Development Crosetto Residence LUA10-034, SME DATE 4F PERMIT: May 6, 2010 Page 2 of 3 An exemption from a Shoreline Management Substantial Development Permit is hereby granted on the proposed project in accordance with RMC 4-9-1900 and/or for the following reason(s): Construction on shorelands by an owner, lessee or contract purchaser of a single-family residence for his/her own use or for the use of his/her family, which residence does not exceed a height of thirty-five (35) feet above average grade level and which meets all requirements of the State agency or local government having jurisdiction thereof, other than requirements imposed pursuant to this chapter. "Single family" residence means a detached dwelling designed for and occupied by one family including those structures and developments within a contiguous ownership which are a normal appurtenance. An "appurtenance" is necessarily connected to the use and enjoyment of a single-family residence and is located landward of the ordinary high water mark and the perimeter of a wetland. On a statewide basis, normal appurtenances include a garage; deck; driveway; utilities; fences; installation of a septic tank and drainfield and grading which does not exceed two hundred fifty cubic yards and which does not involve placement of fill in any wetland or waterward of the ordinary highwater mark. 2. Construction authorized under this exemption shall be located landward of the ordinary high water line. May 3, 2010 Shoreline Permit Exemption Project Narrative Project Name: Crosetto Residence Area Summary: Main Floor: 3207 s.f. Upper Floor: 2962 s.f. Garage: 828 s.f. Bath House: 100 s.f. Project Location: 5025 Ripley Lane North Renton, WA 98056 An existing single -story residence with attached garage and a detached shed are to be partially demolished and a new two-story residence with attached garage and detached bath house are to be constructed over the original footprints. This new single-family residence is for use by the owner, and as such, is exempt from shoreline review. It is anticipated that work should begin when building permits are approved and should proceed for approximately 12 months. Currently the property is zoned R-8 and used for a single-family residence, and no change to this use is proposed. No land -use permits are required for this project. It is estimated that the construction cost for the project will be $1,128,000 and the King County Assessor has appraised the lot at $1,161,000. This creates a Fair Market Value of $2,289,000 for the property. No special features exist on the site, and the proposed modification will not affect the existing drainage conditions which have been in place for several decades. The existing soils are of sufficient quality to support the proposed construction. No excavation is proposed for the project, and the only fill for this project will occur at the existing building footprint (approximately 110 c.y.) All existing paving is to remain with some patch work and repair anticipated. All existing landscape areas are to remain and no trees are proposed to be removed, unless adversely impacted by the new construction. The closest area of work to the Ordinary High Water Mark will occur at a distance of approximately 40 feet. At the existing shoreline there is a concrete bulkhead and no changes to the shoreline are proposed. The height of new construction will not exceed 35 feet above average grade level.
