Fay Inc., Certified Arborist & Tree Risk Assessment, which identifies the trees proposed for removal to be in good physical health_ However, the Tree Risk Summary also states that the trees are located on a hillside with loose soil and are susceptible to falling due to oversaturation of the soil, a high wind event, or both. Should the trees fall, they would most likely fall on the existing structure at the bottom of the hill. The Tree Risk Summary cites an overall risk rating of 9 for the trees proposed for removal which places them in a moderately high range for failure. Because of the high rate of growth of Cottonwoods removal would be beneficial. The subject site is not located within an identified Seismic Hazard Area. While the subject site is within an area of Steep Slopes and High Landslide Hazard, the site is heavily vegetated and the proposal does not appear to contribute to landslides, accelerated soil creep, settlement and subsidence or hazards associated with strong ground motion and soil liquefaction. b. The subject site is not located within an identified Flood Hazard Area. Additionally, because the trees proposed to be removed are not in close proximity to any watercourse or wetland, their removal would not contribute to any flooding, erosion or increased turbidity. c. The five Cottonwood trees proposed for removal are located on a natural slope which is heavily vegetated. The current state of visual screening will not be affected by the removal of these trees. d. In order for the City of Renton to ensure that erosion control measures are taken, staff recommends that as a condition of approval that best management practices for erosion control shall be employed to satisfy this criterion. e. As indicated in the Tree Risk Summary (Attachment 2), the five Cottonwood trees are assessed at being in a moderately high range for natural failure While the subject site is located within a High Landslide Hazard Area and an area of Steep Slopes, utilizing best management practices for tree removal will mitigate any significant impact. Staff recommends as a condition of approval that best management practices for vegetation removal be employed to meet this criterion. f. The proposed tree removal does not appear to contribute to a hazardous condition as a result of blowdown, insect or pest infestation, disease, or other problems that may be caused by the selective removal of these trees from the lot. g. The proposed tree removal is being conducted as a safety measure and will not affect remaining vegetation on the site. The applicant shall employ best management practices for erosion control during the vegetation removal process. 2. The applicant shall employ best management practices for vegetation removal. C.E. "Chip" Vincent, Planning Director Date Planning Division APPEALS: Appeals of permit issuance must be filed with the City of Renton Hearing Examiner by 5:00 p.m. on October 16, 2009. Appeals must be filed in writing, together with the required fee to the City of Renton Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057. City of Renton Municipal Code Section 4-5-110 governs appeals to the Hearing Examiner. Additional information regarding the appeal process may be obtained from the Renton City Clerk's Office, (425) 430-6510. EXPIRATION: The Routine Vegetation Management Permit shall be valid for one year from the date of issuance. An extension may be granted by the Planning Division for a period of one year upon application by the property owner or manager. Application for such an extension must be made at least thirty (30) days in advance of the expiration of the original permit and shall include a statement of justification for the extension.
