SUBJECT: SIGN MODIFICATION REQUEST FOR 222 WILLIAMS AVE SOUTH (PERMIT NO. $090231)
Dear Ms. Downer,
The City of Renton ls in receipt of your request of December 30, 2009 for two modifications from the
City Center Sign Regulations for proposed signage for Bikram Yoga located at 222 Williams Avenue
South. The subject site is located in the downtown area, and signage is subject to the City Center Sign
Regulations (RMC4-4-100:H). The following sum_marizes your request, project background, analysis, and
decision.
Summary of Request
Karen Downer has requested a modification from RMC 4-4-100 H.4.b to be permitted to install one sign
on a building that lists all tenants (including second floor tenants), where the Code limits projecting signs
to tenants on the ground level. In addition, a modification is requested from RMC4-4-100H.5.d.(4)
which limits the height of projecting signs to not more than 25 feet above grade, measured to the top of
the sign. The proposed sign is located approximately 29 feet above grade. The modification has been
requested in order to be allowed to locate the sign more than 25 feet above grade.
Analysis
The subject site is zoned Center Downtown (CD). RMC Section4-4-100H.9 allows the Planning Director
to grant modifications from the City Center Sign Standards and Regulations, for individual signs which do
not meet the specific provisions of the city Center sign standards when the proposed sign is intended to
accomplish one of the following purposes (RMC 4-4-lOOH.9.a):
i. Respond to the needs of the public in locating a business establishment; or
ii. Assist business in contributing to the economic well-being of the c_ommunity; or
iii. Install a sign that is considered to be historic or of historic value by the advertising industry or a
recognized historic preservation organization, provided that such entity was not involved in the
use, design or production of the proposed sign; or
iv. Result in a reduction of signs on a site; or
v. Result in a reduction in the number of freestanding or ground signs otherwise allowed; or
vi. Result in a coordinated sign plan for a multi-tenant building or multiple building complex.

If the Planning Director determines that the intent of the proposed sign accomplishes one of the above
purposes, the Planning Director may grant a modification request provided the proposed sign also
meets all of the following criteria:
i. The modification will not create a significant adverse impact to other property or improvements in
the immediate vicinity of the subject property; and
ii. The modification will not increase the number of signs allowed by this Chapter; and
iii. The modification will not increase the allowed height or area of any wall, projecting,
awning/canopy/marquee/traditional marquee, or secondary sign by more than twenty five
percent (25%); and
iv. The modification will not increase the allowed height or area of any freestanding or ground sign;
and
v. The modification does not create a public safety hazard.
The proposal meets RMC 4-4-lOOH.9.a i and ii in that it responds to the needs of the public in locating a
business establishment, and assists the business in contributing to the economic well-being of the
community. In addition, the proposal meets RMC4-4-100H.9.a.iv in that it would reduce the overall
number of signs, than if individual tenants sought permits for separate signs. And, the sign meets RMC
4-4-lOOH.9.a.v in that it is a coordinated sign plan for a multi-tenant building.
The proposal also meets RMC4-4-100H.9.b.i -v in that it does not create a significant adverse impact to
other properties in the area; it does not increase the number of signs allowed; is does not increase the
allowed height by more than 25%; and, it does not create a public safety hazard.
Decision
The requested modifications from the City Center Sign Regulations, RMC 4-4-lOOH.4.b. and RMC 4-4-
lOOH.5.d.(4) are Approved.
This decision to approve the proposed modifications is subject to a fourteen (14} day appeal period from
the date of this letter. Any appeals of the administrative decision must be filed with the City of Renton
Hearing Examiner by 5:00 pm, January 22, 2010. If you have questions regarding this correspondence,

As the Contractcr for the above mentioned sign project, we are requesting two modifications (1 for greater than
allowable height & 1 for the 2"" floor business) in order to meet the needs of the tenants, building owner and the City of
Renton. We have devoted considerable time, energy and money in this project and after many meetings with the previous
sign permrt tech (Ion Arai) and the Community Development Project Manager (Jennifer Davis Hayes) we were assured
that there would be no problems with the proposed signage.
Per the Plan Review Comments, the proposed sign does not meet code (RMC 4-4-100H.9) as one of the three tenants
occupies the second floor of said building.
We ask for a modification to allow one sign for the entire building and all tenants (2 ground floor and 1 second floor).
Also noted is the stipulation that per RMC 4-4-100H.5h we meet the size res1'rictions. The proposed sign has an overall
square footage of 41.67 per face -well within the 100 s.f. maximum. The placement is well above the 8' clearance required
for the public right of way. While we are exceeding the mounting height (maximum 25' AFF to top of sign -we are at 29'
AFF).
Also attached is the revised drawing for the sign which shows the minor change discussed with Jerry Wasser (going from
4 panels down to three). The sign cabinet has not changed.
