25, 2009Dear Dave, The structural engineer on this
project, Ron Wharton, has completed the revisions to
details requested by Wendy Shi. He does not do shoring
engineering, and Wendy is correct that we need this.We
are in the process of hiring a structural engineer
experienced in temporary shoring. It will take longer than
expected, so I am asking for an extension of an additional
45 days past the due date of April 25, 2009 in Wendy's
letter in order for us to complete this work and re -submit.
The new due date for the structural corrections in the
above referenced letter will be June 10, 2009. Please
review and get back to me. Thank you for your

Threshold Determination
The responsible official finds that the above described proposal does not pose a probable significant
adverse impact to the environment. This finding is made pursuant to RCW 43.21 C, KCC 20.44 and
WAC 197-11 after reviewing the environmental checklist and other information on file with the
lead agency and considering mitigation measures which the agency or the applicant will implement
US part ol'thc proposal. The responsible official finds this information reasonably sufficient to
evaluate the environmental impact of this proposal.
The lead agency has determined that the requirements for environmental analysis, protection, and
mitigation measures have been adequately addressed in the development regulations and
comprehensive plan adopted under chapter 36.70A RCW, and in other applicable local, state, or
federal laws or rules, as provided by RCW 43.21 C.240 and WAC 197-11-158. Our agency will not
require any additional mitigation measures under SEPA.
Comments and Appeals
This determination is issued pursuant to the optional DNS process in WAC 197-11-355. No further
comment period is provided. There is no administrative appeal of this decision. Any appeals must

This Determination of Non -significance (DNS) is issued under the optional DNS/MDNS process in

Purpose of the checklist
The State Environmental Policy Act (SEPA), RCW Chapter 43.21 C, requires ail governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of
the environment. The purpose of this checklist is to provide information to help you and the agency identify
impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help
the agency decide whether an EIS is required.
Instructions for the applicants
This environmental checklist asks you to describe some basic information about your proposal. Governmental
agencies use this checklist to determine whether the environmental impacts of your proposal are significant,
requiring preparation of an EIS_ Answer the questions briefly with the most precise information known, or give
the best description you can.
You must answer each question accurately and carefully to the best of your knowledge. In most cases, you
should be able to answer the questions from your own observations or project plans without the need to hire
experts. If you really do not know the answer, or if a question does not apply to your proposal, write "do not
know" or "does not apply". Complete answers to the questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations such as zoning, shoreline and landmark designations.

design compliance with King County Codes. However, the following information and/or

Site Drainage Issues:
1. The engineer is proposing to apply reduced impervious surface credits to address the
flow control BMP requirements on the proposed development. The owner must be
aware the implication of this proposal. The owner will be required to sign, notarize and
record the standard impervious surface limit covenant of the 2005 King County Surface
Water Design Manual (KCSWDM). It will restrict the owner from developing
additional impervious surface to the site in the future.
2. The pipe connection of roof downspout to the local drainage system must be via a
perforated pipe connection as detailed in Section 0.2.11 in the 2005 KCSWDM.

The copies of proposed building plan were partly unreadable and I would like a readable
copy. Secondly, the plan identifies the 3 story building immediately to East of land
being developed as a 3 --story parking garage. That structure is a 2-sory professional
office building with under builing parking. The 2 stories of office space has the entire
West wall consisting of building support pillars and windows. The proposed 4 -story
storage building would be both an eye soar and inconsistent with other structures in the
immediate area_ Please look into the incorrect information on the plan as I feel it
alters the setting the planned building has on the adjacent properties.

Standards. for Locating and Installing Notice Board
The notice board shall be located and installed to the specifications described below.
Number of Notice Boards required for this application: TWO (2)
Special Instructions: One board to be placed on each road frontage (SE 174th St & along north
property line facing Benson Hwy) and:
• Midpoint on the site street frontage to maximize visibility.
• At a location 5 feet inside from the street property line; a notice board structurally attached to an
existing building shall be exempt from the setback provisions, provided that no notice board is
located not more than 5 feet from the property line without approval from LUSD staff.
• So that the top of the notice board is between 7 to 9 feet above grade.
• So that it is easily accessible and totally visible to pedestrians and does not
obstruct the view of pedestrians or vehicular traffic.
The applicant shall erect the notice board by solidly setting the post 12 to 18 inches into the ground; or
structurally attached it to an existing building.
Two 4" x 4" 8 -foot -long (minimum) posts and four washers, bolts and nuts (318 -inch diameter and bolts
are 5 -inches long) shall be used to install the notice board.
Installation Certification
The notice board(s) must be installed within 14 days after Land Use Services
Division has determined that the application is complete. The enclosed "Affidavit
of Posting" must be signed, and returned to the Land Use Services Division
within 7 days following the date of posting.
Maintenance and Removal of the Notice Board
The applicant shall maintain the notice board in good condition throughout the application review
period, which shall extend through the time of the final county decision on the proposal and the
expiration of any applicable appeal periods.
If the notice board is removed, LUSD review of the land use application may be discontinued until the
notice board is replaced and has remained in place for the required period of time.

Per King County Code Section 20.20.060, a notice board must be prepared and posted for your land
use application. Please prepare and post in the following manner:
Notice Board Size and Text Specifications
The notice board shall be constructed to the specifications described below. The notice board shall
display the information shown in the figure.
Board Construction: The notice board shall be constructed with 4' x 4' plywood. Professionally
prepared plastic notice board overlays, permanently affixed to the board are
permissible. Notice boards may be reused but they must be clean and show
no evidence of former wording.
Lettering style: Helvetica or similar standard typeface
2. Lettering size: Title should be 3" capital letters (NOTICE OF PROPOSED LAND USE ACTION).
