HomeMy WebLinkAboutC_Cover_Letter_R2B_CA_171128_v1 November 17, 2017 Mr. Clark Close, Senior Planner City of Renton, Department of Community and Economic Development Planning Division 1055 South Grady Way Renton, WA 98057 Re: Critical Areas Permit Application I-405, Renton to Bellevue Project, Stage 1 Dear Mr. Close: The Washington State Department of Transportation (WSDOT) is submitting this application for a Critical Areas Permit for the I-405, Renton to Bellevue Project (Project). The Renton to Bellevue Project (Stage 1) extends along I-405 for approximately 8 miles from the SR 169 interchange (MP 3.8) in Renton to the I-90 interchange (MP 11.9) in Bellevue. The project proposes the following improvements, with affected critical areas in bold: Northbound and Southbound I-405 (MP 3.8 – MP 11.9): Widen I-405 from SR 169 to just north of I-90 to accommodate an extra lane in each direction. Landslide, Erosion, Floodplain, Seismic, Aquifer Zones, Streams/Wetlands Sunset Boulevard N (MP 4.53) and NE Park Drive (MP 5.42) Interchanges: At Sunset Boulevard, widen the I-405 northbound and southbound bridge structures. At NE Park Drive, widen the I-405 southbound bridge structure. Aquifer Zone 2, Landslide, Erosion NE 30th Street (MP 6.52): Replace the local road overpass abutment slopes with retaining walls on both sides of I-405 to accommodate widening. Add an auxiliary lane on southbound I-405 just north of NE 30th. Aquifer Zone 2 May Creek Bridges (MP 7.18): Replace the northbound and southbound I-405 bridge structures over May Creek and provide habitat improvements to the riparian corridor by removing angular rock fill material. Floodplain, Seismic, Streams/Wetlands NE 44th Street Interchange (MP 7.48): Replace the local road bridge structure and reconstruct the interchange. Construct new direct access ramps for transit and ETL users in the I-405 median. Reconstruct Lake Washington Boulevard NE between NE 44th Street and SE 76th Street, and realign the northbound on-ramp to I-405 to connect to Lake Washington Boulevard NE. Construct an at-grade park-and-ride lot on the corner of Lake Washington Boulevard N and NE 44th Street. The park-and-ride will have a minimum of 200 parking stalls. Streams/Wetlands Lake Washington Trail (MP 7.35 – MP 10.25): Realign and reconstruct the existing trail west of its current location to reside within the Eastside Rail Corridor from Ripley Lane in Renton to Coal Creek Parkway in Bellevue. Landslide, Seismic, Erosion, Steep Slopes Associated noise wall construction, stormwater management and water quality facilities upgrades, and fish passage improvements will be part of the project and if they affect critical areas will be included with the rest of the information provided in this application. Project work areas at Johns and May Creeks are located within floodplains. The majority of potential adverse effects associated with the construction and operation of the project in geologic hazard areas will be avoided or minimized through the use of BMPs. WSDOT contractors will also be following the procedures outlined in the WSDOT Geotechnical Design Manual (GDM) and Bridge Design Manual, and from following the I-405 Programmatic Commitments. Refer to Attachment 9 – Geology and Soils Report for additional details. Mitigation for floodplain impacts and streamflow are addressed in Attachments 8 - Flood Risk Analysis and Attachment 10 - Stormwater Management Concept. Impacts to wetland and stream buffers will be mitigated as described in the Wetland and Stream Mitigation Report. The following application materials are enclosed for your review: Land Use Permit Master Application Form Attachment 1 – Vicinity Map Attachment 2 – Conceptual Site Plan Attachment 3 – Topographic Map (refer to Conceptual Site Plans) Attachment 4 – Critical Areas Maps Attachment 5 – Tree Removal and Restoration Plan Attachment 6 - Wetland and Stream Assessment Report Attachment 7 - Wetland and Stream Mitigation Report Attachment 8 – Flood Risk Analysis Attachment 9 – Geology and Soils Report Attachment 10 – Stormwater Management Concept Attachment 11 – Grading Plan WSDOT requests that the City of Renton, Department of Community and Economic Development, bill any fees above and beyond the required deposit for review of this application to WSDOT at the address provided on the enclosed Land Use Permit Application form.
