and will be processed using the Project Manager Program. The enclosed information
provides a summary of the fee estimate for the anticipated work disciplines and also
discusses the submittal process and disclaimers which may affect the final permit fees.
The fee estimate includes the scope of work for engineering plan review only and does
not evaluate other final plat requirements such as construction inspection and review of
plat recording documents.
During our initial screening process of the engineering plans, it was determined that the
short plat has been significantly changed since preliminary approval and the designs are
not acceptable for engineering review. The original short plat proposed a detention vault
located beneath the roadway and recreation tract; however, the current design shows a
storm pond and bioswales located within the lot areas which does not meet County design
requirements. In addition, several other design requirements for roads and drainage do
not meet County standards. The design items identified during the screening
process which do not comply with County standards are listed as disclaimers on the
attached fee estimate form. Due to the missing information, the fee summary is a rough
estimate and is subject to modification based upon the disclaimers noted in the fee
estimate form.

Before continued review of the engineering submittal, the site plans must be revised to
correspond with the original design concept for the preliminary short plat or an
application for short plat revision must be submitted to the planning section in our office.
The short plat revision is also noted as arequirement in short plat condition 4 regarding
the offsite drainage pipe which is not addressed on the current design plans. Please
contact the project planner Fereshteh Dehkordi at 206-296-7173 to discuss the
requirements for a short plat revision. The short plat revision must be processed before
any further review of the engineering designs.
In addition to engineering design documents, our Department must also review and
approve the recreation space plan as required by short plat condition 13. Please be
aware that the recreation plan must be submitted to our planning section as a
separate permit application with fee payment. The requirements for submitting recreation
plans may also be discussed with Fereshteh Dehkordi at 206-296-7173.
Our current records for the short plat do not list your name as the original applicant. If
the property has changed ownership, the enclosed Transfer of Applicant Status Form
(CASF) must be provided in your next submittal. Once the attached fee estimate form is
signed and submitted to our Department along with the estimated fee payment, applicant
status form, and revised engineering plans, your project will be assigned for further
review. All fee payments shall be made to the cashier in the DOES permit center using
activity number L07SROl 9 and other forms or plan documents shall be submitted to my
attention in the Land Use Services Division.

C. HISTORY and BACKGROUND
The Subdivision Technical Committee (STC) of King County has conducted an on-site
examination of the subject property. The STC has discussed the proposed
development with the applicant to clarify technical details of the application and to
determine the compatibility of this project with applicable King County plans, codes, and
other official documents regulating this development.
As a result of preliminary discussions, the applicant presented the Technical Com.mittee
with a revised site plan on January 9, 2006. The revision to address some of the
technical issues was minor. No change to the road or lot layout was made.

D. NATURAL ENVIRONMENT
1. Topography: The site slopes down gently from west to east. The maximum slope
is3%.
2. Soils: One soil type is found on this site per King County Soil Survey, 1973.
The entire site is classified AgB. The following are characteristics of AgB soils:
AgB -Alderwood gravely, sandy loam; 0-6% slopes. Runoff is slow and the
erosion hazard is slight. This soil type has moderate limitations for low building
foundations due to a seasonally high water table, and severe limitations for
septic tank filter fields due to very slow permeability in the substratum.
3. Wetlands: A wetland and report was prepared by Altmann Oliver Associates
dated December 22, 2004. The report identified a small (175 sq.ft.) isolated
shallow wetland partly on site. This wetland is exempt from regulation. The site
lies within the Soos Creek drainage basin.
4. Vegetation: This site is primarily covered in grasses. Scattered evergreen and
deciduous trees and sherubs occur in limited numbers.
5. Wildlife: Small birds and animals may inhabit this site; however, their population
and species are limited due to nearby development. No threatened or
endangered species are known to exist on or near the property.
6. The Sensitive Areas Folio does not identify any mapped sensitive areas as being
present on this site.
· E. NEIGHBORHOOD CHARACTERISTICS:

The property lies within a gradually urbanizing area east of the City of Renton. The
proposed subdivision of Fleuve Des Voies, KC File L04P0002, with 38 residential lots is
on parcels east of the site and is currently under review by DOES. There are larger lots
with potential for re-subdivision to the west and north of the site. The properties south
of the site are developed with single family residences. The site and the surrounding
parcels are zoned Residential (R-6) with six dwelling units per acre. The proposed
subdivision site is undeveloped.
DESIGN FEATURES
1. Lot Pattern and Density: The proposed density and lot layout meets the density
requirements of R-6 and the Short Subdivision Code.
2. Access/Roadway Section: The site obtains access to 1201
h Avenue SE via a 30-
foot wide easement extending east from the road to the site. The easement will
be improved to an urban minor access road standards consisting of curb, gutter
and sidewalks on the north side of the road.
3. Drainage: Currently drainage from the property leaves the site in the form of
sheet flow. After development, storm water runoff (from the proposed under
ground vault) will be conveyed eastward (same direction) to a proposed
development on the neighboring property. The applicant has received a letter of
agreement from the property owner directly east of the site to allow a drainage
easement across his property for this purpose.
The on-site vault will be located in the southeast corner of the property. It will be
designed for Level II flow control and basic water quality (1998 Surface Water
Design Manual).
3. Other Design Features: The proposal includes a 3,173-square-foot recreation
tract located southeast of the site. This tract will be improved with landscaping
and a toy structure for the benefit of the subdivision's future residents.

PUBLIC SERVICES
1. Sewage Disposal: The applicant proposes to serve the subject subdivision by
means of a public sewer system managed by the Soos Creek Water and Sewer
District. A Certificate of Sewer Availability, dated December 2004 indicates this
sewer distrids capability to serve the proposed development.
2. Water Supply: The applicant proposes to serve the subject subdivision with a
public water supply and distribution system managed by the Soos Creek Water
and sewer District. A Certificate of Water Availability dated December 17, 2004
indicates this water district's capability to serve the proposed development.
3. School facilities: The subject subdivision will be served by Benson Elementary,
Nelson Middle, and Lindberg Senior High Schools, all located within the Renton
School District.
4. School Access: The District has indicated that the future students from this
subdivision· will walk to Benson Elementary and the middle and high school
students will be bussed from the intersections of 120th Avenue SE and SE 1881h
Street and from the intersection of SE 1881
h and 116th Avenue SE respectively.
Currentlr there are no sidewalks along 1201
h Avenue SE to its intersection with
SE 188 1 Street. Sidewalk improvements are expected along SE 1881h Street by
other subdivision proposals in the area. This improvement together with the
required off-site pedestrian improvements (See SEPA condition below) will
complete a continuous walkway facility from the site to the school bus pick up
areas.
5. Parks and Recreation Space: The nearest public park is Soos Creek Park
located along SE 192"d Street a few miles southeast of the site. KCC 21A.14
requires subdivisions in the UR and R zone classifications to either provide on-
site recreation space or pay a fee to the Parks Division for establishment and
maintenance of neighborhood parks. At this time, the applicant is proposing to
provide a 3,100 square-foot recreation tract on the site.
The site of the recreation tract is encumbered by the Soos Creek utility
easement. The Soos Creek Water and Sewer District has agreed to reduce the
easement width to 10-foot wide for the water main. The District has no objection
to development of a recreation tract on the easement provided no toy structure is
anchored within the easement, see attachment ~-
KCC 21 A.14.190 requires subdivisions to provide tot/children play areas within
the recreation space on-site. The proposal must include a 270-square-foot play
area with the required recreation tract The recreation tract plan must be
reviewed and approved by the Soos Creek Utility District.
SEPA THRESHOLD DETERMINATION:
Pursuant to the State Environmental Policy Act (SEPA), RCW 43.21 C, the responsible
official of the LUSD issued a mitigated threshold determination of non-significance
(MONS) for the proposed development on March 24, 2006. This determination was
based on the review of the environmental checklist and supporting documentation filed
with the application, resulting in the conclusion that the proposal would not cause
probable significant adverse impacts on the environment provided the following
measures are attached to the project as conditions:
In accordance with the requirements with RCW 58.17.110 (2), the Applicant shall
improve 120th Avenue SE, from the plat entrance in the 19000 block northward to the
intersection of SE 188th Street/120th Avenue SE by providing a paved walkway along
the easterly side of 120th Avenue SE. The walkway, per Section 3.09 of the KCRS shall
be selected and designed by the Applicant's engineer in accordance with any one of the
following standards, and upon approval by DOES, constructed:

FINDINGS/CONCLUSIONS:
The subject subdivision will comply with the goals and objectives of the King County
Comprehensive Plan and will comply with the requirements of the Subdivision and
Zoning Codes and other official land use controls of King County ( e.g. 1993 King
County Road Standards, 1998 Surface Water Design Manual, etc.), based upon the
conditions for final short plat approval.
DECISION:
The proposed Short Plat revised and received January 9, 2006 (Attachment 1) is
granted preliminary approval subject to the following conditions of final approval:
1. The proposal shall comply with all platting provisions of King County Title 19A.
2. All persons having an ownership interest in the subject property shall sign on the
face of the final short subdivision.
3. All utilities within proposed rights-of-way must be included within a franchise
approved by the King County Council prior to final short plat recording
4. 1998 King County Surface Water Design Mariual /SWDM) /KCC 9)-The
proposed short plat qualifies for full drainage review as outlined in Chapter One
of the SWDM. Final short plat approval shall require full compliance with the
drainage provisions set forth in King County Code 9.04. A professional civil
engineer licensed in the State of Washington shall prepare drainage plans and a
technical information report as outlined in Chapter 2 of the drainage manual.
· The drainage plan submittal shall demonstrate compliance with all applicable
Core and Special Requirements.
Compliance may result in reducing the number and/or location of lots as shown
on the preliminary approved short plat. Preliminary review has identified the
following conditions of approval, which represent portions of the drainage
requirements. All other applicable requirements in KCC 9.04 and the Surface
Water Design Manual (SWDM) must also be satisfied during engineering and
final review.
A. Engineering plans and analysis shall comply with the SWDM. Prior to
short plat recording, the applicant shall submit engineering plans to
address the required short plat improvements. King County approval of
drainage and roadway plans is required prior to any construction. Permit
fees for review and inspection shall be paid as required by County codes
and policies. Bonding for the drainage plans will also be established as
determined by ODES prior to plan approval. After receiving drainage plan
approval, the applicant shall contact the DOES Land Use Inspection
Section to schedule a pre-construction meeting prior to performing work
on the site.
B. Current standard plan notes and ESC notes, as established by.
ODES Engineering Review shall be shown on the engineering plans.
C. The following note shall be shown on the final recorded plat:
"All building downspouts, footing drains, and drains from all impervious
surfaces such as patios and driveways shall be connected to the
permanent storm drain outlet as shown on the approved construction
drawings# on file with ODES and/or the Department of
Transportation. This plan shall be submitted with the appJication of any

building permit. All connections of the drains must be constructed and
approved prior to the final building inspection approval. For those lots
designated for perforated stubouts, dispersion, or infiltration systems, the
designs shall be constructed at the time of the building permit and shall
comply with the plans on file."
SITE SPECIFIC CONDITIONS:
The conceptual drainage plan for this short plat proposes to discharge
surface water run-off into a future piping system. The future piped
conveyance would be constructed and located on the adjace t property to
the east under a proposed subdivision application (LO 02). Prior to
engineering plan approval, the applicant shall provi e proof that assures
the offsite conveyance will be constructed and located in easements
where appropriate.
D. Should the proposed offsite conveyance not be available at engineering
review, and prior to plan approval the applicant shall submit a revision to
this application with a new conceptual drainage plan. Since this will
require a substantial change this project may be re-vest to the current
SWDM (20.20.080 KKC).
5. 1993 King County Road Standards /KCRS) /KCC 14)-Final short plat approval
shall require full compliance with the provisions set forth in the King County Road
Standards (KCRS), including engineering plans for all road and site
improvements. The engineering plans shall be prepared by a professional civil
engineer licensed in the state of Washington. DOES strongly recommends that
the engineering plans be submitted at least two years prior to the expiration date
of the project.
All construction and upgrading of public and private roads within this short plat
shall comply with the following requirements unless otherwise approved by
ODES (KCRS Section1 .03).
A. The proposed road and cul-de sac serving the property shall be
constructed to urban minor access street standard per KCRS, Section
2.03. It shall extend from 1201h Avenue SE and continue into the site
terminating into a cul-de-sac bulb as shown on the site plan per KCRS
Section 2.08. ·
B. The off-site portion of the road improvements may remain in the existing
easement. A note conveying an equally undivided responsibility (to each
future lot owner) for the offsite maintenance cost (for roadway and
facilities within the easement) shall be placed on the final recorded map
page or recorded separately. Additionally, the note shall include a
statement allowing the maintenance responsibility to be modified if agreed
to by all beneficiaries of the original easement including right of way
dedication to a public agency.
C. The on-site improvements shall be placed in a tract. The tract shall be an
undivided ownership to the lots it serves, and the lot owners shall be
responsible for its maintenance.
0. The proposed road improvements shall address the requirements for road
surfacing outlined in KCRS Chapter 4. As noted in section 4.01 F, full
width pavement overlay is required where widening existing asphalt.
E. Modifications to the above road conditions may be considered by King
County pursuant to the variance procedures in KCRS 1.08.
F. The following notes shall be shown on the final recorded short
subdivision:

(1) All private easements and/or tracts to be maintained, repaired,
and/or rebuilt by the owners of the parcels having legal access
there from and their.heirs, assigns or successors, unless and until
such roads are improved to King County standards and are
dedicated and accepted by King County for maintenance.
(2) All restrictions, easements, tracts, and their purpose shall be
shown on the final recorded short subdivision.
6. Health (KCC 13)-This project is exempt from further King County Heath
Department review. However, if improvements are required from the Sewer
and/or the Water District, then verification shall be required from said District(s)
that the improvements have been bonded and/or installed, prior to final recording
of the short plat.
7. Building and Construction Standards (Title 16)-The applicant shall comply with
all applicable provisions of KCC 16.82. including the significant tree retention
requirements.
8. Fire Code (KCC 17) -Section 902 of the 1997 Edition of Uniform Fire Code
The applicant must obtain the approval of the King County Fire Protection
Engineer for the adequacy of the fire hydrant, water main and fire flow standards
of Chapter 17 .08 of the King County Code prior to the final short plat approval.
9. Density and Dimensions (KCC 21A.12) -All lots shall meet the density and
dimensions requirements of the R-6 zone classification or shall be as shown on
the face of the approved preliminary short subdivision, whichever is larger. Minor
revisions to the short subdivision, which do not result in substantial changes
and/or do not create additional lots may be approved at the discretion of the
Department of Development and Environmental Services.
10 Street Trees (KCC 21A.16)-Street trees shall be provided as follows (per KCRS
5.03 and KCC 21 A.16.050):
A. Trees shall be planted at a rate of one tree for every 40 feet of frontage
along all roads. Spacing may be modified to accommodate sight distance
requirements for driveways and intersections.
B. Trees shall be located within the street right-of-way and planted in
accordance with Drawing No. 5-009 of the 1993 King County Road
Standards, unless King County Department of Transportation determines
that trees should not be located in the street right-of-way.
C. If King County determines that the required street trees should not be
located within the right-of-way, they shall be located no more than 20 feet
from the street right-of-way line.
D. The trees shall be owned and maintained by the abutting lot owners or the
homeowners association or other workable organization unless the
County has adopted a maintenance program. Ownership and
maintenance shall be noted on the face of the final recorded plat.
E. The species of trees shall be approved by ODES if located within the
right-of-way, and shall not include poplar, cottonwood, soft maples, gum,
any fruit-bearing trees, or any other tree or shrub whose roots are likely to
obstruct sanitary or storm sewers, or that is not compatible with overhead
utility lines.
F. The applicant shall submit a street tree plan and bond quantity sheet for
review and approval by DOES prior to engineering plan approval.

G. The street trees must be installed and inspected, or a performance bond
posted prior to recording of the plat. If a perfo~m~nce bond is posted, .the
street trees must be installed and inspected within one year of recording
of the plat. At the time of inspection, if the trees are. found to be installed
per the approved plan, a maintenance bond must be submitted or the
performance bond replaced with a maintenance bond, and held for one
year. After one year, the maintenance bond may be released after ODES
has completed a second inspection and determined that the trees have
been kept healthy and thriving.
11. Sensitive Areas (KCC 21A.24)-The small size Class Ill wetland located near the
northeast property line is exempt from the Sensitive area requirements.
12. Road Mitigation Payment System -The applicant or subsequent owner shall
comply with Road Mitigation Payment System (MPS), King County Code 14.75,
by paying the required MPS fee and administration fee as determined by King
County Department of Transportation. The applicant has an option to either:
A. Pay the MPS fee at final short plat recording. If this option is chosen, the
fee paid shall be the fee in effect at the time of short plat application and a
note shall be placed on the face of the short plat that reads, "All fees
required by King County code 14.75, Mitigation Payment System (MPS)
have been paid." Or
B. Pay the MPS fee at the time of building permit issuance. If this option is
chosen, the fee paid shall be the amount in effect as of the date of the
building permit application.
13. Recreation Tract. KCC 21A.14-As shown on the site plan, a recreation tract
shall be provided consistent with the requirements of KCC 21A.14.180 and KCC
21A.14.190 (i.e., sport court[s], children's play equipment, picnic table[s],
benches, etc.). A detailed recreation space plan (i.e., landscape specs,
equipment specs, etc.) consistent with KC 21A.16 shall be submitted for review
and approval by DOES and King County Parks prior to submittal of the final plat
documents or concurrent with the Engineering Review phase. The recreation
plan must show only a 10-foot wide easement within the tract as agreed by the
Soos Creek Utility District. No toy structure shall be placed within the 10-foot
wide utility easement. The recreation tract shall be fully fenced.
A performance bond for recreation space improvements shall be posted prior to
recording of the plat.
14. A homeowner's association or other workable organization shall be established
to the satisfaction of ODES which provides for the ownership and continued
maintenance of the recreation tract.
15. To implement KCC 21A.38.230 which applies to the site, a detailed tree retention

tree retention plan and the engineering plans shall be consistent with the
requirements of KCC 21A.38.230, as well as the conceptual tree retention plan
which is part of the hearing record for this project. No clearing of the subject
property is permitted until the final tree retention plan is approved by LUSO.
Flagging and temporary fencing of trees to be retained shall be provided,
consistent with KCC 21A.38.23084. The placement of impervious surfaces, fill
material, excavation work, or the storage of construction materials is prohibited .
within the fenced areas around preserved trees, except for grading work
permitted pursuant to KCC 21A.38.23084d(2).
A note shall be placed on the final plat indicating that the trees shown to be
retained on the tree retention plan shall be maintained by the future owners of
the proposed lots, consistent with KCC 21A.38.23086. Please Note that the
tree retention plan shall be included as part of the final engineering plans
for the subject plat.

In accordance with the requirements with RCW 58.17.11 O (2), the Applicant shall .
improve 120th Avenue SE, from the plat entrance in the 19000 block northward
to the intersection of SE 188th Street/120th Avenue SE by providing a paved
walkway along the eastward side of 120th Avenue SE. The walkway, per Section
3.09 of the KCRS, shall be selected and designed by the Applicant's engineer in
accordance with any one of the following standards, and upon approval by

RIGHT TO APPEAL
This action may be appealed in writing to the King County Hearing Examiner, with a fee of
$250 (check payable to King County Office of Finance).
As required by KCC 20.20.090 and 20.24.090, the appeal period shall be twenty one (21)
calendar days and shall commence on the third day after the notice of decision is mailed.
Filing an appeal requires actual delivery to the King County Land Use Services Division prior
to the close of business (4:30 p.m.) on April 24, 2006. Prior mailing is not sufficient if actual
receipt by the Division does not occur within the applicable time period. The Examiner does
not have authority to extend the time period unless the Division is not open on the specified
closing date, in which event delivery prior to the close of business on the next business day is
sufficient to meet the filing requirement. ·
If a timely Notice of Appeal has been filed, the appellant shall file a statement of appeal within
a 21-day calendar period commencing three days after the notice of decision is mailed. The
statement of appeal shall identify the decision being appealed (including file number) and the
alleged errors in that decision.
The statement of appeal shall state: 1) specific reasons why the decision should be reversed
or modified; and 2) the harm suffered or anticipated by the appellant, and the relief sought.
The scope of an appeal shall be based on matters or issues raised in the statement of appeal.
Failure to timely file a notice of appeal, appeal fee, or statement of appeal deprives the
Examiner of jurisdiction to consider the appeal.

that Soos Creek now holds for the installation of a water line to a IO-foot easement.
Soos Creek will require a minimtun ofa 30-foot easement for the installation of the water line;
however, we have no problem reducing that to a I 0-foot easement after the line is constructed.
The easement we are discussing is from Alaskan House Movers to King County Water District
No. 58 (33-23-5-21 ).

2nd Comment List Tree / Soils Review
I have completed the second review of the above referenced short plat for Significant Tree Retention, Soils Amendments
and Bonding and have the following comments:
1. The Significant Tree Retention Plan shall follow the specific directions (attached). This is so all Tree Plans are
consistent and clear for documentation, recording, construction and inspections. The wording as shown in the directions
have blanks that must be filled in by the applicant. (4 copies are needed). It should be noted that this request was sent
previously on January 24, 2008, but not followed on this revised submittal.
2. A Soils Amendment Plan shall be submitted along with the forms that need to be filled out (see attached ... 4 copies
are needed). It should be noted that this request was sent previously on January 24, 2008, but not followed on this
revised submittal.
3. A Significant Tree Retention Bond Quantity Form shall be completed and submitted (4 copies are needed). Sent
previously but not followed on revision.
4. The lot boundary shall be shown on the tree site plan along with existing and proposed utility corridors and easements.
Requested previously but not followed on revision.
5. If there are adjacent buildings, trees or shrubs within 10 feet of the plat boundary lines that could be impacted by
clearing and grading of this, short plat they shall be shown on the plan with an explanation on how they will be protected
both above and below ground level (as in the case of impacting root structures by excavation). The applicant is
responsible for all damage to existing/adjacent buildings, trees and shrubs negatively impacted by construction occurring
on this short plat.
6. I need a valid charge and billing number in order to charge my review time to this application. Note: Is this in the City
of Renton now??
The applicant or consultant needs to read and understand the directions and information attached. If there are questions
