SUMMARY OF PROPOSAL: The applicants for the proposed Sierra Heights Elementary School Annexation have requested that the
City prezone the subject site in advance of the annexation, pursuant to RCW 35A.14.330, so zoning will be in place at the time the
subject site comes into the City_ The site is located at the western portion of the City, within existing City limits at the eastern and
part of the southern boundary. Annexation is considered exempt from SEPA. However, the prezoning of the subject area does
require SEPA review. The City is proposing to prezone the area with Residential - 4 dwelling units per net acre (R-4). The zoning
corresponds with the Residential Low Density (RLD) designation in Renton's Comprehensive Plan. The proposed prezone is
considered a non --project action under SEPA. Currently, an elementary school exists in this area. It is anticipated that this land use
will not change.

Significance - Mitigated for the New Life Church addition, which included a 36,000 square foot Church
auditorium with 264 additional parking stalls on February 13, 2009. The DNS -M determination resulted
in nine mitigation measures. Mitigation measure number "9" states "within one year from the date of
SEPA determination, the applicant shall complete an amended SEPA with an approved wetland
mitigation plan to connect the fire access road on the west side of the new building". As such, the
applicant has complied with mitigation measure "9" and has proposed to provide a looped fire lane that
would provide emergency access to all sides of the New Life Church facilities.

PART ONE: PROJECT DESCRIPTION / BACKGROUND
Sierra Heights Elementary School Annexation Prezone
The applicants for the proposed Sierra Heights Elementary School Annexation have requested that the City
prezone the subject site in advance of annexation, pursuant to RCW 35A.14.330, so zoning will be in place
at the time the subject site comes into the City. Annexation is considered exempt from SEPA. However,
the prezoning of the subject area does require SEPA review. The proposed prezone is considered a non -
project action under SEPA.
The land use of this property is an elementary school. The existing King County Comprehensive Plan
designation of the area is Urban Residential Medium 4-12 dwelling units per gross acre, with R-6 zoning. In
the Renton Comprehensive Plan, the area is designated Residential Low Density (RLD). The City is
proposing to prezone the area with Residential Four Dwelling Units per Net Acre (R-4) zoning. The
proposed zoning most closely approximates the County's zoning when comparing King County and Renton
zoning (due to the differences between gross density and net density calculations) and is consistent with
the Comprehensive Plan designations.
PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible
Officials:
Issue a DNS with a 14 -day Appeal Period.
B. Mitigation Measures
1. None required for this non -project action.

The Proposal was circulated and reviewed by various City Departments and Divisions to determine
whether the applicant has adequately identified and addressed environmental impacts anticipated to
occur in conjunction with the proposed development. Staff reviewers have identified that the proposal
is not likely to have probable impacts.

The proposal has been circulated to City Department and Division Reviewers. Where applicable, their

The applicants for the proposed Sierra Heights Elementary School Annexation have requested that the City prezone the
subject site in advance of the annexation, pursuant to RCW 35A.14.330, so zoning will be in place at the time the
subject site comes into the City. The site is located at the western portion of the City, within existing City limits at the
eastern and part of the southern boundary. Annexation is considered exempt from SEPA. However, the prezoning of
the subject area does require SEPA review. The City is proposing to prezone the area with Residential - 4 dwelling units
per net acre (R-4). The zoning corresponds with the Residential Low Density (RLD) designation in Renton's
Comprehensive Plan. The proposed prezone is considered a non -project action under SEPA. Currently, an elementary
school exists in this area. It is anticipated that this land use will not change.
OPTIONAL DETERMINATION OF NON -SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined
that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under
the RCW 43.210.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be
issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There
will be no comment period following the issuance of the Threshold Determination of Non -Significance (DNS). A 14 -day
appeal period will follow the issuance of the DNS.

The applicants for the proposed Sierra Heights Elementary School Annexation have
requested that the City prezone the subject site in advance of annexation, pursuant to
RCW 35A.14.334, so zoning will be in place at the time the subject site comes into the
City. The site is located at the western portion of the City, with existing City limits as the
eastern and part of the southern boundary. Annexation is considered exempt from

Residential Medium 4-12 dwelling units per gross acre; with R-6 zoning. The proposed
Renton zoning of R-4 most closely approximates the County's zoning when comparing
King County and Renton zoning (due to the differences between gross density and net
density calculations) and is consistent with the Comprehensive Plan designation.
