PROPOSAL DESCRIPTION: Applicant proposes to conduct routine inspections of
three bridges within the City of Renton_ The bridges are the Oakesdale Avenue SW Bridge
(Structure ID # 08570600); the SW 16th Street Bridge (Structure ID # 085584400); and the
Oakesdale Avenue SW Extension Bridge (Structure ID # 107000029). The inspections require
that large trees and debris within 10 feet of the right-of-way on either side of each of the
three bridges be removed in order to provide clearance for the inspection of each structure.
All cut trees would remain on-site for wood recruitment by the stream.
An exemption from a Shoreline Management Substantial Development Permit is hereby granted
on the proposed project in accordance with RMC 4-9-190:0.3 and/or for the following
reason(s):
3. Normal maintenance or repair of existing structures or developments, including
damage by accident, fire or elements.
a. "Normal maintenance" includes those usual acts to prevent a decline, lapse, or
cessation from a lawfully established condition.
b. "Normal repair" means to restore a development to a state comparable to its
original condition, including but not limited to its size, shape, configuration,
location and external appearance, within a reasonable period after decay or
partial destruction, except where repair causes substantial adverse effects to the
shoreline resource or environment.
c. Replacement of a structure or development may be authorized as repair where
such replacement is the common method of repair for the type of structure or
development and the replacement structure or development is comparable to the
original structure or development including, but not limited to, its size, shape,
configuration, location and external appearance and the replacement does not
cause substantial adverse effects to shoreline resources or environment.

Shoreline Substantial Development Permit Exemption
Bridge Inspection Project
The City of Renton is proposing to conduct routine inspections of three bridges within the City
(see attached). This will require removal of large trees and debris within 10 feet of the right of
way on either side of each of the three bridges in order to provide clearance for the inspection of
each structure. All equipment will remain within the roadway; hand tools will be used to cut
trees. All cut trees will remain on-site for recruitment by the stream.
On behalf of the City of Renton Public Works, we request your support in obtaining an
exemption for the project from the Shoreline Substantial Development Permit, as it meets the
requirements of WAC 173-27-040 (2-b)l:
(b) Normal maintenance or repair of existing structures or developments,
including damage by accident, fire or elements. "Normal maintenance"
includes those usual acts to prevent a decline, lapse, or cessation from a
lawfully established condition. "Normal repair" means to restore a
development to a state comparable to its original condition, including but

It is our opinion that the aforementioned work performed by this project will fall within the
exemption listed above for the following reasons:
✓ The proposed inspections are a part of the normal maintenance that is mandated to occur
by FHWA
✓ WDFW has been contacted and approved the proposed action.
✓ The minimal clearing within the existing right of way will not substantial adversely affect
the shoreline
Based on the above information the City of Renton, Public Works Department request an
exemption from the Shoreline Substantial Development Permit for this project. Should you
