Summary of Request The applicant proposes the construction of two new recycle/waste facilities along with associated landscaping and the removal of parking spaces. The subject property, Renton Housing Authority's Evergreen Terrace, is located on NE 151h St between NE Sunset Blvd and Kirkland Ave NE. The project site totals. 2.85 acres in area and is zoned Center Village (CV). The first refuse and recycle station would be located within the landscape island in the center of the site. The second station is proposed to be located on the southwestern portion of the site within the front yard setback from NE 15`h Street. The proposed stations would. include a pully system, a green roof shelter and screening in the form. of a - fence/gate. Two administrative modifications, from the City's refuse and recycle standards; are needed in order to encroach within the front.yard setback and within the front yard landscaping. A third modification is needed i.n order to. reduce the screening height requirement from b to 5 feet.. Section .4-4-090.F allows the Administrator to grant modifications from the refuse and recyclable standards for individual cases, provided the modification meets the following criteria (pursuant to RMC 4-9-250.D.2): a. Will meet,the objectives and safety, function, appearance, environmental protection and maintainability intended by the Code requirements, based upon sound engineering judgment; and b. Will not be injurious to other property(ies) in the vicinity; and C. Conform to the intent and purpose of the Code; and d. Can be shown to be justified and required for the use and situation intended; and e. Will not create adverse impacts to other property(ies) in the vicinity; and �crirr rt7U nd - The applicant, Bumgardner, has requested two modifications from the City's Refuse and Recycle standards (RMC 4-4-090C.2) in order to construct two refuse and recycle areas within the front yard Renton City Hall • 1055 South. Grady Way • Renton, Washington 96057. • rentonwa_gov 1 setback andthe required landscaping along the street frontage (Modifications #1 and #2). The Evergreen Terrace, a 50 -unit affordable housing community, was originally constructed in 1967. At a later date a fenced waste collection station was added encroaching into the front yard setbacks; the location was based on the only space available on site.. The Renton Housing Authority has found that the single waste collection location is not adequate to meet the community's needs in terms of accessibility, location, size and pedestrian safety. Therefore the applicant is proposing the construction of two new handicap accessible recycle/waste facilities consisting of refuse, recycle and compost enclosures. Station 1 would be located at the community crossroads in a landscaped island and Station 2 would be located near the community commons building. The stations would have a rear approach for resident access, which includes a pully system. The enclosures would be screened through the use of a sliding decorative metal doors, concrete walls, and landscaping. A third modification from the City's Refuse and Recycle Standards (RMC 4-4-090C.8) has been requested. in order to reduce the height of the screening enclosure from 6 to 5 feet (Modification 43). In addition, the facilities would be sheltered with a canopy structure with green roof above. An added walkway, along with a public open space and bench seating is also proposed next to Station #1. Analysis a) Will meet the objectives and safety, function, appearance, environmental protection and maintainability intended by the Code requirements, based upon sound engineering judgment. Modification (Station) #1 and #2: The applicant contends that the proposed locations for the refuse and recycle stations were selected as community gathering points. The applicant has proposed signage used to educate/encourage residents to compost and recycle in addition to the use of a green roof which is a sustainable practice. The facilities would be located close to the street curbs to meet the needs of both the Renton Housing Authority and Waste Management. The applicant has proposed to use high quality decorative screening materials which include metal doors, concrete walls and landscaping. Staff concurs the requested modification conforms to the intent and purpose of the refuse and recyclable standards by providing facilities that are interactive, environmentally sensitive and safe for residents. In addition, the facilities would be constructed with quality materials that contribute to the character of the housing community. However, a detailed landscaping plan was not submitted with the modification request. Staff will be requiring, as a condition of modification approval, the applicant provide a detailed landscape plan to the Current Planning Project Manager prior to building permit approval. Modification #3: The applicant contends that the proposed collection facilities were designed to be an integral part of the community which encourages residents to recycle and compost thereby minimizing the items thrown into the garbage. In addition the intent for the stations are to be a gathering place for residents which is why the facilities were designed to be as open as possible: By intention the facilities are proposed to be located in high-volume pedestrian areas in order to function more like the attractive recycle bins located on downtown sidewalks as opposed to neighborhood facilities that are not very aesthetically pleasing and therefore need to be screened by tall fencing. Staff concurs the requested modification conforms to the intent and purpose of the refuse and recyclable standards by providing exceptionally designed refuse and recycle areas that require less screening. b) Will not be injurious to other property(les) in the vicinity. Modification (Station) #1 and #2: The applicant contends that the waste handling of the site would be improved due to the location close to the street curbs. The service and access for the deposit area is anticipated to be more than adequate for the housing community. Staff concurs, the refuse and recyclable deposit areas would provide adequate space to handle the needs for the existing community and are sited in a way that would create a community gathering place. It is not anticipated that the approval of a modification to permit Station #1 within the front yard setback and required landscaping, would be injurious to other properties in the vicinity. Modification #3 See discussion under criterion "a)" above. C) Conform to the intent and purpose of the Code. See discussion under criterion "a)" above. d) Can be shown to be justified and required for the use and situation intended. Modification (Station) #1 and #2: The refuse and recyclable standards (RMC 4-4-0900.2) prohibit refuse and recycle areas within the front yard setback the required landscaping along the street frontage. The applicant contends and staff concurs that based upon the proposed site plan it is anticipated that the encroachment of the refuse and recycle deposit areas into the front yard setback and required landscaping is considered to be reasonable for the situation intended. Modification 93 The refuse and recyclable standards (RMC 4-4-0900.8) require screening for refuse and recycle areas to have a height of 6 feet. The applicant contends and staff concurs that based upon the proposal a 5 -foot screening enclosure is considered to be reasonable for the situation intended due to the exceptional design of the canopy structure. Decision The refuse and recyclable deposit modifications for Evergreen Terrace are hereby approved and subject to the following condition: The applicant shall provide a detailed landscape plan to the Current Planning Project Manager prior to building permit approval. Appeal Process: Appeals of this administrative decision must be filed in writing on or before 5:00 p.m. April 26, 2010. In response to the requirements set forth at the Pre -App meeting, please see the following descriptions of our proposal in following the District "D" Checklist. Checklist "D" Item 5. Service Element Location and Design Intent: To reduce the potential negative impacts of service elements (i.e., waste receptacles, loading docks) by locating service and loading areas away from high-volume pedestrian areas, and screening them from view in high visibility areas. Pmposed Design The locations for the recycle/waste stations were selected to be community gathering points, interactive, environmentally sensitive, safe for residents, and close to street curbs to meet the needs of both RHA and Waste Management (City recycle/waste hauler). Unlike most 'standard' garbage collection areas that become on eyesore in the neighborhood and therefore ore best hidden at the back of the lot behind a to// fence, Bumgardner designed these handicap accessible recycle/waste stations to be an integral port of the community. By intention, they need to be located in high-volume pedestrian areas to function best — much like attractive recycle bins are located on downtown sidewalks: Station 1 is located at the community crossroads in a landscaped island; Station 2 is located near the community commons building., A%Nashinglnn [;or ,-.ration Renton: Recycle/Waste Staiw15s - District D Guidelines, March 5, 2010 Page 2of4 The stations will be a place for interaction and education for the residents and as such, the stations to be as open as possible. The stations will be constructed with 5" fall decorative sliding metal doors screening the enclosure from the street, concrete walls and landscaping screening the sides, and a rear -approach resident access area that will have landscaping screening ,behind plus have a green roof canopy above. Checklist "D" Item C. Pedestrian Environment Intent: To enhance the urban character of development in the Urban Center and the Center Village by creating pedestrian networks and by providing strong links from streets and drives to building entrances; make the pedestrian environment safer and more convenient, comfortable, and pleasant to walk between businesses, on sidewalks, to and from access points, and through parking lots; and promote the use of multi -modal and public transportation systems in order to reduce other vehicular traffic. Proposed Design While the existing sidewalks were established on the site long ago, accessible ramps will he added at sidewalks throughout the site to make the site more fully accessible, safer, and more comfortable for pedestrians. In addition, next to the proposed location for Station 1, the development proposes an added walkway to further increase pedestrian connections on the site, along with a public open space with bench seating to encourage residents to visit with one another in a landscaped outdoor setting. This residential community has a high percentage of accessible needs residents, and currently provides parking with (3) accessible stalls. The proposed design would add a net of (1) new stall, and rearrange parking to result in (5) total accessible stalls, thus better serving the community. It should also be noted that Metro Bus Routes 105 and 909 are located 1/2 block away on KirklandA venue NE, and provide service to downtown Renton. Pedestrian Amenities: Intent: To create attractive spaces that unify the building and street environments and are inviting and comfortable for pedestrians; and provide publicly accessible areas that function for a variety of activities, at all times of the year, and under typical seasonal weather conditions. Proposed Design The design focuses on making the stations visible — locating both near the community's gathering space and providing landscaped and well - lighted paths that will lead residents to the recycle/waste stations. The new pathways also will also enhance and further connect the neighborhood. A prominent, green -roofed shelter will protect from the sun and the rain. The shelter proposes signage quoting fun facts to inform the tenants of the power they have to recycle and compost their post - consumptive waste. The station will implement a pulley system thus allowing children, those with limited physical means, and everyone in between to discard waste in a smart, easy, and accessible way. The pulleys will allow the bin lids to open with minimal user effort, and will also facilitate the lids to remain open via a latching mechanism. Improvements are also proposed to the community's sidewalks and at the island near Station 1 as previously noted. Checklist "D" Item D. Landscaping/Recreation Areas/Common Open Space Intent: To provide visual relief in areas of expansive paving or structures; define logical areas of pedestrian and vehicular circulation; and add to the aesthetic enjoyment of the area by the community. To have areas suitable for both passive and active recreation by residents, workers, and visitors; provide these areas in sufficient amounts and in safe and convenient locations; and provide the opportunity for community gathering in places centrally located and designed to encourage such activity. Proposed Design Both recycle/waste stations will incorporate landscaping around the station that will enhance the site for the benefit of all residents. An outdoor gathering space will be created on the island near Station 1, which will provide a much desired location for residents to connect with one another: Renton: Recycle/Waste Statins - District D Guidelines, March 5, 2010 Page 4 of 4 The proposed recycle/waste station design is intended to encourage community interaction and visibility. The screening will be a combination offence/gate and landscaping. New plantings will integrate with and enhance existing street trees and plantings. Proposed Modificafions 7 & 2 Evergreen Terrace, a 50 -unit affordable housing community built in 7967, was originally planned with street -only parking. At some later date, (3) accessible parking stalls and (1) fenced waste collection station were added into existing front yard setbacks, their locations based on the only space available on site. The single waste collection area has served the community ever since, although the Renton Housing Authority (RHA) now recognizes that the single location is not adequate to meet the community's needs in terms of accessibility, location, size, and pedestrian safety. The design team determined that the only available locations that met these requirements were in required front yard setbacks or landscaped areas. Moving them out of required front yard setbacks would have the negative effect of paving over an additiona1200 SF of land at each station which could otherwise be planting areas. Station I is located at the community crossroads in a landscaped island; Station 2 is located near the community commons building. Recycling the old notion that waste stations were ugly eyesores that should be hidden away, Bumgardner has designed these recycle/waste stations to be an integral part of the community, so their prominent location is both desirable as a community asset and is efficient with land use. Landscaping will be provided around each of these stations for both visual screening and aesthetic purposes, which will include an outdoor gathering space next to Station 1. The specifics of the proposed landscaping will be shown on the conceptual landscape plan to be submitted with the building permit application. Modification I Fence at Waste/Recycle Station Code Section 4-4-090 C.8 Screening of Deposit Areas: Garbage dumpsters, refuse compactor areas, and recycling collection areas must be fenced or screened. A six foot (6) wall or fence shall enclose any outdoor refuse or recyclables deposit area.
