An exemption from a Shoreline Management Substantial Development Permit is hereby granted
on the proposed project in accordance with RMC 4-9-1900 and/or for the following reason:
Construction on shorelands by an owner, lessee or contract purchaser of a single-
family residence for his/her own use or for the use of his/her family, which
residence does not exceed a height of thirty-five (35) feet above average grade
level and which meets all requirements of the State agency or local government
having jurisdiction thereof, other than requirements imposed pursuant to this
chapter.
1. "Single family" residence means a detached dwelling designed for and
occupied by one family including those structures and developments
within a contiguous ownership which are a normal appurtenance. An
"appurtenance" is necessarily connected to the use and enjoyment of a
single-family residence and is located landward of the ordinary high
water mark and the perimeter of a wetland. On a statewide basis,
normal appurtenances include a garage; deck; driveway; utilities;
fences; installation of a septic tank and drainfield and grading which
does not exceed two hundred fifty cubic yards and which does not
involve placement of fill in any wetland or waterward of the ordinary
highwater mark.
2. Construction authorized under this exemption shall be located landward
of the ordinary high water line.

Subject: Shoreline Exemption Request -3107 Single Family Residence
The enclosed material is in support of our request for a Shoreline Exemption for a Single Family Residence we
propose to construct on our property at 3107 Mt. View Ave. N, Renton, Washington 98056. From our discussions
with Renton Planning Department staff, it is our understanding that the attachments listed below should be sufficient
for our request to be processed by you.
1. Land Use Master Application and Legal Description: A signed and notarized original and four copies of the
application and five copies of the legal description of the property.
2. Project Narrative: Five copies of the project narrative addressing each submittal -requirement item.
3. Neighborhood Detail Maps: Five copies each of 1) An overview map, locating the project property relative to
jurisdictional boundaries and 2) A detail map, scaled 1 "=200', showing the project property relative to adjacent and
neighboring properties.
4. Waiver Form: We have been advised that this will be provided by Renton Planning Department indicating that
the Habitat Data Report and the Standard Stream or Lake Study will be waived consistent with the waivers given us
in another project on the same property by LUA09-155, SME, issued 14 December 2009.
5. Site Plan: Five copies of an 11" by 17" site plan drawing, scale 1 "=20', folded to 8.5" by 11".
6. Wetland Assessment: Five copies of a "Sensitive Area Map" from the King County iMAP system that shows
there are no wetlands on the property and that it is situated in a "Low" impact area.
7. Flood Hazard Data: Five copies of the FEMA Flood Insurance Rate Map that shows no flood hazards are
present on the property.
8. Habitat Data Report: We understand this requirement will be waived.
9. Standard Stream or Lake Study: We understand this requirement will be waived. However, five copies of a
sensitive areas map from the King County iMAP system are provided. This map and observations clearly show that
no streams are on or near the property.

Project Narrative:
This is a Project Narrative for a new Single Family Residence to be constructed on
the private residence property of Lowell Anderson and Laurie Baker at 3107
Mountain View Ave. N, Renton, WA 98056.
Project Size and Description: A single family residence with a basement and two
stories that include an attached three car garage and workshop. The footprint of
the structure is approximately 2700 square feet with a height of about 29 feet above
the average grade level; constructed of concrete footings, foundation, walls, and a
metal roof
Basis for Exemption Request: Construction of a Single Family Residence for use
by the Owner.
Anticipated Dates of Work: July, 2010 — December, 2010.
Other Permits: City of Renton Demolition, Building, Electrical, and Plumbing
Permits
Current and Proposed Use: The current use is single family R-8 with no change
proposed.
Special Site Features: The property is on Lake Washington. It has no wetlands,
bogs, slide areas, or special habitats on it. It slopes about t foot drop to 10 foot
run from the street to the lake.
Soil Type and Drainage: A geotechnical evaluation has been completed. The soils
at the location of the structure was found to be adequate for construction without

the need for special engineering to support the proposed structure. There are no
flooding or drainage hazards on the property.
Estimated Construction Costs: $800,000.00
Estimated Quantities and Type of Materials: We anticipate the removal of 250
yards of material will be required and 50 yards compacted and loose drain material
will be installed as required by the final engineering design. A moderate amount of
topsoil will be needed for landscaping.
Tree Removal: Two or three 30 foot non-native Boulevard Cypress trees will be
removed for this project.
Distances: The Project's work area will be at least 70 feet from the Ordinary High
Water Mark of Lake Washington, as measured from an existing concrete bulkhead
Nature of Shoreline: The shoreline is a combination of rocks and concrete
bulkhead.
