PROPOSAL DESCRIPTION: Seattle University College of Arts & Sciences requests a
Shoreline Exemption Permit in order to install an agricultural project, consisting of a
vegetable and fruit garden, within the confines of the King County Wastewater South
Treatment Plant, located at 1200 Monster Road South. The garden would be located in an
area that is currently vacant and covered in grass lawn. Other vegetation in the area consists
of small trees and blackberries. The site would be tilled and the soil amended with about
300 cubic yards of compost. All work would be at least 150 feet away from the Ordinary High

Water Mark of Springbrook Creek.
Fruit and vegetable crops would be planted in an approximate one acre area. Approximately
30 medium dwarf fruit trees, 50 berry bushes, 50 grape vines, and alliums, squashes, tubers,
leafy greens and other common food crops would be planted. Seattle University students
would be responsible for the installation and maintenance of the garden. Natural, organic
practices would be utilized; no pesticides or fertilizers would be used in the project area..
The project requires a Shoreline Exemption as maintenance activity, as the proposal is
located within 200 feet of Springbrook Creek.
An exemption from a Shoreline Management Substantial Development Permit is hereby
granted on the proposed project in accordance with RMC 4-9-190:0.5. and/or for the following
reason:
B_ Construction and practices normal or necessary for farming, irrigation, and ranching
activities, including agricultural service roads and utilities on shorelands, and the
construction and maintenance of irrigation structures, including, but not limited to, head
gates, pumping facilities, and irrigation channels.

Dear Ms.Henning:
This letter is to request review of a project that is planned to begin as early as September of 2010
within the City of Renton. The proposed project, Seattle University Sustainable Urban
Agriculture Project, will take place at the King County Wastewater Treatment Division South
Treatment Plant (1200 Monster Road SW, Renton WA) on approximately one acre of land over a
period of five years (September 2010 through September 2015).
This agricultural project using organic materials to produce food crops is being initiated by
Seattle University. The university has applied for the necessary Special Use Permit through King
County (Application #5-98-10).
We are requesting verification that this project will qualify for a Shoreline Permit Exemption
and exemption from a Fill and Grade Permit based on the attached information.
All work will be conducted within the fenced boundaries of the South Treatment Plant, near the
intersection of Grady Way and Oakesdale Avenue. The project area (see attached drawing Cl
Seattle University Sustainable Urban Agriculture Project) is located west of the treatment plant's
paved access road that separates the project work site from Springbrook Creek. The work will be
completed approximately 150 feet away from the ordinary high water mark for Springbrook
Creek_
The area to be used for this agricultural project is currently a grass field between the road and the
treatment facility. Vegetation at the site is predominantly grass, small trees and blackberries. A
berm on the east boundary of the site forces drainage away from Springbrook Creek.
Establishing agricultural use will require tilling and amending the soil with approximately 300
cubic yards of compost. There will be no in -water work and no tree removal within 200 feet of
the shoreline. Only routine vegetation removal will occur as part of typical agricultural practices.
The site will be planted with a variety of fruit and vegetable crops, including approximately 30
medium dwarf fruit trees, 50 berry bushes, and 50 grape vines. Several in -ground agricultural
areas will be designed for a total of approximately one acre. Alliums, squashes, tubers, leafy
greens and other common varieties of food crops will be incorporated. Please reference attached
drawing C-1 for planned locations.
The estimated construction cost of this project is approximately 52,000 per year for the duration
of the project. This includes labor, site management, site preparation and typical construction
necessary for normal agricultural practices. This site will use natural, organic practices for
agricultural production; there will be no use of pesticides or fertilizers within the project area.
The total amount of material required for the proposed project will be approximately 300 cubic
yards which, according to the City of Renton Municipal Code, fails below the threshold that
triggers a City of Renton Fill and Grade Permit.
Upon reviewing the Shoreline Exemption application form, it appears this planned agricultural
project falls under "Normal agricultural construction and practices " and is exempt from
requiring a Shoreline permit. In addition, based on our discussion today, numbers 4, 6, 7, S and
9 on the application form are waivered.
Please note that the timing of this project is of utmost importance and Seattle University would
