SUBJECT: SIGN MODIFICATION REQUEST FOR WASHINGTON BLACK BELT
ACADEMY, 900 SOUTH GRADY WAY {LUAll-001, MOD)
Dear Mr. Randquist:
The City of Renton received your request of January 4, 2011 for a modification from the
City Center Sign Regulations for the proposed wall sign age for Dojo 3 located at 900
South Grady Way (Attachment 1). The subject site is located in the City Center, and
signage is subject to the City Center Sign Regulations (RMC4-4-100H). The following
summarizes your request, project background, analysis, and decision.
Summary of Request
Mr. Randquist, representing the owner, has requested a modification from RMC 4-4-
lOOH.6.a to be permitted to install one illuminated wall sign which has three letters in
excess of the maximum 24-inch height permitted (Attachment 2). These three letters
would be approximately 28-inches in height and would be in keeping with the stylized
character of the proposed font. In addition, when the sign is considered as a whole, the
average height of all of the letters on the sign do not exceed 24 inches in height.
Analysis
The subject site is zoned Center Downtown (CD). RMC Section 4-4-lOOH.9 allows the
Planning Director to grant modifications from the City Center Sign Standards and
Regulations for individual signs which do not meet the specific provisions of the City
Center sign standards when the prnposed sign is intended to accomplish one ofthe
following purposes (RMC 4-4-lOOH.9.a):
i. Respond to the needs of the public in locating o business establishment; or
ii. Assist business in contributing to the economic well-being of the community; or
iii. Install a sign that is considered to be historic orof historic value by the advertising
industry or o recognized historic preservation organization, provided that such entity was
not involved in the use, design or production of the proposed sign; or
iv. Result in o reduction of signs on a site; or
v. Result in o reduction in the number of freestanding or ground signs otherwise allowed; or
vi. Result in a coordinated sign plan for a multi-tenant building or multiple building complex.

If the Planning Director determines that the intent of the proposed sign accomplishes one of the
above purposes, the Planning Director may grant a modification request provided the proposed
sign also meets all of the following criteria (RMC 4-4-lOOH.9.b):
i. The modification will not create a siqnificont adverse impact to other property or
improvements in the immediate vicinity of the subject property; and
ii. The modification will not increase the number of signs allowed by this Chapter; and
iii. The modification will not increase the allowed height or area of any wall, projecting,
awning/conopy/marquee/traditionril marquee, or secondary sign by m~re than twenty
five percent {25%); and
iv. The modification will not increase the allowed height or area of any freestanding or
ground sign; and
v. The modification does not create a public safety hazard.
The proposal meets RMC 4-4-lOOH.9.a.i and ii in that it responds to the needs of the
public in locating a business establishment and assists the business in contributing to
the economic well-being of the community. The proposal also meets RMC4-4-
100H.9.b.i -v in that it does not create a significant adverse impact to other properties
in the area; it does not increase the number of signs allowed; it does not increase the
allowed height or area of any freestanding or ground sign and, it does not create a
public safety hazard.
Decision
The requested modification from the City Center Sign Regulations, RMC 4-4-lOOH.6.a is
approved.
This decision to approve the proposed modification is subject to a fourteen (14) day
appeal period from the date of this letter. Any appeals ofthe administrative decision
must be filed with the City of Renton Hearing Examiner by 5:00 pm, January 19, 2011. If
